The US Defense Department (DOD) is preparing to expand its global network of military bases by establishing a new “string” of bases in countries stretching from Africa to East Asia, unnamed Pentagon officials told the New York Times Wednesday. The enlarged US basing arrangements will include at least four new large-scale bases or “hubs,” including new facilities in East Africa and West Africa and Afghanistan, along with a greater number of smaller camps or “spokes,” sources told the Times . The new bases, which the Pentagon describes as “enduring” bases, will host forces ranging from dozens of commandos up to 5,000 soldiers at the largest hubs, the unnamed military officials said. West Africa is a main focus of the expanded basing plans, and will host one of the larger hubs. The West African countries of Niger and Cameroon are the only countries set to host smaller “spoke” bases listed by the Times report. The Pentagon plans to build a large “hub” near Erbil in northern Iraq, where US special forces have already been conducting combat operations for months. US Special Forces commandos affiliated with the “expeditionary targeting force” announced last week by US Defense Secretary Ashton Carter are already setting up operations in the same area, according to reports.

The new bases are only the latest development in the metastatic growth of Washington’s global military apparatus. According to the official list of US overseas bases, US forces are stationed in Afghanistan, Australia, Bahrain, Belgium, Brazil, British Indian Ocean Territory, Bulgaria, Cuba, Djibouti, Germany, Greece, Greenland, Honduras, Israel, Italy, Japan, Kosovo, Kuwait, Netherlands, Norway, Oman, Romania, Portugal, Qatar, Saudi Arabia, Singapore, South Korea, Spain, Turkey, United Arab Emirates, and United Kingdom. Taking into account non-officially acknowledged bases, “forward operating posts,” and other long-term deployments, the list of US bases expands to include the majority of the countries in the world.

The United States government has already declared that in regards to what it alleges to be a Russian cyberattack against the U.S. Democratic Party, the U.S. reserves the right to go to war against Russia. NATO has accordingly changed its policy so as to assert that a cyberattack (in this case actually cyber-espionage, such as the U.S. government itself perpetrates against even its own allies such as Angela Merkel by tapping her phone) constitutes an act of war by the alleged cyberattacker, and so requires all NATO member nations to join any cyberattacked NATO nation in war against its alleged (cyber)attacker, if the cyberattacked member declares war against its alleged cyberattacker. Excuses are being sought for a war against Russia; and expanding the definition of “invasion,” to include mere espionage, is one such excuse. But it’s not the only one that the Obama Administration has cooked up. U.S. Senator Mike Lee has asserted that President Barack Obama must obtain a declaration of war against Syria — which is allied with and defended by Russia — before invading Syria. Syria has, for the past few years, already been invaded by tens of thousands of foreign jihadists (financed mainly by the royal Sauds and Qataris, and armed mainly with U.S. weaponry) who are trying to overthrow and replace the Syrian government so that pipelines can be built through Syria into Europe to transport Saudi oil and Qatari gas into the EU, the world’s biggest energy-market, which now is dominated by Russia’s oil and gas. Since Syria is already being defended by Russia (those royals’ major competitor in the oil and gas markets), America’s invasion of Syria would necessarily place U.S. and Russia into an air-war against each other (for the benefit of those royal Arabs — who finance jihadist groups, as even Hillary Clinton acknowledges): Syria would thus become a battleground in a broader war against Russia. So: declaring war against Syria would be a second excuse for World War III, and one which would especially serve the desires not only of U.S. ‘defense’ firms but of the U.S. aristocracy’s royal Arabic allies, who buy much of those ‘defense’ firms’ exports (weaponry), and also U.S. oilfield services firms such as pipelines by Halliburton. (It’s good business for them, no one else. Taxpayers and war-victims pay, but those corporations — and royal families — would profit.)

The U.S. government also declares that Russia ‘conquered’ Crimea in 2014 and that Russia must restore it to Ukraine. The U.S. government wants Ukraine to be accepted into NATO, so that all NATO nations will be at war against Russia if Russia doesn’t return Crimea to Ukraine, of which Crimea had only briefly (1954-2014) been a part, until Crimeans voted on 16 March 2014 to rejoin Russia. This Crimean issue is already the basis for America’s economic sanctions against Russia, and thus Russia’s continuing refusal to coerce Crimeans to accept again being part of Ukraine would be yet a third excuse for WW III.

