Dangerous Crossroads: US-NATO To Deploy Ground Troops, Conduct Large Scale Naval Exerci... - 0 views

  • The World is at a dangerous Crossroads. The Western military alliance is in an advanced state of readiness. And so is Russia. Russia is heralded as the “Aggressor”. US-NATO military confrontation with Russia is contemplated. Enabling legislation in the US Senate under “The Russian Aggression Prevention Act” (RAPA) has “set the US on a path towards direct military conflict with Russia in Ukraine.”  Any US-Russian war is likely to quickly escalate into a nuclear war, since neither the US nor Russia would be willing to admit defeat, both have many thousands of nuclear weapons ready for instant use, and both rely upon Counterforce military doctrine that tasks their military, in the event of war, to preemptively destroy the nuclear forces of the enemy. (See Steven Starr, Global Research, August 22, 2014) The Russian Aggression Prevention Act (RAPA) is the culmination of more than twenty years of US-NATO war preparations, which consist in the military encirclement of both Russia and China:
  • On July 24, in consultation with the Pentagon, NATO’s Europe commander General Philip Breedlove called for “stockpiling a base in Poland with enough weapons, ammunition and other supplies to support a rapid deployment of thousands of troops against Russia”.(RT, July 24, 2014). According to General Breedlove, NATO needs “pre-positioned supplies, pre-positioned capabilities and a basing area ready to rapidly accept follow-on forces”: “He plans to recommend placing supplies — weapons, ammunition and ration packs — at the headquarters to enable a sudden influx of thousands of Nato troops” (Times, August 22, 2014, emphasis added) Breedlove’s “Blitzkrieg scenario” is to be presented at NATO’s summit in Wales in early September, according to The London Times.  It is a “copy and paste” text broadly consistent with the  Russian Aggression Prevention Act (RAPA) which directs President Obama to:
  • “(1) implement a plan for increasing U.S. and NATO support for the armed forces of Poland, Estonia, Lithuania, and Latvia, and other NATO member-states; and (2) direct the U.S. Permanent Representative to NATO to seek consideration for permanently basing NATO forces in such countries.” (S.2277 — 113th Congress (2013-2014)) More generally, a scenario of military escalation prevails with both sides involved in extensive war games. In turn, the structure of US sponsored military alliances plays a crucial role in war planning. We are dealing with a formidable military force involving a global alliance of 28 NATO member states. In turn, the US as well as NATO have established beyond the “Atlantic Region” a network of bilateral military alliances with “partner” countries directed against Russia, China, Iran and North Korea.

  • Since 2006, the US has been building up its weapons arsenal in Poland on Russia’s Western border (Kalingrad). The deployment of US forces in Poland was initiated  in July 2010 (within 40 miles from the border), with a view to training Polish forces in the use of US made Patriot missiles. (Stars and Stripes, 23 July 2010). In recent developments, the Pentagon announced in early August the deployment of US troops and National Guard forces to Ukraine as part of a military training operation. US-NATO is also planning further deployments of ground forces (as described by NATO General Breedlove) in Poland, Latvia, Estonia and Lithuania as well as in Georgia and Azerbaijan on Russia’s southern border. These deployments which are envisaged in the draft text of the “Russian Aggression Prevention Act” (RAPA) (S.2277 — 113th Congress (2013-2014)) are also part of a NATO “defensive” strategy in the case of a “Russian invasion”: Russia’s annexation of Crimea and the conflict in eastern Ukraine have alarmed Latvia, Estonia and Lithuania – like Ukraine, former Soviet republics with Russian-speaking minorities. NATO’s 28 leaders are expected to discuss plans to reassure Poland and the Baltics at a summit in Wales on Sept. 4-5.
  • NATO’s “Breeze” formally hosted by Bulgaria took place from July 4 to July 13, with the participation of naval vessels from Greece, Italy, Romania, Turkey, the U.K. and the U.S. The underlying scenario was the “”destruction of enemy ships in the sea and organization of air defense of naval groups and coastal infrastructure.” The exercises were “aimed at improving the tactical compatibility and collaboration among naval forces of the alliance’s member states…” (See Atlantic Council , see also Russia, U.S. ships sail in competing Black Sea exercises, July 7, Navy Times 2014) Ironically, NATO’s July Black Sea games started on exactly the same day as those of the “unnamed enemy”[Russia], involving its Crimea Black sea fleet of some 20 war ships and aircraft:
  • Russia has made it clear they don’t welcome NATO’s presence in the Black Sea. Russia’s navy let it be known that it is following the exercises with reconnaissance aircraft and surveillance ships. “The aviation of the Black Sea Fleet is paying special attention to the missile cruiser USS Vella Gulf which, though not formally the flagship of the ‘Breeze’ exercises, effectively is leading them,” a Russian naval source told NTV.   • t is worth noting that FLEETEX is one among several US-NATO naval war games directed against an unnamed enemy. In July, NATO conducted naval exercises in the Black sea, in an area contiguous to Russia’s maritime borders.
  • When war becomes peace, the world is turned upside down.  In a bitter irony, nukes are now upheld by Washington as “instruments of peace”. In addition to nuclear weapons, the use of chemical weapons is also envisaged. Methods of non-conventional warfare are also contemplated by US-NATO including financial warfare, trade sanctions, covert ops, cyberwarfare, geoengineering and environmental modification technologies (ENMOD). But Russia also has  extensive capabilities in these areas.
  • In the Far-east, Russia’s borders are also threatened by Obama’s “Pivot to Asia”. The “Pivot to Asia” from a military standpoint consists in extending US military deployments in the Asia-Pacific as well as harnessing the participation of Washington’s allies in the region, including Japan, South Korea and Australia. These countries have signed bilateral military cooperation agreements with Washington. As US allies, they are slated to be involved in Pentagon war plans directed against Russia, China and North Korea: Japan and South Korea are also both part of a grand U.S. military project involving the global stationing of missile systems and rapid military forces, as envisioned during the Reagan Administration. (Mahdi Darius Nazemroaya, Global Military Alliance: Encircling Russia and China, Global Research, October 5, 2007) This Pentagon strategy of military encirclement requires both centralized military decision making (Pentagon, USSTRATCOM) as well coordination with NATO and the various US regional commands.
  • On August 12, the US and Australia signed a military agreement allowing for the deployment of US troops in Australia. This agreement is part of Obama’s Pivot to Asia: The U.S. and Australia signed an agreement Tuesday [August 12] that will allow the two countries’ militaries to train and work better together as U.S. Marines and airmen deploy in and out of the country. “This long-term agreement will broaden and deepen our alliance’s contributions to regional security,” U.S. Defense Secretary Chuck Hagel said Tuesday. He described the U.S.-Australia alliance as the “bedrock” for stability in the Asia-Pacific region.
  • Ironically, coinciding with the announcement of the US-Australia agreement (August 12), Moscow announced that it would be conducting naval exercises in the Kuril Islands of the Pacific Ocean (which are claimed by Japan): “Exercises began involving military units in the region, which have been deployed to the Kuril Islands,” Colonel Alexander Gordeyev, a spokesman for Russia’s Eastern Military District, told news agency Interfax.   • While this renewed East-West confrontation has mistakenly been labelled a “New Cold War”, none of the safeguards of The Cold War era prevail. International diplomacy has collapsed. Russia has been excluded from the Group of Eight (G-8), which has reverted to the G-7 (Group of Seven Nations). There is no “Cold War East-West dialogue” between competing superpowers geared towards avoiding military confrontation. In turn, the United Nations Security Council has become a de facto mouthpiece of the U.S. State Department. US-NATO will not, however, be able to win a conventional war against Russia, with the danger that military confrontation will lead to a nuclear war. In the post-Cold war era, however, nuclear weapons are no longer considered as a  “weapon of last resort” under the Cold War doctrine of “Mutual Assured Destruction” (MAD).  Quite the opposite. nuclear weapons are heralded by the Pentagon as “harmless to the surrounding civilian population because the explosion is underground”. In 2002, the U.S. Senate gave the green light for the use of nuclear weapons in the conventional war theater.  Nukes are part of the “military toolbox” to be used alongside conventional weapons.
  • Deployment on Russia’s Southern border is to be coordinated under a three country agreement signed on August 22, 2014 by Turkey, Georgia and Azerbaijan: Following the trilateral meeting of Azerbaijani, Turkish and Georgian defense ministers, Tbilisi announced that the three countries are interested in working out a plan to strengthen the defense capability. “The representatives of the governments of these three countries start to think about working out a plan to strengthen the defense capability,” Alasania said, adding that this is in the interests of Europe and NATO.“Because, this transit route [Baku-Tbilisi-Kars] is used to transport the alliance’s cargo to Afghanistan,” he said.   • The timeline towards war with Russia has been set. The Wales NATO venue on September 4-5, 2014 is of crucial importance. What we are dealing with is a World War III Scenario, which is the object of the Wales NATO Summit, hosted by Britain’s Prime Minister David Cameron. The agenda of this meeting has already been set by Washington, NATO and the British government. It requires, according to PM David Cameron in a letter addressed to heads of State and heads of government of NATO member states ahead of the Summit that: “Leaders [of NATO countries] must review NATO’s long term relationship with Russia at the summit in response to Russia’s illegal actions in Ukraine. U.S. Deploys Marines to Syria for Raqqa Operation Into Highly Disputed - Congested Thea... - 0 views

