  • This in the New York Times reads like an early announcement of a democratic pro-U.S. coup in Afghanistan: A coterie of powerful Afghan government ministers and officials with strong ties to the security forces are threatening to seize power if an election impasse that has paralyzed the country is not resolved soon. ... After weeks of quietly discussing the prospect of imposing a temporary government, officials within the Karzai government said the best way out of a crisis that had emboldened the Taliban, weakened an already struggling economy and left many here deeply pessimistic about the country’s democratic future, might well be some form of interim government, most likely run by a committee. ... It often happens that when power is seized during a political crisis, as in Thailand or Egypt, those taking charge argue that the step is essential to restore order and protect democracy in the long run. That is also the case here, where such a move is being advertised as a last resort to save democracy. It could also effectively discard the results of a presidential runoff election that, until it was derailed by allegations of fraud, had been promoted as a historic event in a country that never had a democratic transfer of power. Both presidential candidates in Afghanistan, the northern alliance affiliated Abdullah Abdullah and the Pashtu candidate Ashraf Ghani had bribed whoever they could to win the election. But in the end they can not decided who had bribed more and thereby won. The length of the impasse does not matter as long as the country's bureaucracy keeps functioning, but there is one deadline that is threatened by it. This deadline may very well be the reason why this coup is intended. The question is again cui bono?

  • Secretary of State Kerry tried twice to arrange for some badly defined national unity government in Kabul. Such a government is the cure-all solution introduced wherever the U.S. wants to stay in control. But the two candidates and the interests they represent can not agree on the terms. The security forces, depending on U.S. largess, will try their best to secure their future pay by getting the Status of Force Agreement with the U.S. signed. As President Karzai does not want such an agreement and no new government is in sight the security forces are tempted to install their own new government. As such is the only possibility for the U.S. to keep its foothold in Afghanistan we will likely see any coup and the resulting government, like in Egypt, be recognized as "restoring democracy". But such an arrangement will only encourage more resistance from the Taliban and other anti-government forces. The new "take no prisoners" policy of the corrupt government security forces will also increase the Taliban's support. As long as the interests of the people represented by the Taliban - and their demand for all foreign forces to leave - are not met, there will be no peace for the country.

  • As local law enforcement has deployed martial tactics against those protesting the police killing of an 18-year-old in Ferguson, Missouri, a debate is suddenly raging over how municipal police forces came to resemble military units. A new report suggests the trend may, in part, have to do with campaign contributions to congressional lawmakers. At issue is the federal government’s so-called 1033 Program, which permits the Pentagon to give military hardware to local police departments. 
  • The group’s new report looked at a June congressional vote on legislation, offered by U.S. Rep. Alan Grayson, D-Fla., that would have blocked the Pentagon from spending resources on transferring military hardware to local police agencies. The bill was defeated 62-355.  According to data compiled by Maplight, the lawmakers “voting to continue funding the 1033 Program have received, on average, 73 percent more money from the defense industry than representatives voting to defund it.” In all, the average lawmaker voting against the bill received more than $50,000 in campaign donations from the defense industry in the last two years. The report also found that of the 59 lawmakers who received more than $100,000  from defense contractors in the last two years, only four voted for Grayson’s legislation. Though thought of as a political force primarily in federal policymaking, the defense industry also spends on state politics, which influences law enforcement procurement decisions. According to data compiled by the National Institute for Money in State Politics, more than $8 million of campaign contributions has been dumped into state elections in the last decade by military contractors and their employees.
  • Police officials say the equipment helps them better secure local communities. By contrast groups such as the American Civil Liberties Union have recently launched a national campaign to demilitarize local police departments. That campaign got a boost this week when Republican Sen. Rand Paul of Kentucky, a prospective 2016 presidential candidate, published an editorial in Time magazine echoing the ACLU’s message in the wake of the Ferguson shooting.  “When you couple this militarization of law enforcement with an erosion of civil liberties and due process that allows the police to become judge and jury — national security letters, no-knock searches, broad general warrants, pre-conviction forfeiture — we begin to have a very serious problem on our hands,” he wrote.

