  • James Clapper, President Obama’s top national security official, is probably best known for having been caught lying outright to Congress about NSA activities, behavior which (as some baseball players found out) happens to be a felony under federal law. But – like torturers and Wall Street tycoons before him – Clapper has been not only shielded from prosecution, and not only allowed to keep his job; he has has now been anointed the arbiter of others’ criminality, as he parades around the country calling American journalists “accomplices”. Yesterday, as Wired’s Dave Kravets reports, the “clearly frustrated” Clapper went before a Senate committee (different than the one he got caught lying to) to announce that the Snowden disclosures are helping the terrorists: We’re beginning to see changes in the communications behavior of adversaries: particularly terrorists. A disturbing trend, which I anticipate will continue . . . Terrorists and other adversaries of this country are going to school on U.S. intelligence sources, methods, and tradecraft. And the insights they’re gaining are making our job in the intelligence community much, much harder. And this includes putting the lives of members or assets of the intelligence community at risk, as well as those of our armed forces, diplomats, and our citizens. As Kravets notes, “Clapper is not the most credible source on Snowden and the NSA leaks.” Moreover, it’s hardly surprising that Clapper is furious at these disclosures given that “Snowden’s very first leak last June” – revelation of the domestic surveillance program – “had the side-effect of revealing that Clapper had misled the public and Congress about NSA spying.” And, needless to say, Clapper offered no evidence at all to support his assertions yesterday; he knows that, unlike Kravets, most establishment media outlets will uncritically trumpet his claims without demanding evidence or even noting that he has none.
  • But in general, it’s hardly surprising that national security officials claim that unwanted disclosures help terrorists. Fear-mongering comes naturally to those who wield political power. Particularly in post-9/11 America, shouting “terrorists!” has been the favorite tactic of the leadership of both parties to spread fear and thus induce submission. In a recent New York Times op-ed detailing how exploitation of terrorism fears is the key to sustaining the modern surveillance state, Northwestern University Philosophy Professor Peter Ludlow wrote that “since 9/11 leaders of both political parties in the United States have sought to consolidate power by leaning … on the danger of a terrorist attack”. He recounted that ”Machiavelli notoriously argued that a good leader should induce fear in the populace in order to control the rabble” and that “Hobbes in ‘The Leviathan’ argued that fear effectively motivates the creation of a social contract in which citizens cede their freedoms to the sovereign.” It would be surprising if people like Clapper didn’t do this. But what has struck me is how seriously many media figures take this claim. In the vast majority of interviews I’ve done about NSA reporting, interviewers adopt a grave tone in their voice and trumpet the claims from U.S. officials that our reporting is helping the terrorists. They treat these claims as though they’re the by-product of some sort of careful, deliberative, unique assessment rather than what it is: the evidence-free tactics national security state officials reflexively invoke to discredit all national security journalism they dislike. Let’s review a bit of history to see how true that is.
  • Political officials hate transparency.They would rather be able to hide what they’re doing. They therefore try to demonize those who impose transparency with the most extreme and discrediting accusations they can concoct (you’re helping terrorists kill Americans!). The more transparency one imposes on them, the more extreme and desperate this accusatory rhetoric becomes. This is not complicated. It’s all very basic. James Clapper is saying exactly what Dick Cheney and George Bush before him said, and those three said what John Ehrlichman and Henry Kissinger said before them about Ellsberg. It’s all spouted with no evidence. It’s rote and reflexive. It’s designed to smear and fear-monger. As Professor Ludlow notes, “Fear is even used to prevent us from questioning the decisions supposedly being made for our safety.” Maybe it’s time for journalists to cease being the leading advocates for state secrecy and instead take seriously their claimed role as watchdogs. At the very least, demand evidence before these sorts of highly predictable, cliched attacks are heralded as something to be taken seriously. As it is, they’re just cartoons: ones that are played over and over and over.

  • n her review of Risen’s book in the New York Times, Louise Richardson lauds his criticism of “the profligacy of government agencies and the ‘over-sight free zone’ they operated” as well as of “self-appointed terrorism experts” who promote fear “while drawing lucrative consulting contracts for themselves.
  • She is troubled, however, that Risen “makes no mention of the press,” which she considers a key member of the terrorism industry and “at least as guilty as others in his book of stirring up public anxiety for public gain.”             
  • Fear-mongering by officials and by the media is politically (and economically) understandable, but it is also decidedly irresponsible. Especially when public safety is the concern, it is vital to get the threats right and to evaluate counterterrorism measures in a systematic and coherent manner. Money and effort spent to deal with lesser threats is money unavailable for dealing with greater ones.

