Edward Snowden has revealed that he witnessed “numerous instances” of National Security Agency (NSA) employees passing around nude photos that were intercepted “in the course of their daily work.” In a 17-minute interview with The Guardian filmed at a Moscow hotel and published on Thursday, the NSA whistleblower addressed numerous points, noting that he could “live with” being sent to the US prison facility at Guantanamo Bay, Cuba. He also again dismissed any notion that he was a Russian spy or agent—calling those allegations “bullshit.” If Snowden’s allegations of sexual photo distribution are true, they would be consistent with what the NSA has already reported. In September 2013, in a letter from the NSA’s Inspector General Dr. George Ellard to Sen. Chuck Grassley (R-IA), the agency outlined a handful of instances during which NSA agents admitted that they had spied on their former love interests. This even spawned a nickname within the agency, LOVEINT—a riff on HUMINT (human intelligence) or SIGINT (signals intelligence).

“You've got young enlisted guys, 18 to 22 years old,” Snowden said. “They've suddenly been thrust into a position of extraordinary responsibility where they now have access to all of your private records. In the course of their daily work they stumble across something that is completely unrelated to their work in any sort of necessary sense. For example, an intimate nude photo of someone in a sexually compromising position. But they're extremely attractive. “So what do they do? They turn around in their chair and show their co-worker. The co-worker says: ‘Hey that's great. Send that to Bill down the way.’ And then Bill sends it to George and George sends it to Tom. And sooner or later this person's whole life has been seen by all of these other people. It's never reported. Nobody ever knows about it because the auditing of these systems is incredibly weak. The fact that your private images, records of your private lives, records of your intimate moments have been taken from your private communications stream from the intended recipient and given to the government without any specific authorization without any specific need is itself a violation of your rights. Why is that in a government database?” Then Alan Rusbridger, The Guardian’s editor-in-chief, asked: “You saw instances of that happening?” “Yeah,” Snowden responded. “Numerous?” “It's routine enough, depending on the company that you keep, it could be more or less frequent. These are seen as the fringe benefits of surveillance positions."

Coverage of the midterm elections has, understandably, focused on the shift in political power from Democrats toward Republicans. But behind the scenes, another major story has been playing out. Wall Street spent upwards of $300M to influence the election results. And a key part of its agenda has been a plan to move more and more of the $3 trillion dollars in unguarded government pension funds into privately managed, high-fee investments — a shift that may well constitute the biggest financial story of our generation that you’ve never heard of.

But Wall Street’s agenda goes beyond any one election cycle. It has been fighting to turn public pensions into private profits for quite some time, steering retirement nest eggs into investments that are complex, charge hefty fees, and that generate big profits for management firms. And it has been succeeding. Of the $3 trillion in public assets currently in pension funds throughout the country, almost a quarter of that has already found its way into so-called “alternative investments” like hedge funds, private equity and real estate. That translates to roughly $660 billion of public money now under private management, invested in assets that are often arcane and opaque but that offer high management and placement fees to Wall Street financiers.

If all this wasn’t egregious enough, a huge preponderance of evidence suggests that this massive transfer of wealth from public to private management is having a corrupting effect on the political process. Sirota’s reporting seems to have particularly touched a nerve with New Jersey Governor Chris Christie, who has described Sirota as “a hack” and “not a journalist”. It’s not difficult to see why Christie isn’t a fan. Earlier this year, Sirota wrote that… 43 financial firms managing New Jersey pension money have spent a total of $11.6 million on contributions to New Jersey politicians… Many of those donations have gone directly to Gov. Christie’s election campaign … Additionally, many of the contributions came either just before or just after the Christie administration awarded the firms multi-million-dollar pension management contracts. Those 43 firms ended up managing around $14 billion dollars of state pension money, a take that serves as a timeless reminder of the great rewards that can derive from catering to the needs of receptive politicians.

Article 1, Section 6 of the Constitution establishes an absolute free-speech right for members of Congress on the floor or in committee, even if they are disclosing classified material. It states that “for any Speech or Debate in either House, they shall not be questioned in any other Place.” Within hours of Colorado Senator Mark Udall losing his reelection bid last week, transparency activists were talking about how he should go out with a bang and put the Senate intelligence committee’s torture report into the congressional record.  The report is said to detail shockingly brutal abuse of detainees by the CIA during the George W. Bush administration, as well as rampant deception about the program by top officials. But the Obama White House is refusing to declassify even a summary of the report without major redactions. And Republicans take over the Senate in January.

