As the disaster-relief effort enters its second week, air traffic is slowly resuming, which means hundreds of thousands of Puerto Ricans will likely flee the devastated island to stay with friends and relatives in the continental US as they wait for FEMA to rebuild roads, repair power grids and and revive the island's communications infrastructure – a process that could take months, if not longer.

While the urgency of the situation leaves many of Puerto Rico’s 3.4 million population little choice, the Financial Times is reporting that the scramble to flee could worsen the population decline as some of those leaving may opt to permanently resettle. Meanwhile, cities with large Puerto Rican populations are asking for federal assistance as they prepare to absorb as many as 100,000 people fleeing the hurricane. Mainland US cities with large Puerto Rican populations are warning that they will need federal help to cope with an anticipated influx of island residents fleeing the devastation visited on the US commonwealth by Hurricane Maria. “If it’s as large-scale as we anticipated, it’s got to be a federal and state-co-ordinated response,” said Buddy Dyer, Orlando’s mayor. “It can’t be city by city.” Some have said they expect to host the disaster victims for up to six months.

f confirmed this won’t be the first time China – one of the five veto-wielding powers of the UN Security Council – has sent assistance to the Assad government: according to previous reporting by Middle East Eye, China began quietly sending soldiers in an advisory capacity into Syria earlier this year to assist government forces in weapons systems, intelligence collection, logistics, and medicine. But this certainly marks a dramatic and more public escalation in terms of Chinese operations in the region as Beijing will reportedly send special forces to work closely with government troops, and likely in coordination with the Russians as well. Sources told the Saudi Arabia based newspaper New Khaleej that the Chinese Ministry of Defense intends to send two units known as the “Tigers of Siberia” and the “Night Tigers” – both elite special operations units – to assist the Syrian government’s fight against the jihadist insurgency. The news follows a high level meeting last week in China between Syrian Presidential Advisor Bouthaina Shaaban and Chinese Chinese Foreign Minister Wang Yi, who praised Damascus’ efforts in fighting foreign militants from the East Turkistan Islamic Movement (ETIM, also commonly called the Turkestan Islamic Party, or TIP). The Muslim separatist group was founded by ethnic Uighurs and is based in the Xinjiang province of northwest China.

The CIA inspector general’s office has said it “mistakenly” destroyed its only copy of a comprehensive Senate torture report, despite lawyers for the Justice Department assuring a federal judge that copies of the documents were being preserved. The erasure of the document by the spy agency’s internal watchdog was deemed an “inadvertent” foul-up by the inspector general, according to Yahoo News. One intelligence community source told Yahoo News, which first reported the development, that last summer CIA inspector general officials deleted an uploaded computer file with the report and then accidentally destroyed a disk that also contained the document.

The 6,700-page report contains thousands of secret files about the CIA’s use of “enhanced” interrogation methods, including waterboarding, sleep deprivation and other aggressive interrogation techniques at “black site” prisons overseas. The full version of the report remains classified, but a 500-page executive summary was released to the public in 2014. Christoper R. Sharpley, the CIA’s acting inspector general (CIA IG), alerted the Senate intelligence panel that his office’s copy of the report had vanished in August. And Senator Dianne Feinstein, the driving force behind the 2014 report, sent letters to the CIA and Justice Department confirming the spy agency’s inspector general “has misplaced and/or accidentally destroyed” its copy of the report. Douglas Cox, a City University of New York School of Law professor who specialises in tracking the preservation of federal records told Yahoo News: “It’s breathtaking that this could have happened, especially in the inspector general’s office – they’re the ones that are supposed to be providing accountability within the agency itself.”

Another copy of the report exists elsewhere within the CIA, which is waiting for the conclusion of a years-long legal battle over the document.

Thousands of Israelis took to the streets of Tel Aviv calling for the resignation of Prime Minister Benjamin Netanyahu over corruption charges. The so-called ‘March of Shame’ attracted more than 10,000 people on Saturday, Ynet News reported. The protestors on Tel Aviv's Rothschild Boulevard chanted "Shame, shame, shame," "Bibi Netanyahu to Maasiyahu Prison," and "We will not give in until you give up."

Smaller anti-Netanyahu protests were organized in other locations in Israel as well, including Nahariya, Hadera, Afula, Netanya, Rishon LeZion, Modi'in, Jerusalem and Be'er Sheva.

