M of A - U.S. Again Gunning For "Regime Change" In Iraq - 0 views

  • Three days ago we said: The U.S. has conditioned any involvement on the Iraqi government side on a change in its structure towards some "unity government" that would include representatives of the rebellious Sunni strains. Prime Minister Maliki, who received good results in the recent elections, will see no reason to go for that. As expected Maliki declined to follow orders out of Washington DC and he is right to do so. Isn't Iraq supposed to be a sovereign state? No says Washington. It is us who are choosing a new Iraqi prime minister: Over the past two days the American ambassador, Robert S. Beecroft, along with Brett McGurk, the senior State Department official on Iraq and Iran, have met with Usama Nujaifi, the leader of the largest Sunni contingent, United For Reform, and with Ahmad Chalabi, one of the several potential Shiite candidates for prime minister, according to people close to each of those factions, as well as other political figures. “Brett and the ambassador met with Mr. Nujaifi yesterday and they were open about this, they do not want Maliki to stay,” Nabil al-Khashab, the senior political adviser to Mr. Nujaifi, said Thursday.
  • This move lets arouse suspicions that the recent insurgency against the Iraqi state, with ISIS takfiris in the front line, did not just by chance started after Maliki's party, the State of Law Coalition, won in the parliamentary elections a few weeks ago. It had been decided that he had to go. When the elections confirmed him, other methods had to be introduced. Thus the insurgency started and is now used as a pretext for "regime change". The U.S. media and policies again fall for the "big bad man" cliche portraying Nouri al-Maliki (Arabic for Ngo Dinh Diem) as the only person that stands in the way of Iraq as a "liberal democracy". That is of course nonsense. Maliki is not the problem in Iraq: The most significant factor behind Iraq’s problems has been the inability of Iraq’s Sunni Arabs and its Sunni neighbors to come to terms with a government in which the Shias, by virtue of their considerable majority in Iraq’s population, hold the leading role. This inability was displayed early on, when Iraq’s Sunnis refused to take part in Iraq’s first parliamentary elections, and resorted to insurgency almost immediately after the US invasion and fall of Saddam Hussein. All along, the goal of Iraqi Sunnis has been to prove that the Shias are not capable of governing Iraq. Indeed, Iraq’s Sunni deputy prime minister, Osama al Najafi, recently verbalized this view. The Sunnis see political leadership and governance to be their birthright and resent the Shia interlopers.
  • The U.S., with strong support from its GCC allies who finance the insurgency, now seems to again lean towards the Sunni minority side in Iraq and wants to subvert the ruling of a Shia majority and its candidate. Maliki doesn't follow Washington orders, is somewhat friendly with Iran and even wins elections. Such man can not be let standing. So the program is again "regime change" in Iraq, now with the help of Jihadists proxies, even after the recent catastrophic "successes" in similar endeavors in Libya, Egypt and Ukraine and the failure in Syria. Phil Greaves seems thereby right when he characterizes the insurgency and ISIS as a expression of Washington's imperialism: The ISIS-led insurgency currently gripping the western and northern regions of Iraq is but a continuation of the imperialist-sponsored insurgency in neighboring Syria. The state actors responsible for arming and funding said insurgency hold the same principal objectives in Iraq as those pursued in Syria for the last three years, namely: the destruction of state sovereignty; weakening the allies of an independent Iran; the permanent division of Iraq and Syria along sectarian lines establishing antagonistic “mini-states” incapable of forming a unified front against US/Israeli imperial domination. The best thing Maliki could now do is to shut down the U.S. embassy and request support from Russia, China and Iran. South Iraq is producing lots of oil and neither money nor the number of potential recruits for a big long fight are his problem. His problem is the insurgency and the states, including the United States, behind it. The fight would be long and Iraq would still likely be parted but the likely outcome would at least guarantee that the will of the majority constituency can not be ignored by outside actors.