  • The United States deployed U.S. Marines to northeastern Syria to provide artillery support for local forces in the upcoming assault against Islamic State in Raqqa. Turkey criticized the U.S. for supporting Syrian YPG/YPJ forces which Turkey designates as PKK-linked terrorists. So far, the Syrian government has not officially criticized the deployment but complained that Turkish forces targeted Syrian troops in Manbij. Turkey, for its part, has launched major operations against the PKK.
  • The deployment of U.S. Marines to the region prompted disputes between Turkey and the United States. One of the central issues is the question whether U.S. troops should back the Syrian Democratic Forces (SDF) which are dominated by the PYD and its military wings, the YPG and the all female YPJ, or whether the U.S. troops should back Turkish-led fighters under the umbrella of the so-called Free Syrian Army (FSA). The dispute happens as Turkish, Syrian, Russian, and U.S. troops and the various factions are preparing the assault on an estimated 4,000 fighters of the Islamic State (a.k.a. ISIS, ISIL, IS, Daesh) who are controlling the city of Raqqa. Any of these troops, the newly deployed U.S. Marines included, are entering a highly contested and highly congested theater. The contingent of U.S. Marines arrives Thursday. Their role is to provide artillery support, most probably for the SDF which already have U.S. Special Forces and “advisers” deployed among their ranks. After the arrival of the U.S. troops on Thursday, Turkey’s Foreign Minister Mevlut Cavusoglu warned that Turkish forces would strike the PYD’s YPG/YPJ forces in Manbij. This would imply that Turkey would carry out strikes against forces which already have Special Forces from Turkey’s NATO ally USA amidst their ranks. However, Cavusoglu argued that the Kurdish occupation of the town of Manbij and or Raqqa are a hindrance to what he describes as Turkish efforts to carve out a safe zone in northern Syria. Cavusoglu gave no deadline though for an attac but accused Washington of being confused in its planning for an attack on the IS stronghold of Raqqa.
  • The deployment marks an escalation of U.S. military involvement in Syria. Several hundred Special Operations troops have been advising the YPG-led Syrian Democratic Forces. Last weekend, some of those Special Forces, a hundred U.S. Rangers, deployed in Manbij in a bid to deter clashes between YPG fighters and Turkish-led fighters. The deployment comes as the administration of U.S. President Donald Trump debates a Raqqa plan drafted by Lt. Gen. Stephen Townsend, the U.S. commander overseeing the campaign against the Islamic State. However, on Thursday the top U.S. commander in the Middle East signalled that there will be a larger and longer American military presence in Syria, allegedly to accelerate the fight against the Islamic State group and quell friction within the complicated mix of warring factions there. Gen. Joseph Votel, head of U.S. Central Command, told Senators that he will need more conventional U.S. forces to insure stability once the fight to defeat Islamic State militants in their self-declared capital of Raqqa is over. The U.S. military, he said, can’t just leave once the fight is over because the Syrians will need help keeping IS out and ensuring the peaceful transition to local control.

  • Surprisingly, the Syrian government has not lodged a formal complaint against the latest deployment. U.S. troops are operating in Syria without a mandate from the UN Security Council or an “official” invitation from Syria. It may be that an “unofficial” or classified agreement has been reached involving Syria, Russia and the USA, but so far no verifiable information about such an agreement has been made available to the press. However, there have been Syrian complaints about Turkish activities. A Syrian military source said on Thursday that Turkish military forces targeted positions held by the Syrian Arab Army (SAA) allied forces in Manbij with artillery and rockets. The Turkish shelling reportedly targeted border guard checkpoints and claimed several lives. Russian President Vladimir Putin and Turkish President Erdogan, for their part, met in an attempt to bolster Turkish – Russian relations. Adding complexity to the highly volatile situation is that the Syrian PYD and its military wings, the YPG / YPJ are traditional allies of Turkey’s Kurdistan Worker’s party (PKK). The PKK as well as the PYD have functioned as a Russian / Syrian / and in part Iranian version of what NATO forces would describe as stay-behinds (or proxies).

    This report lists hundreds of instances in which the United States has used its Armed Forces abroad in situations of military conflict or potential conflict or for other than normal peacetime purposes. It was compiled in part from various older lists and is intended primarily to provide a rough survey of past U.S. military ventures abroad, without reference to the magnitude of the given instance noted. The listing often contains references, especially from 1980 forward, to continuing military deployments, especially U.S. military participation in multinational operations associated with NATO or the United Nations. Most of these post-1980 instances are summaries based on presidential reports to Congress related to the War Powers Resolution. A comprehensive commentary regarding any of the instances listed is not undertaken here. The instances differ greatly in number of forces, purpose, extent of hostilities, and legal authorization. Eleven times in its history the United States has formally declared war against foreign nations.   • Apart from its impact on U.S. involvement in Yemen, the resolution fits into a larger debate about Congress’s war powers as they relate to what the Bush administration referred to as the Global War on Terror (GWOT). The post-9/11 Authorization to Use Military Force (AUMF) has been used by the U.S. government for over 16 years to justify military operations that go far beyond responding to al-Qaeda’s attacks. If Congress were to finally reassert its authority on military matters it could have substantial implications on the GWOT, including U.S. military intervention in Syria and elsewhere, perhaps requiring a new and more limited AUMF.

