Exclusive: A problem with President Obama’s plan to expand the war against ISIS into Syria was always the risk that Syrian air defenses might fire on U.S. warplanes, but now a source says Syria’s President Assad has quietly agreed to permit strikes in some parts of Syria, reports Robert Parry.

The Obama administration, working through the Russian government, has secured an agreement from the Syrian regime of Bashar al-Assad to permit U.S. airstrikes against Islamic State targets in parts of Syria, according to a source briefed on the secret arrangements. The reported agreement would clear away one of the chief obstacles to President Barack Obama’s plan to authorize U.S. warplanes to cross into Syria to attack Islamic State forces – the concern that entering Syrian territory might prompt anti-aircraft fire from the Syrian government’s missile batteries.

In essence, that appears to be what is happening behind the scenes in Syria despite the hostility between the Obama administration and the Assad government. Obama has called for the removal of Assad but the two leaders find themselves on the same side in the fight against the Islamic State terrorists who have battled Assad’s forces while also attacking the U.S.-supported Iraqi government and beheading two American journalists.

New Zealand is conducting covert surveillance operations against some of its strongest trading partners and has obtained sophisticated malware to infect targeted computers and steal data, newly released documents reveal. The country’s eavesdropping agency, Government Communications Security Bureau, or GCSB, is carrying out the surveillance across the Asia-Pacific region and beyond as part of its membership in the Five Eyes, a spying alliance that includes New Zealand as well as the United States, the United Kingdom, Canada, and Australia. The documents, revealed on Tuesday by the New Zealand Herald in collaboration with The Intercept, expose more details about the scope of New Zealand’s involvement in the Five Eyes, and show that the agency’s reach extends far beyond its previously reported eavesdropping on at least ten small South Pacific nations and territories. According to secret files from the National Security Agency, obtained by The Intercept from whistleblower Edward Snowden, GCSB is targeting about 20 different nations and territories in total and sharing the intercepted data with the NSA. A top-secret document dated from April 2013 notes that the New Zealand agency “provides [the NSA with] collection on China, Japanese/North Korean/Vietnamese/South American diplomatic communications, South Pacific Island nations, Pakistan, India, Iran, and Antarctica.”

Aside from eavesdropping on communications through traditional interception methods, such as by capturing signals as they are passing between satellites or phone cables, the New Zealand agency has also become directly involved in more aggressive methods of spying and cyberwar. The newly revealed documents show that it has obtained a malware tool that is part of a platform named WARRIORPRIDE, used by the NSA and other Five Eyes agencies to hack into computers and smartphones, infect them with a bug, and then steal data. The documents note that GCSB “has a WARRIORPRIDE capability that can collect against an ASEAN target.” ASEAN, or Association of Southeast Asian Nations, may be a reference to New Zealand’s operations targeting Vietnam. The surveillance being conducted by the GCSB shines light on a secret variant of New Zealand’s foreign policy that contrasts with its official public foreign policy. Vietnam, for instance, has friendly relations with New Zealand and is a growing trading partner. The New Zealand government describes its relationship with Vietnam as having “flourished in the last 15 years.” The country poses no security or terrorist threat to New Zealand, the traditional explanation for GCSB operations given to the public. Yet its government is still on the GCSB spying list and its diplomatic communications have been eavsedropped on, likely in violation of the 1961 Vienna Convention of Diplomatic Relations, an international treaty ratified by New Zealand that says diplomats’ correspondence is “inviolable.”

The first shot was fired on Monday. Teradata, which sells analytics tools for Big Data, warned that quarterly revenues plunged 21% in Asia and 19% in the Middle East and Africa. Wednesday evening, it was IBM’s turn to confess that its hardware sales in China had simply collapsed. Every word was colored by Edward Snowden’s revelations about the NSA’s hand-in-glove collaboration with American tech companies, from startups to mastodons like IBM.

The explanation is more obvious. In mid-August, an anonymous source told the Shanghai Securities News, a branch of the state-owned Xinhua News Agency, which reports directly to the Propaganda and Public Information Departments of the Communist Party, that IBM, along with Oracle and EMC, have become targets of the Ministry of Public Security and the cabinet-level Development Research Centre due to the Snowden revelations. “At present, thanks to their technological superiority, many of our core information technology systems are basically dominated by foreign hardware and software firms, but the Prism scandal implies security problems,” the source said, according to Reuters. So the government would launch an investigation into these security problems, the source said. Absolute stonewalling ensued. IBM told Reuters that it was unable to comment. Oracle and EMC weren’t available for comment. The Ministry of Public Security refused to comment. The Development Research Centre knew nothing of any such investigation. The Ministry of Industry and Information Technology “could not confirm anything because of the matter’s sensitivity.”