    ""Fear sells," points out journalist James Risen in his recent book, Pay Any Price.             There was a great deal of selling on ABC's "Good Morning America" on Friday. Segueing neatly from a report on raids against terrorists in Belgium, host George Stephanopoulos noted that "fears in Europe are matched by growing anxiety here about homegrown terror." He then stoked those anxieties as he introduced a segment on an apparently current "sting operation to stop a radicalized young man planning a deadly attack on our nation's Capitol."            Only at the end of the "exclusive" report, and in passing, was it noted that the plot actually took place three years ago. And nowhere was it pointed out that the man had overstayed his visitor's visa by 12 years (and therefore could have been deported at any time), that he had been evicted from his apartment in Virginia, or that FBI operatives had paid him $5,700 for living expenses and provided him with every scrap of weaponry he possessed. Also unmentioned: FBI informants had promised to pay the man's destitute parents in Morocco up to $1,000 a month after he killed himself in the process of detonating a small (FBI-provided) bomb in a ludicrous mission to bring down the Capitol dome. The average monthly household income in Morocco is less than $600.              It is often assumed that, even without the FBI's aid, a determined homegrown terrorist would eventually find someone else to supply him with his required weaponry. However, as Trevor Aaronson observes in his book, The Terror Factory, there has never "been a single would-be terrorist in the United States who has become operational through a chance meeting with someone able to provide the means for a terrorist attack."   • Gallup, 2000: “A new Gallup poll conducted November 13-15, 2000 finds that nearly seven out of 10 Americans (69%) believe that sending troops to Vietnam was a mistake.” Gallup, 2013: “Ten years have passed since the United States and its allies invaded Iraq, and it appears the majority of Americans consider this a regrettable anniversary. Fifty-three percent of Americans believe their country ‘made a mistake sending troops to fight in Iraq’ and 42% say it was not a mistake.” Gallup, 2014: “For the first time since the U.S. initially became involved in Afghanistan in 2001, Americans are as likely to say U.S. military involvement there was a mistake as to say it was not.” New York Times, today: “The Obama administration is preparing to carry out a campaign against the Islamic State in Iraq and Syria that may take three years to complete, requiring a sustained effort that could last until after President Obama has left office, according to senior administration officials.”
  • CNN, today: “Americans are increasingly concerned that ISIS represents a direct terror threat, fearful that ISIS agents are living in the United States, according to a new CNN/ORC International poll. Most now support military action against the terrorist group.” A few points: (1) I’ve long considered this September, 2003 Washington Post poll to be one the most extraordinary facts about the post-9/11 era. It found that – almost 2 years after 9/11, and six months after the invasion of Iraq – “nearly seven in 10 Americans believe it is likely that ousted Iraqi leader Saddam Hussein was personally involved in the Sept. 11 attacks . . . .  A majority of Democrats, Republicans and independents believe it’s likely Saddam was involved.”
  • Is it even possible to imagine more potent evidence of systemic media failure than that (or systemic success, depending on what you think the media’s goal is)? But in terms of crazed irrationality, how far away from that false belief is the current fear on the part of Americans that there are ISIS sleeper cells “living in the United States”? (2) If the goal of terrorist groups is to sow irrational terror, has anything since the 9/11 attack been more successful than those two journalist beheading videos? It’s almost certainly the case that as recently as six months ago, only a minute percentage of the American public (and probably the U.S. media) had even heard of ISIS. Now, two brutal beheadings later, they are convinced that they are lurking in their neighborhoods, that they are a Grave and Unprecedented Threat (worse than al Qaeda!), and that military action against them is needed.