Udall is one of two senators — along with fellow Intelligence Committee member Ron Wyden — who have consistently demanded greater transparency from the intelligence community. If he made the report public on the Senate floor or during a hearing, he couldn’t be prosecuted. The last time any senator did anything nearly so grand was in 1971, when Mike Gravel, two years into his 12 years representing the state of Alaska, entered 4,000 pages of the Pentagon Papers into the congressional record just before the U.S. Supreme Court lifted an injunction on publishing them in the press.

Now, Gravel is urging Udall to join the club. “If Udall wants to call me, I can explain this to him,” Gravel, pictured above, said in a phone interview from his home in Burlingame, Calif. Gravel’s recommendation: “What he’d have to do is call a subcommittee meeting like I did, late at night.”

Suppose you’re in the supermarket shopping for groceries. While you’re strolling the aisle with your cart, a shadowy figure looms over your shoulder and changes the prices on the items you want to buy before you get a chance to pick them up. As you reach for some vine tomatoes, you notice the price just jumped 20 cents. When you select some brie from among the cheeses, you witness the number on the sticker change right before your eyes. Ditto when you look for your favorite brand of granola.

This is the essence of what regulators learned might be happening in the foreign exchange market, where US$5.3 trillion of dollars, euros and yen are traded every day. In June 2013, Bloomberg reported that traders at some of the world’s biggest banks worked to manipulate key currency rates, racking up profits and costing investors – including your retirement fund – hundreds of millions of dollars globally. They are accused of placing their own transactions ahead of trades requested by clients – known as front-running – which was the reason prices kept changing as people tried to make their own trades, like in the shopping analogy above. They bought euros or dollars, driving up the rate, and then profited by selling to other investors at a higher level.

This week six of the currency-dealers being investigated – including JP Morgan, Citigroup and HSBC – agreed to pay a total of US$4.3 billion to regulators in the US, UK and Switzerland to resolve the allegations. The deal is likely only the first in a series of settlements and other penalties that will emerge from the ongoing investigations. The investors most concerned with the alleged manipulation are funds that invest internationally, such as hedge funds, the endowments of charitable or cultural institutions and insurance companies. But it also includes the mutual funds in which many of your 401K or IRA assets are likely invested.

Predictably, once again, this vertiginous flurry of deals and investment had to converge towards the most spectacular, ambitious, wide-ranging plurinational infrastructure offensive ever attempted: the multiple New Silk Roads - that complex network of high-speed rail, pipelines, ports, fiber optic cables and state of the art telecom that China is already building across the Central Asian stans, linked to Russia, Iran, Turkey and the Indian Ocean, and branching out to Europe all the way to Venice, Rotterdam, Duisburg and Berlin

The United States has attempted to claim that the only way to stop the so-called "Islamic State" in Syria and Iraq is to first remove the government in Syria. Complicating this plan are developments in Libya, benefactor of NATO's last successful regime change campaign. In 2011, NATO armed, funded, and backed with a sweeping air campaign militants in Libya centered around the eastern Libyan cities of Tobruk, Derna, and Benghazi. By October 2011, NATO successfully destroyed the Libyan government, effectively handing the nation over to these militants. 

What ensued was a campaign of barbarism, genocide, and sectarian extremism as brutal in reality as what NATO claimed in fiction was perpetrated by the Libyan government ahead of its intervention. The so-called "rebels" NATO had backed were revealed to be terrorists led by Al Qaeda factions including the Libyan Islamic Fighting Group (LIFG) and Al-Qaeda in the Islamic Maghreb (AQIM). The so-called "pro-democracy protesters" Libyan leader Muammar Qaddafi was poised to attack in what NATO claimed was pending "genocide" were in fact heavily armed terrorists that have festered for decades in eastern Libya. Almost immediately after NATO successfully destroyed Libya's government, its terrorist proxies were mobilized to take part in NATO's next campaign against Syria. Libyan terrorists were sent first to NATO-member Turkey were they were staged, armed, trained, and equipped, before crossing the Turkish-Syrian border to take part in the fighting. 