I’d warned about its impact at the time [read.... US Tech Companies Raked Over The Coals In China]. Snowden’s revelations started hitting in May. Not much later, the Chinese security apparatus must have alerted IT buyers in government agencies, state-owned enterprises, and major independent corporations to turn off the order pipeline for sensitive products until this is sorted out. As Mr. Loughridge’s efforts have shown, it’s hard to explain any other way that hardware sales suddenly collapsed by “40%, 50%” in China, where they’d boomed until then. This is the first quantitative indication of the price Corporate America has to pay for gorging at the big trough of the US Intelligence Community, and particularly the NSA with its endlessly ballooning budget. For once, there is a price to be paid, if only temporarily, for helping build a perfect, seamless, borderless surveillance society. The companies will deny it. At the same time, they’ll be looking for solutions. China, Russia, and Brazil are too important to just get kicked out of – and other countries might follow suit. In September, IBM announced that it would throw another billion at Linux, the open-source operating system, to run its Power System servers – the same that China had stopped buying. It seems IBM was trying to make hay of the NSA revelations that had tangled up American operating system makers. Linux, free of NSA influence, would be a huge competitive advantage for IBM. As President Obama laid out his “strategy” last night for dealing with the Islamic State of Iraq and Syria (ISIS), and as bipartisan leadership in Congress pushes to approve as much as $4 billion to arm Syrian “rebels,” it should be noted that the keystone to his anti-Assad policy — the “vetted moderate” Free Syrian Army (FSA) — is now admitting that they, too, are working with the Islamic State. This confirms PJ Media’s reporting last week about the FSA’s alliances with Syrian terrorist groups. On Monday, the Daily Star in Lebanon quoted a FSA brigade commander saying that his forces were working with the Islamic State and Jabhat al-Nusra, al-Qaeda’s official Syrian affiliate — both U.S.-designated terrorist organizations — near the Syrian/Lebanon border. “We are collaborating with the Islamic State and the Nusra Front by attacking the Syrian Army’s gatherings in … Qalamoun,” said Bassel Idriss, the commander of an FSA-aligned rebel brigade. “We have reached a point where we have to collaborate with anyone against unfairness and injustice,” confirmed Abu Khaled, another FSA commander who lives in Arsal. “Let’s face it: The Nusra Front is the biggest power present right now in Qalamoun and we as FSA would collaborate on any mission they launch as long as it coincides with our values,” he added.

In my report last week I noted that buried in a New York Times article last month was a Syrian “rebel” commander quoted as saying that his forces were working with ISIS and Jabhat al-Nusra in raids along the border with Lebanon, including attacks on Lebanese forces. The Times article quickly tried to dismiss the commander’s statements, but the Daily Star article now confirms this alliance. Among the other pertinent points from that PJ Media article last week was that this time last year the bipartisan conventional wisdom amongst the foreign policy establishment was that the bulk of the Syrian rebel forces were moderates, a fiction refuted by a Rand Corporation study published last September that found nearly half of the Syrian “rebels” were jihadists or hard-core Islamists.

Another relevant phenomenon I noted was that multiple arms shipments from the U.S. to the “vetted moderate” FSA were suspiciously raided and confiscated by ISIS and Jabhat al-Nusra, prompting the Obama administration and the UK to suspend weapons shipments to the FSA last December. In April, the Obama administration again turned on the CIA weapons spigot to the FSA, and Obama began calling for an additional $500 million for the “vetted moderate rebels,” but by July the weapons provided to the FSA were yet again being raided and captured by ISIS and other terrorist groups. Remarkably, one Syrian dissident leader reportedly told Al-Quds al-Arabi that the FSA had lost $500 million worth of arms to rival “rebel” groups, much of which ended up being sold to unknown parties in Turkey and Iraq.

One should not expect any change to come from the U.S. government itself (which includes Congress), whose strategy in such cases is to enact the pretext of “reform” so as to placate public anger, protect the system from any serious weakening, and allow President Obama to go before the country and the world and give a pretty speech about how the U.S. heard their anger and re-calibrated the balance between privacy and security. Any new law that comes from the radically corrupted political class in DC will either be largely empty, or worse. The purpose will be to shield the NSA from real reform. There are, though, numerous other avenues with the real potential to engender serious limits on the NSA’s surveillance powers, including the self-interested though genuine panic of the U.S. tech industry over how surveillance will impede their future business prospects, the efforts of other countries to undermine U.S. hegemony over the internet, the newfound emphasis on privacy protections from internet companies worldwide, and, most of all, the increasing use of encryption technology by users around the world that poses genuine obstacles to state surveillance. Those are all far, far more promising avenues than any bill Barack Obama, Dianne Feinstein and Saxby Chambliss will let Congress cough up.

That national security state officials routinely mislead and deceive the public should never have even been in serious doubt in the first place – certainly not for journalists, and especially now after the experience of the Iraq War. That fact — that official pronouncements merit great skepticism rather than reverence — should be (but plainly is not) fundamental to how journalists view the world. More evidence for that is provided by a Washington Post column today by one of the national security state’s favorite outlets, David Ignatius. Ignatius interviewed the chronic deceiver, Director of National Intelligence James Clapper, who now “says it appears the impact [of Snowden's leaking] may be less than once feared because ‘it doesn’t look like he [Snowden] took as much’ as first thought.” Clapper specifically casts serious doubt on the U.S. government’s prior claim that Snowden ”had compromised the communications networks that make up the military’s command and control system”; instead, “officials now think that dire forecast may have been too extreme.” Ignatius — citing an anonymous “senior intelligence official” (who may or may not be Clapper) — also announces that the government has yet again revised its rank speculation about how many documents Snowden took: “This batch of probably downloaded material is about 1.5 million documents, the senior official said. That’s below an earlier estimate of 1.77 million documents.”

