  • Russia has previously provided a version of the missiles, called Yakhonts, to Syria. But those delivered recently are outfitted with an advanced radar that makes them more effective, according to American officials who are familiar with classified intelligence reports and would only discuss the shipment on the basis of anonymity. Unlike Scud and other longer-range surface-to-surface missiles that the Assad government has used against opposition forces, the Yakhont antiship missile system provides the Syrian military a formidable weapon to counter any effort by international forces to reinforce Syrian opposition fighters by imposing a naval embargo, establishing a no-fly zone or carrying out limited airstrikes.

  • In a number of my articles I have explained that the Soviet Union served as a constraint on US power. The Soviet collapse unleashed the neoconservative drive for US world hegemony. Russia under Putin, China, and Iran are the only constraints on the neoconservative agenda. Russia’s nuclear missiles and military technology make Russia the strongest military obstacle to US hegemony. To neutralize Russia, Washington broke the Reagan-Gorbachev agreements and expanded NATO into former constituent parts of the Soviet Empire and now intends to bring former constituent parts of Russia herself–Georgia and Ukraine–into NATO. Washington withdrew from the treaty that banned anti-ballistic missiles and has established anti-ballistic missile bases on Russia’s frontier. Washington changed its nuclear war doctrine to permit nuclear first strike. All of this is aimed at degrading Russia’s deterrent, thereby reducing the ability of Russia to resist Washington’s will.

On September 26, IDF-connected DEBKAfile (DF) said “the Chinese aircraft carrier Liaoning-CV-16 docked at the Syrian port of Tartus, accompanied by a guided missile cruiser.” “Its arrival has upended the entire strategic situation surrounding the Syrian conflict, adding a new global dimension to Moscow and Tehran’s military support for Assad.”
  • DF said its “military sources have evidence that (Beijing is) digging in for a prolonged stay in Syria.” Whether true remains to be seen. It claims China intends sending warplanes, anti-submarine helicopters, early warning helicopters and “at least 1,000 marines.” The Lebanese-based Al-Masdar Al-‘Arabi (The Arab Source) news site reported “Chinese military advisors” heading for Syria. An unnamed Syrian army source was quoted saying “the Chinese will be arriving in the coming weeks.” They’ll join with their Russian counterparts, involved in training Syrian military personnel in weapons supplied. RT International said initial Chinese military personnel “will reportedly be followed by troops.” It comes after Russia, Iran, Iraq and Syria established a Baghdad-based a joint information center to battle ISIS. In September 2014, Iraqi Foreign Minister Ibrahim Jafari said his Chinese counterpart, Wang Yi, offered to help fight its scourge by launching airstrikes separate from US operations. China’s Foreign Ministry spokesman Hong Lei said Wang told Jafari that Beijing offered intelligence help and personnel training. He didn’t comment on whether direct involvement in combat would follow.

Now, an RFI (request for information) has been posted to get information on U.S. industry's commercially available capabilities, so that the government can investigate alternative approaches."
  • Research for the Public Utility Law Project (PULP) has been released which details 'how Verizon deliberately moves back and forth between regulatory regimes, classifying its infrastructure either like a heavily regulated telephone network or a deregulated information service depending on its needs. The chicanery has allowed Verizon to raise telephone rates, all the while missing commitments for high-speed internet deployment' (PDF). In short, Verizon pushed for the government to give it common carrier privileges under Title II in order to build out its fiber network with tax-payer money. Result: increased service rates on telephone users to subsidize Verizon's 'infrastructure investment.' When it comes to regulations on Verizon's fiber network, however, Verizon has been pushing the government to classify its services as that of information only — i.e., beyond Title II.
  • Verizon has made about $4.4 billion in additional revenue in New York City alone, 'money that's funneled directly from a Title II service to an array of services that currently lie beyond Title II's reach.' And it's all legal. An attorney at advocacy group Public Knowledge said it best: 'To expect that you can come in and use public infrastructure and funds to build a network and then be free of any regulation is absurd....When Verizon itself is describing these activities as a Title II common carrier, how can the FCC look at broadband internet and continue acting as though it's not a telecommunication network?'"