Pay close attention at the Alleged Map of the MH17 Catastrophe.
  • And, so, we have the background. Let’s see how the picture unfolds: The launch is alleged to have been made from Chernukhino. The maximum distance of the launch is 16 kilometres. The aircraft fell between Snezhnoye and Torez. That’s 37 kilometres, which is 20 kilometres more than the maximum possible point at which the plain could have been hit. You know, even a plane with turned-off engines can’t glide like that. But the trouble is that the aircraft was not whole. According to the pattern of the spread of fuselage fragments and bodies, the plane was ruptured practically with the first shot. Here it must be mentioned that the high-explosive/fragmentation warhead of the rocket has a mass of approximately 50 kilograms (by the way, Ukrainians have an outdated modification, which is only 40 kilograms).
  • Overall, that’s not too little; however, it must be understood that it detonates not when it sticks into an airplane, but when it is still at a certain, and fairly significant distance. Moreover, the main strike factor is not the blast wave, but far more significantly – the stream of fragments. These fragments are previously prepared rods (and in the earlier versions – little cubes, if I recall correctly). And yes, for a jet fighter, that, in itself, is more than sufficient. However, here we are dealing with a huge airliner. Yes, one rocket will rip the casing, cause depressurization, and will kill a lot of passengers. But it will not break up the airliner into pieces. Given certain conditions, the pilots may even be able to land it. And, in fact, there have been precedents (to be provided in future posts). For example – the very same An-28, which is alleged to have been the first victim of a BUK system; even though it was done for, but the crew was able to successfully catapult out. Which, in some way, symbolizes. An An-28, by the way, is far smaller than a Boeing.

  • In other words, the rocket caught up to the plane no closer than 25 kilometres away from Chernukhino. Which is absolutely impossible for a BUK system. By the way, we can’t overlook the fact that, at maximum distances, BUK can be used only provided there is support from an external radar installation for location and guiding purposes. In other words, even if a rockets flies far, BUK’s mobile radar does not cover its entire distance.

The fact that they blame themselves in the recording is quite understandable. Unlike the fascists, they have a conscience, which takes its toll until you are sure it was not you who did it. Ok. But somebody did, in fact, shoot down the plane? Of course it was shot down. And here we have another question: what if this recording is a falsification through and through? Then it had to have been prepared somehow? And then disseminated? That’s when smoke starts to clear, and mirrors – to break. That’s the problem with tricks.

This Kiev air traffic controller is a citizen of Spain and was working in the Ukraine. He was taken off duty as a civil air-traffic controller along with other foreigners immediately after a Malaysia Airlines passenger aircraft was shot down over the Eastern Ukraine killing 295 passengers and crew on board. The air traffic controller suggested in a private evaluation and basing it on military sources in Kiev, that the Ukrainian military was behind this shoot down. Radar records were immediately confiscated after it became clear a passenger jet was shot down. Military air traffic controllers in internal communication acknowledged the military was involved, and some military chatter said they did not know where the order to shoot down the plane originated from.
  • Obviously it happened after a series of errors, since the very same plane was escorted by two Ukrainian fighter jets until 3 minutes before it disappeared from radar. Radar screen shots also show an unexplained change of course of the Malaysian Boeing. The change of course took the aircraft directly over the Eastern Ukraine conflict region.

  • A new study conducted at Harvard University shows that in America, Liberals have a significantly lower IQ than Conservatives. The study was conducted on 100,000 registered voters in 40 different states over the last twelve years, and has concluded its results.
  • The first part of the study lists the correlation between political beliefs and intelligence. Subjects of the study were chosen at random and requested to come to an unmarked van to take a test and answer some questions for a reasonable amount of money. Of the 100,000 people, there were people from many doctrines, from conservative to liberal to marxist to fascist. Socialists came out on bottom, with an average IQ of 87. The second worst were Liberals and then Marxists, with 88 and 89 respectively. Conservatives received an average score of 110, which is significantly above average. However, the conservatives did not score the highest. The holder of second place were Communists with an average I.Q of 115, and the first place was apolitical people who did not follow any specific doctrine, who received a whopping score on average of 135.

Apparently, Liberals are five times more likely to commit a crime, steal or cheat on a test than anybody else except for Socialists, 52% of which have committed a major felony while being watched. Conservatives not only did not commit any crimes, but they actually prevented them, as the few events where a Conservative was threatened by a thief or mugger was hindered by a concealed handgun.  Also, Communists are the most likely to commit rape or sexual assault, second to socialists.

Ukraine's President Poroshenko Says Overthrow of Yanukovych Was a Coup | Global Researc... - 0 views

  • Ukraine’s President Petro Poroshenko requests the supreme court of Ukraine to declare that his predecessor, Viktor Yanukovych, was overthrown by an illegal operation; in other words, that the post-Yanukovych government, including Poroshenko’s own Presidency, came into power from a coup, not from something democratic, not from any authentic constitutional process at all. In a remarkable document, which is not posted at the English version of the website of the Constitutional Court of Ukraine, but which is widely reported outside the United States, including Russia, Poroshenko, in Ukrainian (not in English), has petitioned the Constitutional Court of Ukraine (as it is being widely quoted in English): “I ask the court to acknowledge that the law ‘on the removal of the presidential title from Viktor Yanukovych’ as unconstitutional.”