    Highlighted statements are scattered and buried deep in an article mostly about new accusations against Russia. Coup government President Poroshenko's statement that he is working toward a peace roadmap represents an abrupt departure from that government's stance since it began its invasion of separatist-held territory in eastern Ukraine, that only the unconditional surrender of the separatists could halt the coup government's attack. Lying behind that statement (from other reports) is the fact that the tide of battle has turned sharply; the coup government's mostly-conscript army forces are variously surrounded or retreating as the separatists gain the upper hand. Moreover, nearly all of the coup government attack airplanes and helicopters have been destroyed by separatist MANPAD shoulder-fired ground-to-air missiles.  On coup government Prime Minister Yatseniuk's expressed need for "'practical help' and 'momentous decisions' from NATO at an alliance summit next month," I'd love to be a fly on wall during that meeting if the coup government's military situation continues to deteriorate. The U.S. is the only NATO member that wants further confrontation in Ukraine. Notwithstanding U.S. rhetoric threatening military action against Russia, it's doubtful that any military officers holding the rank needed to attend that NATO meeting would support NATO action against Russia so close to its own backyard. Russia has nukes aplenty, so it comes down to the ability to win a conventional war against Russia in Russia and the Ukraine. Far easier said than done, as both Napoleon Bonaparte and Adolph Hitler learned the hard way. Russia remains the nation with the second post powerful military in the world and would be playing on the home court with the ferocity of the Russian Bear. The U.S. would bring the most powerful force, both augmented and semi-crippled by taking the lead among reluctant NATO nation military forces.   • A senior federal nuclear expert is urging regulators to shut down California's last operating nuclear plant until they can determine whether the facility's twin reactors can withstand powerful shaking from any one of several nearby earthquake faults.Michael Peck, who for five years was Diablo Canyon's lead on-site inspector, says in a 42-page, confidential report that the Nuclear Regulatory Commission is not applying the safety rules it set out for the plant's operation.The document, which was obtained and verified by The Associated Press, does not say the plant itself is unsafe. Instead, according to Peck's analysis, no one knows whether the facility's key equipment can withstand strong shaking from those faults — the potential for which was realized decades after the facility was built.

  • What's striking about Peck's analysis is that it comes from within the NRC itself, and gives a rare look at a dispute within the agency. At issue are whether the plant's mechanical guts could survive a big jolt, and what yardsticks should be used to measure the ability of the equipment to withstand the potentially strong vibrations that could result.The conflict between Peck and his superiors stems from the 2008 discovery of the Shoreline fault, which snakes offshore about 650 yards from the reactors. A larger crack, the Hosgri fault, had been discovered in the 1970s about 3 miles away, after the plant's construction permits had been issued and work was underway. Surveys have mapped a network of other faults north and south of the reactors.According to Peck's filing, PG&E research in 2011 determined that any of three nearby faults — the Shoreline, Los Osos and San Luis Bay — is capable of producing significantly more ground motion during an earthquake than was accounted for in the design of important plant equipment. In the case of San Luis Bay, it is as much as 75 percent more.Those findings involve estimates of what's called peak ground acceleration, a measurement of how hard the earth could shake in a given location. The analysis says PG&E failed to demonstrate that the equipment would remain operable if exposed to the stronger shaking, violating its operating license.

  • The National Security Agency is secretly providing data to nearly two dozen U.S. government agencies with a “Google-like” search engine built to share more than 850 billion records about phone calls, emails, cellphone locations, and internet chats, according to classified documents obtained by The Intercept. The documents provide the first definitive evidence that the NSA has for years made massive amounts of surveillance data directly accessible to domestic law enforcement agencies. Planning documents for ICREACH, as the search engine is called, cite the Federal Bureau of Investigation and the Drug Enforcement Administration as key participants. ICREACH contains information on the private communications of foreigners and, it appears, millions of records on American citizens who have not been accused of any wrongdoing. Details about its existence are contained in the archive of materials provided to The Intercept by NSA whistleblower Edward Snowden. Earlier revelations sourced to the Snowden documents have exposed a multitude of NSA programs for collecting large volumes of communications. The NSA has acknowledged that it shares some of its collected data with domestic agencies like the FBI, but details about the method and scope of its sharing have remained shrouded in secrecy.