Most notable is Ignatius’ summary of the government’s attempt to claim Snowden seriously compromised the security of the U.S.: Pressed to explain what damage Snowden’s revelations had done, the official was guarded, saying that there was “damage in foreign relations” and that the leaks had “poisoned [NSA’s] relations with commercial providers.” He also said that terrorist groups had carefully studied the disclosures, turning more to anonymizers, encryption and use of couriers to shield communications. The senior official wouldn’t respond to repeated questions about whether the intelligence community has noted any changes in behavior by either the Russian or Chinese governments, in possible response to information they may have gleaned from Snowden’s revelations. In other words, the only specific damage they can point to is from the anger that other people around the world have about what the U.S. government has done and the fact that people will not want to buy U.S. tech products if they fear (for good reason) that those companies collaborate with the NSA. But, as usual, there is zero evidence provided (as opposed to bald, self-serving assertions) of any harm to genuine national security concerns (i.e., the ability to monitor anyone planning actual violent attacks).

Secret documents reveal New Zealand has shared intelligence collected through covert surveillance with Bangladesh despite that country's security forces being implicated in extrajudicial killings, torture and other human rights abuses. The documents shine light on the major role played by the Government Communications Security Bureau (GCSB) in electronic spying operations conducted in the small South Asian nation. The surveillance has been used to aid the United States as part of its global counter-terrorism campaign, launched after the September 11 attacks in 2001. The New Zealand Herald analysed the documents in collaboration with US news website The Intercept, which obtained them from the NSA whistle-blower Edward Snowden.

The Bangladesh spying is revealed in an April 2013 US National Security Agency (NSA) report about its relationship with New Zealand. In a section called "What Partner Provides to NSA", it says "GCSB has been the lead for the intelligence community on the Bangladesh CT [Counter-Terrorism] target since 2004." The GCSB provides "one of the key SIGINT [signals intelligence] sources of [Bangladesh counter-terrorism] reporting to the US intelligence community."

The intelligence gathered by the GCSB staff was also being forwarded to foreign intelligence agencies, including Bangladesh's state intelligence agency. In recent years, human rights groups have issued several reports documenting Bangladeshi intelligence and security agencies' disregard for international prohibitions on torture and alleged involvement in politically motivated killings. In 2014, a case was filed in the International Criminal Court accusing the Bangladesh Government of committing crimes against humanity. The GCSB's surveillance operations in Bangladesh are among the most surprising and obscure yet revealed. Bangladesh barely registers in New Zealand foreign policy. The Ministry of Foreign Affairs and Trade website says: "Relations between New Zealand and Bangladesh remain friendly, although interaction is limited." Nonetheless, a New Zealand government source told the Herald that Bangladesh is the main focus of one of the GCSB's four analysis sections, called ICT, and has been for over a decade. ICT, the Transnational Issues section, was set up in April 2002 in the wake of the September 11 attacks to focus on terrorism threats.

The Brazilian military regime employed a "sophisticated and elaborate psychophysical duress system" to "intimidate and terrify" suspected leftist militants in the early 1970s, according to a State Department report dated in April 1973 and made public last week. Among the torture techniques used during the military era, the report detailed "special effects" rooms at Brazilian military detention centers in which suspects would be "placed nude" on a metal floor "through which electric current is pulsated." Some suspects were "eliminated" but the press was told they died in "shoot outs" while trying to escape police custody. "The shoot-out technique is being used increasingly," the cable sent by the U.S. Consul General in Rio de Janeiro noted, "in order to deal with the public relations aspect of eliminating subversives," and to "obviate 'death-by-torture' charges in the international press."

Peter Kornbluh who directs the National Security Archive's Brazil Documentation Project called the document "one of the most detailed reports on torture techniques ever declassified by the U.S. government." Titled "Widespread Arrests and Psychophysical Interrogation of Suspected Subversives," the document was among 43 State Department cables and reports that Vice President Joseph Biden turned over on June 17 to President Dilma Rousseff during his trip to Brazil for the World Cup competition for use by the Brazilian Truth Commission. The Commission is in the final phase of a two-year investigation of human rights atrocities during the military dictatorship which lasted from 1964 to 1985. On July 2, the Commission posted all 43 documents on its website, accompanied by this statement: "The CNV greatly appreciates the initiative of the U.S. government to make these records available to Brazilian society and hopes that this collaboration will continue to progress." The records range in date from 1967 to 1977. They report on a wide range of human rights-related issues, among them: secret torture detention centers in Sao Paulo, the military's counter-subversion operations, attitudes of the Church on human rights violations, and the regime's hostile reaction in 1977 to the first State Department human rights report on abuses. Some of the documents had been previously declassified under routine release procedures; others, including the April 1973 report on psychophysical torture, were reviewed for declassification as recently as June 5, 2014, in preparation for Biden's trip.

During his meeting with President Rousseff, Biden announced that the Obama administration would undertake a broader review of still highly classified U.S. records on Brazil, among them CIA and Defense Department documents, to assist the Commission in finalizing its report. "I hope that in taking steps to come to grips with our past we can find a way to focus on the immense promise of the future," he noted. Since the inception of the Truth Commission in May 2012, the National Security Archive has been assisting the Commissioners in obtaining U.S. records for their investigation, and pressing the Obama administration to fulfill its commitment to a new standard of global transparency and the right-to-know by conducting a special, Brazil declassification project on the military era. "Advancing truth, justice and openness is precisely the way these classified U.S. historical records should be used," according to Kornbluh. "Biden's declassified diplomacy will not only assist the Truth Commission in shedding light on the dark past of Brazil's military era, but also create a foundation for a better and more transparent future in U.S.-Brazilian relations." To call attention to the records and the Truth Commission's work, the Archive is highlighting five key documents from Biden's timely donation.