Also in the news now is that Dmitriy Yarosh‘s Right Sector — the same group that Washington had hired for the coup and for the ethnic cleansing campaign in Ukraine’s former Donbass region — have announced that they will assemble in Kiev on July 3rd to overthrow Petroshenko unless he restarts right now the war against Donbass. The people whom Washington paid to oust Yanukovych are planning to do the same to Poroshenko. There is a struggle inside the Obama Administration about how far they can successfully go with their Ukrainian nazis not formally leading the country.

  • This is the way the multi-trillion dollar Global War on Terror (GWOT) ends: not with a bang, but with a bigger bang. The GWOT, since its conceptualization 13 years ago, in the aftermath of 9/11, is the gift that keeps on giving. And no gift is bigger than a Transformer Al-Qaeda on steroids – bigger, brasher, and wealthier than anything Osama Bin Laden and Ayman al-Zawahiri had ever dreamt of; the IS (Islamic State, formerly known as ISIS) of Caliph Ibrahim, former Abu Bakr al-Baghdadi. US President Barack Obama, before deploying his golf holidays in Martha’s Vineyard, casually dropped that bombing the Caliph’s goons in Iraq will take months. One may interpret it as another layer of the Obama administration’s self-avowed “Don't Do Stupid Stuff” foreign policy doctrine, not so subtly mocked by prospective presidential candidate Hillary Clinton. Shock and Awe in 2003 destroyed the whole of Baghdad’s infrastructure in only a few hours. Obama also confirmed the US was showering Iraq again with humanitarian bombing “to protect American interests” (first and foremost) and, as an afterthought, “human rights in Iraq.” One could not possibly expect Obama to declare the US would now bomb “our” allies the House of Saud, who have supported/financed/weaponized IS, in Syria and Iraq. The same erstwhile ISIS that thoroughly enjoyed the marvels of US military training in a secret base in Jordan.

The whole fighter jets + drones bombing exercise, lasting ‘months’, has to do with the Benghazi syndrome. The Caliph’s goons were dead set on conquering Irbil - the capital of Iraqi Kurdistan. The Kurdistan Regional Government (KRG) is led by the wily Massoud Barzani – a long-time US client/vassal. The US maintains a consulate in Irbil. Crammed with CIA types. Or, as the New York Times so lovingly puts it, “thousands of Americans.” Enter Benghazi. This is an electoral year. Obama is absolutely terrified of another Benghazi – which Republicans have been trying non-stop to blame on his administration’s incompetence. The last thing Obama needs is the Caliph’s goons killing ‘diplomats’ in Erbil. That would certainly raise a tsunami of questions all over again about the shady CIA weapon-smuggling racket – as in arming Syrian ‘rebels’ with weapons from Libya - at the time Benghazi took place. As secretary of state, Hillary Clinton, of course, also knew about it all. But then, and especially now, no one should know that the CIA was weaponizing the bulk of the future Caliph’s forces.

That explains why all hell broke loose in Baghdad, as Iraqi parliamentarians clearly saw which way the wind is blowing. Haider al-Abadi was chosen by new President Fuad Masoum, a Kurd, as the new prime minister – hours after Maliki positioned Special Forces in strategic sites in and around the Green Zone and may (or may not) have tried to stage a coup. Maliki maintains that Masoum violated the Iraqi constitution by not selecting him to form a new cabinet; after all, his State of Law bloc got the most votes in last April’s parliamentary elections.
  • Obama, predictably, was delighted. But whatever happens next, Maliki won’t go down quietly – to say the least. Even as the predominant narrative among Sunnis, a substantial number of Kurds and even some Shiite political blocs is that Maliki antagonized Sunnis all-out; and that’s what drove them to support the Caliph en masse (although now many are having second thoughts.) As for the KRG and Barzani, in the Obama administration scheme of things, what matters is that they should not declare independence. As long as Barzani promises to Obama that Kurdistan stays inside Iraq, the KRG will get more bombs and drones and the ‘humanitarian’ operation will speed up. US Special Forces are already deployed all over the huge area where the Caliphate borders the KRG, in so-called desert forward operating positions. And the US for all practical purposes is now the Iraqi Air Force against the Caliph. Watch ‘the Hillarator’ This Obama administration warped R2P – protection for Americans first, refugees second – will accomplish nothing for a key reason; no bombing – ‘humanitarian’ or otherwise - exterminates a political/religious movement, even one as demented as IS. The Caliphate prospers, somewhat, and expands, because unlike that pathetic Free Syrian Army (FSA) it’s winning territory, desert and urban, in both Syria and Iraq; an area bigger than Great Britain already, holding at least 6 million people.