  • Exactly one year ago Obama proposed to take Bashar Al Assad to the woodshed because he had allegedly unleashed a vicious chemical attack on his own citizens. That was all pretext, of course, because even the CIA refused to sign-off on the flimsy case for Assad’s culpability at the time—-a reluctance corroborated since then by the considerable evidence that hundreds of Syrian civilians were murdered during a false flag operation staged by the rebels with help from Turkey. The aim of the rebels, of course, was to activate American tomahawk missiles and bombers in behalf of “regime change”, which was also the stated goal of the Obama Administration. Now the White House is threatening to bomb Syria again, but this time its “regime change” objective has been expanded to include both sides! In 12 short months what had been the allegedly heroic Sunni opposition to the “brutal rule” of the Assad/Alawite minority has transmuted into the “greatest terrorist threat ever”, according to the Secretary of Defense.

Apparently, whether you use a 12th century sword or 20th century attack helicopter as a means of rule, you will be bombed by the “indispensable nation”, as Obama put it, adding that “no other nation can do what we do”. Well, that involves some “doing”. According to AP, it appears that Syrian airstrikes are imminent, but could be carried out under the odd/even day plan: “In an effort to avoid unintentionally strengthening the Syrian government, the White House could seek to balance strikes against the Islamic State with attacks on Assad regime targets.” Is any more evidence needed that Washington has gone stark raving mad than even the possibility that such an absurd option could  be under consideration? Has not the imperial city on the Potomac become so inured to its pretensions of global hegemony and to instant resort to deployment of its war machine that any semblance of rationality and coherence has been dissolved?

  • So let the region rearrange itself without Washington’s unwelcome meddling and mayhem. If Turkey and an independent Kurdistan can make mutually acceptable political and economic arrangements, which are already well-advanced, so be it. If the Shiite south in Iraq and the  Alawite/Shiite southwest in Syria break-off from their present Europe-bequeathed boundaries and form independent regimes, how does that jeopardize the safety and security of the citizens of Lincoln NE and Spokane WA? And, yes, if the Islamic State temporarily manages to coalesce within the Sunni lands of the Euphrates Valley and the upper Tigress why is that really a national security threat which requires launching an unwinnable war, a new round of hostility to America in the Islamic world and the blowback of legions of jihadi with a score to settle?
  • Why would you believe that a viable state can be built in today’s world on the tactics of Genghis Kahn? The Islamic State, such as it is, is not rich, does not have enough oil to make a difference, will soon be bogged down in the insuperable problems of governance by the sword and will flounder on the impoverished economics of the dusty villages and desert expanse which comprise its natural territory. And it will eventually mobilize its neighbors—-Turkey, Hezbollah, the rump regime of Assad’s Alawite Syria, Kurdistan, the Shiite alliance of Iran and lower Iraq, and even Saudi Arabia and the oil sheikdoms—to contain its external ambitions. So Washington should call off the bombers and get out of harm’s way. The American Imperium has failed and the prospect of bombing both sides of an irrelevant non-country’s ancient tribal wars ought, at last, to make that much clear.

  • As I’ve written many times before, “terrorism” is, and from the start was designed to be, almost entirely devoid of discernible meaning. It’s a fear-mongering slogan, lacking any consistent application, intended to end rational debate and justify virtually any conduct by those who apply the term. But to the extent it means anything beyond that, it typically refers to the killing of civilians as a means of furthering political or military goals.
  • In American media discourse, when Palestinians overwhelmingly kill soldiers (95% of the Israeli death toll) who are part of an army that is blockading, occupying, invading, and indiscriminately bombing them and killing their children by the hundreds, that is “terrorism”; when Israelis use massive, brutal force against a trapped civilian population, overwhelmingly killing innocent men, women and children (at least 75% of the Palestinian death toll), with clear intentions to kill civilians (see point 3), that is noble “self-defense.” That demonstrates how skewed U.S. discourse is in favor of Israel, as well as the purely manipulative, propagandistic nature of the term “terrorists.”

  • The Islamic State is a determined, skilful, and lethal enemy. Defeating it again will require hard fighting and strong diplomacy. It will be a massive undertaking, both militarily and politically. It will certainly require a dramatic expansion of air strikes throughout Iraq and Syria. It will also require the deployment of thousands of American forces - primarily Special Forces - to engage directly with moderate Sunnis in both countries and train the Iraqi Security Forces (ISF) and the Syrian moderate opposition. Effective trainers must fight alongside those they are training in order to sustain their respect and trust. Americans must work directly with local tribes to help them survive against the lethal threat that the Islamic State poses. In Syria, the US must help moderate Sunnis fight Bashar al-Assad while strengthening them against other violent Islamist forces as well. In Iraq we must once again help rebuild trust between the central government and the tribes. None of these tasks can be accomplished from 30,000 feet.

