(Reuters) - President Barack Obama has ordered the National Security Agency to stop eavesdropping on the headquarters of the International Monetary Fund and World Bank as part of a review of intelligence gathering activities, according to a U.S. official familiar with the matter.

The first official said Obama had ordered a halt to such practices within the last few weeks, about the same time he instructed the NSA to curtail eavesdropping on the United Nations headquarters in New York.

It is no secret that U.S. spy agencies historically have collected and analyzed information related to economic affairs - in public briefings to Congress, top intelligence officials have discussed assessments of economic issues.But a former senior U.S. intelligence official said that the Obama Administration had put greater emphasis and resources than predecessors into collecting and assessing economic information.In February 2009, shortly after Obama entered the White House, the Central Intelligence Agency began producing a new "Economic Intelligence Brief" for him to review along with the regular President's Daily Brief on international security and threats.Leon Panetta, Obama's first CIA director, said at the time the change was aimed at understanding the implications of the global economic crisis, and that the agency was considering hiring more economic analysts.The former U.S. intelligence official noted that insider detail on economic policy developments - for example, financial crises affecting the economies of European countries such as Greece, Italy and Spain, and the stability of the Euro - is the type of critical information U.S. policymakers welcome.

Electronic surveillance which the European media and politicians blamed on the NSA was also carried out by their own intelligence services, as part of a wide-ranging allied security effort, according to US officials. European spy agencies collected phone records in war zones and areas outside their borders and shared information with the NSA, US officials said on Tuesday, as part of wider efforts to protect allied soldiers and civilians, according to a report in the Wall Street Journal. This is a markedly different version of events to what has been reported in Europe and throws up questions about the level of European involvement in global surveillance.

However, these efforts are separate to the US program which targeted foreign leaders, including Angela Merkel. There has so far been no comment from either the French or Spanish authorities or from the NSA.

But James Clapper, the director of National Intelligence said that the notion that the NSA had eavesdropped on the phone calls of 70 million French citizens was false and that the allegations were based on “inaccurate and misleading information regarding US foreign intelligence activities.” But he didn’t provide any other explanation. US intelligence officials have, according to the Wall Street Journal, privately said that the disclosures by the European press put them in a difficult position. They are keen to put the record straight but to do so would expose the activities of their allies’ intelligence activities. US officials also say that the leaked documents that the Le Monde story was based on were not supplied by the NSA, but rather were NSA data received from French intelligence. The US reached the conclusion that the phone records the French had collected were from outside France and were then shared with the NSA. There was a similar story for the documents citied in El Mundo, the officials said. There are considerable diplomatic sensitivities of outing partner services, which the NSA relies on for a considerable amount of intelligence. A public exposure of European complicity may spark domestic outrage in Europe and threaten co-operation with the US in future.

The United States faces a tough task undoing the damage inflicted by allegations it has spied on leaders of allied countries, Russian Prime Minister Dmitry Medvedev said.

Reports that the US National Security Agency tapped German Chancellor Angela Merkel's cellphone and conducted widespread electronic snooping in nations such as France, Italy, Spain and elsewhere have sparked anger among American allies."It's not very pleasant when you are spied on ... so the leaders are angry. I understand them," Medvedev told Reuters in an interview on Thursday.Medvedev suggested such spying was not unusual, but he added that "it is assumed that it is not done in such an absolutely cynical way"."Can the situation be calmed? I think it's possible. But to be honest, no assurances will help here," he said. "What can you say in this situation? 'Sorry, we won't do it anymore' or 'We will not try to listen in on you'? Nobody will believe it."

The snooping scandal is a result of disclosures of U.S. secrets made to media organisations by Edward Snowden, a former National Security Agency contractor who fled the United States and has been living in asylum in Russia since August.Spy scandals strained relations between Russia and the United States during Medvedev's 2008-2012 presidency and have continued to do so since Vladimir Putin returned to the Kremlin last year.Former KGB spy Putin said Russia would shelter Snowden only if he stopped harming the United States, but the president ignored U.S. pleas to send the American home to face espionage charges.The decision to grant Snowden asylum seemed to underscore Putin's accusations that the United States preaches to the world about rights and freedoms it does not uphold at home.A German lawmaker said he met Snowden in Moscow on Thursday and that the former NSA contractor was willing to come to assist investigations into alleged U.S. surveillance of Merkel.