Netanyahu has been questioned in two cases, with poilce suspecting the PM of received lavish gifts from businessmen and negotiating a deal for more favorable coverage with a newspaper owner.

Iranian Revolutionary Guards commander Qassem Soleimani says his nation is ready to support Palestinian forces in the Gaza Strip, days after the U.S. recognized Jerusalem as Israel’s capital.Soleimani, commander of the Al Quds force, made the offer in a phone call late Monday with leaders of groups in Gaza, according to the Revolutionary Guard Corps’ website, Sepah News, which didn’t give details of the assistance proffered. Other forces in the region are ready to defend the Al-Aqsa mosque in Jerusalem, Soleimani also told the Gaza faction leaders, without identifying them. The mosque is Islam’s third-holiest shrine and a frequent flashpoint for tensions between Israel and the Palestinians.Palestinians claim Jerusalem’s eastern sector, where the mosque stands, as the capital of a future state, and they oppose the U.S. move. Hamas has called for another uprising against Israel in response, though so far protests have been limited. Soleimani spoke a day after the head of Lebanon’s Hezbollah movement, Hassan Nasrallah, called on all “resistance” groups in the region to come up with a unified strategy to take back Jerusalem. Iran’s Quds force operates beyond the country’s borders and has fought Islamic State in Iraq and backed President Bashar al-Assad in Syria. Iran also supports proxies such as Hezbollah and Hamas that have warred with Israel.

The Mexican Senate is set to approve a new law that would mark a qualitative step in the militarization of Mexican society. The law would put the military in charge of “internal security” and give the armed forces the authority to conduct massive spying operations under the guise of fighting against organized crime. The Interior Security Law was passed by the Chamber of Deputies on November 30, will soon be voted on by the Senate, and is expected to be signed by President Enrique Peña Nieto in the coming months. The Interior Security Law (Ley de Seguridad Interior) would authorize the president to deploy the Armed Forces in cases of “grave danger to the collective integrity of people and/or the functionality of institutions,” or even in situations that could “potentially become threats to internal security.” Any such operation would supposedly last up to one year. However, the bill specifies that the president can, without any congressional or judicial approval, extend this period if he or she considers that a “threat” is still present. Under current conditions of deep social and political crisis, the law opens the door to establishing what would amount to a military dictatorship. Small but substantial protests have taken place throughout the country against the law.

Years late to the party, mainstream media outlets like USA Today, Reuters, and Buzzfeed are just out with "breaking" and "exclusive" stories detailing how a vast arsenal of weapons sent to Syria by the CIA in cooperation with US allies fuelled the rapid growth of ISIS. Buzzfeed's story entitled, Blowback: ISIS Got A Powerful Missile The CIA Secretly Bought In Bulgaria, begins by referencing "a new report on how ISIS built its arsenal highlights how the US purchased munitions, intended for Syrian rebels, that ended up in the hands of the terrorist group." The original study that Buzzfeed and other media are referencing comes from a UK-based independent weapons research organization called Conflict Armament Research (CAR) which has had a team of weapons and munitions experts on the ground in the Middle East for years examining arms and equipment recovered from ISIS and other terrorist groups in Iraq and Syria. Using serial numbers, crate shipping markings, and all available forensics data, the CAR experts began finding that as early as 2013 to 2014 much of the Islamic State's advanced weapons systems as well as small arms were clearly sourced to the United States and the West. “Supplies of materiel into the Syrian conflict from foreign parties - notably the United States and Saudi Arabia - have indirectly allowed IS to obtain substantial quantities of anti-armor ammunition,” states the CAR report. “These weapons include anti-tank guided weapons and several varieties of rocket with tandem warheads, which are designed to defeat modern reactive armor.”

The study further reveals that in one notable instance, a weapons shipment of advanced missile systems switched hands from US intelligence to "moderate" Syrian groups to ISIS in only a two month time period. Though the report is now evoking shock and confusion among pundits, the same weapons research group has actually published similar findings and conclusions going years back into the Syrian conflict.  For example, a previous 2014 Conflict Armament Research report found that Balkan origin anti-tank rockets recovered from ISIS fighters appeared identical to those shipped in 2013 to Syrian rebel forces as part of a CIA program. And CAR's damning publications presenting such inconvenient empirical data have been consistent for years, yet were largely ignored and suppressed by analysts and mainstream media who were too busy cheerleading US support for Syrian "rebels" cast as romantic revolutionaries in their struggle to topple Assad and his secular nationalist government. Of course, it's an old story if you've been reading Zero Hedge or the profusion of independent outlets that have long reported the truth about the covert "dirty war" in Syria since nearly the beginning. 