CNN in an article titled, "ISIS comes to Libya," claims: The black flag of ISIS flies over government buildings. Police cars carry the group's insignia. The local football stadium is used for public executions. A town in Syria or Iraq? No. A city on the coast of the Mediterranean, in Libya.  Fighters loyal to the Islamic State in Iraq and Syria are now in complete control of the city of Derna, population of about 100,000, not far from the Egyptian border and just about 200 miles from the southern shores of the European Union.  The fighters are taking advantage of political chaos to rapidly expand their presence westwards along the coast, Libyan sources tell CNN. Only the black flag of Al Qaeda/ISIS has already long been flying over Libya - even at the height of NATO's intervention there in 2011.  ISIS didn't "come to" Libya, it was always there in the form of Al Qaeda's local franchises LIFG and AQIM - long-term, bitter enemies of the now deposed and assassinated Libyan leader Muammar Qaddafi.

tried to stay quiet, she really did. But after eight years of keeping a heavy secret, the day came when Alayne Fleischmann couldn't take it anymore.  "It was like watching an old lady get mugged on the street," she says. "I thought, 'I can't sit by any longer.'"  Fleischmann is a tall, thin, quick-witted securities lawyer in her late thirties, with long blond hair, pale-blue eyes and an infectious sense of humor that has survived some very tough times. She's had to struggle to find work despite some striking skills and qualifications, a common symptom of a not-so-common condition called being a whistle-blower.

Fleischmann is the central witness in one of the biggest cases of white-collar crime in American history, possessing secrets that JPMorgan Chase CEO Jamie Dimon late last year paid $9 billion (not $13 billion as regularly reported – more on that later) to keep the public from hearing. Back in 2006, as a deal manager at the gigantic bank, Fleischmann first witnessed, then tried to stop, what she describes as "massive criminal securities fraud" in the bank's mortgage operations. Thanks to a confidentiality agreement, she's kept her mouth shut since then. "My closest family and friends don't know what I've been living with," she says. "Even my brother will only find out for the first time when he sees this interview." 

“Where there is no vision,” the Hebrew Bible tells us, “the people perish.”  There’s no use pretending: if there’s one thing the Obama administration most definitely has not got and has never had, it’s a foreign policy vision.

And yet, Air Force One, we got a problem. High-level US financial sources assure this correspondent the trip is all about Obama shoring up the new King’s support for their financial/economic war on Russia as the House of Saud is starting to have second thoughts. The Saudi role in this war has been to come up with the oil price shock – which is hurting not only Russia but also Iran and Venezuela, among others. Besides, the US puppet theoretically in charge in Ukraine, Petro Poroshenko, has just visited Saudi Arabia. Russia is not Iran – with all due respect to Iran. If the House of Saud really believes they are talking to the head of a superpower rather than a ventriloquist’s puppet – which is Obama’s role – they are effectively doomed. Nothing Obama says means a thing. The real ‘Masters of the Universe’ who run the ‘Empire of Chaos’ want the House of Saud to do most of their dirty work against Russia; and in a later stage they will take care of the “towel heads” - as the saying goes in Washington - over their development of nuclear missiles with Pakistan. And especially because the Saudi-launched oil price war is bound to destroy the US oil industry - against US national interests.

The House of Saud has absolutely nothing to gain from this undeclared financial/economic war on Russia. The Saudis have already “lost” Yemen and Iraq. Bahrain is held by mercenary troops containing the alienation of the Shia majority. They are freaking out with the possibility of ultimate “enemy” Iran reaching a nuclear deal with His Master’s Voice. They are desperate that “Assad won’t go”. They want every Muslim Brotherhood in sight – or the vicinity – jailed or beheaded. They fear any Arab Spring-style stirrings as worse than the plague. And then there’s the fake Caliphate of ISIS/ISIL/Daesh threatening to go all the way to Mecca and Medina. The House of Saud is effectively surrounded.

Meanwhile, as the tempest approaches, all is smiles – amid a silent family bloodbath. The powerful Sudairi clan has exacted their “revenge” as King Abdullah’s corpse was still warm. King Salman, almost 80, and with Alzheimer’s about to turn him into mush, took no time to appoint his nephew Mohammed bin Naif as deputy crown prince. And just in case nepotism was not evident enough, he also appointed his son Prince Mohammed bin Salman as defense minister. Mohammed bin Naif is a Pentagon/CIA darling; the House of Saud’s head of counterterrorism.

