The Neocons' Grim 'Victory' in Iraq | Consortiumnews - 0 views

  • Neocons do like to declare victory, especially regarding the Iraq War. So it came as no surprise that Paul Wolfowitz, apparently unimpressed by Iraq’s mounting crisis, regaled a recent panel discussion at the U.S.-Africa Summit with the blunt proclamation, “We have won it — in  2009.” Unsurprisingly, that’s when Team Bush left the White House — and approximately 150,000 troops behind in Iraq. Perhaps also not surprisingly, war-weary Americans didn’t pay much attention to Paul’s pronouncement. No doubt they are as tired of Wolfowitz as they are of the war he helped to start. It probably rang as hollow as the faint echo of his earlier pitch for a quick, all-expenses-paid war against 2003’s Hitler of the Moment — Saddam Hussein.
  • But it’s not quite as simple as that. The issue got more complicated shortly after the Africa summit when President Barack Obama — who had pinned his legacy on extricating the United States from Iraq — suddenly found himself at a podium to announce limited, but open-ended military action to halt the dreaded march of The Islamic State (often called ISIS or ISIL) through the repeatedly rocked Cradle of Civilization. Many have explained the organization’s plan for creating a fundamentalist caliphate and its reliance on shockingly brutal tactics that make ISIS something that even al-Qaeda could never be, nor perhaps ever wanted to be. Many others have prodded the dying corpse of Iraq to assign blame here, there and everywhere. But the most basic reason for more bombing is found right there in the self-aggrandizing quip by Paul Wolfowitz. The simple fact is that the Iraq War was a smashing success – at least for the neocons – because it smashed the keystone in the arch of the region’s stability. By removing Saddam Hussein, his government and the Republican Guard, neocons removed a bulwark against the very jihadism that has policymakers and pundits forever wringing their hands raw, military contractors ringing their cash registers, and the denizens of the national security state resting assured under a blanket of secrecy.
  • Considering the persistent ubiquity of U.S. forces in the Persian Gulf, their growing presence around the Horn of Africa and extension into Sub-Saharan Africa, Wolfowitz’s declaration of victory may not be ironic or delusional; it may have some measure of truth – at least from his perspective – but for a reason most would not consider victorious. That “victory” achieved something the neocons could only dream of during a fitful slumber brought on by counting the media’s sheep, i.e. a permanent war in the Middle East.

    Recall that neocons are zionists at their core and that even before the State of Israel was formally established, a foreign policy goal of breaking Iraq into three ethnically-based nations was firmly established. So the neocon victory in Iraq is the unfolding achievement of that Israeli goal.

  • As jihadists everywhere celebrate their stunning victories in Mosul and Tikrit, as well as the abject retreat of the United States from Afghanistan, we can only hope that they accord due credit to a man who was indispensable to their success. Now an obscure businessman seeking crumbs from the table as an “international consultant,” Zalmay Khalilzad was in his day an imperial envoy sent by the United States to decree the fates of Afghanistan and Iraq. His decisions, most especially his selection of puppet overseers to administer the conquered lands, were uniformly disastrous, contributing in large degree to the catastrophes of today. To be sure, many others among the neocon clique and their liberal-democrat interventionist allies deserve a place on the jihadist honor roll of useful idiots, but few contributed as much as Khalilzad, the Afghan-born former academic who selected Hamid Karzai and Nuri al-Maliki as suitable leaders for their respective countries. Initially promoted up the ranks of the national-security clerisy by Albert Wohlstetter, the dark eminence of neoconservative theology who also mentored neocon godfather Richard Perle, Khalilzad found a useful niche in such company as the only Muslim any of them knew, ready to spout their militarist nostrums at the flutter of a grant check. I myself got an early intimation of Khalilzad’s tenuous grasp on military reality in 1981, when he assured me in all seriousness that the Afghan mujahideen were enjoying great success in disabling Soviet tanks by thrusting thick carpets into their treads. During the administration of the elder Bush, he worked in the Pentagon under Paul Wolfowitz and Scooter Libby. In 1992 he wrote the initial draft of the Defense Planning Guidance, which became an iconic neoconservative text.
  • Khalilzad’s leap out of relative obscurity came with the post-9/11 invasion and occupation of Afghanistan. Following the collapse of the Taliban regime in 2001, an Afghan Loya Jirga assembly indicated by a clear majority that they wanted their aged king, Zahir Shah, to return from his long exile in Rome to preside over the government. This was not to the taste of presidential special envoy, and later ambassador, Khalilzad, who importuned Italian premier Silvio Berlusconi to prevent the Shah from leaving Rome as he meanwhile brusquely informed the Loya Jirga that their leader was to be Hamid Karzai, a Pashtun of modest reputation. Afghan politicians of all stripes concluded that Khalilzad had purposefully picked someone with little internal support in order to ensure that his own authority remained unchallenged. This authority he exercised by operating as supreme warlord, rewarding or threatening the lesser strongmen who had emerged in various provincial power bases with grants of aid or threats of airstrikes from the bombers and Predator drones at his command. Afghans who could foresee the inevitable consequence of this laissez-faire policy toward the universally hated warlords did their best to persuade Khalilzad to change course. One of them later related to me that he suggested that Khalilzad put “ten of them in handcuffs and ship them off to the International Court at The Hague for crimes against humanity.”
  • “I’m going to bring them in and demobilize them,” countered Khalilzad confidently. “No, Zal,” replied the Afghan sadly, “you’re going to legitimize them.” So it transpired. While Karzai presided, in his self-designed costume of furry hat and cape, over a regime of staggering corruption, large swaths of Afghanistan fell under the control of characters like Hazrat Ali, a ruffian of pliable loyalties who used American support to gain control of the eastern city of Jalalabad and installed himself, with Khalilzad’s approval, as security chief of Nangahar Province. He then began vying with fellow warlord Sher Mohammed Akhunzada for the title of world’s leading heroin trafficker (a practice both men denied engaging in) while delivering hapless victims labeled “high value targets” to the torture cells of Bagram or the oubliette of Guantánamo. In inevitable consequence, disgusted Afghans rallied to a resurgent Taliban. The rest is history.