Sometimes even the cops get robbed. The controversial Italian surveillance company Hacking Team, which sells spyware to governments all around the world, including agencies in Ethiopia, Morocco, the United Arab Emirates, as well as the US Drug Enforcement Administration, appears to have been seriously hacked. Hackers have made 500 GB of client files, contracts, financial documents, and internal emails, some as recent as 2015, publicly available for download. Hacking Team’s spokesperson Eric Rabe did not immediately respond to Motherboard’s calls and email asking for verification that the hacked information is legitimate. Without confirmation from the company itself, it’s difficult to know what percentage of the files are real—however, based on the sheer size of the breach and the information in the files, the hack appears to be authentic. What’s more, the unknown hackers announced their feat through Hacking Team’s own Twitter account.

he hackers composed the tweets as if they were written by Hacking Team. “Since we have nothing to hide, we're publishing all our e-mails, files, and source code,” the hackers wrote in a tweet, which included the link to around 500 Gb of files. The hackers also started tweeting a few samples of internal emails from the company. One of the screenshots shows an email dated 2014 from Hacking Team’s founder and CEO David Vincenzetti to another employee. In the email, titled “Yet another Citizen Lab attack,” Vincenzetti links to a report from the online digital rights research center Citizen Lab, at the University of Toronto’s Munk School of Global Affairs, which has exposed numerous cases of abuse from Hacking Team’s clients. Hacking Team has never revealed a list of its clients, and has always and repeatedly denied selling to sketchy governments, arguing that it has an internal procedure to address human rights concerns about prospective customers.

It’s unclear exactly how much the hackers got their hands on, but judging from the size of the files, it’s certainly a large collection of internal files. A source who asked to speak anonymously due to the sensitivity of the issue, told me that based on the file names and folders in the leak, the hackers who hit Hacking Team "got everything." A few hours after the initial hack, a list of alleged Hacking Team customers was posted on Pastebin. The list includes past and current customers. Among the most notable, there are a few that were previously unknown, such as the FBI, Chile, Australia, Spain, and Iraq, among others.

U.S. Democratic presidential candidate Hillary Clinton on Monday said removing President Bashar al-Assad is the top priority in Syria.

U.S. Defence Secretary Ash Carter said on Monday that Russia's ongoing military action in Syria against moderate groups puts at further risk "the very political resolution and preservation of Syria's structure of future governance it says that it wants." "This approach is tantamount to pouring gasoline on the fire of the Syrian civil war," he said. Carter said he continues to hope that Russian President Vladimir Putin "will see that tethering Russia to a sinking ship is a losing strategy" and that it will go after Islamic State targets rather than using its airstrikes to hit Syrian President Bashar Assad's opposition. Speaking at a press conference Monday in Spain, Carter said the U.S. is conferring with Turkish leaders about the airspace violation and that the issue will come up later this week at the NATO meeting of defense ministers

No wonder the new Ukrainian president is also an oligarch; the 7th wealthiest citizen in the land, who owns not just a chocolate empire, but also automotive plants, a shipyard in Crimea and a TV channel. The only difference is that he’s a NATO oligarch

Abstention remains notable – only roughly 4 in 10 Europeans take the trouble to vote on what goes on in Strasbourg, with a majority alienated enough to legitimize the mix of internal European austerity and international belligerence.

American soldiers discovered more than 4,990 chemical munitions in Iraq, according to Iraqi and US officials and previously classified intelligence documents, which may now be in the hands of Islamic State militants. For much of the duration of the Iraq War, which saw US soldiers open a military invasion against the Ba’athist country in March 2003 amid tremendous international outcry, US forces "repeatedly encountered, and on six occasions were wounded by, chemical weapons” leftover from the Iraq-Iran War, reported the New York Times.

The hefty eight-part report, largely based on interviews and highly redacted intelligence documents, said “17 American service members and seven Iraqi police officers…were exposed to nerve or mustard agents” between 2004 and 2011. The article detailed the harrowing chemical encounters of several servicemen, including Sergeant Duling, who in August 2008 unwittingly led his unit into a munitions pit outside Baghdad. “This is mustard agent,” he said, after carrying out an examination of the contents of the rusting artillery. “We’ve all been exposed.” At first blush, it may seem inconceivable that the United States, which had argued for an invasion of Iraq on the grounds that it was harboring weapons of mass destruction (an accusation that the UN weapons inspectors on the ground in Iraq prior to the American invasion/occupation had proven to be incorrect), would want to keep the discovery of WMDs in Iraq under wraps.