  • Two Russian navy ships are completing preparations to sail to Syria with a unit of marines on a mission to protect Russian citizens and the nation's base there, a news report said Monday. The deployment appears to reflect Moscow's growing concern about Syrian President Bashar Assad's future.
  • The Interfax news agency quoted an unidentified Russian navy official as saying that the two amphibious landing vessels, Nikolai Filchenkov and Caesar Kunikov, will be heading shortly to the Syrian port of Tartus, but didn't give a precise date.

That would make it the largest known Russian troop deployment to Syria, signaling that Moscow is becoming increasingly uneasy about Syria's slide toward civil war. Syria has been on the Israeli/Neocon hit list for many years as part of Israel's empirical ambitions, which requires destabilizing and  balkanizing surrounding nations. But the Syrian ambitions came to the fore after U.S. deployments to Iraq, Afghanistan, and Libya wound down and Israel, Qatar, and Saudi Arabia decided they wished to exploit large natural gas deposits in Qatar and off the Israeli coast via a pipeline through Syria to connect with an existing pipeline supplying the E.U. with a terminus in Turkey, all at the expense of an existing Russian monopoly on natural gas sales in the E.U. To boot, Syria is the ally of Iran, which is also on the Israeli hit list.  "[T]he conflict is now an armed insurgency."  Vocabulary please? "An insurgency is an armed rebellion against a constituted authority (for example, an authority recognized as such by the United Nations) when those taking part in the rebellion are not recognized as belligerents." Syria: Obama authorizes boots on ground to fight ISIS - CNNPolitics.com - 0 views

  • The United States is set to deploy troops on the ground in Syria for the first time to advise and assist rebel forces combating ISIS, the White House said Friday. White House spokesman Josh Earnest said that the U.S. would be deploying "less than 50" Special Operations forces, who will be sent to Kurdish-controlled territory in northern Syria. The American troops will help local Kurdish and Arab forces fighting ISIS with logistics and are planning to bolster their efforts.

  • Brazil plans to divorce itself from the U.S.-centric Internet over Washington’s widespread online spying, a move that many experts fear will be a potentially dangerous first step toward fracturing a global network built with minimal interference by governments. President Dilma Rousseff ordered a series of measures aimed at greater Brazilian online independence and security following revelations that the U.S. National Security Agency intercepted her communications, hacked into the state-owned Petrobras oil company’s network and spied on Brazilians who entrusted their personal data to U.S. tech companies such as Facebook and Google. The leader is so angered by the espionage that on Tuesday she postponed next month’s scheduled trip to Washington, where she was to be honored with a state dinner. Internet security and policy experts say the Brazilian government’s reaction to information leaked by former NSA contractor Edward Snowden is understandable, but warn it could set the Internet on a course of Balkanization.

  • Brazil also plans to build more Internet exchange points, places where vast amounts of data are relayed, in order to route Brazilians’ traffic away from potential interception. And its postal service plans by next year to create an encrypted email service that could serve as an alternative to Gmail and Yahoo!, which according to Snowden-leaked documents are among U.S. tech giants that have collaborated closely with the NSA. “Brazil intends to increase its independent Internet connections with other countries,” Rousseff’s office said in an emailed response to questions from The Associated Press on its plans. It cited a “common understanding” between Brazil and the European Union on data privacy, and said “negotiations are underway in South America for the deployment of land connections between all nations.” It said Brazil plans to boost investment in home-grown technology and buy only software and hardware that meet government data privacy specifications.
  • While the plans’ technical details are pending, experts say they will be costly for Brazil and ultimately can be circumvented. Just as people in China and Iran defeat government censors with tools such as “proxy servers,” so could Brazilians bypass their government’s controls. International spies, not just from the United States, also will adjust, experts said. Laying cable to Europe won’t make Brazil safer, they say. The NSA has reportedly tapped into undersea telecoms cables for decades. Meinrath and others argue that what’s needed instead are strong international laws that hold nations accountable for guaranteeing online privacy.

Matthew Green, a Johns Hopkins computer security expert, said Brazil won’t protect itself from intrusion by isolating itself digitally. Under the various GATT series of trade agreements, otherwise forbidden discriminatory actions taken that restrict trade in aid of national security are exempt from redress through the World Trade Organization Dispute Resolution Process. So the NSA voyeurs can add legalizing economic digital discrimination against the U.S. to its score card.

U.S. "Humanitarian" Bombing of Iraq: A Redundant Presidential Ritual - The Intercept - 0 views

  • There are several brief points worth noting about all of this: (1) For those who ask “what should be done?,” has the hideous aftermath of the NATO intervention in Libya – hailed as a grand success for “humanitarian interventions” – not taught the crucial lessons that (a) bombing for ostensibly “humanitarian” ends virtually never fulfills the claimed goals but rather almost always makes the situation worse; (b) the U.S. military is not designed, and is not deployed, for “humanitarian” purposes?; and (c) the U.S. military is not always capable of “doing something” positive about every humanitarian crisis even if that were really the goal of U.S. officials? The suffering in Iraq is real, as is the brutality of ISIS, and the desire to fix it is understandable. There may be some ideal world in which a superpower is both able and eager to bomb for humanitarian purposes. But that is not this world. Just note how completely the welfare of Libya was ignored by most intervention advocates the minute the fun, glorious, exciting part – “We came, we saw, he died,” chuckled Hillary Clinton – was over.
  • (2) It is simply mystifying how anyone can look at U.S. actions in the Middle East and still believe that the goal of its military deployments is humanitarianism. The U.S. government does not oppose tyranny and violent oppression in the Middle East. To the contrary, it is and long has been American policy to do everything possible to subjugate the populations of that region with brutal force – as conclusively demonstrated by stalwart U.S. support for the region’s worst oppressors. Or, as Hillary Clinton so memorably put it in 2009: “I really consider President and Mrs. Mubarak to be friends of my family.” How can anyone believe that a government whose overt, explicit policy is “regime continuity” for Saudi Arabia, and who continues to lend all sorts of support to the military dictators of Egypt, is simultaneously driven by humanitarian missions in the region? (3) “Humanitarianism” is the pretty packaging in which all wars – even the most blatantly aggressive ones – are wrapped, but it is almost never the actual purpose. There are often numerous steps the U.S. could take to advance actually humanitarian goals, but those take persistence and resources, and entail little means of control, and are thus usually ignored in favor of blowing things and people up with Freedom Bombs.
  • (4) Note how even the pretenses of constitutional democracy are now dispensed with: there is a reasonable legal debate over legality, but in essence: the President has the power to order bombing of Iraq because he decides it should happen. (5) Perhaps having Israel and the U.S. simultaneously bombing Arabs in different countries – yet again – will create some extremely negative consequences?