Venezuelan President Nicolas Maduro looks set to pass landmark legislation aimed at shielding the country from continued US aggression, after the Venezuelan parliament approved his request for temporary decree powers on Sunday.  Officially submitted to parliament last week, the petition was a response to the release of an Executive Order from the White House which classified Venezuela as an “extraordinary threat to U.S. national security”. The designation was preceded by a series of sanctions against Venezuelan officials enacted by the Obama administration, which cited unsubstantiated allegations of human rights abuses.  Venezuela and almost all countries in the Latin American region have interpreted the move as an act of interference and aggression. 

Venezuelans Mobilize in Marches and Military Exercises in Defense of Sovereignty Against U.S. Aggression

Entitled the "Anti-Imperialist Enabling Law for Peace", the latest decree powers will last for a period of nine months and allow the president to pass legislation in pre-established areas without parliamentary debate and consent - a process which can take several years.  According to the draft presented by Maduro to parliament, the four articles which make up the law are designed to “prepare the country for any eventuality”. 

A leaked audio of a conversation between Venezuelan businessman, Lorenzo Mendoza, and former politician, Ricardo Hausman, has revealed Venezuela’s political and business opposition to be seeking collaboration with the IMF (International Monetary Fund) ahead of the country’s parliamentary elections on December 6th. In the phone conversation, leaked in Venezuela last Wednesday, both men speak about the possibility of IMF intervention in the Venezuelan economy and frequently refer to each other as “mate”.   Mendoza currently ranks as one the wealthiest businessmen in the world and controls key areas of the Venezuelan economy, such as the production of cornflour, beer and other household staples. Government supporters hold him responsible for the widespread shortage of key products, which they say is an attempt to destabilise the administration of current leftwing President Nicolas Maduro.   Hausman was formerly Planning Minister (1992-1993) to disgraced ex-Venezuelan President president, Carlos Andres Perez. He currently resides in the US where he is a lecturer at the Kennedy School of Government at Harvard University. 

The recording has caused shockwaves amongst Venezuela’s citizens, who have widely rejected any IMF involvement in the country’s economics. The fund is largely held responsible by citizens for the country’s debt crisis in the 1980s, the economic turmoil of the 1990s, as well as for the riots known as the Caracazo in 1989 which led to widespread police repression and thousands of killings.  The IMF’s poisonous legacy in the country has led the country’s political opposition to distance itself publicly from the organisation. Nonetheless, its spokespeople have been consistently linked to the ill reputed fund over the past fifteen years of leftist government.  Earlier in February 2015, the political opposition led by Leopoldo Lopez, Maria Corina Machado and Antonio Ledezma, released a “Call for a National Transition Agreement” just days before the national government reported that it had uncovered plans for an attempted coup amongst the airforce.  “The Call for a National Transition” contained a number of points orientating the politics of a transitional regime in Venezuela, including selling off national public enterprises and the input of “international financial organisations”. 

In the audio, which is dominated by Hausman, the ex-minister reveals that he is a longterm friend of the IMF’s Vice-president for the Western Hemisphere, who has asked him to go to the organisation to “talk about Venezuela”. He explains that the fund is “worried” that it will have to “intervene” in the country.   “The condition is that we have a small committee meeting to speak, gloves off, about what the hell we can do to see… Or, if you were to receive a call from Obama or Holland, or whoever and they say… Hell, mate, for us it’s really important that they get involved in Venezuela,” says Hausman.  The economist also assures Mendoza that he is committed to the “war in Venezuela” despite his absence, stating that “there is no exit for Venezuela without substantial international help,” appearing to reference the opposition’s violent street campaign to unseat the government last year, entitled La Salida (the exit).  Specifically Hausman recommends a 40-50 billion dollar loan from the IMF, which he says will entail a significant restructure of the country’s “debt profile” and “what they euphemistically term, private sector involvement”. The two men also reference a group of Hausman’s students in the US, who appear to have been pinned by both men to carry out the economic restructuring in a post-Chavista government.  The conversation finishes with Hausman revealing that he has “projects” in Colombia, Mexico, Peru and Albania, and confirming that the time is right for “carrying out an adjustment plan in Venezuela”. 

Were Israeli companies Verint and Narus the ones that collected information from the U.S. communications network for the National Security Agency? The question arises amid controversy over revelations that the NSA has been collecting the phone records of hundreds of millions of Americans every day, creating a database through which it can learn whether terror suspects have been in contact with people in the United States. It also was disclosed this week that the NSA has been gathering all Internet usage - audio, video, photographs, emails and searches - from nine major U.S. Internet providers, including Microsoft and Google, in hopes of detecting suspicious behavior that begins overseas.

According to an article in the American technology magazine "Wired" from April 2012, two Israeli companies – which the magazine describes as having close connections to the Israeli security community – conduct bugging and wiretapping for the NSA. Verint, which took over its parent company Comverse Technology earlier this year, is responsible for tapping the communication lines of the American telephone giant Verizon, according to a past Verizon employee sited by James Bamford in Wired. Neither Verint nor Verizon commented on the matter.