Netanyahu’s management of his relationship with Obama threatens the bipartisan nature of Israel’s American support. His Dermer-inspired, Boehner-enabled end-run has alienated three crucially important constituencies. First, the administration itself: Netanyahu's estrangement from the Obama White House now appears to be permanent. It will be very difficult for Netanyahu to make the White House hear his criticisms of whatever deal may one day be reached with Iran. Netanyahu has also alienated many elected Democrats, including Jewish Democrats on Capitol Hill. One Jewish member of Congress told me that he felt humiliated and angered by Netanyahu’s ploy to address Congress “behind the president’s back.” A non-Jewish Democratic elected official texted me over the weekend to say that the damage Netanyahu is doing to Israel’s relationship with the U.S. may be “irreparable.”  

A larger group that Netanyahu risks alienating is American Jewry, or at least the strong majority of American Jews that has voted for Obama twice. Netanyahu’s decision to pit U.S. political party against U.S. political party—because that is what his end-run does—puts American Jewish supporters of Israel in a messy, uncomfortable spot, and it is not in Israel's interest to place American Jews in a position in which they have to choose between their president and the leader of a Jewish state whose behavior is making them queasy. Why doesn’t Netanyahu understand that alienating Democrats is not in the best interest of his country? From what I can tell, he doubts that Democrats are—or will be shortly—a natural constituency for Israel, and he clearly believes that Obama is a genuine adversary. As I reported last year, in an article that got more attention for a poultry-related epithet an administration official directed at Netanyahu than anything else, Netanyahu has told people he has “written off” Obama.

I should have, at the time, explored the slightly unreal notion that an Israeli prime minister would even contemplate “writing off” an American president (though I did predict that Netanyahu would take his case directly to Congress). I still don’t understand Netanyahu’s thinking. It is immaterial whether an Israeli prime minister finds an American president agreeable or not. A sitting president cannot be written off by a small, dependent ally, without terrible consequences. As Ron Dermer's predecessor in Washington, Michael Oren, said in reaction to this latest Netanyahu blow-up: "It's advisable to cancel the speech to Congress so as not to cause a rift with the American government. Much responsibility and reasoned political behavior are needed to guard interests in the White House."

The Sept. 11 trial judge and prosecutors struggled Wednesday to find a way forward out of the startling discovery that a former CIA linguist tasked to translate for an alleged 9/11 plotter earlier worked at a secret CIA prison.Defense lawyers, who say their clients were tortured in the agency’s secret prison network, asked to take sworn testimony from the man. They also asked the judge to halt the intended two-week pretrial hearing, the first since August, to conduct an inquiry and perhaps new background checks on defense team staff in the complex, five-man death-penalty prosecution. About 130 people, both military and civilian, work at the Office of the Chief Defense Counsel.“This has so decimated any trust on this team,” said defense attorney Cheryl Bormann, her voice cracking, “we can't go forward.”

Army Col. James L. Pohl, the judge, said he’d hear from prosecutors Thursday on the request to question the former CIA linguist who had been working temporarily for the team representing accused terrorist Ramzi Bin al Shibh since August. A new translator, who just got his security clearance on Friday, was flown in Tuesday from Miami. Meantime, defense and prosecution attorneys traded accusations over how the contract linguist came to sit beside Bin al Shibh on Monday in a courtroom where four of the five accused 9/11 conspirators said they recognized him from their years of secret detention.

War court Arabic language linguists come from a pool of names provided by approved Pentagon contractors. They require special security clearances that allow them to work with secret intelligence. Bin al Shibh’s lead counsel, Jim Harrington, said after court that he and a co-counsel vetted the linguist in August, and he had no idea of the translator’s previous CIA work before the alleged terrorist disclosed it in court Monday.“The problem is I cannot trust him because he was working at the black site with the CIA, and we know him from there,” said Bin al Shibh, a Yemeni accused of functioning as a 9/11 plot deputy.

The late January visit to Armenia by Iranian Foreign Minister Javad Zarif got little media attention, but it could have significant ramifications for geopolitics in Eurasia. Specifically, the trip could help Russia gain a trade outlet that softens the blow of Western sanctions.