  • (6) This above-documented parade of “Saddam-is-worse-than-Hitler” campaigns was surrounded by stints of U.S. arming and funding of the very same Saddam (the same, of course, was true of the Taliban precursors, Gadhaffi, Iran, Manuel Noriega, and virtually every other Latest Villain who needed to be bombed; the US was roughly allied with ISIS allies in Syria and American allies fund ISIS itself). The propaganda has gone from “pulling babies from incubators: as bad as Hitler” to “rape rooms: worse than Hitler” to the new slogan: “worse than al-Qaeda!” What’s left? For quite some time, it was Mahmoud Ahmadinejad – the democratically elected president of Iran who left office peacefully at the end of his term and who never actually invaded anybody – who was The New Hitler. As all of this demonstrates, there certainly are some heinous, violent people in the world: often including America’s closest allies and the ones who unleash the violence documented here, as well as those at whom that violence is directed. But perhaps some perspective and serious skepticism is warranted the next time we’re relentlessly bombarded with messaging about The New Greatest Villainous Threat in History – and especially manipulative accusations that opposition to U.S. military attack is indicative of support for those New Villains – as a means to secure acquiescence to the next bombing campaign.
  • (7) Maybe this and this, rather than humanitarianism, is a more significant influence in this new bombing campaign? Targeted strikes against ISIS is obviously not remotely the same as a full-scale invasion of Iraq, but whatever else is true, and whatever one’s opinions are on this latest bombing, it is self-evidently significant that, as the NYT’s Peter Baker wrote today, “Mr. Obama became the fourth president in a row to order military action in that graveyard of American ambition” known as Iraq.

DOJ's Motion to Dismiss in Smith v. Obama, the case challenging the legality of the war... - 0 views

  • As I noted in an earlier post, Nathan Smith, a U.S. Army captain deployed to Kuwait as part of the campaign against ISIL, Operation Inherent Resolve, has sued the President, seeking a declaration that Congress has not authorized the hostilities in Iraq and Syria and that therefore the War Powers Resolution requires the President to remove U.S. forces from hostilities in those nations. On Tuesday, the Department of Justice filed a motion to dismiss the case. Its brief in support of the motion includes one argument that I think is correct (albeit not for all the reasons the government offers) — namely, that Smith lacks standing to sue. That ought to be sufficient to have the case dismissed. The brief also includes an argument on the merits (albeit not designated as such) that is very interesting and potentially important — an account of how Congress has allegedly authorized Inherent Resolve in three ways: (i) in the 2001 AUMF; (ii) in the 2002 AUMF; and (iii) in current appropriations statutes. The heart of the brief, however, is devoted to a third argument — that Judge Koller-Kotelly must dismiss the case on the basis of the political question doctrine — that is not only wrong, but that simply ignores the Supreme Court’s recent (and repeated) repudiation of that very argument.
  • On page 39 of its 45-page brief, the government finally gets around to the reason why the court should dismiss the complaint: Smith lacks standing. Importantly, Smith’s theory of standing is not that he — an Army captain deployed to perform intelligence services in Kuwait — is more likely to be injured or killed by virtue of the President’s decision to deploy troops into hostilities in Iraq and Syria. It is, instead, that the President’s alleged failure to comply with the War Powers Act results in Captain Smith’s own violation of his officer’s oath to “support and defend” the Constitution “against all enemies, foreign and domestic,” and to “bear true faith and allegiance” to the Constitution.
  • The government’s standing argument begins (p. 35) by suggesting that “[p]laintiff’s claim that he is being forced to betray his oath is insufficient to establish standing because the violation of an oath, by itself, is not an injury in fact.” The cases the government cites for that proposition, however, do not say that a forced oath violation would not be an injury in fact — and that’s not a question the judge needs to resolve. What the cases establish, instead, is the point the government finally argues at page 39 — namely, that a government officer does not violate his oath by complying with superiors’ orders, even if it turns out that the law prohibits the military operation in which those orders are issued. Indeed, Smith would not violate his oath of office even if his superiors’ orders themselves were unauthorized, or if the intelligence activities he is ordered to performed were unauthorized. But he does not allege even those things (as I discuss below, he does not, for instance, alleged that he is being ordered to do anything unlawful). Instead, he merely argues that because President Obama should have withdrawn troops from Syria and Iraq 60 days after their deployment, Smith himself is violating his oath to “bear true faith and allegiance to the Constitution.” This is a non sequitur: Even if Smith is right that the continuation of Operation Inherent Resolve is unlawful, that would not mean that he is acting in violation of his oath. (Much more on this in my earlier post.) And that simple fact is reason enough for Judge Koller-Kotelly to dismiss the case.

  • One of Smith’s counsel, Professor Bruce Ackerman, argues that this reason for rejecting the oath-based theory of standing ignores the Supreme Court’s 1804 decision in Little v. Barreme. Little, however, is not on point. In that case, Navy Captain Little was sued by the owners of a Danish ship for damages caused when Little seized that neutral ship. The Court held that Little could be liable, notwithstanding the fact that he was following orders, because the capture violated a implicit statutory prohibition on the military’s seizure of ships sailing from France to the United States. In this case, however, Captain Smith has not argued — nor could he — that he has been ordered to do anything unlawful (in violation of a statute), let alone that he has been ordered to do something that would subject him to possible liability for damages. He is, instead, arguing that President Obama violated a statute. That is not enough to establish Smith’s standing to sue.
  • The government’s main argument, to which it devotes far too many pages, is that the judge must dismiss the case because it raises a “political question” that courts cannot answer. This is flatly wrong — and it ignores several controlling precedents, including the Supreme Court’s recent 8-1 rejection of virtually the same government argument in Zivotofsky v. Clinton.
  • The most interesting thing about the government’s brief — and by far the most important aspect of it, for public purposes apart from the lawsuit itself — is that, in the section ostensibly arguing that the case is nonjusticiable (see pp. 25-30, and also pp. 4-14), DOJ actually offers the Executive branch’s most detailed defense yet about why Operation Inherent Resolve is congressionally authorized. As some of us predicted, the government relies on three arguable authorizations, any one of which would be sufficient to defeat Smith’s WPR claim if the courts were to reach the merits. In this post I’m not going to assess the merits of the three arguments. For now, my purpose is only to describe them, and to raise one issue with respect to the third. i. First, the government argues that the 2001 AUMF authorizes the operation against ISIL.
  • Second, the government argues that the 2002 AUMF also authorizes Operation Inherent Resolve, just as it authorized operations in Iraq against AQI (which became ISIL) from 2003 to 2011, after the Hussain regime fell.
  • Finally, and most interestingly (in part because the government has not previously made this argument), DOJ argues that a recent “unbroken stream” of appropriations statutes not only confirm the authorities allegedly conferred by the 2001 and 2002 AUMFs, but also offer their own, independent congressional authorization.
  • Two things are fairly clear from this: The members of Congress approve of Operation Inherent Resolve — indeed, there’s virtually no opposition. And Congress has (most likely) appropriated funds to pay for it. The operative question, however, is whether Congress’s appropriations also serve as an authorization that would supersede the requirement of WPR section 5(b). The government brief alludes to one important argument that the plaintiff will undoubtedly raise: Section 8(a)(1) of the WPR provides that, for purposes of tolling the 60-day clock of section 5(b), “[a]uthority to introduce United States Armed Forces into hostilities or into situations wherein involvement in hostilities is clearly indicated by the circumstances shall not be inferred (1) from any provision of law . . . including any provision contained in any appropriations Act, unless such provision specifically authorizes the introduction of United States Armed Forces into hostilities or into such situations and states that it is intended to constitute specific statutory authorization within the meaning of this chapter.” Obviously, the 2016 Act does not satisfy that requirement. Is that fatal to the appropriations-as-authorization argument?
  • As the Office of Legal Counsel 50 U.S.C. 1542 and 1543). These provisions might be read simply to convey that the executive must continue to comply with the consultation and reporting requirements of WPR sections 3 and 4, even after the 2016 Act authorizes the introduction of troops into hostilities in Iraq and Syria. Or they might alternatively be construed to also specify that the Act is not providing the authority that section 5(b) of the WPR calls for.
  • Not surprisingly, DOJ argues for the former view (pp. 27-28 of the brief): “[I]n the few provisions in which Congress did reference the War Powers Resolution, to clarify that no funds made available for Operation Inherent Resolve are to be used ‘in contravention’ of the Resolution, Congress signaled its agreement that the President’s counter-ISIL military actions were authorized by simultaneously funding Operation Inherent Resolve. If Congress believed that the United States had been conducting airstrikes and other counter-ISIL military activities ‘in contravention of the War Powers Resolution,’ it would have made no sense for Congress to use the ‘in contravention’ proviso in the same laws that make funds available for the express purpose of continuing those military activities.” That’s not a bad argument, at least at first glance; but it’s not a slam-dunk, either, in part because appropriations provisions do not necessarily establish authorizations. It’ll be interesting to see how Captain Smith’s lawyers respond to this particular aspect of the merits argument. I doubt Judge Koller-Kotelly will reach it, however, because she is likely to dismiss the case for want of standing.