She insists the US should have bombed Syria in the first place; then there would be no Caliphate. But now she worries the Caliph will attack Europe and even the US (“I’m thinking a lot about containment, deterrence and defeat”). Predictably positioning herself, Clinton could not but totally dismiss Obama’s foreign policy doctrine, a.k.a. ‘Don’t do stupid stuff’: “‘Don’t do stupid stuff’ is not an organizing principle.” So the world will have to wait until 2017, when she’s finally able to implement her own doctrine/organizing principle: “We came, we saw, he died.”

  • Almost before the votes were counted in the recent Greek elections, battle lines were being drawn all over Europe. While Alexis Tsipras, the newly elected Prime Minister from Greece’s victorious Syriza Party, was telling voters, “Greece is leaving behind catastrophic austerity, fear and autocratic government,” Jens Weidmann, president of the German Bundesbank, was warning the new government not to “make promises it cannot keep and the country cannot afford.”   On Feb. 12 those two points of view will collide when European Union (EU) heads of state gather in Brussels. Whether the storm blowing out of Southern Europe proves an irresistible force, or the European Council an immovable object, is not clear, but whatever the outcome, the continent is not likely to be the same after that meeting.   The Jan 25 victory of Greece’s leftwing Syriza Party was, on one hand, a beacon for indebted countries like Spain, Portugal, Italy and Ireland. On the other, it is a gauntlet for Germany, the Netherlands, Finland, and the “troika”—the European Central bank, the European Commission, and the International Monetary Fund (IMF)—the designers and enforcers of loans and austerity policies that have inflicted a catastrophic economic and social crisis on tens of millions of Europeans.
  • The troika’s policies were billed as “bailouts” for countries mired in debt—one largely caused by the 2008 financial speculation bubble over which indebted countries had little control—and as a way to restart economic growth. In return for the loans, the EU and the troika demanded massive cutbacks in social services, huge layoffs, privatization of pubic resources, and higher taxes.   However, the “bailouts” did not go toward stimulating economies, but rather to repay creditors, mostly large European banks. Out of the $266 billion loaned to Greece, 89 percent went to investors. After five years under the troika formula, Greece was the most indebted country in Europe. Gross national product dropped 26 percent, unemployment topped 27 percent (and over 50 percent for young people), and one-third of the population lost their health care coverage.   Given a chance to finally vote on the austerity strategy, Greeks overwhelmingly rejected the parties that went along with the troika and elected Syriza.
  • Gerry Adams of Sinn Fein—now the third largest party in the Irish Republic—hailed the vote as opening “up the real prospect of democratic change, not just for the people of Greece, but for citizens right across the EU.” Unemployment in Ireland is 10.7 percent, and tens of thousands of jobless young people have been forced to emigrate.   The German Social Democrats are generally supportive of the troika, but the Green Party hailed the Syriza victory and Die Linke Party members marched with signs reading, “We start with Greece. We change Europe.”   Italian Prime Minister Matteo Renzi—who has his own issues with the EU’s rigid approach to debt—hailed the Greek elections, and top aide Sandro Gozi said that Rome was ready to work with Syriza. The jobless rate in Italy is 13.4 percent, but 40 percent among youth.