  • Resolutely failing upward, Khalilzad became the U.S. ambassador to Iraq in 2005. His signal accomplishment came in 2006, when, searching for a suitable candidate to replace Ibrahim al-Jaafari as prime minister, he summoned Nuri al-Maliki, a relatively low-ranking Dawa Party functionary who had spent much of his adult life in exile in Damascus (with an intervening spell in Tehran), where he subsisted on the earnings of a butcher shop he’d opened. Maliki’s party activities were largely related to security, and his experiences imbued him with a generally paranoid attitude to the outside world — not the best preparation for reconciling Iraq’s disparate sects and factions. Nevertheless, Khalilzad thought Maliki was just the man to make piece with the Sunnis, crack down on Moqtada al-Sadr (whom the American government mistakenly believed to be an Iranian pawn), and stand up to the Iranians. Summoned by Khalilzad, Maliki was abruptly informed that he was to become prime minister. “Are you serious?” said the astonished erstwhile butcher. The British ambassador, William Patey, had been invited to attend the meeting but when he started to object to Maliki’s anointment, Khalilzad promptly kicked him out of the room.
  • True to form, all of Khalilzad’s presumptions about Maliki turned out to be wholly in error. So far from reconciling with Sunnis, Maliki went out of his way to alienate them, combining paranoia about the possibility of a neo-Baathist coup with an opportunistic calculation that heightened sectarian tension would bolster his support among Shia. He showed no sign of serving as the wished-for bulwark against Tehran, and, most importantly, evinced little interest in building a responsible administration. Instead, Iraqi government, never a model of probity, devolved into a midden of corruption in which every office, including those in the military, was for sale. By 2014, the going price for command of an Iraqi army division was reported to be around $1 million, payable over two years as the purchaser recouped his investment via fees levied at roadblocks and other revenue streams. Little wonder that when called on to fight the disciplined and ruthless ISIS, the Iraqi army has melted away. Meanwhile, Khalilzad’s other choice, Hamid Karzai, has overseen a reign of pillage similar in scale to Maliki’s, opening the way for a Taliban restoration and rendering futile the entire American investment in Afghanistan. Defeat is an orphan, they say, but it would be a shame if this particular parent of America’s twenty-first-century humiliations were to be totally forgotten.