Even though it's now suddenly acceptable and fashionable to admit - as does one recent BBC headline ("The Jihadis You Pay For") - that the US and Saudi covert program in Syria fuelled the rise of ISIS and various other al-Qaeda linked terror groups, it must be remembered that only a short time ago the mainstream media openly mocked analysts and writers who dared make the connection between the West's massive covert Syrian rebel aid programs and the al-Qaeda insurgents who so clearly benefited. When news of the 2012 Defense Intelligence Agency report  broke, which described what it called a "Salafist principality" or "an Islamic State" as a strategic asset or buffer in Syria that could be used by the Western coalition "in order to isolate the Syrian regime", American media outlets dismissed what was labelled a "conspiracy theory" at the time in spite of the hard evidence of a US military intelligence report being made available. The Daily Beast for example mocked what it called "The ISIS Conspiracy Theory that Ate the Web" - describing those analyzing the Pentagon intelligence document as far-right and far-left loons. This occurred even as the document was taken very seriously and analyzed in-depth by some of the world's foremost Middle East experts and investigative journalists in foreign outlets like the London Review of Books, The Guardian, Der Spiegal , as well as RT and Al Jazeera.

Russia ramped up its calls for the U.S. military to depart from Syria on Thursday, contending it has no substantial reasons to be in the country and its presence there "must end."“Any reasons cited by the Americans to justify their further military presence... are just excuses and we think their presence must end," Alexander Lavrentiev, Russian President Vladimir Putin's envoy to Syria, told reporters. Lavrentiev was in Astana, Kazakhstan, on Thursday ahead of peace talks regarding the Syria conflict between Russia, Iran and Turkey, Reuters reports. Russia, a major ally of Syrian President Bashar al-Assad, has played a significant role in the Syria conflict. 

This is not the first time the Russian government has expressed such views in recent weeks. Russia seemingly feels the U.S. military has no purpose in Syria now that the the Islamic State militant group (ISIS) has largely lost its foothold in Syria and Iraq. The envoy's remarks also come after the U.S. and Russia have sparred over airspace in Syria. In mid-December, two U.S. warplanes in Syria were diverted from supporting ground operations against ISIS to intercept Russian fighter jets that allegedly crossed into U.S. coalition airspace. But the Pentagon has signified it has no plans to withdraw U.S. troops from Syria any time in the near future. "We are going to maintain our commitment on the ground as long as we need to, to support our partners and prevent the return of terrorist groups," Pentagon spokesperson Eric Pahon told Agence France-Presse earlier this month. "To ensure an enduring defeat of ISIS, the coalition must ensure it cannot regenerate, reclaim lost ground or plot external attacks," he added. There are currently nearly 2,000 U.S. troops in Syria, according to numbers from the Pentagon. Since the Syrian conflict began in 2011, it has claimed more than 400,000 lives, according to the U.N., and contributed to the worst refugee crisis since World War II.

Secretary Clinton's leadership on Libya HRC has been a critical voice on Libya in administration deliberations, at NATO, and in contact group meetings — as well as the public face of the U.S. effort in Libya. While the mainstream media has largely ignored it, the scandal surrounding Russian efforts to acquire 20% of America's uranium reserves, a deal which was ultimately approved by the Obama administration, and more specifically the Committee on Foreign Investment in the United States (CFIUS) which included Hillary Clinton and Eric Holder, is becoming more problematic for Democrats by the hour.  As The Hill pointed out earlier this morning, the latest development in this sordid tale revolves around a man that the FBI used as an informant back in 2009 and beyond to build a case against a Russian perpetrator who ultimately admitted to bribery, extortion and money laundering.  The informant, who is so far only known as "Confidential Source 1," says that when he attempted to come forward last year with information that linked the Clinton Foundation directly to the scandal he was promptly silenced by the FBI and the Obama administration.