Natus, which was acquired in 2010 by the American company Boeing, supplied the software and hardware used at AT&T wiretapping rooms, according to whistleblower Mark Klein, who revealed the information in 2004. Klein, a past technician at AT&T who filed a suit against the company for spying on its customers, revealed a "secret room" in the company's San Fransisco office, where the NSA collected data on American citizens' telephone calls and Internet surfing. Klein's claims were reinforced by former NSA employee Thomas Drake who testified that the agency uses a program produced by Narus to save the personal electrical communications of AT&T customers.  Both Verint and Narus have ties to the Israeli intelligence agency and the Israel Defense Forces intelligence-gathering unit 8200. Hanan Gefen, a former commander of the 8200 unit, told Forbes magazine in 2007 that Comverse's technology, which was formerly the parent company of Verint and merged with it this year, was directly influenced by the technology of 8200. Ori Cohen, one of the founders of Narus, told Fortune magazine in 2001 that his partners had done technology work for the Israeli intelligence.

President Barack Obama has conceded that mass collection of private data by the US government may be unnecessary and said there were different ways of “skinning the cat”, which could allow intelligence agencies to keep the country safe without compromising privacy. In an apparent endorsement of a recommendation by a review panel to shift responsibility for the bulk collection of telephone records away from the National Security Agency and on to the phone companies, the president said change was necessary to restore public confidence. “In light of the disclosures, it is clear that whatever benefits the configuration of this particular programme may have, may be outweighed by the concerns that people have on its potential abuse,” Obama told an end-of-year White House press conference. “If it that’s the case, there may be a better way of skinning the cat.”

Though insisting he will not make a final decision until January, this is the furthest the president has gone in backing calls to dismantle the programme to collect telephone data, a practice the NSA claims has legal foundation under section 215 of the Patriot Act. This week, a federal judge said the program “very likely” violates the US constitution. “There are ways we can do this potentially that give people greater assurance that there are checks and balances, sufficient oversight and transparency,” Obama added. “Programmes like 215 could be redesigned in ways that give you the same information when you need it without creating these potentials for abuse. That’s exactly what we should be doing: to evaluate things in a very clear specific way and moving forward on changes. And that’s what I intend to do.”

The president would not comment on a suggestion last weekend by Richard Ledgett, the NSA official investigating the Snowden leaks, that an amnesty might be appropriate in exchange for the return of the data Snowden took from the agency. Obama said he could not comment specifically because Snowden was “under indictment”, something not previously disclosed. While the Justice Department filed a criminal complaint against Snowden on espionage-related charges in June, there has been no public subsequent indictment, although it is possible one exists under gag order. The Justice Department referred comment on a Snowden indictment to the White House. Caitlin Hayden, the chief spokeswoman for the White House National Security Council, clarified that Obama was referring to the criminal complaint against Snowden. It remains unclear if there is an indictment under seal. 

Support it or oppose it, a coup d’état took place in Kiev after an EU-brokered agreement was signed by the Ukrainian government and the mainstream opposition on Feb. 21. The agreement called for power sharing between both sides through the formation of a national unity government and for an end to the opposition-led street protests in Kiev. President Viktor Yanukovych ordered the Ukrainian police and security forces to withdraw from their positions, and even earlier, he had made multiple concessions to the opposition leadership. Instead of keeping its end of the bargain, the Ukrainian mainstream opposition executed a coup through the use of violence by organized ultra-nationalist gangs, which some analysts have compared to stay-behinds or secretive militias that were created by NATO during the Cold War. These armed ultra-nationalist groups took over administrative bodies in Ukraine and fought until they managed to oust the Ukrainian government and opened the path for opposition leaders to take power on Feb. 25. The Ukrainian mainstream opposition used the EU-brokered agreement, which the Brussels-based European Commission deliberately refused to enforce, as a means of justifying the formation of a coup-imposed government.

In the absence of almost half the Ukrainian Verkhovna Rada, or Ukrainian Parliament, the opposition parties began to arbitrarily pass unconstitutional laws. They also unconstitutionally selected Oleksandr/Aleksandr Valentynovych Turchynov as the acting president of Ukraine before President Viktor Yanukovych was even impeached. Intimidation and violence were additionally used to secure the cooperation of any disagreeing parliamentarians or state officials in Kiev. Saying that the ultra-nationalists and fascists are marginal elements, the mainstream media networks in North America and the European Union have simply dismissed the armed ultra-nationalist groups involved in the coup that are presently integrated into the putsch regime running Kiev. The militant ultra-nationalists, however, are very influential and amassing power under the illegal premiership of Arseniy Yatsenyuk.  Yatsenyuk, himself, is from Yulia Tymoshenko’s notoriously corrupt All-Ukrainian Union Fatherland Party (Batkivshchyna) and essentially a U.S. and EU appointee. There is even a pre-coup leaked telephone interception, likely either recorded by the intelligence services of Russia or Ukraine, in which U.S. Assistant Secretary of State Victory Nuland says that Yatsenyuk will be appointed as the prime minister of the Ukrainian government that the U.S. is putting together.