The IMF forgives Ukraine's debt to Russia | The Vineyard of the Saker - 0 views

  • On December 8, the IMF’s Chief Spokesman Gerry Rice sent a note saying: “The IMF’s Executive Board met today and agreed to change the current policy on non-toleration of arrears to official creditors. We will provide details on the scope and rationale for this policy change in the next day or so.” Since 1947 when it really started operations, the World Bank has acted as a branch of the U.S. Defense Department, from its first major chairman John J. McCloy through Robert McNamara to Robert Zoellick and neocon Paul Wolfowitz. From the outset, it has promoted U.S. exports – especially farm exports – by steering Third World countries to produce plantation crops rather than feeding their own populations. (They are to import U.S. grain.) But it has felt obliged to wrap its U.S. export promotion and support for the dollar area in an ostensibly internationalist rhetoric, as if what’s good for the United States is good for the world. The IMF has now been drawn into the U.S. Cold War orbit. On Tuesday it made a radical decision to dismantle the condition that had integrated the global financial system for the past half century. In the past, it has been able to take the lead in organizing bailout packages for governments by getting other creditor nations – headed by the United States, Germany and Japan – to participate. The creditor leverage that the IMF has used is that if a nation is in financial arrears to any government, it cannot qualify for an IMF loan – and hence, for packages involving other governments. This has been the system by which the dollarized global financial system has worked for half a century. The beneficiaries have been creditors in US dollars.
  • But on Tuesday, the IMF joined the New Cold War. It has been lending money to Ukraine despite the Fund’s rules blocking it from lending to countries with no visible chance of paying (the “No More Argentinas” rule from 2001). With IMF head Christine Lagarde made the last IMF loan to Ukraine in the spring, she expressed the hope that there would be peace. But President Porochenko immediately announced that he would use the proceeds to step up his nation’s civil war with the Russian-speaking population in the East – the Donbass. That is the region where most IMF exports have been made – mainly to Russia. This market is now lost for the foreseeable future. It may be a long break, because the country is run by the U.S.-backed junta put in place after the right-wing coup of winter 2014. Ukraine has refused to pay not only private-sector bondholders, but the Russian Government as well. This should have blocked Ukraine from receiving further IMF aid. Refusal to pay for Ukrainian military belligerence in its New Cold War against Russia would have been a major step forcing peace, and also forcing a clean-up of the country’s endemic corruption. Instead, the IMF is backing Ukrainian policy, its kleptocracy and its Right Sector leading the attacks that recently cut off Crimea’s electricity. The only condition on which the IMF insists is continued austerity. Ukraine’s currency, the hryvnia, has fallen by a third this years, pensions have been slashed (largely as a result of being inflated away), while corruption continues unabated.
  • Despite this the IMF announced its intention to extend new loans to finance Ukraine’s dependency and payoffs to the oligarchs who are in control of its parliament and justice departments to block any real cleanup of corruption. For over half a year there was a semi-public discussion with U.S. Treasury advisors and Cold Warriors about how to stiff Russia on the $3 billion owed by Ukraine to Russia’s Sovereign Wealth Fund. There was some talk of declaring this an “odious debt,” but it was decided that this ploy might backfire against U.S. supported dictatorships. In the end, the IMF simply lent Ukraine the money. By doing so, it announced its new policy: “We only enforce debts owed in US dollars to US allies.” This means that what was simmering as a Cold War against Russia has now turned into a full-blown division of the world into the Dollar Bloc (with its satellite Euro and other pro-U.S. currencies) and the BRICS or other countries not in the U.S. financial and military orbit. What should Russia do? For that matter, what should China and other BRICS countries do? The IMF and U.S. neocons have sent the world a message: you don’t have to honor debts to countries outside of the dollar area and its satellites. Why then should these non-dollarized countries remain in the IMF – or the World Bank, for that matter. The IMF move effectively splits the global system in half,between the BRICS and the US-European neoliberalized financial system.

  • Should Russia withdraw from the IMF? Should other countries? The mirror-image response would be for the new Asian Development Bank to announce that countries that joined the ruble-yuan area did not have to pay US dollar or euro-denominated debts. That is implicitly where the IMF’s break is leading.

Neocons Launch 2016 Manifesto « LobeLog - 0 views

  • A mostly neoconservative group of national-security analysts have published perhaps the first comprehensive outline of what they believe a Republican foreign policy should look like as of Inauguration Day 2017. It’s titled “Choosing to Lead: American Foreign Policy for a Disordered World.” Although it concedes that “there are limitations on American power,” according to the book’s “Forward” by former George W. Bush speechwriter, Peter Wehner, all of the contributors …understand, too, that with the right leadership and policies in place, the United States can once again be a guarantor of global order and peace, a champion of human rights, and a beacon of economic growth and human flourishing. There is no reason the 21st century cannot be the next American Century. …Choosing to Lead offers perspectives and recommendations on how to make the next American Century happen. In doing so, we believe it will serve the world as well as the United States of America.[Emphasis added.] If you sense a rebirth of the Project for the New American Century (PNAC), you’re probably not far off, although Bob Kagan and Bill Kristol, who co-founded PNAC, are not among the large number of contributors. PNAC published two volumes, Present Dangers and Rebuilding American Defenses, that together formed a neocon manifesto for the Republican presidential candidate in the 2000 election in which the organization initially backed John McCain.
  • The new compilation is the product of the John Hay Initiative, named after Theodore Roosevelt’s chief diplomat, and brings together many of the foreign-policy advisers to Mitt Romney’s 2012 presidential campaign. The Initiative is co-chaired by Eliot Cohen (a charter member of PNAC), former Romney adviser Brian Hook, and Eric Edelman (who succeeded Doug Feith as undersecretary of defense under George W. Bush and has since served as co-founder and director—with Kagan and Kristol—of PNAC’s lineal descendant, the Foreign Policy Initiative). The 200 “experts” connected to the Initiative have reportedly advised almost all of the 2016 Republican presidential candidates. The Initiative has made no secret of its hope that a successful Republican presidential candidate will appoint many of its members to senior policy-making positions (much as PNAC’s charter members, such as Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and Elliott Abrams, were all rewarded with senior posts under George W. Bush. Cohen positioned himself for an appointment in that administration by writing the perfectly timed book, Supreme Command, in the run-up to the Iraq invasion about how the best wartime presidents ignored the more cautious advice of their generals. A faithful signer of PNAC’s letters, Cohen was named counsel to Condoleezza Rice in Bush’s second term.