One reason for the hush-up, the report suggests, is that the United States was largely responsible for Iraq having chemical weapons in the first place. “In five of six incidents in which troops were wounded by chemical agents, the munitions appeared to have been designed in the United States, manufactured in Europe and filled in chemical agent production lines built in Iraq by Western companies,” it said. Many of the casings were M110s, which the United States military had developed decades ago to disperse white phosphorous or mustard gas.

The Portuguese parliament, on Friday, voted in favor of a recognition of Palestine. The vote comes against the backdrop of the 2014 Israeli – Palestinian conflict, increased tensions and violence in Israel and Palestine, and similar votes by other European countries over the past months. “A” recognition of “a” Palestine is, however, even controversial among Palestinians.  The motion in the Portuguese parliament was filed jointly, by the governing center-right majority government and the opposition Socialist Party. Speakers for both fractions stated that the vote in favor of a recognition of the Palestinian State comes within the context of a coordinated policy within the European Union.

The Portuguese parliament’s vote followed similar votes in other European countries. Sweden officially recognized Palestine as sovereign and independent State, which prompted Israel to recall its ambassador from the Scandinavian country’s capital Stockholm. Legislators in both Spain and in the House of Commons in the UK passed similar resolutions. On Thursday, the Upper House of the French Parliament voted in favor of the recognition of Palestine by France. The ultimate decision, however, rests with the French government of France’s ruling Socialist Party led by President Francois Hollande. The wave of recognition of Palestine by European nations followed Israel’s unprecedented bombing of Palestine’s coastal region, the Gaza Strip.

The wave of recognition may also have been promoted by the fact that corporate and state-sponsored media bled viewers, listeners and readers to independent media and the fact that the marked increase in users of independent media forced mainstream media to adjust their, usually, pro-Israel biased coverage.

Today, 90% of the global container trade still travels by ocean, and that’s what Beijing plans to change.  Its embryonic, still relatively slow New Silk Road represents its first breakthrough in what is bound to be an overland trans-continental container trade revolution.And with it will go a basket of future “win-win” deals, including lower transportation costs, the expansion of Chinese construction companies ever further into the Central Asian “stans,” as well as into Europe, an easier and faster way to move uranium and rare metals from Central Asia elsewhere, and the opening of myriad new markets harboring hundreds of millions of people.So if Washington is intent on “pivoting to Asia,” China has its own plan in mind.  Think of it as a pirouette to Europe across Eurasia.

About half of Europe's member states are pushing for greater online censorship powers in the wake of the terror attacks in France earlier this month. In a joint statement, interior ministers from 11 European member states -- including Germany, Poland, Spain, and the U.K. -- expressed condemnation of the attacks, while stressing further cooperation between their law enforcement and intelligence agencies. Members of the European Union, along with a delegation from the U.S. government -- including outgoing Attorney General Eric Holder -- adopted, among other sentiments, a resolution to create a partnership of major Internet providers to report and remove material associated with extremism.

"We are concerned at the increasingly frequent use of the Internet to fuel hatred and violence and signal our determination to ensure that the Internet is not abused to this end, while safeguarding that it remains, in scrupulous observance of fundamental freedoms, a forum for free expression, in full respect of the law," the statement said. The statement also said the Internet was a focal point in the "fight against radicalization," and there was a need to strengthen resources across the region, including greater border surveillance.

PERIES: So, Michael, these international banks represented by the finance ministers now in Brussels, when they were in crisis and we the public treasury bailed them out, they had no problem with that. Why are they now refusing to assist Greece at a time of need when in fact some politicians and even the troika is being more receptive to what Greece is saying? HUDSON: Because what's at issue really is a class war. It's not so much Germany versus Greece, as the papers say. It's really the war of the banks against labor. And it's a continuation of Thatcherism and neoliberalism. The problem isn't simply that the troika wants Greece to balance the budget; it wanted Greece to balance the budget by lowering wages and by imposing austerity on the labor force. But instead, the terms in which Varoufakis has suggested balancing the budget are to impose austerity on the financial class, on the tycoons, on the tax dodgers. And he said, okay, instead of lowering pensions to the workers, instead of shrinking the domestic market, instead of pursuing a self-defeating austerity, we're going to raise two and a half billion from the powerful Greek tycoons. We're going to collect the back taxes that they have. We're going to crack down on illegal smuggling of oil and the other networks and on the real estate owners that have been avoiding taxes, because the Greek upper classes have become notorious for tax dodging.