Hillary Clinton says “As President, I will make it clear, that the United States will treat cyber attacks just like any other attack.” She alleges that when information was unauthorizedly made public from Democratic National Committee computers, the cyberattacker was Russia. She can be counted as a strong proponent of that excuse for WW3. She’s with Barack Obama and the other neocons on that. She has furthermore said that the U.S. should shoot down any Russian and Syrian bombers in Syria — the phrase for that proposed U.S. policy is to “establish a no-fly zone” there. She makes clear: “I am advocating the no-fly zone.” It would be war against not only Syria, but Russia. (After all: a no-fly zone in which the U.S. is shooting down the government’s planes and Russia’s planes, would be war by the U.S. against both Syria and Russia, but that’s what she wants to do.) She can thus be counted as a strong proponent of those two excuses for WW3.

Previously, when looking at the real underlying national interests responsible for the deteriorating situation in Syria, which eventually may and/or will devolve into all out war with hundreds of thousands killed, we made it very clear that it was always and only about the gas, or gas pipelines to be exact, and specifically those involving the tiny but uber-wealthy state of Qatar. Needless to say, the official spin on events has no mention of this ulterior motive, and the popular, propaganda machine, especially from those powers supporting the Syrian "rebels" which include Israel, the US and the Arabian states tries to generate public and democratic support by portraying Assad as a brutal, chemical weapons-using dictator, in line with the tried and true script used once already in Iraq. On the other hand, there is Russia (and to a lesser extent China: for China's strategic interests in mid-east pipelines, read here), which has been portrayed as the main supporter of the "evil" Assad regime, and thus eager to preserve the status quo without a military intervention

However, one question that has so far remained unanswered, and a very sensitive one now that the US is on the verge of voting to arm the Syrian rebels, is who was arming said group of Al-Qaeda supported militants up until now. Now, finally, courtesy of the FT we have the (less than surprising) answer, which goes back to our original thesis, and proves that, as so often happens in the middle east, it is once again all about the natural resources. From the FT: The tiny gas-rich state of Qatar has spent as much as $3bn over the past two years supporting the rebellion in Syria, far exceeding any other government, but is now being nudged aside by Saudi Arabia as the prime source of arms to rebels.

Why would Qatar want to become involved in Syria where they have little invested?  A map reveals that the kingdom is a geographic prisoner in a small enclave on the Persian Gulf coast.   It relies upon the export of LNG, because it is restricted by Saudi Arabia from building pipelines to distant markets.  In 2009, the proposal of a pipeline to Europe through Saudi Arabia and Turkey to the Nabucco pipeline was considered, but Saudi Arabia that is angered by its smaller and much louder brother has blocked any overland expansion.   Already the largest LNG producer, Qatar will not increase the production of LNG.  The market is becoming glutted with eight new facilities in Australia coming online between 2014 and 2020.   A saturated North American gas market and a far more competitive Asian market leaves only Europe.  The discovery in 2009 of a new gas field near Israel, Lebanon, Cyprus, and Syria opened new possibilities to bypass the Saudi Barrier and to secure a new source of income.  Pipelines are in place already in Turkey to receive the gas.  Only Al-Assad is in the way.

With my five-year budget, millions of jobs would be created by cutting the corporate income tax in half, by creating a flat personal income tax of 17%, and by cutting the regulations that are strangling American businesses.

America has much greatness left in her. We will begin to thrive again when we begin to believe in ourselves again, when we regain our respect for our founding documents, when we balance our budget, when we understand that capitalism and free markets and free individuals are what creates our nation’s prosperity.