  • Two companion bills pending in the House and Senate would amend the Freedom of Information Act “for the purpose of increasing public access,” a new analysis of the legislation from the Congressional Research Service explains. Among other things, “both the House and Senate legislation would establish a statutory ‘presumption of openness,’ whereby information may only be withheld if it harms an interest protected by a statutory exemption or if disclosure is prohibited by law.” While both bills “address a number similar topics, often in similar ways, there are substantive differences between them.” The similarities and the differences in the pending bills are summarized in the new CRS report.   • In a deal that will allow one broadcasting company to reach 72 percent of U.S. households through ownership of local news stations, it was reported this week that Sinclair Broadcast Group is buying Tribune Media for nearly $4 billion. Such a move wouldn’t have been possible a few weeks back, but Donald Trump’s new Federal Trade Commission (FCC) chairman, Ajit Pai, just began implementing sweeping changes to previously established media ownership rules. Bloomberg explains:
  • “A Sinclair-Tribune merger was made easier last month when the FCC restored a rule that allows TV station groups to count just half of their coverage area for Ultra High-Frequency stations to comply with a 39 percent nationwide cap set by Congress.
  • “So we’re seeing a concentration of power on the broadcast side at the same time they are building up these powerful new gatekeepers, really doing the bidding of the most powerful companies and just paving the way for them to do whatever they want.” Using Sinclair as an example, Aaron goes on to talk about how broadcasting giants are able to push the content they want across multiple platforms simultaneously: “So they both like to try to buy up multiple stations in the same market, have one newscast going on multiple channels, as well as doing as much as they can from Sinclair headquarters in terms of pushing content out to their whole network.” Calling Ajit Pai’s moves at the FCC “scandalous,” Aaron highlights the complexity of modern media and says that now — more than ever — we need an aware, conscious populace: “So, at a time where we need more local news, more competition, more choices, better-informed communities, what we’re getting is the same cookie-cutter content coast to coast.”

  • Senator Ted Cruz (R-TX), one of the three remaining candidates for the Republican presidential nomination, is unveiling his national security team today, and Bloomberg View columnist Eli Lake was able to preview some of its members for his readers this morning. Calling the group “an unlikely team of foreign-policy rivals,” Lake argued that Cruz has chosen a wide array of advisors who hold divergent views with respect to at least one key foreign policy issue: In a year when the Republican Party is breaking apart because of Donald Trump, the only man left with a chance to beat him is trying to build a big tent—by GOP standards—when it comes to foreign affairs. On Thursday, Senator Ted Cruz is set to announce his campaign’s national security advisory team, and it includes many foreign-policy insurgents and a few more establishment types. The list includes conservatives who disagree on one of the most pressing issues facing the next president: defining and confronting radical Islam.
  • This is one way to describe Cruz’s team. Another way would be to say that Cruz has assembled a collection of some of the most prominent Islamophobes in American right-wing circles and balanced them with a group of neoconservatives who only want to go to war against part of the Islamic world, not all of it.

U.S. pushing Israel to stop assassinating Iranian nuclear scientists - CBS News - 0 views

  • Recently, as I sought to update a book I co-wrote about the history of Israel's intelligence agencies, sources close to them revealed that they felt pressure from the Obama Administration - more than a hint - to stop carrying out assassinations inside Iran. Although Israel has never acknowledged it, the country's famed espionage agency - the Mossad - ran an assassination campaign for several years aimed at Iran's top nuclear scientists. The purpose was to slow the progress made by Iran, which Israel feels certain is aimed at developing nuclear weapons; and to deter trained and educated Iranians from joining their country's nuclear program. At least five Iranian scientists were murdered, most of them by bombs planted on their cars as they drove to work in the morning. Remarkably, the Israeli assassins were never caught - obviously having long-established safe houses inside Iran - although several Iranians who may have helped the Mossad were arrested and executed.

Putin knows that the reason Washington withdrew from the anti-ballistic missile treaty and installed anti-ballistic missiles in Poland is to degrade Russia’s nuclear deterrent. Putin knows that the reason Washington changed its war doctrine to permit preemptive nuclear attack is to carry out a first strike against Russia. Putin also knows that only Europe can prevent this final devastation. Therefore, Putin does not make provocative statements or take strong actions. He hopes that Europe will notice his reasonable behavior in contrast with the reckless behavior of Washington and realize that Europe and NATO must cease enabling Washington’s pursuit of hegemony, a pursuit that is driving the world to its destruction. Putin hopes that Europeans’ sense of self-preservation will prevail over their lust for Washington’s money and invitations to dinner at the White House. By taking this humane and rational approach, Putin has established himself as the true leader of the world. Washington counters Putin’s leadership with demonization. Putin’s leadership frustrates Washington and makes Putin a candidate for assassination.