    I've read the brief. I don't think the implied partial repeal of the War Powers Resolution argument should fly. The relevant provision establishes a rule of interpretation of later statutes and the appropriations bills neither reject the rule of interpretation nor specifically provide authorization for use of military force. They just authorize funding. On the standing issue, I think the DoJ position is correct; the oath of office applies only to senior officers who make the decision to initiate a war. But DoJ may have opened the door to a more compelling standing argument by arguing that the war does not constitute a war crime, a crime against peace, or a crime against humanity under international law. DoJ did not need to make that argument because Smith had not alleged in his complaint that he was being ordered to commit such crimes, but by doing so DoJ waives any argument that such issues are beyond the scope of Smith's standing and the evidence that the Iraq and Syrian wars are illegal under international law is, to say the least, strong.

China submarines outnumber U.S. fleet: U.S. admiral | Reuters - 0 views

  • (Reuters) - China is building some "fairly amazing submarines" and now has more diesel- and nuclear-powered vessels than the United States, a top U.S. Navy admiral told U.S. lawmakers on Wednesday, although he said their quality was inferior.

    Vice Admiral Joseph Mulloy, deputy chief of naval operations for capabilities and resources, told the House Armed Services Committee's seapower subcommittee that China was also expanding the geographic areas of operation for its submarines, and their length of deployment.

    For instance, China had carried out three deployments in the Indian Ocean, and had kept vessels out at sea for 95 days, Mulloy said.

    "We know they are out experimenting and looking at operating and clearly want to be in this world of advanced submarines," Mulloy told the committee.

     
     

    U.S. military officials in recent months have grown increasingly vocal about China's military buildup and launched a major push to ensure that U.S. military technology stays ahead of rapid advances by China and Russia.

  • Mulloy said the quality of China's submarines was lower than those built by the United States, but the size of its undersea fleet had now surpassed that of the U.S. fleet. A spokeswoman said the U.S. Navy had 71 commissioned U.S. submarines.

Does this signal that the dogs of war are about to be unleashed? The thought may seem preposterous but tensions are palpable. US spy planes are spotted ever more frequently in the Eastern Mediterranean and the Black Sea over Russian bases, especially Tartus and Hmeimim in Syria.
  • Russia has deployed SA-23 Gladiator anti-missile and anti-aircraft systems in Syria, the first-ever such deployments outside Russia. Western analysts see it as a pre-emptive step to counter any American cruise missile attack. Russia is not taking any chances.
  • Moscow factors in that the US may use some rebel groups to ensure that Russian “body bags” are sent to Moscow, as threatened explicitly by US state department spokesman John Kirby last week. Moscow suspects American involvement in the missile attack on the Russian embassy in Damascus — “Brits and Ukrainians clumsily helped the Americans”, a Russian statement in New York said on Tuesday. Indeed, passions are running high. There could be several dozen western intelligence operatives trapped with the rebel groups in east Aleppo. Clearly, the turning point was reached when the US and western allies undertook a fierce air attack on the Syrian army base at Deir Ezzor lasting an hour and killing 62 government troops. The US explanation of that being an accident lost credibility, since within an hour of the airstrike, extremist groups of al-Qaida followed up with ground attack as if acting in tandem.

  • Trust has consequently broken down. The Russians are convinced that the US was never really interested in separating the moderate groups from extremists despite repeated promises, because Washington sees a use for al-Qaida affiliates, which happen to be the only capable fighting force to push the ‘regime change agenda in Syria. Put differently, Russians are inclined to agree with what Tehran has been saying all along. Moscow, therefore, switched tack and put its resources behind the Syrian operations to capture the strategic city of Aleppo and the military campaign is within sight of victory.
  • That is, unless there is US intervention in the coming days to tilt the military balance in favor of extremist groups trapped in the eastern districts of Aleppo with supply lines for reinforcements cut.
  • With no prospect of getting reinforcements, facing relentless air and ground attacks from the north and south, the rebels are staring at a hopeless battle of attrition. The point is, with the fall of Aleppo, the Syrian war becomes a residual military operation to purge the al-Qaida affiliate Jubhat al-Nusra from Idlib province as well, which means regime forces would secure control over the entire populous regions of Syria, all main cities and the entire Mediterranean coast. In a nutshell, the Syrian war ends with President Bashar al-Assad ensconced in power. The specter of “total victory” for Assad haunts Washington. It explains the string of vituperative statements against Moscow, betraying a high level of frustration. Theoretically, Obama can order missile attacks on the victorious Syrian government forces, but that will be like pouring oil on fire. On Saturday, the Russian Defense Ministry warned the Pentagon that any US military intervention to remove Assad would result in “terrible tectonic shifts” across the region.
  • In considering the war option, Obama has three things to take into account. First, Washington’s equations with Ankara and Riyadh are hugely uncertain at the moment and both regional allies are key partners in Syria.
  • Second, Turkish President Recep Erdogan is unlikely to gamble on another confrontation with Russia when his country’s legitimate interests in Syria can be secured by working in tandem with President Vladimir Putin at the negotiating table.
  • Third, and most important, Obama is unlikely to lead his country into a war without any clear-cut objective to realize when the curtain is coming down on his presidency. In this current state of play, Assad stands between the West and the deluge.
  • But what rankles is that Russian victory in Syria would mark the end of western hegemony over the Middle East, and historians are bound to single it out as the defining foreign-policy legacy of Obama’s presidency. Certainly, Moscow cannot but be sensing this. Russia may offer at some point a face-saving exit strategy — but only after the capture of Aleppo. After all, there is really no hurry between now and January to salvage Russia-US ties.
  • The debris of Russia’s ties with the US lies all around and no one knows where to begin a clean-up. Relations got worse when Obama called the Kremlin leadership “barbarous” in regard to Aleppo. Then, on Monday, Moscow explained its decision to suspend cooperation in getting rid of excess plutonium (that could be used to make nuclear weapons) as being due to “the emergence of a threat to strategic stability and as a result of unfriendly actions” by the US. This was a decision that Moscow could have deferred until Obama left office. After all, it meant suspending the sole Russian-American nuclear security initiative carrying Obama’s imprimatur. However, Moscow couldn’t resist depicting a Nobel Prize winner who promised to ensure “America’s commitment to seek the peace and security of a world without nuclear weapons,” as someone who actually enhanced the role of nuclear weapons in the security strategy of the US.