  • In short, there are a number of currents in the EU and a growing recognition even among supporters of the troika that prevailing approach to debt is not sustainable.   One should have no illusions that Syriza will easily sweep the policies of austerity aside, but there is a palpable feeling on the continent that a tide is turning. It did not start with the Greek elections, but with last May’s European Parliament elections, where anti-austerity parties made solid gains. While some right-wing parties that opportunistically donned a populist mantle also increased their vote, they could not do so where they were challenged by left anti-austerity parties. For instance, the right did well in Denmark, France, and Britain, but largely because there were no anti-austerity voices on the left in those races. Elsewhere the left generally defeated their rightist opponents.   If Syriza is to survive, however, it must deliver, and that will be a tall order given the power of its opponents.
  • The French Communist Party hailed the Greek elections as “Good news for the French people,” and Jean-Luc Melenchon of the Parti de Gauche called for a left-wing alliance similar to Syriza. French President Francois Hollande made a careful statement about “growth and stability,” but the Socialist leader is trying to quell a revolt by the left flank of his own party over austerity, and Paris is closer to Rome than it is to Berlin on the debt issue.   While the conservative government of Portugal was largely silent, Left Bloc Member of Parliament Marisa Matias told a rally, “A victory for Syriza is a victory for all of Europe.”
  • As convoluted as Greek politics are, the main obstacle for Syriza will come from other EU members and the Troika.   Finnish Prime Minister Alex Stubb made it clear “that we would say a resounding ‘no’ to forgive loans.” Merkel’s chief of staff, Peter Altmaier, says, “We have pursued a policy which works in many European countries, and we will stick to in the future.” IMF head Christine Lagarde chimed in that “there are rules that must be met in the euro zone,” and that “we cannot make special exceptions for specific countries.”   But Tsipras will, to paraphrase the poet Swinburne, not go entirely naked into Brussels, but “trailing clouds of glory.” Besides the solid support in Greece, a number of other countries and movements will be in the Belgian capital as well.   Syriza is closely aligned in Spain with Podemos, now polling ahead of the ruling conservative People’s Party. “2015 will be the year of change in Spain and Europe,” tweeted Podemos leader Pablo Iglesias in the aftermath of the election, “let’s go Alexis, let’s go!” Unemployment in Spain is 24 percent, and over 50 percent for young people.
  • At home, the Party will have to take on Greece’s wealthy tax-dodging oligarchs if it hopes to extend democracy and start refilling the coffers drained by the troika’s policies. It will also need to get a short-term cash infusion to meet its immediate obligations, but without giving in to yet more austerity demands by the troika.   For all the talk about Syriza being “extreme”—it stands for Coalition of the Radical Left— its program, as Greek journalist Kia Mistilis points, is “classic ‘70s social democracy”: an enhanced safety net, debt moratorium, minimum wage raise, and economic stimulus.   Syriza is pushing for a European conference modeled on the 1953 London Debt Agreement that pulled Germany out of debt after World War II and launched the “wirtschaftswunder,”or economic miracle that created modern Germany. The Agreement waved more than 50 percent of Germany’s debt, stretched out payments over 50 years, and made repayment of loans dependent on the country running a trade surplus.
  • The centerpiece of Syriza’s Thessaloniki program is its “four pillars of national reconstruction,” which include “confronting the humanitarian crisis,” “restarting the economy and promoting tax justice,” “regaining employment,” and “transforming the political system to deepen democracy.”   Each of the “pillars” is spelled out in detail, including costs, income and savings, and, while it is certainly a major break with the EU’s current model, it is hardly the October Revolution.   The troika’s austerity model has been quite efficient at smashing trade unions, selling off public resources at fire sale prices, lowering wages and starving social services. As a statement by the International Union of Food Workers argues, “Austerity is not the produce of a deficient grasp of macroeconomics or a failure of ‘social dialogue,’ it is a conscious blueprint for expanding corporate power.”
  • Under an austerity regime, the elites do quite well, and they are not likely to yield without a fight.   But Syriza is poised to give them one, and “the little party that could” is hardly alone. Plus a number of important elections are looming in Estonia, Finland, and Spain that will give anti-austerity forces more opportunities to challenge the policies of Merkel and the troika.   The spectre haunting Europe may not be the one that Karl Marx envisioned, but it is putting a scare into the halls of the rich and powerful.

    I'm struck again by the poltical brilliance of Russia's decision to drop the South Stream Pipeline in favor of a new pipeline through Turkey to the border with Greece. Russia has gained an ally in Greece in terms of fighting economic sanctions on Russia and reinstating trade between Russia and the EU. Greece has veto power in the EU on any new sanctions or renewal of existing sanctions, at least most of which have sunset provisions. Russia also made allies of two NATO members, Greece and Turkey. And Greece is positioned by its threat of refusal to repay debt to the troika banksters to break the absolute hold the banksters have on monetary policy in the Eurozone. Russia magnifies that threat by saying that it is open to a proposal to bail out the Greek government. Not yet known is whether a condition would be abandoning the Euro as Greece's own currency. Greece might conceivably reinstate the drachma with its value pegged to a basket of foreign currencies, including the ruble and yuan. In other words, Greece leaving the EU and NATO and joining BRICS is conceivable.