  • It’s as though ISIS and the U.S. media and political class worked in perfect unison to achieve the same goal here when it comes to American public opinion: fully terrorize them. (3) Although Americans favor military action against ISIS, today’s above-cited CNN poll finds that – at least of now – most do not want ground troops in Iraq or Syria (“61%-38%, oppose placing U.S. soldiers on the ground in Iraq and Syria to combat the terrorist group”). But almost every credible expert has said that airstrikes, without troops, is woefully inadequate to achieve any of the stated goals. Other than further inflaming anti-American sentiment in the region and strengthening ISIS, what possible purpose can such airstrikes have? The answer given by much of the U.S. media, as FAIR documented, seems clear: to “flex muscles” and show “toughness”:
  • What kind of country goes around bombing people with no strategic purpose and with little motive other than to “flex muscles” and “show toughness”? This answer also seems clear: one that is deeply insecure about its ongoing ability to project strength (and one whose elites benefit in terms of power and profit from endless war). (4) For those who favor air strikes: if, as most regional and military experts predict, it turns out that airstrikes are insufficient to seriously degrade ISIS, would you then favor a ground invasion? If you really believe that ISIS is a serious threat to the “homeland” and other weighty interests, how could you justify opposing anything needed to defeat them up to and including ground troops? And if you wouldn’t support that, isn’t that a compelling sign that you don’t really see them as the profound threat that one should have to see them as before advocating military action against them?
  • (5) For those who keep running around beating their chests talking about the imperative to “destroy ISIS”: will that take more or less time than it’s taken to “destroy the Taliban”? Does it ever occur to such flamboyant warriors to ask why those sorts of groups enjoy so much support, and whether yet more bombing of predominantly Muslim countries – and/or flooding the region with more weapons – will bolster rather than subvert their strength? Just consider how a one-day attack in the U.S., 13 years ago, united most of the American population around the country’s most extreme militarists and unleashed an orgy of collective violence that is still not close to ending. Why does anyone think that constantly bringing violence to that part of the world will have a different effect there?
  • 6) When I began writing about politics in 2005, it was very common to hear the “chickenhawk” slur cast about: all as a means of arguing that able-bodied people who advocate war have the obligation to fight in those wars rather than risking other people’s lives to do so. Since January, 2009, I’ve almost never heard that phrase. How come? Does the obligation-to-fight apply now to those wishing to deploy military force to “destroy ISIS”? (7) It’s easy to understand why beheading videos provoke such intense emotion: they’re savage and horrific to watch, by design. But are they more brutal than the constant, ongoing killing of civilians, including children, that the U.S. and its closest allies have been continuously perpetrating? In 2012, for instance, Pakistani teenager Tariq Kahn attended an anti-drone meeting, and then days later, was “decapitated” by a U.S. missile - the high-tech version of beheading – and his 12-year-old cousin was also killed by that drone. Whether “intent” is one difference is quite debatable (see point 3), but the brutality is no less. It’s true that we usually don’t see that carnage, but the fact that it’s kept from the U.S. population doesn’t mean it disappears or becomes more palatable or less savage.
  • (8) Here’s how you know you live in an empire devoted to endless militarism: when a new 3-year war is announced and very few people seem to think the president needs anyone’s permission to start it (including Congress) and, more so, when the announcement - of a new multiple-year war - seems quite run-of-the-mill and normal. (9) How long will we have to wait for the poll finding that most Americans “regret” having supported this new war in Iraq and Syria and view it as a “mistake”, as they prepare, in a frenzy of manufactured fear, to support the next proposed war?   UPDATE [Tues.]: In case you’re wondering how so many Americans have been led to embrace such fear-mongering tripe, consider the statement last week of Democratic Sen. Bill Nelson of Florida:
  • “This is a terrorist group the likes of which we haven’t seen before, and we better stop them now. It ought to be pretty clear when they start cutting off the heads of journalists and say they’re going to fly the black flag of ISIS over the White House that ISIS is a clear and present danger.” They’re a “clear and present danger” because they threatened to “fly the black flag of ISIS over the White House.” It’s hard to believe the fear-mongering is anything but deliberate.

  • Several of the most extremist provisions of the 2001 Patriot Act are going to expire on June 1 unless Congress reauthorizes them in some form. Obama officials such as Director of National Intelligence James Clapper and new Attorney General Loretta Lynch have been engaged in rank fear-mongering to coerce renewal, warning that we’ll all be “less safe” if these provisions are allowed to “sunset” as originally intended, while invoking classic Cheneyite rhetoric by saying Patriot Act opponents will bear the blame for the next attack. In an interview yesterday with the Intercept, ACLU Deputy Legal Director Jameel Jaffer explained why those scare tactics are outright frivolous. Enter the New York Times. An article this morning by Julie Hirschfeld Davis, in the first paragraph, cites anonymous Obama officials warning that “failing to [strike a deal by the deadline] would suspend crucial domestic surveillance authority at a time of mounting terrorism threats.” Behold the next two paragraphs:
  • “What you’re doing, essentially, is you’re playing national security Russian roulette,” one senior administration official said of allowing the powers to lapse. That prospect appears increasingly likely with the measure, the USA Freedom Act, stalled and lawmakers in their home states and districts during a congressional recess. “We’re in uncharted waters,” another senior member of the administration said at a briefing organized by the White House, where three officials spoke with reporters about the consequences of inaction by Congress. “We have not had to confront addressing the terrorist threat without these authorities, and it’s going to be fraught with unnecessary risk.”