Most significantly, Zarif said Iran has “no restrictions” in developing ties with Armenia, highlighting two areas in particular – transportation and trade. On both fronts, the role of Russia looms large. First, both Tehran and Yerevan have emphasized the need to make progress on the construction of the Southern Armenia Railway, a project that would better link the two countries. On the issue of trade, Zarif praised Armenia’s accession to the Russia-dominated Eurasian Economic Union (EEU) and pointed to it as a potentially important development for Iran.

a Russian angle to the construction of the Southern Armenia Railway is apparent. As Prime Minister Abrahamyan put it, “Iran and Armenia can jointly produce agricultural products and export them to Eurasia” via the proposed rail project. However, both Moscow and Tehran evidently have much greater ambitions than just providing an outlet to and from the small Armenian market. Iran’s trade with Armenia is only about $300 million per year, a tiny share of its overall trade. The 470-km rail project, which was first proposed in 2010 and has remained largely on the drawing board since then, is seen as a missing link in a North-South Eurasian trade corridor connecting the Persian Gulf to the Black Sea. Its construction would give both Iran and Russia an important alternative outlet for trade. The significance of the project is also reflected in President Vladimir Putin’s announcement back in September 2013 to contribute $429 million in financing for the multi-billion-dollar rail project. Given its current economic woes, there is no longer a guarantee that Russia could follow through on Putin’s pledge. Still, Russian diplomatic and economic interests in Iran are intensifying.

Geopolitically, China has also tweaked its model, but the West, especially the US, has barely noticed it. Essentially, the Beijing leadership finally got fed up with trying to manage a possible reset of the China-US strategic relationship, and be treated as an equal. Exceptionalists don’t do equality. So Beijing came up with its own response to the Obama administration’s political/military “pivot to Asia” – originally announced, and that’s quite significant, at the Pentagon. Thus, in late November 2014, during the Central Foreign Affairs Work Conference in Beijing, President Xi Jinping made an earth-shattering announcement; from now on China would stop treating the US – and the EU – as its main strategic priority. The new focus is on the fellow BRICS group of emerging powers, especially Russia; Asian neighbors; and top nations of the Global South, referred to as “major developing powers” (kuoda fazhanzhong de guojia). This is not as much a Chinese pivot to Asia as a Chinese pivot to selected nations in the Global South. And based on a “new type of international relations centered on ‘win-win’ cooperation” – not the bully-or-bomb exceptionalist approach.

China’s new foreign policy and strategic configuration is all the more evident in the courting of Asian neighbors, invited to embark on China’s extremely ambitious twin strategy and the greatest trade/commerce story of the young 21st century: the Silk Road Economic Belt and the 21st Century Maritime Silk Road, in short “Belt and Road initiative,” as it’s known in China, now officially launched with the first $40 billion attributed to a Silk Road Fund. The enormity of the challenge is on a par with Beijing’s ambition: a pan-Eurasia trade/commerce utopia weaved by high-speed rail, fiber optic networks, ports and pipelines, and connecting East Asia, Central Asia, Russia, the Middle East and Europe.

Plenty to be excited about then as the Year of the Sheep (or Goat) starts. What’s certain is that the Chinese caravan, much in contrast with the dogs of war - and austerity – pivoting across the West, has already pivoted towards “win-win” pan-Eurasia integration.

Iceland's Supreme Court has upheld convictions of market manipulation for four former executives of the failed Kaupthing bank in a landmark case that the country's special prosecutor said showed it was possible to crack down on fraudulent bankers. Hreidar Mar Sigurdsson, Kaupthing's former chief executive, former chairman Sigurdur Einarsson, former CEO of Kaupthing Luxembourg Magnus Gudmundsson, and Olafur Olafsson, the bank's second largest shareholder at the time, were all sentenced on Thursday to between four and five and a half years.The verdict is the heaviest for financial fraud in Iceland's history, local media said. Kaupthing collapsed under heavy debts after the 2008 financial crisis and the four former executives now live abroad. Though they sometimes returned to Iceland to collaborate with the court investigation, none were present on Thursday.Iceland's government appointed a special prosecutor to investigate its bankers after the world's financial systems were rocked by the discovery of huge debts and widespread poor corporate governance. He said Thursday's ruling was a signal to countries slow to pursue similar cases that no individual was too big to be prosecuted.