President Obama urged his successor to continue a tough-but-open policy on Russia, saying Thursday that President-elect Donald Trump should not fall into the trap of seeking short-term deals with the rival power for the sake of expediency.Obama said he hopes Trump would not "just cut some deals" or "do whatever is convenient at the time," saying that policy would lead to longer-term problems in Syria and Eastern Europe. Instead, Obama said, Trump should take a constructive approach, "finding areas where we can cooperate with Russia where our values and interests align." He said Trump should be "willing to stand up to Russia where they are deviating from our values and international norms."Even as Obama warned against what he called a "realpolitik approach," Trump met in New York with perhaps its most well known modern practitioner: former secretary of State Henry Kissinger. "I have tremendous respect for Dr. Kissinger and appreciate him sharing his thoughts with me,” Trump said in a statement.

Secretary of War Chuck Hagel yesterday announced the Obama administration's Pentagon budget proposal for the coming year.  Despite mandates for cuts in military spending after agreements with Congress under sequestration, Hagel actually calls for an increase of more than $115 billion for war making. The Hagel budget basically calls for cuts in Army ground forces and cutbacks in military pay, housing and commissary facilities on bases.  Life for the enlisted will become more difficult.   The Pentagon is also calling for the closing of a few National Guard posts in some states.   Hagel calls for 'sustaining' the Pentagon's nuclear triad - air, ground, and sea delivery systems of nuclear weapons.  Also called for is an increase in drones and robotic forces as well as significant expansion in cyber warfare capabilities.   Wall Street immediately reacted by joyfully giving Lockheed-Martin all-time high stock gains.  The writing on the wall is clear - cuts in troop levels and increase in high-tech space directed war-making capability.

We will see an expansion of US "hidden" wars in the near future and the Obama budget reflects this reality.  While Hagel wants to pare back the size of the active-duty military by 13% and the reserves by 5% in coming years he would boost the size of Special Operations forces by about 6%.  The plan is to add more than 3,000 personnel to the kinds of special ops forces teams that reportedly killed Osama bin Laden in Pakistan.  These same clandestine forces now operate in more than 75 countries around the world.  In his film "Dirty Wars" investigative journalist Jeremy Scahill reports on the largely unaccountable Joint Special Operations Command (JSOC) that is now doing targeted assassinations, destabilization, and training of right-wing and terrorist forces used by the US in places like Ukraine, Afghanistan, Pakistan, Libya, Yemen, Somalia, Syria, Venezuela and beyond. The corporate oligarchy is moving rapidly to consolidate their total control of the people around the world and the US is playing its role of "security export" rather well. Mainstream media reports of the Hagel announcement also tag two key places on the planet that will receive special emphasis from this new budget.  Those are the African continent and the Asia-Pacific.  This is where the long-range military operations planning and funding are heading.

RAMALLAH (AFP) -- President Mahmoud Abbas has rejected US proposals for Israel to keep troops in a future Palestinian state along its border with Jordan, a Palestinian source said on Friday.Following a meeting on Thursday evening with US Secretary of State John Kerry in the West Bank city of Ramallah, "President Abbas has rejected the ideas presented by the secretary of state", the source said.Abbas also gave Kerry a letter on "Palestinian red lines," the source added, singling out "the refusal to recognize Israel as a Jewish state."Abbas "rejected the ideas on security because there is not a third party."This refers to a plan by former US national security adviser James Jones under which a third party would deploy along the Palestinian-Jordanian border.The Palestinian source said that "all disputed issues must be settled."Israeli and Arab media reports say the plan envisaged by Washington would see Israel maintain a military presence on the border after a peace agreement with the Palestinians.An international force would be acceptable to the Palestinians, but Israel opposes such a solution.

e commend Secretary of State John Kerry’s extraordinary efforts to renew Israeli-Palestinian talks and negotiations for a framework for a peace accord, and the strong support his initiative has received from President Barack Obama. We believe these efforts, and the priority Kerry has assigned to them, have been fully justified. However, we also believe that the necessary confidentiality that Secretary Kerry imposed on the resumed negotiations should not preclude a far more forceful and public expression of certain fundamental U.S. positions: Settlements: U.S. disapproval of continued settlement enlargement in the Occupied Territories by Israel’s government as “illegitimate” and “unhelpful” does not begin to define the destructiveness of this activity. Nor does it dispel the impression that we have come to accept it despite our rhetorical objections. Halting the diplomatic process on a date certain until Israel complies with international law and previous agreements would help to stop this activity and clearly place the onus for the interruption where it belongs.