  • Fear-mongering gets most people to believe a phantom terrorist threat exists. State-sponsored false flags like 9/11 (the mother of them all), Paris in mid-November and most recently San Bernardino, make it easy to manipulate an uninformed public to support policies demanding condemnation. As long as most people rely on television for so-called news and information, they’ll remain mindless that terrorists “R” us. US intelligence covertly supports Al Qaeda and its affiliated entities. New York Times/CBS polling data show pre-Paris and San Bernardino, only 4% of Americans called terrorism the nation’s top problem. Now it’s 19%. Chances of a significant terrorist attack on US soil (a real one, not a false flag) is near zero. Public opinion believes otherwise. Asked in The Times/CBS poll “how likely is a terror attack in the US,” 44% said very, 35% somewhat, and only 17% not too likely or not at all.
  • These numbers are the highest registered since since the post-9/11 October 1, 2001 Times/CBS poll. Asked the same question about the likelihood of a terrorist attack in America, 53% of respondents said very, 35% somewhat, and only 10% not too likely or not at all. Fear-mongering aided by false flags works. Instead of focusing on real issues like protracted Main Street Depression conditions, poverty and the threat of possible nuclear war, most people  nonsensically believe a phantom terrorist threat is likely or somewhat likely – not realizing they’ve been duped to support an agenda harming their welfare and security. For the first time since 2006 (before the 2008 financial crisis, creating protracted Main Street Depression conditions), most Americans fear a terrorist attack on US soil – either homegrown (63%) or originating from abroad (59%), clear evidence of public ignorance and the power of propaganda to manipulate people effectively. Nearly 70% of Americans consider ISIS a major threat. Only 11% say not at all – the public mindless about US responsibility for creating the terror group and others like it, used as imperial foot soldiers. Only one-fourth of Americans think the fight against ISIS is going well or somewhat well – not realizing Washington supports what it claims to oppose, or understanding US imperial wars caused the greatest refugee crisis since WW II.
  • The public is evenly divided on whether to let displaced Syrians enter America – even after a careful vetting process to screen out threats. Post-San Bernardino, Obama’s approval rating on combating terrorism sunk to 34%, a record low. 57% of Americans disapprove of how he’s handling the issue, a record high. Two-thirds of Democrats support him, compared to 90% of Republicans and 60% of independents against. His overall approval rating is 44% – astonishing it’s not much lower given how gravely he’s affected the welfare of the vast majority of Americans. Only 24% believe the country is headed in the right direction. The Times/CBS poll was conducted from December 4 – 8 among a random sample of 1,275 adults nationwide.

  • There is no large Russian military presence in East Ukraine, head of EU intelligence, Commodore Georgij Alafuzoff, has said. The spy chief has dismissed multiple accusations from the West alleging Russian involvement in the unrest in the region. In an interview with Finnish national news broadcaster, Yle, Alafuzoff said the Russian military had nothing to do with the seizing of government buildings in eastern Ukraine. “In my opinion, it’s mostly people who live in the region who are not satisfied with the current state of affairs,” said Alafuzoff, referring to the situation in East Ukraine. He went on to say that the people are worried for the welfare of those who speak Russian as their first language in the region. Alafuzoff echoed the words of the Russian government which has categorically denied interfering in the ongoing unrest. Russian Foreign Minister Sergey Lavrov said in a press conference on Monday that Moscow is not interested in destabilizing Ukraine and wants the country to remain united. Anti-Kiev activists in the southeast of Ukraine have seized local government buildings as a mark of protest against the coup-appointed Ukrainian government. In response to the unrest, Ukraine’s interim President Aleksandr Turchinov announced the beginning of an “anti-terrorist” operation in eastern Ukraine.
  • On Tuesday, military hardware and troops began to mass on the outskirts of the eastern city of Slavyansk. Sightings of groups of military vehicles have been reported in the neighboring Kharkov and Lugansk regions, where pro-Russian and anti-Kiev sentiment is high. Moscow has condemned Kiev’s operation as “anti-constitutional” and “criminal” and indicative of the government’s unwillingness to open dialogue with the regions. “We are deeply concerned over the military operation launched by the Ukrainian Special Forces with support by the army. There have already been victims,” the Russian Foreign Ministry said in a statement on Tuesday. Anti-Kiev sentiment is, meanwhile, spreading across Ukraine. On Wednesday the anti-Maidan movement in the city of Odessa called for a day of protests and declared the creation of a “people’s republic” in the region.

    This report is in stark contrast to the barrage of propaganda coming out of Washington, D.C. and NATO HQ claiming that Russian forces are massed on the Ukraine border for invasion, propaganda Moscow has denied. Russia has also said that 22 satellite photos purporting to show Russian troops poised on the Ukraine border were taken last August during routine military training exercises, not in recent days as claimed.  An independent news team that toured the Russian border area reported that it could find no signs of the claimed build-up of Russian troops in the locations identified by NATO. Therefore, there is a strong suspicion that the NATO/White House claims are no more than pro-war propaganda or fear-mongering.