It is unlikely that Yatsenyuk and the loosely-knit alliance of the governing parties that ran Ukraine under the Yushchenko-Tymoshenko governments, foreign-based Ukrainians, and the forces behind the Orange Revolution that form the Orangist camp which he belongs to could have gotten back into power in Ukraine without pressure, the use of force and foreign backing. Yatsenyuk was even threatened and booed by the Ukrainians gathered at Independence Square when it was announced that he would be appointed as the prime minister of the post-coup government. A vast segment of the protesters made it clear that Tymoshenko, Yatsenyuk’s party leader, was no alternative to the ousted President Viktor Yanukovych in their eyes, either, when it was announced that she wanted to run for prime minister. The Orangists do not have the support of a majority of the population, nor did they form the parliamentary majority in the Verkhovna Rada. Their Orangist president, Viktor Yushchenko, only got 5 percent of the vote in January 2010, in a show of no-confidence, whereas Viktor Yanukovych won the first and second rounds of the presidential elections in 2010. According to Victoria Nuland, the U.S. has also poured $5 billion into “democracy promotion” inside Ukraine. This is U.S. State Department doublespeak for politicized funding that Washington has sent to Ukraine to organize the Orange Revolution and its Euromaidan sequel or what can frankly be described as regime change.

A special unit operating under cover and protected by diplomatic immunity, assigned to a very sensitive mission: to spy on the communication of the Italian leadership. That is what top secret documents leaked by Edward Snowden and published in Italy exclusively by l'Espresso in collaboration with "la Repubblica" reveal. A file mentions the "Special Collection Service " (SCS) sites in Rome and in Milan, the very same service which, according to the German weekly "Der Spiegel ", spied on the mobile phone of the German Chancellor, Angela Merkel. "Special Collection Sites", reads the file published today by l'Espresso, "provide considerable perishable intelligence on leadership communications largely facilitated by site presence within a national capital". These documents are very important because they contradict recent statements by the Italian Prime Minister reassuring the Italian Parliament. Speaking to the Chamber of Deputies four weeks ago, Enrico Letta said: "Based on the analysis conducted by our intelligence services and our international contacts, we are not aware that the security of the communications of the Italian government and embassies has been compromised, nor are we aware that the privacy of Italian citizens has been compromised". These top secret documents tell a different story, however.

The Special Collection Service is likely one of the most sensitive units in U.S. intelligence. The service deploys teams under diplomatic cover, operating in US embassies around the world to control friendly and enemy governments. The top secret NSA document examined by l'Espresso reveals that "in 1988 [SCS] had 88 sites, our peak". The SCS is assigned to a special mission: monitoring the communications of the political, and likely economical, leaders of host nations. For this reason, SCS teams operate within the heart of power: in embassies and consulates, working in close collaboration with the CIA. Also in Rome, in the US embassy located in via Veneto, from those very same roofs which witnessed the Dolce Vita. Snowden's files reveal that, at least until 2010, the Special Collection Service maintained two sites in Italy: one in Rome, a base staffed with agents, and one in Milan, the capital of the Italian economy where, according to a file dated 2010 and originally published in Der Spiegel, the SCS would run an unmanned site. Two sites in a relatively small country like Italy is unusual: only in Germany -- a prime target for NSA in Europe -- does SCS maintain two bases.

NSA's mass spying activities did not target our leadership and diplomacy alone, but it possibly also targeted millions of Italian citizens. A file on the top secret programme "Boundless Informant" that is labeled "Italy" reveals that between December 10, 2012 and January 9, 2013, the NSA collected the metadata for 45.893.570 telephone calls. Estimates close to this figure had already circulated, but now the actual document indicates the penetration of this monitoring. All of the metadata gathered in our country between December 10^th and January 9^th 2013 as reflected on this slide relate to phone communication, unlike the slides published in Germany and France, where internet communication metadata were targeted as well.

The sense of pride expressed by officials of the Obama administration at the release of Army Sgt. Bowe Bergdahl is not shared by many of those who served with him: veterans and soldiers who call him a deserter whose "selfish act" ended up costing the lives of better men.

Canada’s leading surveillance agency is monitoring millions of Internet users’ file downloads in a dragnet search to identify extremists, according to top-secret documents. The covert operation, revealed Wednesday by CBC News in collaboration with The Intercept, taps into Internet cables and analyzes records of up to 15 million downloads daily from popular websites commonly used to share videos, photographs, music, and other files. The revelations about the spying initiative, codenamed LEVITATION, are the first from the trove of files provided by National Security Agency whistleblower Edward Snowden to show that the Canadian government has launched its own globe-spanning Internet mass surveillance system. According to the documents, the LEVITATION program can monitor downloads in several countries across Europe, the Middle East, North Africa, and North America. It is led by the Communications Security Establishment, or CSE, Canada’s equivalent of the NSA. (The Canadian agency was formerly known as “CSEC” until a recent name change.)

The latest disclosure sheds light on Canada’s broad existing surveillance capabilities at a time when the country’s government is pushing for a further expansion of security powers following attacks in Ottawa and Quebec last year. Ron Deibert, director of University of Toronto-based Internet security think tank Citizen Lab, said LEVITATION illustrates the “giant X-ray machine over all our digital lives.” “Every single thing that you do – in this case uploading/downloading files to these sites – that act is being archived, collected and analyzed,” Deibert said, after reviewing documents about the online spying operation for CBC News. David Christopher, a spokesman for Vancouver-based open Internet advocacy group OpenMedia.ca, said the surveillance showed “robust action” was needed to rein in the Canadian agency’s operations.