  • In 2008, after collecting millions of dollars in fees to help California sell its bonds, Goldman urged its bigger clients to place investment bets against those bonds, in order to profit from a financial crisis that was sparked in the first place by irresponsible Wall Street speculation. Alarmed California officials warned that these short sales would jeopardize the state’s bond rating and drive up interest rates. But that result also served Goldman, which had sold credit default swaps on the bonds, since the price of the swaps rose along with the risk of default.
  • In 2009, the lenders’ lobbying group than proposed and promoted AB1388, a California bill eliminating the debt ceiling requirement on long-term debt for school districts. After it passed, bankers traveled all over the state pushing something called “capital appreciation bonds” (CABs) as a tool to vault over legal debt limits. (Think Greece again.) Also called payday loans for school districts, CABs have now been issued by more than 400 California districts, some with repayment obligations of up to 20 times the principal advanced (or 2000%).
  • The controversial bonds came under increased scrutiny in August 2012, following a report that San Diego County’s Poway Unified would have to pay $982 million for a $105 million CAB it issued. Unlike conventional bonds that have to be paid off on a regular basis, the bonds approved in AB1388 relaxed regulatory safeguards and allowed them to be paid back 25 to 40 years in the future. The problem is that from the time the bonds are issued until payment is due, interest accrues and compounds at exorbitant rates, requiring a balloon payment in the millions of dollars. . . . Wall Street exploited the school boards’ lack of business acumen and proposed the bonds as blank checks written against taxpayers’ pocketbooks. One school administrator described a Wall Street meeting to discuss the system as like “swimming with the big sharks.” Wall Street has preyed on these school boards because of the millions of dollars in commissions. Banks, financial advisers and credit rating firms have billed California public entities almost $400 million since 2007. [State Treasurer] Lockyer described this as “part of the ‘new’ Wall Street,” which “has done this kind of thing on the private investor side for years, then the housing market and now its public entities.”

  • Among the hundreds of California school districts signing up for CABs were fifteen in Orange County. The Anaheim-based Savanna School District took on the costliest of these bonds, issuing $239,721 in CABs in 2009 for which it will have to repay $3.6 million by the final maturity date in 2034. That works out to $15 for every $1 borrowed. Santa Ana Unified issued $34.8 million in CABs in 2011. It will have to repay $305.5 million by the maturity date in 2047, or $9.76 for every dollar borrowed. Placentia-Yorba Linda Unified issued $22.1 million in capital appreciation bonds in 2011. It will have to repay $281 million by the maturity date in 2049, or $12.73 for every dollar borrowed.
  • In 2013, California finally passed a law limiting debt service on CABs to four times principal, and limiting their maturity to a maximum of 25 years. But the bill is not retroactive. In several decades, the 400 cities that have been drawn into these shark-infested waters could be facing municipal bankruptcy – for capital “improvements” that will by then be obsolete and need to be replaced.
  • Then-State Treasurer Bill Lockyer called the bonds “debt for the next generation.” But some economists argue that it is a transfer of wealth, not between generations, but between classes – from the poor to the rich. Capital investments were once funded with property taxes, particularly those paid by wealthy homeowners and corporations. But California’s property tax receipts were slashed by Proposition 13 and the housing crisis, forcing school costs to be borne by middle-class households and the students themselves.
  • According to Demos, per-student funding has been slashed since 2008 in every state but one – the indomitable North Dakota. What is so different about that state? Some commentators credit the oil boom, but other states with oil have not fared so well. And the boom did not actually hit in North Dakota until 2010. The budget of every state but North Dakota had already slipped into the red by the spring of 2009.

  • The state-owned Bank of North Dakota (BND) was making 1% loans to school districts even in December 2014, when global oil prices had dropped by half. That month, the BND granted a $10 million construction loan to McKenzie County Public School No. 1, at an interest rate of 1% payable over 20 years. Over the life of the loan, that works out to $.20 in simple interest or $.22 in compound interest for every $1 borrowed. Compare that to the $15 owed for every dollar borrowed by Anaheim’s Savanna School District or the $10 owed for every dollar borrowed by Santa Ana Unified.
  • How can the BND afford to make these very low interest loans and still turn a profit? The answer is that its costs are very low. It has no exorbitantly-paid executives; pays no bonuses, fees, or commissions; pays no dividends to private shareholders; and has low borrowing costs. It does not need to advertise for depositors (it has a captive deposit base in the state itself) or for borrowers (it is a wholesale bank that partners with local banks, which find the borrowers). The BND also has no losses from derivative trades gone wrong. It engages in old-fashioned conservative banking and does not speculate in derivatives. Unlike the vampire squids of Wall Street, it is not motivated to maximize its bottom line in a predatory way. Its mandate is simply to serve the public interest.