(In fact, there are no "moderate" Syrian rebels; just agents of ISIL and Al-Nusrah who fly a different flag when it's time to pick up their supplies and ammunition from the U.S.) What's the Empire of Chaos to do when the mercenaries refuse to obey orders? So with all major elements of al-Nurah surrounded in an East Aleppo noose with the knot rapidly tightening (Aleppo will be taken before Hillary takes her throne), it's up to Obama to decide whether to unleash the Pentagon to save the CIA's al-Nusrah from destruction. He can't kick that can down the road to Hillary (or Donald). MSM is flooding its viewership with anti-Putin propaganda of the most vituperative kind as well as horror stories about all those poor freedom fighters and their kids being ruthlessly killed by Russia in East Aleppo.   • I want to speak with you today about the Middle East. This is the region where Africa, Asia, and Europe come together. It is also the part of the world where we have been most compellingly reminded that some struggles cannot be won, but there are no struggles that cannot be lost. It is often said that human beings learn little useful from success but can learn a great deal from defeat. If so, the Middle East now offers a remarkably rich menu of foreign-policy failures for Americans to study. • Our four-decade-long diplomatic effort to bring peace to the Holy Land sputtered to an ignominious conclusion a year ago. • Our unconditional political, economic, and military backing of Israel has earned us the enmity of Israel’s enemies even as it has enabled egregiously contemptuous expressions of ingratitude and disrespect for us from Israel itself.
  • • Our attempts to contain the Iranian revolution have instead empowered it. • Our military campaigns to pacify the region have destabilized it, dismantled its states, and ignited ferocious wars of religion among its peoples. • Our efforts to democratize Arab societies have helped to produce anarchy, terrorism, dictatorship, or an indecisive juxtaposition of all three. • In Iraq, Libya, and Syria we have shown that war does not decide who’s right so much as determine who’s left. • Our campaign against terrorism with global reach has multiplied our enemies and continuously expanded their areas of operation. • Our opposition to nuclear proliferation did not prevent Israel from clandestinely developing nuclear weapons and related delivery systems and may not preclude Iran and others from following suit.