  • DOHA: The UAE knew in advance of Israel’s plans for an offensive in Gaza and even offered to fund the operation provided the militant Palestinian outfit Hamas was eliminated in the process, Israel’s Channel 2 claimed in a recent report, according to local Arabic daily Al Sharq. The daily says in a report published today that Israel’s leading national TV station (Channel 2 in Hebrew) disclosed details of secret parleys between the UAE’s foreign minister, Sheikh Abdullah bin Zayed Al Nahyan, and his Israeli counterpart, Avigdor Lieberman, in Paris at the end of last month. Both leaders met on the sly in Paris on the sidelines of a meeting of a meeting of foreign ministers from the GCC states and Jordan with US Secretary of State John Kerry. Israel’s foreign minister was also in the city.  The meeting was to discuss the situation in the Middle East, including the Palestinian issue.

    Note the phrase "at the end of last month." I.e., the assault on Gaza was planned *before* rockets started flying from Gaza to Israel. This gives further credence to the evidence that the murder of three Israeli settler teens was a false flag operation by Israel intended to inflame the Israeli public, "justifying" Israel's arrests of some 600 Hamas figures in the West Bank and former Palestinian prisoners previously released pursuant to cease-fire agreements. As I recall, eight Hamas members were also killed. Then, to set the blaze, a Palestinian youth was burned alive by three Israeli settlers, and Hamas responded with rockets. And that was the end of the PLO/Hamas "unity government" of Palestine, Israel's real goal in this mess.

  • Ukraine’s Prime Minister Arseniy Yatsenyuk announced his resignation in the Rada (Parliament) and that of the entire Cabinet on Thursday, July 24.  This decision was taken following the withdrawal of two parties from the coalition government and the non-adoption of two important pieces of legislation, which had been demanded by the International Monetary Fund (IMF) “I announce my resignation after the collapse of the coalition and the blocking of government initiatives … “In connection with the breakup of the parliamentary coalition, as well as non-adoption of a number of important bills, I announce my resignation,” The resignation of the Prime Minister signifies the collapse of the government and the resignation of the entire cabinet. “But the cabinet members will continue fulfilling their duties until a new coalition is formed in the Rada.”
  • On July 24th, the Rada failed to support the government’s bill pertaining to the 2014 budget sequestration, which had been demanded by the IMF on behalf of Kiev’s external creditors. Hamas is responsible and Hamas will pay." Friday however, there appeared to be break in the official line when BBC journalist Jon Donnison tweeted a series of statements he attributed to the Israeli Police Foreign Press Spokesman, Micky Rosenfeld.

  • The UN Human Rights Council has voted to launch an independent inquiry into Israel's offensive in Gaza, backing efforts by the Palestinians to hold the Israel up to international scrutiny.
  • The vote on Wednesday in Geneva came hours after the UN rights chief, Navi Pillay, told an emergency session of the council that Israel's military actions could amount to war crimes, as it continued pounding the enclave for a 16th day. The 47-member council adopted the investigation under a draft resolution after a request by Palestine, which has UN observer status. 29 states voted in favour of the investigation. 17 abstained, including many EU states. 1 voted against - the US. Al Jazeera's Lauren Taylor, reporting from Geneva, said that the president of the council would now have to agree who would lead the investigation before it was put into effect. Even then, the investigation could face opposition from Israel. 
  • The Israeli prime minister's office said in a statement that the decision was a "travesty", adding that Israel had "gone to unprecedented lengths to keep Palestinian civilians out of harm's way". A total of 693 Palestinians - the vast majority of them civilians - have been killed in Israel's 16-day campaign in Gaza.  Two Israeli civilians have been killed by rocket fire into Israel, and 32 Israeli soldiers have died in the assault on Gaza.  Hours before the vote, Pillay told the emergency session that there was a "strong possibility" that Israel had violated international law in Gaza, "in a manner that could amount to war crimes". She said the killing of civilians in Gaza, especially children, raised concerns over Israel’s precautions and respect for proportionality.