  • Now we can see what moves legislators to take swift action against domestic surveillance. It all depends on who's being targeted. A long-held "gentleman's agreement" that GCHQ would not spy on members of Parliament (with an exigent circumstances exception, naturally) was found to be not legally-binding by the UK's surveillance oversight tribunal. Today, a panel, headed by Mr Justice Burton, made declarations that the Wilson Doctrine applies only to targeted, and not incidental, interception of Parliamentary communications, but that it has no legal effect, save that in practice the Security and Intelligence Agencies must comply with their own guidance. The Wilson doctrine, implemented by prime minister Harold Wilson in November 1966, lay down the policy of no tapping of the phones of MPs or members of the House of Lords, unless there is a major national emergency, and that any changes to the policy will be reported by the prime minister to Parliament.
  • Once the Parliament members discovered they too could be subjected to GCHQ's "blanket surveillance," they moved quickly. That’s below an earlier estimate of 1.77 million documents.”
  • Most notable is Ignatius’ summary of the government’s attempt to claim Snowden seriously compromised the security of the U.S.: Pressed to explain what damage Snowden’s revelations had done, the official was guarded, saying that there was “damage in foreign relations” and that the leaks had “poisoned [NSA’s] relations with commercial providers.” He also said that terrorist groups had carefully studied the disclosures, turning more to anonymizers, encryption and use of couriers to shield communications. The senior official wouldn’t respond to repeated questions about whether the intelligence community has noted any changes in behavior by either the Russian or Chinese governments, in possible response to information they may have gleaned from Snowden’s revelations. In other words, the only specific damage they can point to is from the anger that other people around the world have about what the U.S. government has done and the fact that people will not want to buy U.S. tech products if they fear (for good reason) that those companies collaborate with the NSA. But, as usual, there is zero evidence provided (as opposed to bald, self-serving assertions) of any harm to genuine national security concerns (i.e., the ability to monitor anyone planning actual violent attacks).