Well, this has infuriated the banks, because it turns out the finance ministers of Europe are not all in favor of balancing the budget if it has to be balanced by taxing the rich, because the banks know that whatever taxes the rich are able to avoid ends up being paid to the banks. So now the gloves are off and the class war is sort of back. Originally, Varoufakis thought he was negotiating with the troika, that is, with the IMF, the European Central Bank, and the Euro Council. But instead they said, no, no, you're negotiating with the finance ministers. And the finance ministers in Europe are very much like Tim Geithner in the United States. They're lobbyists for the big banks. And the finance minister said, how can we screw up this and make sure that we treat Greece as an object lesson, pretty much like America treated Cuba in 1960?

Over 100,000 Venezuelans mobilized throughout the country for a series of national military exercises in defense of their national sovereignty on Saturday.

The exercise featured the participation of 20,000 civilian volunteers who joined an additional 80,000 soldiers of the Bolivarian National Armed Forces in nationwide preparations for a potential U.S. aggression against the Bolivarian Republic.  Alongside active duty soldiers participated members of the Bolivarian Militia, which was expanded by over 35,000 members by President Chávez in 2010. The Bolivarian Militia represents the foundation of a popular “civic-military alliance” that has kept the Bolivarian Revolution in power amid repeated efforts to overthrow the government, including the reversed 2002 coup backed by the United States. 

Bolivarian soldiers and civilians additionally welcomed the participation of a contingent of Russian soldiers and naval craft, who assisted in exercises testing Venezuela’s air defense system, which included the launching of Russian-made BM-30 Smerch ground to air missiles.  The defensive preparations inaugurated on Saturday will continue over the course of ten days, encompassing approximately 30 exercises. 

Welcome to IS. No typo; the final goal may be (indiscriminate) regime change, but for the moment name change will do. With PR flair, at the start of Ramadan, the Islamic State of Iraq and al-Sham (ISIS, or ISIL -- the Islamic State of the Levant -- to some) solemnly declared, from now on, it will be known as Islamic State (IS). "To be or not to be" is so ... metaphysically outdated. IS is -- and here it is -- in full audio glory. And we're talking about the full package -- Caliph included: "the slave of Allah, Ibrahim Ibn 'Awwad Ibn Ibrahim Ibn 'Ali Ibn Muhammad al-Badrial-Hashimi al-Husayni al-Qurashi by lineage, as-Samurra'i by birth and upbringing, al-Baghdadi by residence and scholarship." Or, to put it more simply, Abu Bakr al-Baghdadi. IS has virtually ordered "historic" al-Qaeda -- yes, that 9/11-related (or not) plaything of one Osama bin Laden -- as well as every other jihadi outfit on the planet, to pledge allegiance to the new imam, in theological theory the new lord over every Muslim. There's no evidence Osama's former sidekick, Ayman "the doctor" al-Zawahiri will obey, not to mention 1.5 billion Muslims across the world. Most probably al-Qaeda will say "we are the real deal" and a major theological cat-fight will be on.

It's unclear how the new IS reality will play on the ground. The new Caliph has in fact declared a jihad on all that basket of corrupt and/or incompetent Middle East "leaders" -- so some fierce "battle for survival" reaction from the Houses of Saud and Thani, for instance, is expected. It's not far-fetched to picture al-Baghdadi dreaming of lording over Saudi oilfields -- after decapitating all Shi'ite workers, of course. And that's just a start; in one of their Tweeter accounts IS has published a map of all the domains they intend to conquer within the span of five years; Spain, Northern Africa, the Balkans, the whole Middle East and large swathes of Asia. Well, they are certainly more ambitious than NATO. Being such a courageous bunch, the House of Saud is now tempted to accept that imposing regime change on Nouri al-Maliki in Iraq is a bad idea. That puts them in direct conflict with the Obama administration, whose plan A, B and C is regime change.