  • One can only measure success or failure by reference to what one is trying achieve. So, in practice, what have U.S. objectives been? Are these objectives still valid? If we’ve failed to advance them, what went wrong? What must we do now to have a better chance of success? Our objectives in the Middle East have not changed much over the course of the past half century or more. We have sought to 1. Gain acceptance and security for a Jewish homeland from the other states and peoples of the region; 2. Ensure the uninterrupted availability of the region’s energy supplies to sustain global and U.S. security and prosperity; 3. Preserve our ability to transit the region so as to be able to project power around the world; 4. Prevent the rise of a regional hegemon or the deployment of weapons of mass destruction that might threaten any or all of these first three objectives; 5. Maximize profitable commerce; and 6. Promote stability while enhancing respect for human rights and progress toward constitutional democracy. Let’s briefly review what’s happened with respect to each of these objectives. I will not mince words.
  • Israel has come to enjoy military supremacy but it remains excluded from most participation in its region’s political, economic, and cultural life. In the 67 years since the Jewish state was proclaimed, Israel has not made a single friend in the Middle East, where it continues to be regarded as an illegitimate legacy of Western imperialism engaged in racist removal of the indigenous population. International support for Israel is down to the United States and a few of the former colonial powers that originally imposed the Zionist project on the Arabs under Sykes-Picot and the related Balfour Declaration. The two-state solution has expired as a physical or political possibility. There is no longer any peace process to distract global attention from Israel’s maltreatment of its captive Arab populations. After years of deference to American diplomacy, the Palestinians are about to challenge the legality of Israel’s cruelties to them in the International Criminal Court and other venues in which Americans have no veto, are not present, or cannot protect the Jewish state from the consequences of its own behavior as we have always been able to do in the past. Israel’s ongoing occupation of the West Bank and siege of Gaza are fueling a drive to boycott its products, disinvest in its companies, and sanction its political and cultural elite. These trends are the very opposite of what the United States has attempted to achieve for Israel.
  • In a stunning demonstration of his country’s most famous renewable resource — chutzpah — Israel’s Prime Minister chose this very moment to make America the main issue in his reelection campaign while simultaneously transforming Israel into a partisan issue in the United States. This is the very opposite of a sound survival strategy for Israel. Uncertainties about their country’s future are leading many Israelis to emigrate, not just to America but to Europe. This should disturb not just Israelis but Americans, if only because of the enormous investment we have made in attempts to gain a secure place for Israel in its region and the world. The Palestinians have been silent about Mr. Netanyahu’s recent political maneuvers. Evidently, they recall Napoleon’s adage that one should never interrupt an enemy when he is making a mistake. This brings me to an awkward but transcendently important issue. Israel was established as a haven from anti-Semitism — Jew hatred — in Europe, a disease of nationalism and Christian culture that culminated in the Holocaust. Israel’s creation was a relief for European Jews but a disaster for the Arabs of Palestine, who were either ethnically cleansed by European Jewish settlers or subjugated, or both.  But the birth of Israel also proved tragic for Jews throughout the Middle East — the Mizrahim. In a nasty irony, the implementation of Zionism in the Holy Land led to the introduction of European-style anti-Semitism — including its classic Christian libels on Jews — to the region, dividing Arab Jews from their Muslim neighbors as never before and compelling them to join European Jews in taking refuge in Israel amidst outrage over the dispossession of Palestinians from their homeland. Now, in a further irony, Israel’s pogroms and other injustices to the Muslim and Christian Arabs over whom it rules are leading not just to a rebirth of anti-Semitism in Europe but to its globalization.
  • The late King `Abdullah of Saudi Arabia engineered a reversal of decades of Arab rejectionism at Beirut in 2002. He brought all Arab countries and later all 57 Muslim countries to agree to normalize relations with Israel if it did a deal — any deal — with the Palestinians that the latter could accept. Israel spurned the offer. Its working assumption seems to be that it does not need peace with its neighbors as long as it can bomb and strafe them. Proceeding on this basis is not just a bad bet, it is one that is dividing Israel from the world, including Jews outside Israel. This does not look like a story with a happy ending. It’s hard to avoid the thought that Zionism is turning out to be bad for the Jews. If so, given the American investment in it, it will also have turned out to be bad for America. The political costs to America of support for Israel are steadily rising. We must find a way to divert Israel from the largely self-engineered isolation into which it is driving itself, while repairing our own increasing international ostracism on issues related to Israel.  
  • Despite Mr. Netanyahu’s recent public hysteria about Iran and his efforts to demonize it, Israel has traditionally seen Iran’s rivalry with the Arabs as a strategic asset. It had a very cooperative relationship with the Shah. Neither Israelis nor Arabs have forgotten the strategic logic that produced Israel's entente with Iran. Israel is very much on Daesh’s list of targets, as is Iran. For now, however, Israel’s main concern is the possible loss of its nuclear monopoly in the Middle East. Many years ago, Israel actually did what it now accuses Iran of planning to do. It clandestinely developed nuclear weapons while denying to us and others that it was doing so. Unlike Iran, Israel has not adhered to the Nuclear Non-Proliferation Treaty or subjected its nuclear facilities to international inspection. It has expressed no interest in proposals for a nuclear-free zone in the Middle East. It sees its ability to bring on nuclear Armageddon as the ultimate guarantee of its existence.
  • To many, Israel now seems to have acquired the obnoxious habit of biting the American hand that has fed it for so long. The Palestinians have despaired of American support for their self-determination. They are reaching out to the international community in ways that deliberately bypass the United States. Random acts of violence herald mayhem in the Holy Land. Daesh has proclaimed the objective of erasing the Sykes-Picot borders and the states within them. It has already expunged the border between Iraq and Syria. It is at work in Lebanon and has set its sights on Jordan, Palestine, and Israel. Lebanon, under Saudi influence, has turned to France rather than America for support. Hezbollah has intervened militarily in Iraq and Syria, both of whose governments are close to Iran. Egypt and Turkey have distanced themselves from the United States as well as from each other. Russia is back as a regional actor and arms supplier. The Gulf Arabs, Egypt, and Turkey now separately intervene in Libya, Syria, and Iraq without reference to American policy or views. Iran is the dominant influence in Iraq, Syria, parts of Lebanon, and now Yemen. It has boots on the ground in Iraq. And now Saudi Arabia seems to be organizing a coalition that will manage its own nuclear deterrence and military balancing of Ir
  • To describe this as out of control is hardly adequate. What are we to do about it? Perhaps we should start by recalling the first law of holes — “when stuck in one, stop digging.” It appears that “don’t just sit there, bomb something” isn’t much of a strategy. When he was asked last summer what our strategy for dealing with Daesh was, President Obama replied, “We don’t yet have one.” He was widely derided for that. He should have been praised for making the novel suggestion that before Washington acts, it should first think through what it hopes to accomplish and how best to do it. Sunzi once observed that “tactics without strategy is the noise before defeat." America’s noisy but strategy-free approach to the Middle East has proven him right. Again the starting point must be what we are trying to accomplish. Strategy is "the discipline of achieving desired ends through the most efficient use of available means" [John Lewis Gaddis].Our desired ends with respect to the Middle East are not in doubt. They have been and remain to gain an accepted and therefore secure place for Israel there; to keep the region's oil and gas coming at reasonable prices; to be able to pass through the area at will; to head off challenges to these interests; to do profitable business in the markets of the Middle East; and to promote stability amidst the expansion of liberty in its countries. Judging by results, we have been doing a lot wrong. Two related problems in our overall approach need correction. They are “enablement” and the creation of “moral hazard.” Both are fall-out from  relationships of codependency.
  • Enablement occurs when one party to a relationship indulges or supports and thereby enables another party’s dysfunctional behavior. A familiar example from ordinary life is giving money to a drunk or a drug addict or ignoring, explaining away, or defending their subsequent self-destructive behavior.  Moral hazard is the condition that obtains when one party is emboldened to take risks it would not otherwise take because it knows another party will shoulder the consequences and bear the costs of failure. The U.S.-Israel relationship has evolved to exemplify codependency. It now embodies both enablement and moral hazard. U.S. support for Israel is unconditional.  Israel has therefore had no need to cultivate relations with others in the Middle East, to declare its borders, or to choose peace over continued expansion into formerly Arab lands. Confidence in U.S. backing enables Israel to do whatever it likes to the Palestinians and its neighbors without having to worry about the consequences. Israel is now a rich country, but the United States continues to subsidize it with cash transfers and other fiscal privileges. The Jewish state is the most powerful country in the Middle East. It can launch attacks on its neighbors, confident that it will be resupplied by the United States. Its use of U.S. weapons in ways that violate both U.S. and international law goes unrebuked. 41 American vetoes in the United Nations Security Council have exempted Israel from censure and international law. We enable it to defy the expressed will of the international community, including, ironically, our own.
  • We Americans are facilitating Israel's indulgence in denial and avoidance of the choices it must make if it is not to jeopardize its long-term existence as a state in the Middle East. The biggest contribution we could now make to Israel's longevity would be to ration our support for it, so as to cause it to rethink and reform its often self-destructive behavior. Such peace as Israel now enjoys with Egypt, Jordan, and the Palestinians is the direct result of tough love of this kind by earlier American administrations. We Americans cannot save Israel from itself, but we can avoid killing it with uncritical kindness. We should support Israel when it makes sense to do so and it needs our support on specific issues, but not otherwise. Israel is placing itself and American interests in jeopardy. We need to discuss how to reverse this dynamic.
  • Moral hazard has also been a major problem in our relationship with our Arab partners. Why should they play an active role in countering the threat to them they perceive from Iran, if they can get America to do this for them? Similarly, why should any Muslim country rearrange its priorities to deal with Muslim renegades like Daesh when it can count on America to act for it? If America thinks it must lead, why not let it do so? But responsible foreign and defense policies begin with self-help, not outsourcing of military risks. The United States has the power-projection and war-fighting capabilities to back a Saudi-led coalition effort against Daesh. The Saudis have the religious and political credibility, leadership credentials, and diplomatic connections to organize such an effort. We do not. Since this century began, America has administered multiple disappointments to its allies and friends in the Middle East, while empowering their and our adversaries. Unlike the Gulf Arabs, Egypt, and Turkey, Washington does not have diplomatic relations with Tehran. Given our non-Muslim identity, solidarity with Israel, and recent history in the Fertile Crescent, the United States cannot hope to unite the region’s Muslims against Daesh.  Daesh is an insurgency that claims to exemplify Islam as well as a governing structure and an armed force. A coalition led by inhibited foreign forces, built on papered-over differences, and embodying hedged commitments will not defeat such an insurgency with or without boots on the ground.
  • When elections have yielded governments whose policies we oppose, we have not hesitated to conspire with their opponents to overthrow them. But the results of our efforts to coerce political change in the Middle East are not just failures but catastrophic failures. Our policies have nowhere produced democracy. They have instead contrived the destabilization of societies, the kindling of religious warfare, and the installation of dictatorships contemptuous of the rights of religious and ethnic minorities. Frankly, we have done a lot better at selling things, including armaments, to the region than we have at transplanting the ideals of the Atlantic Enlightenment there. The region’s autocrats cooperate with us to secure our protection, and they get it. When they are nonetheless overthrown, the result is not democracy or the rule of law but socio-political collapse and the emergence of  a Hobbesian state of nature in which religious and ethnic communities, families, and individuals are able to feel safe only when they are armed and have the drop on each other. Where we have engineered or attempted to engineer regime change, violent politics, partition, and ethno-religious cleansing have everywhere succeeded unjust but tranquil order. One result of our bungled interventions in Iraq and Syria is the rise of Daesh. This is yet another illustration that, in our efforts to do good in the Middle East, we have violated the principle that one should first do no harm.
  • Americans used to believe that we could best lead by example. We and those in the Middle East seeking nonviolent change would all be better off if America returned to that tradition and forswore ideologically motivated hectoring and intervention. No one willingly follows a wagging finger. Despite our unparalleled ability to use force against foreigners, the best way to inspire them to emulate us remains showing them that we have our act together. At the moment, we do not. In the end, to cure the dysfunction in our policies toward the Middle East, it comes down to this. We must cure the dysfunction and venality of our politics. If we cannot, we have no business trying to use an 8,000-mile-long screwdriver to fix things one-third of the way around the world. That doesn’t work well under the best of circumstances. But when the country wielding the screwdriver has very little idea what it’s doing, it really screws things up.