    While I'd be the first to agree that the degree of fiscal mismanagement of this nation's economy is beyond insane and have to admit that I see very little to admire in Barack Obama's presidency, the meme about Executive Order 13603 authorizing confiscation of any property and enslavement of the American public needs to be put to rest. See http://www.archives.gov/federal-register/executive-orders/2012.html#13603 E.O. 13603 is not much more than an updating of similar executive orders issued by prior presidents beginning with Dwight Eisenhower. In fact, in skimming it a few minutes ago, I didn't see anything drastically different from some of the prior related orders. E.g., it reflects that a bunch of agencies that were formerly either independent or under other departments are now under the newish Department of Homeland Security, whose Secretary now gets the authority formerly delegated to other department and agency heads. If blame must be cast, it belongs on the Congress that enacted the Defense Production Act of 1950, 50 U.S.C. 2061, et seq. The executive order does no more than obey that Act's instructions. For example there is a section authorizing pre-emption of manufacturing capacity of critical industries over any existing civilian contracts in the event of a national emergency, but that language is in the statute as well. But that power hasn't had much traction since Harry Truman tried to nationalize the steel industry to break a nationwide strike. The Supreme Court swatted down that effort as an abuse of a power that would be lawful in a true emergency, like another major. But even that semi-radical "survival" power is ameliorated by other provisions of the statute and the order that authorize loan guarantees for companies' construction and maintenance of critical productive capacity. They've got European passports.   • Seven out of the top ten countries afflicted by terrorist attacks are predominately Muslim, according to the Australia-headquartered Institute for Economics and Peace’s Global Terrorism Index for 2014, which is based on the University of Maryland’s meta-analytic Global Terrorism Database. Using a maximum value of ten and a minimum value of zero, the entire international community is systematically ranked. Although the definition of terrorist incidents in the University of Maryland’s Global Terrorism Database can definitely be debated over, important inferences can be made from its data sets and the Institute for Economics and Peace’s Global Terrorism Index. Several key features can be noticed, if readers look at the nature and identities of the perpetrators of what is classified as acts of terrorism among the top thirty countries in the Global Terrorism Index for 2014. The first feature is that the violence generated from the ascribed terrorist groups falls within the framework of insurrections and civil wars that are generally equated as acts of terrorism. For example, this is the case for countries like Somalia, the Philippines, Thailand, Colombia, Turkey, Mali, the Democratic Republic of Congo, and Nepal, which are respectively ranked seventh, ninth, tenth, sixteenth, seventeenth, twenty-second, and twenty-fourth place. Under closer examination several of these insurgencies can be tied to international rivalries and power plays by the US and its allies. This becomes obvious when more observations are made.
  • The second feature is that the majority of the cases of terrorism in the indexed countries, especially the higher ranked they are on the list, are connected to Washington’s direct or indirect interference in their affair. For example, this is the case for Iraq, NATO-garrisoned Afghanistan, Pakistan, Syria, Somalia, Yemen, Russia, Lebanon, Libya, the Democratic Republic of Congo, Sudan, South Sudan, China, and Iran, which are respectively ranked first, second, third, fifth, seventh, eighth, eleventh, fourteenth, fifteenth, eighteenth, nineteenth, twentieth, twenty-fifth, and twenty-eighth. US-led wars, Pentagon interventions, US-backed coups, or US government support for so-called «opposition» groups or proxy regimes have all been a basis for the affliction of terrorism in these countries. Out of the above countries, according to the Global Terrorism Index, 82% of global deaths that are assigned to acts of terrorism happen in NATO-garrisoned Afghanistan, Iraq, Pakistan, Syria, and Nigeria. The ties to US foreign policy should be clear.
  • It has been claimed that if all terrorists are not Arabs or Muslims, that most terrorists are Arabs or Muslims. Is this true or another myth? An empirical look at data compiled in the US and Europe will help answer this question. In the US, which is ranked thirtieth in the Global Terrorism Index for 2014, the majority of terrorists are not Muslims and are non-Muslims according to the Federal Bureau of Investigation (FBI). [2] While the FBI’s methodology on what is a terrorist attack and what is not a terrorist attack is questionable, it will be accepted herein for arguments sake. According to the same FBI report, there were actually more terrorist attacks launched by Jews from 1980 to 2005 on US soil. The same FBI data was compiled by the Princeton University-linked webpage loonwatch.com in a chart that describes the breakdown of cases of terrorist attacks on US soil from 1980 to 2005 as follows: 42% Hispanic terrorism; 24% extreme left-wing group terrorism; 16% other types of terrorists that do not fit into the other main categories; 7% Jewish terrorists; 6% Muslim terrorists; and 5% communist terrorists. [3] While Muslim terrorists comprised 6% of the attacks on US soil from 1980 to 2005, Jewish terrorists and Hispanic terrorists respectively comprised 7% and 42% of the terrorist attacks in the US during the same period. There, however, is no fear mongering about Jews or Hispanic people. The same media and government focus is not given to them as is given to ethnic Arabs and Muslims.

[7] In the same period, two attacks were attributed to so-called right-wing groups by Europol. [8]
  • There is a huge disparity in who is causing and committing terrorism and who is being victimized and blamed for it. Despite the overwhelming facts, whenever Arabs or Muslims commit crimes and acts of terrorism, they are the individuals that are focused on whereas non-Arabs and non-Muslims are ignored. If it does acknowledge that Muslims are the biggest victims of terrorism, Orientalism still manages to assess some guilt to the victims of terrorism by tacitly portraying them as members of a savage community or society that are as much prone to facing a violent end as animals in a jungle.

This imagery actually serves to de-politize the political nature of tensions. It sanitizes the actions of empire, from coercive diplomacy with Iran and support for regime change in Syria to the invasions of Afghanistan and Iraq and US military intervention in Somalia, Yemen, and Libya. As mentioned earlier, in varying degrees, this imagery extends to other places that are seen by US Orientalists as non-Western places or entities, like Russia and China. At its roots, this imagery is really part of a discourse that sustains a system of power that allows power to be practiced by an empire over «outsiders» and against its own citizens. It is because of US foreign policy and economic interests that Arabs and Muslims are unempirically portrayed as terrorists while real world data that shows that US intervention is creating terrorism is ignored. This is why there is a fixation on the attack on Parliament Hill in Canada, the Martin Place hostage crisis in Sydney, and the Charlie Hebdo attack in Paris, but US, Canadian, Australian, and French governmental support for terrorism that has cost tens of thousands of lives in Syria is ignored.

  • Justifiable suspicions about what happened surfaced straightaway after the incident. The alleged perpetrators, Syed Rizwan Farook and Tashfeen Malik, appear to have been used as convenient patsies – the same way April 2013 Boston Marathon bombing suspects Dzhokhar and Tamerlan Dzhokhar were unjustly framed for a crime they didn’t commit. False flag attacks are used to stoke fear, to enlist public support for planned domestic and foreign horrors. Events post-9/11 are well-documented. What’s unfolding now looks like more of the same – the phony pretext of combating ISIS, state-sponsored high crimes at home and abroad. Eyewitnesses to the San Bernardino shooting said three white gunmen in black military attire, armed with assault rifles, were responsible. Sally Abdelmageed working at the Inland Regional Center described them this way, saying “(a)s soon as they opened up the doors to building three…one of them (began) shoot(ing) into the room.”