Working as a confidential witness, the businessman made kickback payments to the Russians with the approval of his FBI handlers and gathered other evidence, the records show.   Sources told The Hill the informant's work was crucial to the government's ability to crack a multimillion dollar racketeering scheme by Russian nuclear officials on U.S. soil that involved bribery, kickbacks, money laundering and extortion. In the end, the main Russian executive sent to the U.S. to expand Russian President Vladimir Putin's nuclear business, an executive of an American trucking firm and a Russian financier from New Jersey pled guilty to various crimes in a case that started in 2009 and ended in late 2015.   Toensing added her client has had contact from multiple congressional committees seeking information about what he witnessed inside the Russian nuclear industry and has been unable to provide that information because of the NDA.   “He can’t disclose anything that he came upon in the course of his work,” she said.   The information the client possesses includes specific allegations that Russian executives made to him about how they facilitated the Obama administration's 2010 approval of the Uranium One deal and sent millions of dollars in Russian nuclear funds to the U.S. to an entity assisting Bill Clinton's foundation. At the time, Hillary Clinton was serving as secretary of State on the government panel that approved the deal, the lawyer said.

In the midst of the new discoveries revealed yesterday about the Uranium One case (see: FBI Uncovered Russian Bribery Plot Before Obama Approved Uranium One Deal, Netting Clintons Millions), "Confidential Source 1" has once again hired an attorney, Victoria Toensing, a former Reagan Justice Department official and former chief counsel of the Senate Intelligence Committee, to get his story out. Sitting down with The Hill earlier, Toensing said that the last time her client tried to speak out "both his reputation and liberty" were "threatened" by the Obama administration in a effort to force his silence.  “All of the information about this corruption has not come out,” she said in an interview Tuesday. “And so my client, the same part of my client that made him go into the FBI in the first place, says, 'This is wrong. What should I do about it?'”   Toensing said she also possesses memos that recount how the Justice Department last year threatened her client when he attempted to file a lawsuit that could have drawn attention to the Russian corruption during the 2016 presidential race as well as helped him recover some of the money Russians stole from him through kickbacks during the FBI probe.   The undercover client witnessed “a lot of bribery going on around the U.S.” but was asked by the FBI to sign a nondisclosure agreement (NDA) that prevents him from revealing what he knows to Congress, Toensing explained.   When he tried to bring some of the allegations to light in the lawsuit last year, “the Obama Justice Department threatened him with loss of freedom. They said they would bring a criminal case against him for violating an NDA,” she added.

While the nearly seven-year-long sectarian “civil war” in Syria is widely believed to have started in 2011, revelations in recent years have shown that the sectarian war that has sunk Syria into chaos actually precedes the “official” start of the conflict. In 2010, Wikileaks published hundreds of thousands of classified State Department cables, including a 2006 cable showing that destabilizing the Syrian government was a primary goal of U.S. policy in the Middle East. The ultimate intention was to topple Iran, one of Syria’s closest allies. The cable revealed that the U.S.’ goal at the time was to undermine the Syrian government by any means available.

In addition, retired United States Army General Wesley Clark’s bombshell interview with Democracy Now exposed the existence of plans for regime change in Syria that date as far back as 2001. Now, a newly declassified document from the Central Intelligence Agency has shown that these regime change efforts date back even further to the late 1980s – and potentially even earlier

The declassified document was written in July, 1986 by the Foreign Subversion and Instability Center, a part of the CIA’s Mission Center for Global Issues, and is titled “Syria: Scenarios of Dramatic Political Change.” As the document itself states, its purpose is to analyze – in a “purposely provocative” manner – “a number of possible scenarios that could lead to the ouster of President Assad [Bashar al-Assad’s father, Hafez] or other dramatic change in Syria.” The report’s meager distribution list suggest it was considered by top officials in the Reagan administration, specifically because it was distributed to national security chiefs, not entire agencies. It was also distributed to a handful of key players in U.S.-Syria relations, such as former Ambassador to Syria William Eagleton.