Palestinian incitement: Prime Minister Benjamin Netanyahu’s charge that various Palestinian claims to all of historic Palestine constitute incitement that stands in the way of Israel’s acceptance of Palestinian statehood reflects a double standard. The Likud and many of Israel’s other political parties and their leaders make similar declarations about the legitimacy of Israel’s claims to all of Palestine, designating the West Bank “disputed” rather than occupied territory. Moreover, Israeli governments have acted on those claims by establishing Jewish settlements in East Jerusalem and throughout the West Bank. Surely the “incitement” of Palestinian rhetoric hardly compares to the incitement of Israel’s actual confiscations of Palestinian territory. If the United States is not prepared to say so openly, there is little hope for the success of these talks, which depends far more on the strength of America’s political leverage and its determination to use it than on the good will of the parties.

In February, 1990, US Secretary of State James Baker (1989-1992), representing President George HW Bush, traveled to Moscow to meet with Russian President Mikhail Gorbachev regarding the possible reunification of Germany and the removal of 300,000 Soviet troops. There is little serious dispute that as the Berlin Wall teetered, Baker promised Gorbachev “there would be no extension of NATO’s jurisdiction for forces of NATO one inch to the east.” Gorbachev is reported to have taken the US at its word and responded “any extension of the zone of NATO is unacceptable.” “I agree,” replied Baker.” Unfortunately, Gorbachev never got it in writing and most historians, at the time, agreed that NATO expansion was “ill conceived, ill-timed, and above all ill-suited to the realities of the post-Cold War world.”

President Bush’s National Security Advisor Brent Scowcroft and Bill Clinton’s Defense Secretary were also in agreement. But by 1994, that verbal contract had not deterred the concerted efforts of a handful of State Department policy professionals to subdue the overwhelming bureaucratic opposition according to James Goldgeier in his classic “Not Whether but When: The US Decision to Enlarge NATO.” By 1997, the Gorbachev-Baker-Bush agreement was a forgotten policy trinket as Hungary, Poland and the Czech Republic were accepted into NATO. In 2004, former Soviet satellite countries Lithuania, Latvia and Estonia were admitted and in 2009, Croatia and Albania joined NATO. Currently, the former Soviet republics of Ukraine, Georgia, Moldova, Kazakhstan, Armenia, and Azerbaijan are pending membership and all five former Soviet republics in Central Asia (Kyrgyzstan, Tajikistan, Turkmenistan, Kazakhstan, and Uzbekistan) provide NATO with logistical support for the US war in Afghanistan. As the US-led NATO alliance tightens its grip on the Caucasus countries, the American public has not been informed about the Ukrainian Parliament’s approval for a series of NATO military exercises that would put US troops on Russia’s border, even though the Ukraine is not yet a member of NATO. Rapid Trident is a 12-nation military ‘interoperability’ exercise led by the US who will commit the majority of participating troops and Sea Breeze is a naval exercise that will take place on the Black Sea adjacent to Russian ports. The NATO buildup includes joint ground operations with Moldova and Romania.

Most recently, NATO Secretary General Anders Fogh Rasmussen announced that the military alliance has cut Russia off from civilian and military cooperation and that there would be the deployment and reinforcement of military assets including increased air patrols over the Baltic Sea and AWACS surveillance flights over Poland and Romania. It goes without saying that the NATO build up is in addition to the deployment of US troops and F-16 warplanes to Poland, F-15C warplanes to Lithuania and aircraft carriers to the Black and Mediterranean Seas. All this raises the question about whether a promise and handshake in the world of international diplomacy is a real commitment and what is a 1991 international promise made by a Republican Administration worth in 1994 to a Democratic Administration? Apparently zilch.