Abdelmageed and other eyewitnesses gave similar accounts, debunking the official narrative – a Big Lie, framing two innocent Muslim patsies, killed by police to tell no tales, given no chance to explain their innocence. Their bodies were found handcuffed, indicating they were apprehended and likely extrajudicially executed to be unable to refute the official narrative. Former NSA/CIA contractor Steven D. Kelley told Press TV intimated that hired guns allegedly from Craft International (a Blackwater type paramilitary group, the same one responsible for the Boston Marathon bombings) could have been behind the San Bernardino shootings.   • Cables leaked by U.S. Army whistleblower Chelsea Manning reveal an apparent plot by the U.S. government to assassinate Bolivian President Evo Morales and overthrow his administration. The cables in question were published in August in “The WikiLeaks Files: The World According to US Empire,” a book in which multiple journalists along with Julian Assange analyze the contents of the treasure trove of cables Manning provided to WikiLeaks in 2010. The book devotes a section to what “The WikiLeaks Files” contributors Alexander Main and Dan Beeton call “the day-to-day mechanics of Washington’s political intervention in Latin America.” According to the cables, the plot to orchestrate a coup or carry out an assassination against Morales came after years of resistance by the Morales government to the United States’ Latin American agenda. TeleSUR, a Latin American TV network, reported last week that the Bolivian government is continuing a formal investigation into the allegations, despite denials by U.S. government officials:
  • “In a strongly worded statement the U.S. Embassy in Bolivia said, ‘The government of the United States was not involved in any conspiracy, attempt to overthrow the government of Bolivia or assassinate President Morales. This kind of unfounded allegations does not contribute to improving bilateral relations.’” These allegations of a U.S. plot mirror recent revelations that the DEA is targeting the Morales government with secret drug indictments after his administration kicked the U.S. agency out of Bolivia to pursue their own, locally-oriented and highly successful cocaine-reduction strategies. Contrary to the official denials, the WikiLeaks cables show how the U.S. escalated attempts to put pressure on Morales and his government over several years. According to Main and Beeton’s analysis of the cables, pressure on Morales began soon after his 2005 election as part of a wave of left-leaning candidates winning elections in Latin America. But Morales resisted U.S. directives and continued with his plans to nationalize the fossil fuels industry and move away from dependence on foreign aid and international loans. The cables suggest that starting from 2007 the U.S. government began providing aid to the “Media Luna” region of Bolivia, which is controlled by Morales’ opposition:
  • “A USAID report from 2007 stated that its Office of Transition Initiatives (OTI) ‘ha[d] approved 101 grants for $4,066,131 to help departmental governments operate more strategically.’ Funds also went to local indigenous groups that were ‘opposed to Evo Morales’ vision for indigenous communities.’” A year later, the residents of Media Luna were rebelling against the Morales government in clashes that led to 20 deaths. A coup seemed imminent, and the opposition had the support of U.S. officials: “[T]he United States was in regular communication with the leaders of the separatist opposition movement, even as they spoke openly of ‘blow[ing] up gas lines’ and ‘violence as a probability to force the government to . . . take seriously any dialogue.’” While officially supporting the Morales administration in public statements, the cables show the U.S. government preparing “a plan for immediate response in the event of a sudden emergency, i.e. a coup attempt or President Morales’ death.” Tensions only eased as other South American governments declared their support for Bolivia’s democratically-elected government.

  • Juan Ramon Quintana, Bolivia’s minister of the presidency, emphasized the U.S. Embassy in Bolivia’s direct role in the plot, according to teleSUR: “In 2007 the embassy of the United States installed a Center of Operations in order to execute a civil-prefectural coup to apply plan A, which was the coup, and plan B, which was the assassination.” TeleSUR noted that, “Relations between the U.S. and Bolivia have been strained since 2009, when President Morales expelled the U.S. ambassador from the country for supporting [an] opposition-led conspiracy against him,” a move that led then-Secretary of State Hillary Clinton to accuse the president of “fear-mongering.”