"This case...sends a strong message that will wake up discussion," special prosecutor Olafur Hauksson told Reuters. "It shows that these financial cases may be hard, but they can also produce results."Not all of Iceland's prosecutions have succeeded. But the country's efforts contrast with the United States and particularly Europe, where though some banks have been fined, few executives have been tried and voters suffering post-crisis austerity conditions feel bankers got off lightly.A recent scandal at the Swiss private bank of Europe's biggest lender HSBC has highlighted the controversy again and sparked a political row about whether the bank did enough to pursue possible tax dodgers..

Iceland struggled initially to appoint a special prosecutor. Hauksson, 50, a policeman from a small fishing village, was encouraged to put in for the job after the initial advertisement drew no applications. Nor have all of his prosecutions been trouble-free: two former bank executives were acquitted in one case, while sentences imposed on others have been criticized for being too light.However, Icelandic lower courts have convicted the chief executives of all three of its largest banks for their responsibility in a crisis that prosecutors said highlighted the operations of a club of wealth financiers in a country of just 320,000 people.They also convicted former chief executives of two other major banks, Glitnir and Landsbanki, for charges ranging from fraud and market manipulation.Parliament relaxed bank secrecy laws in Iceland to help the prosecutors investigate bank documents without court orders."Why should we have a part of our society that is not being policed or without responsibility?" Hauksson said. "It is dangerous that someone is too big to investigate - it gives a sense there is a safe haven."Seven criminal cases involving bankers have made it to the Supreme Court, which upheld six of them. Five more, including cases of CEOs - are due to be heard by the top court. Another 14 cases are awaiting possible prosecution, Hauksson said.

As usual, the fine print of any European "deal" is revealed not only after the agreement, but after the US market close. So for all those waiting for the real punchline, here it is - it also is the reason why Greece got until Monday to reveal the list of "reforms" it would undertake: "We’re in trouble next week if creditors don’t accept Greece’s reforms", Greek Finance Minister Yanis Varoufakis says. "If our list of reforms is not backed by the institutions, this agreement is dead and buried." That's bad. But... "But it’s not going to be knocked down by the institutions." For his sake, let's hopes he is correct in predicting what the Troika, pardon, Institutions will do. Because this is precisely what Schauble meant when he said that the "Greeks Certainly Will Have A Difficult Time To Explain The Deal To Their Voters": under the conditionality of the Troika's approval, the Tsipras government now has to walk back essentially all the promises it made to the Greek people - promises which by some accounts amount to over €20 billion in additional spending - or the Troika, pardon Institutions, will yank the entire deal and the Grexit can then commence. And that's the bottom line.

It's also the reason Schauble was gloating: because he gave the Greek government just enough rope with which to hang itself. Then again, if and when the Tsirpas government is booted out next once the Greek euphoria turns to disgust and disillusionment, does Germany really want to negotiate with Golden Dawn instead?

It is certainly possible Warren just got sloppy during the umpteenth iteration of this question, and used looser language than normal while speaking with a non-political reporter. But it’s also true that she’s been increasingly explicit in her criticisms of the Democratic establishment and its relationship with big banks. She told Salon last week that the Obama administration “protected Wall Street. Not families who were losing their homes. Not people who lost their jobs. And it happened over and over and over.”

The other day I was talking to a senior Obama administration official about the foreign leader who seems to frustrate the White House and the State Department the most. “The thing about Bibi is, he’s a chickenshit,” this official said, referring to the Israeli prime minister, Benjamin Netanyahu, by his nickname. This comment is representative of the gloves-off manner in which American and Israeli officials now talk about each other behind closed doors, and is yet another sign that relations between the Obama and Netanyahu governments have moved toward a full-blown crisis. The relationship between these two administrations— dual guarantors of the putatively “unbreakable” bond between the U.S. and Israel—is now the worst it's ever been, and it stands to get significantly worse after the November midterm elections. By next year, the Obama administration may actually withdraw diplomatic cover for Israel at the United Nations, but even before that, both sides are expecting a showdown over Iran, should an agreement be reached about the future of its nuclear program.

The fault for this breakdown in relations can be assigned in good part to the junior partner in the relationship, Netanyahu, and in particular, to the behavior of his cabinet. Netanyahu has told several people I’ve spoken to in recent days that he has “written off” the Obama administration, and plans to speak directly to Congress and to the American people should an Iran nuclear deal be reached. For their part, Obama administration officials express, in the words of one official, a “red-hot anger” at Netanyahu for pursuing settlement policies on the West Bank, and building policies in Jerusalem, that they believe have fatally undermined Secretary of State John Kerry’s peace process.