In a top-secret PowerPoint presentation, dated from mid-2012, an analyst from the agency jokes about how, while hunting for extremists, the LEVITATION system gets clogged with information on innocuous downloads of the musical TV series Glee. CSE finds some 350 “interesting” downloads each month, the presentation notes, a number that amounts to less than 0.0001 per cent of the total collected data. The agency stores details about downloads and uploads to and from 102 different popular file-sharing websites, according to the 2012 document, which describes the collected records as “free file upload,” or FFU, “events.” Only three of the websites are named: RapidShare, SendSpace, and the now defunct MegaUpload.

Duncan Campbell reports from the United States on the secret Anglo-American plan for a global electronic spy system for the 21st century capable of listening in to most of us most of the time   American, British and Allied intelligence agencies are soon to embark on a massive, billion-dollar expansion of their global electronic surveillance system. According to information given recently in secret to the US Congress, the surveillance system will enable the agencies to monitor and analyse civilian communications into the 21st century. Identified for the moment as Project P415, the system will be run by the US National Security Agency (NSA). But the intelligence agencies of many other countries will be closely involved with the new network, including those from Britain, Australia, Germany and Japan--and, surprisingly, the People's Republic of China. New satellite stations and monitoring centres are to be built around the world, and a chain of new satellites launched, so that NSA and its British counterpart, the Government Communications Headquarters (GCHQ) at Cheltenham, may keep abreast of the burgeoning international telecommunications traffic.

Both the new and existing surveillance systems are highly computerised. They rely on near total interception of international commercial and satellite communications in order to locate the telephone or other messages of target individuals. Last month, a US newspaper, the Cleveland Plain Dealer, revealed that the system had been used to target the telephone calls of a US Senator, Strom Thurmond. The fact that Thurmond, a southern Republican and usually a staunch supporter of the Reagan administration, is said to have been a target has raised fears that the NSA has restored domestic, electronic, surveillance programmes. These were originally exposed and criticised during the Watergate investigations, and their closure ordered by President Carter. After talking to the NSA, Thurmond later told the Plain Dealer that he did not believe the allegation. But Thurmond, a right-wing Republican, may have been unwilling to rock the boat. Staff members of the Permanent Select Committee on Intelligence said that staff were "digging into it" despite the "stratospheric security classification" of all the systems involved. The Congressional officials were first told of the Thurmond interception by a former employee of the Lockheed Space and Missiles Corporation, Margaret Newsham, who now lives in Sunnyvale, California. Newsham had originally given separate testimony and filed a lawsuit concerning corruption and mis-spending on other US government "black" projects. She has worked in the US and Britain for two corporations which manufacture signal intelligence computers, satellites and interception equipment for NSA, Ford Aerospace and Lockheed. Citing a special Executive Order signed by President Reagan. she told me last month that she could not and would not discuss classified information with journalists. A secret listening agreement, called UKUSA (UK-USA), assigns parts of the globe to each participating agency. GCHQ at Cheltenham is the co-ordinating centre for Europe, Africa and the Soviet Union (west of the Ural Mountains). The NSA covers the rest of the Soviet Union and most of the Americas. Australia--where another station in the NSA listening network is located in the outback--co-ordinates the electronic monitoring of the South Pacific, and South East Asia.

Since the end of the Cold War the United States has been surrounding Russia, building one base after another, ceaselessly looking for new ones, including in Ukraine; one missile site after another, with Moscow in range; NATO has grabbed one former Soviet Republic after another. The White House, and the unquestioning American mainstream media, have assured us that such operations have nothing to do with Russia. And Russia has been told the same, much to Moscow’s continuous skepticism. “Look,” said Russian president Vladimir Putin about NATO some years ago, “is this is a military organization? Yes, it’s military. … Is it moving towards our border? It’s moving towards our border. Why?” The Holy Triumvirate would love to rip Ukraine from the Moscow bosom, evict the Russian Black Sea Fleet, and establish a US military and/or NATO presence on Russia’s border. Kiev’s membership in the EU would then not be far off; after which the country could embrace the joys of neo-conservatism, receiving the benefits of the standard privatization-deregulation-austerity package and join Portugal, Ireland, Greece, and Spain as an impoverished orphan of the family; but no price is too great to pay to for being part of glorious Europe and the West!

The Ukrainian insurgents and their Western-power supporters didn’t care who their Ukrainian allies were in carrying out their coup against President Viktor Yanukovych last month … thugs who set policemen on fire head to toe … all manner of extreme right-wingers, including Chechnyan Islamic militants … a deputy of the ultra-right Svoboda Party, part of the new government, who threatens to rebuild Ukraine’s nukes in three to six months. … the snipers firing on the protestors who apparently were not what they appeared to be – A bugged phone conversation between Urmas Paet, the Estonian foreign minister, and EU foreign policy chief Catherine Ashton, reveals Paet saying: “There is now stronger and stronger understanding that behind the snipers it was not Yanukovych, but it was somebody from the new coalition.” … neo-Nazi protestors in Kiev who have openly denounced Jews, hoisting a banner honoring Stepan Bandera, the infamous Ukrainian nationalist who collaborated with the German Nazis during World War II and whose militias participated in atrocities against Jews and Poles. The Israeli newspaper Haaretz reported on February 24 that Ukrainian Rabbi Moshe Reuven Azman advised “Kiev’s Jews to leave the city and even the country.” Edward Dolinsky, head of an umbrella organization of Ukrainian Jews, described the situation for Ukrainian Jews as “dire” and requested Israel’s help. All in all a questionable gang of allies for a dubious cause; reminiscent of the Kosovo Liberation Army thugs Washington put into power for an earlier regime change, and has kept in power since 1999.