  • The use of chemical weapons is a crime, we believe it is a crime against humanity, but we believe that also the use of force, the threat of use of force, is also a criminal offense in international law. Unfortunately it seems to me that the United States seems to be living in the 19th century when the use of force was a prerogative of states, it is not. I believe the United States, the president of the United States, who seems to be a very fine constitutional lawyer, has to look into his law books, his international law books, which he has not, I think, reviewed recently, and consider the fact, that when he concedes, as he did last night before the American people, that there is no imminent or direct threat against the United States, then the United States doesn’t have any standing under any provision of international law, to take law in its own hands.
  • There is a need for the United States to come to the realization, and I believe this is an important realization for the United States, that not only the use of force is illegal, that not only the threat of force is against a preemptory international norm of law, but also and more importantly the use of force is ineffective. Force has lost its utility in international relations and it lost its utility long time ago. In 1928, civilized countries decided to reject the use of force as an instrument of national policy, before then, force or war was an instrument of national policy, they thought that war was diplomacy by another means. Let me just tell you that in the 20th century, 85 percent of the cases, where a country resorted to force, have resulted in that country either being annihilated or not achieving the intended consequences of the war, so that shows to you empirically that force is no longer effective. I hope that the United States, which is the mightiest country on the face of the earth, would come to this realization that it is important to use other means of influence; force is no longer effective

  • I believe the statement “all options are on the table” is an outdated statement because all options are not on the table, at least for the countries that claim to be law-abiding, for countries that claim to be following the UN charter, for countries which push others to live to their international obligations under the UN charter, push others, who want to punish others for violating internationals law, they have to know that all options are not on the table. The threat or the use of force have been removed from the table long time ago by countries, including the United States when they gathered in San Francisco and decided to save the succeeding generations from the scourge of war, which twice in their generation caused untold misery. So this comes from the charter of the United Nations adopted under the US hospitality in San Francisco in 1945. So, they have to understand that all options are not on the table.

Now we are very happy that the Syrians are dealing with some sort of an international arrangement to deal with their chemical weapons, but it is important also at the same time to deal with the weapons that are in the hands of the extremists.

  • To realize their fantasies of world domination, the neocons resorted to a triple discourse, as Laurent Guyénot shows in this study, i.e. a cynical political philosophy developed by their mentor Leo Strauss for domestic consumption; a cold analysis of Israeli strategic interests for the benefit of the leaders in Tel Aviv, and a fear-mongering warning against imaginary dangers besetting U.S. public opinion.
  • The neoconservative movement, which is generally perceived as a radical (rather than “conservative”) Republican right, is, in reality, an intellectual movement born in the late 1960s in the pages of the monthly magazine Commentary, a media arm of the American Jewish Committee, which had replaced the Contemporary Jewish Record in 1945. The Forward, the oldest American Jewish weekly, wrote in a January 6th, 2006 article signed Gal Beckerman: “If there is an intellectual movement in America to whose invention Jews can lay sole claim, neoconservatism is it. It’s a thought one imagines most American Jews, overwhelmingly liberal, will find horrifying. And yet it is a fact that as a political philosophy, neoconservatism was born among the children of Jewish immigrants and is now largely the intellectual domain of those immigrants’ grandchildren”. The neoconservative apologist Murray Friedman explains that Jewish dominance within his movement by the inherent benevolence of Judaism, “the idea that Jews have been put on earth to make it a better, perhaps even a holy, place” (The Neoconservative Revolution: Jewish Intellectuals and the Shaping of Public Policy, 2006).
  • Just as we speak of the “Christian Right” as a political force in the United States, we could also therefore speak of the neoconservatives as representing the “Jewish Right”. However, this characterization is problematic for three reasons. First, the neoconservatives are a relatively small group, although they have acquired considerable authority on and within Jewish representative organizations, including the Conference of Presidents of Major American Jewish Organizations. In 2003, journalist Thomas Friedman of the New York Times counted twenty-five members saying, “if you had exiled them to a desert island a year and half ago, the Iraq war would not have happened”. The neoconservatives compensate for their small number by multiplying their Committees, Projects, and other think tanks, which certainly give them a kind of ubiquity.

Moreover, much like his disciples Allan Bloom (The Closing of the American Mind, 1988) and Samuel Huntington, he is careful to clothe his most radical ideas in ostensibly humanist principles. Despite the apparent difficulty, three basic ideas can easily be extracted from his political philosophy, no different from Schmitt. First, nations derive their strength from their myths, which are necessary for government and governance. Second, national myths have no necessary relationship with historical reality: they are socio-cultural constructions that the State has a duty to disseminate. Third, to be effective, any national myth must be based on a clear distinction between good and evil; it derives its cohesive strength from the hatred of an enemy nation. As recognized by Abram Shulsky and Gary Schmitt in an article “Leo Strauss and the World of Intelligence” (1999), for Strauss, “deception is the norm in political life” – the rule they applied to fabricating the lie of weapons of mass destruction by Saddam Hussein when working inside the Office of Special Plans.