Over the years, Obama administration officials have described Netanyahu to me as recalcitrant, myopic, reactionary, obtuse, blustering, pompous, and “Aspergery.” (These are verbatim descriptions; I keep a running list.)  But I had not previously heard Netanyahu described as a “chickenshit.” I thought I appreciated the implication of this description, but it turns out I didn’t have a full understanding. From time to time, current and former administration officials have described Netanyahu as a national leader who acts as though he is mayor of Jerusalem, which is to say, a no-vision small-timer who worries mainly about pleasing the hardest core of his political constituency. (President Obama, in interviews with me, has alluded to Netanyahu’s lack of political courage.) “The good thing about Netanyahu is that he’s scared to launch wars,” the official said, expanding the definition of what a chickenshit Israeli prime minister looks like. “The bad thing about him is that he won’t do anything to reach an accommodation with the Palestinians or with the Sunni Arab states. The only thing he’s interested in is protecting himself from political defeat. He’s not [Yitzhak] Rabin, he’s not [Ariel] Sharon, he’s certainly no [Menachem] Begin. He’s got no guts.”

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.

Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. Citing a special Executive Order signed by President Reagan. she told me last month that she could not and would not discuss classified information with journalists. “No, Mr. President,” I replied, “I don’t.”

“Well,” Nasser retorted, “you American’s think you know all about everything, and you don’t even have any of your people in Sanaa and none up in the north where the fighting is going on. You don’t know anything about Yemen.” Then, without thinking of the implication, I suppose, he said, ” You should go see.”“Mr. President,” I quickly said. “I regard that as an invitation.” Impolitely, I then stood up. He looked at me with narrow, angry eyes. He obviously had not meant what I had inferred.“All right, go see,” he said. “I will give instructions that you can go anywhere you want, talk to anyone you want, see everything..”“But, of course, I cannot even get there without your help,” I said.“You can have my plane.”Rather off-handedly and not warmly, we shook hands. I said goodbye and rushed back to our embassy and wrote an “eyes only” message to  President John Kennedy. I did not want it scattered around our government so I prevailed upon the CIA station chief to send it by his rather more restricted route. It was encrypted and sent in three batches. Before the second batch got sent, a reply came back: “go.”

The old recruiting slogan was “Join the Navy and See the World.” Those advertisements were prescient; the U.S. military has a presence of some kind in 171 nations and jurisdictions in addition to the United States and its possessions. Many times the presence is one officer as a military attaché or similar post or even a military dependent. But some countries host significant numbers of members of the U.S. armed forces. The two countries hosting the most members of the U.S. military are the two the U.S. conquered in World War II. There were 49,503 members of the military in Japan as of the end of last year, according to the Department of Defense. Germany was next with 38,826 members of the U.S. armed forces stationed there. Although it’s difficult to nail down the exact worldwide number of U.S. military sites, the most recent Department of Defense report lists buildings in 38 foreign nations and territories. The U.S. has 179 bases in Germany and 109 installations in Japan.

Other countries have much smaller U.S. contingents. Greenland is the home of 142 lucky Air Force personnel. Fourteen members of different military branches are now stationed in Vietnam, 40 years after U.S. troops abandoned the ill-fated war there. And there’s likely a very short line at the PX in Mongolia; only four U.S. military personnel are stationed in that land-locked Asian nation. Indeed, U.S. bases can come in a variety of shapes and sizes, according to David Vine, author of Base Nation: How US Military Bases Abroad Harm America and the World. They include “small radar facilities in Peru and Puerto Rico….Even military resorts and recreation areas in places like Tuscany and Seoul are bases of a kind; worldwide, the military runs more than 170 golf courses.” Even where the U.S. doesn’t send military personnel, the U.S. does send weapons. The United States is the world largest arms exporter. From 2010 to 2014, Americans sent weapons to at least 94 countries, according to a report (pdf) by the Stockholm International Peace Research Institute (SIPRI). The country that got the largest share of the weaponry was South Korea, at 9%, followed by the United Arab Emirates at 8% and Australia at 8%. The United States accounts for 31% of the world’s arms exports, followed by Russia at 27% and China at 5%.