  The dollar slipped to its lowest in more than three months against a basket of major currencies on Friday as the euro and sterling climbed, putting the greenback on track for an almost 10 per cent fall over the year - its worst showing since 2003. The dollar started 2017 on a high, with the index that tracks it against a basket of six major currencies hitting its strongest in 14 years on hopes that new US president Donald Trump would implement pro-growth, pro-inflation measures. But it has fallen back on doubts about Trump's ability to push through those policies. And it has also lost out as growth has picked up outside the United States, with other countries' central banks moving towards tighter monetary policy, lessening the gap between the Federal Reserve and others. “We are seeing synchronised global growth, in particular a very strong growth recovery in the euro area, which is leading the ECB (European Central Bank) to gradually normalise policy, which is helping the euro,” said Societe Generale currency strategist Alvin Tan. Tan added that the dollar had become overvalued against the euro, yen and sterling at the start of the year and so another part of the reason for its weakness in 2017 was a mean reversion in valuation.

After repeated warnings over the past couple of years, Turkey and Russia have signed a pact to increase use of the ruble and lira in cross-border payments, with Turkey signing on to Russia's alternative to SWIFT, the international telecommunications protocol used by banks and central banks the world over. Though SWIFT is an international cooperative owned by its members, with more than 10,000 banks worldwide relying on its system for handling sizable inter-bank transactions, the safety of the network was brought into question after a series of cyberattacks in 2015 and 2016 resulted in the theft of $101 million from the Central Bank of Bangladesh. For the first time since SWIFT's laucnh, the hacks stoked doubts about the system's safety, and prompted many US rivals, including Russia, to ramp up work on their alternatives to SWIFT.

In addition to Turkey, China and Russia have signed agreements to bolster trade between the two countries, including settling a larger percentage of their bilateral trade in rubles and renminbi. For China, bilateral trade with Russia grew from $69.6 billion in 2016 to $107.1 billion last year. China is Russia's biggest partner for imports and exports. There has also been talk about India joining Russia's SWIFT alternative as Washington continues to threaten New Delhi with sanctions over its decision to purchase Russian-made missile-defense systems. According to Reuters, Russian Finance Minister Anton Siluanov signed the agreement with Ankara on Tuesday. The agreement, signed on Oct. 4, will encourage the two countries to start using Russia's system in mutual settlements.

In its latest budget request, the Trump administration is asking for a near-record $750 billion for the Pentagon and related defense activities, an astonishing figure by any measure. If passed by Congress, it will, in fact, be one of the largest military budgets in American history, topping peak levels reached during the Korean and Vietnam Wars. And keep one thing in mind: that $750 billion represents only part of the actual annual cost of our national security state. There are at least 10 separate pots of money dedicated to fighting wars, preparing for yet more wars, and dealing with the consequences of wars already fought. So the next time a president, a general, a secretary of defense, or a hawkish member of Congress insists that the U.S. military is woefully underfunded, think twice. A careful look at U.S. defense expenditures offers a healthy corrective to such wildly inaccurate claims. Now, let’s take a brief dollar-by-dollar tour of the U.S. national security state of 2019, tallying the sums up as we go, and see just where we finally land (or perhaps the word should be “soar”), financially speaking.

Final tally: $1.2542 trillion So, our final annual tally for war, preparations for war, and the impact of war comes to more than $1.25 trillion — more than double the Pentagon’s base budget. If the average taxpayer were aware that this amount was being spent in the name of national defense — with much of it wasted, misguided, or simply counterproductive — it might be far harder for the national security state to consume ever-growing sums with minimal public pushback. For now, however, the gravy train is running full speed ahead and its main beneficiaries — Lockheed Martin, Boeing, Northrop Grumman, and their cohorts — are laughing all the way to the bank.

arlier this month, tech giant Microsoft announced its solution to “protect” American elections from interference, which it has named “ElectionGuard.” The election technology is already set to be adopted by half of voting machine manufacturers and some state governments for the 2020 general election. Though it has been heavily promoted by the mainstream media in recent weeks, none of those reports have disclosed that ElectionGuard has several glaring conflicts of interest that greatly undermine its claim aimed at protecting U.S. democracy. In this investigation, MintPress will reveal how ElectionGuard was developed by companies with deep ties to the U.S. defense and intelligence communities and Israeli military intelligence, as well as the fact that it is far from clear that the technology would prevent foreign or domestic interference with, or the manipulation of, vote totals or other aspects of American election systems.

Israel’s three largest banks — Hapoalim Bank, Leumi Bank and Mizrahi Tefahot Bank — have all been ordered to pay record fines, which collectively are set to total over $1 billion, to the U.S. government after the banks were found to have actively colluded with thousands of wealthy Americans in massive tax-evasion schemes.