Sometimes you really do need a map if you want to know where you are.  In 2008, the ACLU issued just such a map of this country and it’s like nothing ever seen before.  Titled “the Constitution-Free Zone of the United States,” it traces our country’s borders.  Maybe you’re already tuning out.  After all, you probably don’t think you live on or near such a border.  Well, think again.  As it happens, in our brave, new, post-9/11 world, as long as we’re talking “homeland security” or “war on terror,” anything can be redefined.  So why not a border? Our borders have, conveniently enough, long been Constitution-free zones where more or less anything goes, including warrantless searches of various sorts.  In the twenty-first century, however, the border itself, north as well as south, has not only been increasingly up-armored, but redefined as a 100-mile-wide strip around the United States (and Alaska).  In other words -- check that map again -- our “borders” now cover an expanse in which nearly 200 million Americans, or two-thirds of the U.S. population, live.  Included are nine of the 10 largest metropolitan areas.  If you live in Florida, Maine, or Michigan, for example, no matter how far inland you may be, you are “on the border.”

Imagine that.  And then imagine what it means.  U.S. Customs and Border Protection, as Todd Miller points out today, is not only the largest law enforcement agency in the country you know next to nothing about, but the largest, flat and simple.  Now, its agents can act as if the Constitution has been put to bed up to 100 miles inland anywhere.  This, in turn, means -- as the ACLU has written -- that at new checkpoints and elsewhere in areas no American would once have considered borderlands, you can be stopped, interrogated, and searched “on an everyday basis with absolutely no suspicion of wrongdoing.” Under the circumstances, it’s startling that, since the ACLU made its case back in 2008, this new American reality has gotten remarkably little attention.  So it’s lucky that TomDispatch regular Miller's invaluable and gripping book, Border Patrol Nation: Dispatches from the Front Lines of Homeland Security, has just been published.  It’s an eye opener, and it’s about time that “border” issues stopped being left to those on the old-fashioned version of the border and immigration mavens.  It’s a subject that, by definition, now concerns at least two-thirds of us in a big way.

Border Security Expo 2014 catches in one confined space the expansiveness of a “booming” border market. If you include “cross-border terrorism, cyber crime, piracy, [the] drug trade, human trafficking, internal dissent, and separatist movements,” all “driving factor[s] for the homeland security market,” by 2018 it could reach $544 billion globally. It is here that U.S. Homeland Security officials, local law enforcement, and border forces from all over the world talk contracts with private industry representatives, exhibit their techno-optimism, and begin to hammer out a future of ever more hardened, up-armored national and international boundaries. The global video surveillance market alone is expected to be a $40 billion industry by 2020, almost three times its $13.5 billion value in 2013. According to projections, 2020 border surveillance cameras will be capturing 3.4 trillion video hours globally. In case you were wondering, that’s more than 340 million years of video footage if you were watching 24 hours a day.

A federal judge in Idaho has upheld the constitutionality of the National Security Agency's program that gathers massive quanities of data on the telephone calls of Americans. The ruling Tuesday from U.S. District Court Judge B. Lynn Winmill leaves the federal government with two wins in lawsuits decided since the program was revealed about a year ago by ex-NSA contractor Edward Snowden. In addition, one judge handling a criminal case ruled that the surveillance did not violate the Constitution. Opponents of the program have only one win: U.S. District Court Judge Richard Leon's ruling in December that the program likely violates the Fourth Amendment. In the new decision, Winmill said binding precedent in the Ninth Circuit holds that call and email metadata are not protected by the Constitution and no warrant is needed to obtain it.

"The weight of the authority favors the NSA," wrote Winmill, an appointee of President Bill Clinton. Winmill took note of Leon's contrary decision and called it eloquent, but concluded it departs from current Supreme Court precedent — though perhaps not for long. "Judge Leon’s decision should serve as a template for a Supreme Court opinion. And it might yet," Winmill wrote as he threw out the lawsuit brought by an Idaho registered nurse who objected to the gathering of data on her phone calls. Winmill's opinion (posted here) does not address an argument put forward by some critics of the program, including some lawmakers: that the metadata program violates federal law because it does not fit squarely within the language of the statute used to authorize it.