A local subsidiary of the New York-listed company Genie Energy — which is advised by former vice president Dick Cheney and whose shareholders include Jacob Rothschild and Rupert Murdoch — will now have exclusive rights to a 153-square mile radius in the southern part of the Golan Heights. That geographic location will likely prove controversial. Israel seized the Golan Heights in the Six-Day War in 1967 and annexed the territory in 1981. Its administration of the area — which is not recognized by international law — has been mostly peaceful until the Syrian civil war broke out 23 months ago. "This action is mostly political – it’s an attempt to deepen Israeli commitment to the occupied Golan Heights," Israeli political analyst Yaron Ezrahi told FT. "The timing is directly related to the fact that the Syrian government is dealing with violence and chaos and is not free to deal with this problem.”
  • Earlier this month we reported that Israel is considering creating a buffer zone reaching up to 10 miles from Golan into Syria to secure the 47-mile border against the threat of Islamic radicals in the area. The move would overtake the UN Disengagement Observer Force Zone that was established in 1973 to end the Yom Kippur War and to provide a buffer zone between the two countries.

ODNI Erects Cost Barrier to Mandatory Declassification - 1 views

  • Anyone who submits a mandatory declassification review request to the Office of the Director of National Intelligence seeking release of classified records “shall be responsible for paying all fees” resulting from the request, according to a new ODNI regulation. And those fees are considerable. A search for a requested document costs from $20-$72 per hour. Document review runs $40-$72 per hour. And photocopying costs fifty cents per page, the new ODNI regulation said. It was published in the Federal Register on Friday, with a request for public comments. The mandatory declassification review (MDR) process was established by executive order 13526 to permit requests for declassification of information that no longer meets the standards for national security classification. The executive order’s implementing directive states that fees may be charged for responding to MDR requests for classified records. But the proposed ODNI fees seem extravagant on their face. No commercial enterprise charges anything close to fifty cents to photocopy a single page. Neither do most of ODNI’s peer agencies.
  • The Department of Defense permits (though it does not require) DoD agencies to charge fees for search, review and reproduction (pursuant to DoD Manual 5230.30-M). But the DoD schedule of fees is well below the proposed ODNI rate. Instead of fifty cents per page, DoD charges thirteen cents. Instead of up to $72 per hour for search and review, DoD charges no more than $52.60 per hour. ODNI wants $10 for a CD, but DoD asks only $1.25. (See DoD 7000.14-R, Volume 11A, Chapter 4, Appendix 2, Schedule of Fees and Rates, at page 4-13). And while ODNI would make requesters liable for “all fees,” DoD says that “Fees will not be charged if the total amount to process your request is $30.00 or less.” Similarly, at the Department of State, “Records shall be duplicated at a rate of $.15 per page.” In a 2011 rule, the Central Intelligence Agency did mandate a fifty cent per page photocopy fee for MDR requests, as well as a $15 minimum charge. But the CIA policy was suspended in response to public criticism and a legal challenge from the non-profit National Security Counselors. That challenge is still pending.
  • “There is nothing unusual about these [search and review] fees,” CIA told a court in 2014 in response to the legal challenge. “And the reproduction costs are similar to those employed by other agencies.” CIA noted that a National Archives regulation sets reproduction costs as high as 75 cents per page. (Last year it reached 80 cents, although a self-service copier is sometimes available for 25 cents per page.) Furthermore, CIA said in 2014, “neither set of costs reimburses the CIA for the full cost of providing the declassification review service to the requester.”

    Mandatory Declassification Review is now only for the wealthy. Note that the Freedom of Information Act requires that all search and copying fees be waived if the request is in the public interest and the request is for scholarly or news purposes. It looks like Congress should step in here and establish similar requirements for Mandatory Declassification Review. Query, whether the records if sought under both the FOIA and MDR by a scholar or news organization would have to be provided without charge if declassified.