    Chas Freeman served as US ambassador to Saudi Arabia during the war to liberate Kuwait and as Assistant Secretary of Defense from 1993-94. He was the editor of the Encyclopedia Britannica entry on "diplomacy" and is the author of five books, including "America's Misadventures in the Middle East" and "Interesting Times: China, America, and the Shifting Balance of Prestige."  I have largely omitted highlighting portions of the speech dealing with Muslim nations because Freeman has apparently lost touch with the actual U.S., Saudi, UAE, Kuwait, and Turish roles in creating and expanding ISIL. But his analysis of Israel's situation and recommendations for curing it seem quite valid, as well as his overall Mideast recommendation to heed the First Law of Holes: "when stuck in one, stop digging."   I recommend reading the entire speech notwithstanding his misunderstanding of ISIL. There is a lot of very important history there ably summarized.

Its public affairs personnel and commanders have repeatedly claimed no more than a “light footprint” on that continent, including a remarkably modest presence when it comes to military personnel.  They have, however, balked at specifying just what that light footprint actually consists of.  During an interview, for instance, a U.S. Africa Command (AFRICOM) spokesman once expressed worry that tabulating the command’s deployments would offer a “skewed image” of U.S. efforts there. It turns out that the numbers do just the opposite. Last year, according AFRICOM commander General David Rodriguez, the U.S. military carried out a total of 546 “activities” on the continent -- a catch-all term for everything the military does in Africa.  In other words, it averages about one and a half missions a day.  This represents a 217% increase in operations, programs, and exercises since the command was established in 2008. In testimony before the Senate Armed Services Committee earlier this month, Rodriguez noted that the 10 exercises, 55 operations, and 481 security cooperation activities made AFRICOM “an extremely active geographic command.”  But exactly what the command is “active” in doing is often far from clear.
  • AFRICOM releases information about only a fraction of its activities.  It offers no breakdown on the nature of its operations.  And it allows only a handful of cherry-picked reporters the chance to observe a few select missions.  The command refuses even to offer a count of the countries in which it is “active,” preferring to keep most information about what it’s doing -- and when and where -- secret. While Rodriguez’s testimony offers but a glimpse of the scale of AFRICOM’s activities, a cache of previously undisclosed military briefing documents obtained by TomDispatch sheds additional light on the types of missions being carried out and their locations all across the continent.  These briefings prepared for top commanders and civilian officials in 2013 demonstrate a substantial increase in deployments in recent years and reveal U.S. military operations to be more extensive than previously reported.  They also indicate that the pace of operations in Africa will remain robust in 2014, with U.S. forces expected again to average far more than a mission each day on the continent.

Hagel stated troops wouldn't operate as frontline fighters, but instead support Iraqi government forces in spotting Islamic State group targets and gathering intelligence. He also stated he is unsure whether such a deployment is yet needed. “I would say we're not there yet. Whether we get there or not, I don't know,” he said. Despite a pledge by President Barack Obama that there would be “no boots on the ground” in the fight against the Islamic State group, around 4500 U.S. troops are already in Iraq. The administration says the troops are primarily providing training to Iraqi government forces, and will not directly face the Islamic State group.

Obama has tapped Ashton Carter as the next defense secretary. “Carter has been through the revolving door between industry, the military and academia — advising Goldman Sachs and other investment firms on military technology along the way,” nuclear disarmament campaigner Alice Slater said when Carter's nomination was announced. Slater warned that Carter has advocated for an expanded U.S. military presence in Asia, and was “instrumental in establishing the policy that led to the new demonization of Russia which we see today.” “Carter also advised Obama on expanding the U.S. empire to Asia in the so-called Asia pivot, which resulted in new bases in the Pacific, expanded missile shields with Japan and South Korea, and actually stationing troops in Australia,” she stated.

  • Russia’s Upper House of Parliament approved the deployment of Russian troops abroad to facilitate Russian air support for the Syrian military’s fight against Islamic State. The decision came after meetings between Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State John Kerry as well as between U.S. President Barack Obama and Russian President Vladimir Putin at the sidelines of the 70th Session of the UN General Assembly.  
  • Wednesday, September 30, the Russian Federation Council has granted permission to the Russian Presidency to use military forces of the Russian Federation abroad. The decision was unanimous with 162 concurrent votes with no abstention. Sergey Ivanov, the Kremlin Chief of Staff, addressed the press commenting on both the parliament’s decision, the reasons, scope and practicalities of the deployment of Russian troops abroad. Ivanov noted that the decision concerned Russian air support in the fight against Islamic State, a.k.a. ISIS, ISIL or Daesh. The Kremlin Chief of Staff stressed that the deployment of ground troops to Syria was out of the question.
  • Ivanov also noted that all financial and social issues pertaining the support of Russian servicemen who will participate in the mission will be solved and that respective decisions already had been approved. Ivanov stressed that the Russian Federation exclusively would use its air force against the Islamic State in Iraq and the Levant (ISIL) on request of Syrian President Bashar Al-Assad. Ivanov said: “The operation’s military goal is exclusively air support of the Syrian armed forces in their fight against ISIL. … This operation by the Russian Air Force is limited in time and the types of the used weapons are not disclosed. … All our partners and allies will be informed today about the decision. Specific information will probably be shared with defense ministries as well.” Following the approval by the Russian Federation Council this deployment will be consistent with Russian legislation. Moreover, it will be the only deployment of air force units in the fight against ISIL in Syria that is conducted in compliance with international law. None of the members of the U.S.-led “alliance against ISIS” have the approval from the Syrian government or a mandate from the UN Security Council.

  • Britain has offered Nato an armoured battle group including up to 25 tanks to join exercises in Poland as a show of force against Vladimir Putin. The deployment would see as many as 1,000 British soldiers join Nato forces for war games across the border from Ukraine later this year. The offer was disclosed as David Cameron prepares to meet the Russian president on Thursday and wrangling over the Ukraine crisis seems certain to dominate world leaders’ visits to the D-Day anniversary events.

    This is about Obama trying to convince nations bordering Russia that the U.S. still has their backs despite his unwillingness to send U.S. troops into Ukraine. It is not about a serious threat of a military strike into Russia. Russian nuclear missiles stand as a deterrent to such an action that the U.S. is not ready to overcome before its anti-ballistic missile sites are fully deployed, enabling a U.S. first strike. And Russia has responded by beginning to deploy its own missile shield, using weapons far more advanced than those used in the U.S. ABM shield. That was the entirely predictable response; escalation in weapon capability throughout history has resulted in opponents adopting the same or superior weapons. Advanced weaponry is only an advantage against those who lack the preparedness or resources to respond accordingly. So why did the U.S. waste big bucks on that first-strike capability project anyway?  More seriously, fielding a first strike capability was a major setback for nuclear disarmament efforts, which had been proceeding very well.