The now-famous recorded phone conversation between top US State Department official Victoria Nuland and the US ambassador to the Ukraine, wherein they discuss which Ukrainians would be to Washington’s liking in a new government, and which not, is an example of this regime-change mentality. Nuland’s choice, Arseniy Yatseniuk, emerged as interim prime minister. The National Endowment for Democracy, an agency created by the Reagan administration in 1983 to promote political action and psychological warfare against states not in love with US foreign policy, is Washington’s foremost non-military tool for effecting regime change. The NED website lists 65 projects that it has supported financially in recent years in Ukraine. The descriptions NED gives to the projects don’t reveal the fact that generally their programs impart the basic philosophy that working people and other citizens are best served under a system of free enterprise, class cooperation, collective bargaining, minimal government intervention in the economy, and opposition to socialism in any shape or form. A free-market economy is equated with democracy, reform, and growth; and the merits of foreign investment in their economy are emphasized. The idea was that the NED would do somewhat overtly what the CIA had been doing covertly for decades, and thus, hopefully, eliminate the stigma associated with CIA covert activities. Allen Weinstein, who helped draft the legislation establishing NED, declared in 1991: “A lot of what we do today was done covertly 25 years ago by the CIA.”

The Obama administration will start formal peace talks with the Taliban on Thursday in the Persian Gulf state of Qatar, the first direct political contact between them since early last year and the initial step in what the administration hopes will lead to a negotiated end to the protracted war in Afghanistan. Afghan government representatives are not expected to attend the meeting. But U.S. officials said the United States wants to eventually hand over the process to Afghan President Hamid Karzai and his appointed peace council.

For the moment, the opening of the office and the start of formal U.S.-Taliban talks appeared more symbolic than substantive, and the two sides remain far apart on their final objectives. The U.S. goal is for the Taliban to publicly and substantively renounce ties with al-Qaeda, end violence in Afghanistan, recognize the Afghan constitution — including rights for minorities and women — and participate in the democratic process there.The Taliban has demanded the withdrawal of all foreign troops from Afghanistan — including any residual forces the United States and NATO plan to leave after the 2014 withdrawal — and the release of all Taliban detainees. The detainees include five militants being held at the prison in Guantanamo Bay, Cuba, whose release the Taliban has previously sought. The United States has turned over the bulk of its battlefield prisoners in Afghanistan to the Karzai government.

The Daily Beast’s article, “Petraeus: Use Al Qaeda Fighters to Beat ISIS,” reveals the final piece to the “safe haven” or “buffer zone” puzzle, providing the world a complete picture of how the United States and its regional allies, including Turkey, Saudi Arabia, Israel, Jordan, and others, plan to finally overthrow the government in Damascus, and eliminate Syria as a functioning nation state through the use of listed terrorist organizations responsible for over a decade of devastating global war.

The Daily Beast reports: Members of al Qaeda’s branch in Syria have a surprising advocate in the corridors of American power: retired Army general and former CIA Director David Petraeus.  The former commander of U.S. forces in Iraq and Afghanistan has been quietly urging U.S. officials to consider using so-called moderate members of al Qaeda’s Nusra Front to fight ISIS in Syria, four sources familiar with the conversations, including one person who spoke to Petraeus directly, told The Daily Beast. 

In addition to Petraeus’ alleged plans, the Daily Beast reports former US Ambassador to Syria  Robert Ford also advocated supporting terrorists linked directly to Al Qaeda, including the Ahrar al Sham faction. However this “proposed” advocacy is an afterthought – a matter of public perception management – as terrorist organizations like Ahrar al Sham and the Al Nusra Front already are receiving significant US backing either directly or laundered through one of America’s many regional collaborators. Ahrar al Sham’s extensive video documentation online shows the group even employing US anti-tank TOW missiles. Furthermore, US corporate-financier funded policy think tanks like the Brookings Institution have already enumerated precisely this plan. In a recent publication on Brookings’ “Order From Chaos” blog titled, “Should the United States negotiate with terrorists?,” it is stated: Ultimately, negotiation and amnesty programs with extremist groups must enter the U.S. counterterrorism repertoire if reluctance to military deployment continues. Brookings describes almost verbatim the proposal put forth by Petraeus and Ford, indicating this plan is more deeply rooted as a matter of policy than indicated by the Daily Beast.

The World is at a dangerous Crossroads. The Western military alliance is in an advanced state of readiness. And so is Russia. Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated. Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.”  Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. (See Steven Starr, Global Research, August 22, 2014) The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:

On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”: “He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added) Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:

“(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014)) More generally, a scenario of military escalation prevails with both sides involved in extensive war games. In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.