After Benjamin Netanyahu’s surprising victory in Israel’s national elections in March, he took until the last possible minute to complete the process of forming the government for his fourth term as Israel’s prime minister. For all the time he invested, despite making it just under the wire, Netanyahu ended up with a fragile, ultra-right-wing coalition and more work ahead of him to bring in at least one more party. The government Netanyahu presented to Israeli President Reuven Rivlin was a bare majority of 61 seats out of the 120-seat Knesset. There are no fig leafs in this coalition, no Tzipi Livni or Ehud Barak for Netanyahu to send to talk fruitlessly with the Palestinians. One might think this would make the coalition more stable, since it consists entirely of the right wing. In this, one would be wrong.

Netanyahu is, in fact, desperate to add another party to the coalition because there is so much tension in the current majority, most visibly between Netanyahu’s Likud party and Naftali Bennett’s HaBayit HaYehudi. Likud leaders, including Netanyahu, feel that Bennett essentially held the coalition hostage to his demands. They are quite right about that, but the gambit paid off handsomely for Bennett. HaBayit HaYehudi holds a mere eight seats in the Knesset. Yet Bennett and his party will get four ministries, the deputy defense minister post, as well as the chairs of two key Knesset committees dealing with Israel’s legal system. That is what you get when you play hardball with Netanyahu, a man who likes to talk tough but who is a political creature first and foremost and quickly backs off from a high-stakes fight he is not sure he can win. As things stand, this coalition might not last the year. That is why, after Avigdor Lieberman quit his post as foreign minister and took his greatly diminished party into the opposition, Netanyahu left the post open by keeping that portfolio for himself. In reality, Netanyahu has been the foreign minister all along, so it is not an added burden for him.

On the day that Netanyahu was supposed to present his government, he was still eight seats short of a majority. Luckily for Bennett, that was the exact number of seats he controlled and he let Netanyahu know just how lucky he was. Bennett played a game of chicken with Netanyahu, pushing for more and more power within the government and knowing that Bibi was going to have a hard time saying no to anything. Bennett won, and the spoils were vast. The far-right HaBayit HaYehudi party now controls the ministries of education, agriculture, justice, and diaspora affairs. The position of deputy defense minister will also be theirs. It is even worse than it sounds. With the ministry of agriculture comes control over the World Zionist Organization’s Settlement Division, which funds the expansion of settlements. Uri Ariel, perhaps the most extreme pro-settler member of the Knesset, will have that portfolio.

That is not a consensus view within the U.S. intelligence community, where officials have been divided over how much ISIS really learned from the Snowden leaks that it didn’t already know. The group didn’t begin seizing territory in Iraq until a year after the leaks began. And last year, a U.S. intelligence official with access to information about ISIS’s current tactics told The Daily Beast that while the group had “likely learned a lot” from the Snowden leaks, “many of their forces are familiar with the U.S. from their time in AQI, [and] they have adapted well to avoiding detection.”

“Within weeks of the leaks, terrorist organizations around the world were already starting to modify their actions in light of what Snowden disclosed. Communications sources dried up, tactics were changed,” Morell writes. Among the most damaging leaks, he adds, was one that described a program that collects foreigners’ emails as they move through equipment in the United States.Terrorist groups, including ISIS, have since shifted their communications to more “secure” platforms, are using encryption, or “are avoiding electronic communications altogether.”“ISIS was one of those terrorist groups that learned from Snowden, and it is clear that his actions played a role in the rise of ISIS,” Morell writes.

Edward Snowden’s leaks about U.S. intelligence operations “played a role in the rise of ISIS.” That’s the explosive new allegation from the former deputy director of the CIA, Michael Morell, who was among the United States’ most senior intelligence officials when Snowden began providing highly classified documents to journalists in 2013. U.S. intelligence officials have long argued that Snowden’s disclosures provided valuable insights to terrorist groups and nation-state adversaries, including China and Russia, about how the U.S. monitors communications around the world. But in his new memoir, to be published next week, Morell raises the stakes of that debate by directly implicating Snowden in the expansion of ISIS, which broke away from al Qaeda and has conquered large swaths of territory in Iraq and Syria.