Turkey -- the former seat of the Caliphate, by the way -- remains mute. No wonder; Ankara -- crucially --is the top logistical base of IS. Caliph Erdogan's got to be musing about his own future, now that he's facing competition. In theory, Saudi Arabia, Turkey and Jordan are all saying they're ready to fight what would be a "larger-scale war" than that gift that keeps on giving, the original, Cheney junta-coined GWOT (global war on terror). And then there's the future of the new $500 million Obama fund to "appropriately vetted" rebels in Syria, which in fact means the expansion of covert CIA "training facilities" in Jordan and Turkey heavily infiltrated/profited from by IS. Think of hordes of new IS recruits posing as "moderate rebels" getting ready for a piece of the action.

Canada’s leading surveillance agency is monitoring millions of Internet users’ file downloads in a dragnet search to identify extremists, according to top-secret documents. The covert operation, revealed Wednesday by CBC News in collaboration with The Intercept, taps into Internet cables and analyzes records of up to 15 million downloads daily from popular websites commonly used to share videos, photographs, music, and other files. The revelations about the spying initiative, codenamed LEVITATION, are the first from the trove of files provided by National Security Agency whistleblower Edward Snowden to show that the Canadian government has launched its own globe-spanning Internet mass surveillance system. According to the documents, the LEVITATION program can monitor downloads in several countries across Europe, the Middle East, North Africa, and North America. It is led by the Communications Security Establishment, or CSE, Canada’s equivalent of the NSA. (The Canadian agency was formerly known as “CSEC” until a recent name change.)

The latest disclosure sheds light on Canada’s broad existing surveillance capabilities at a time when the country’s government is pushing for a further expansion of security powers following attacks in Ottawa and Quebec last year. Ron Deibert, director of University of Toronto-based Internet security think tank Citizen Lab, said LEVITATION illustrates the “giant X-ray machine over all our digital lives.” “Every single thing that you do – in this case uploading/downloading files to these sites – that act is being archived, collected and analyzed,” Deibert said, after reviewing documents about the online spying operation for CBC News. David Christopher, a spokesman for Vancouver-based open Internet advocacy group OpenMedia.ca, said the surveillance showed “robust action” was needed to rein in the Canadian agency’s operations.

In a top-secret PowerPoint presentation, dated from mid-2012, an analyst from the agency jokes about how, while hunting for extremists, the LEVITATION system gets clogged with information on innocuous downloads of the musical TV series Glee. CSE finds some 350 “interesting” downloads each month, the presentation notes, a number that amounts to less than 0.0001 per cent of the total collected data. The agency stores details about downloads and uploads to and from 102 different popular file-sharing websites, according to the 2012 document, which describes the collected records as “free file upload,” or FFU, “events.” Only three of the websites are named: RapidShare, SendSpace, and the now defunct MegaUpload.

As vice president, Dick Cheney was a prime architect of the worldwide torture regime implemented by the U.S. government (which extended far beyond waterboarding), as well as the invasion and destruction of Iraq, which caused the deaths of at least 500,000 people and more likely over a million. As such, he is one of the planet’s most notorious war criminals. President Obama made the decision in early 2009 to block the Justice Department from criminally investigating and prosecuting Cheney and his fellow torturers, as well as to protect them from foreign investigations and even civil liability sought by torture victims. Obama did that notwithstanding a campaign decree that even top Bush officials are subject to the rule of law and, more importantly, notwithstanding a treaty signed in 1984 by Ronald Reagan requiring that all signatory states criminally prosecute their own torturers. Obama’s immunizing Bush-era torturers converted torture from a global taboo and decades-old crime into a reasonable, debatable policy question, which is why so many GOP candidates are now openly suggesting its use.

But now, the Obama administration has moved from legally protecting Bush-era war criminals to honoring and gushing over them in public. Yesterday, the House of Representatives unveiled a marble bust of former Vice President Cheney, which — until a person of conscience vandalizes or destroys it — will reside in Emancipation Hall of the U.S. Capitol. At the unveiling ceremony, Cheney was, in the playful words of NPR, “lightly roasted” — as though he’s some sort of grumpy though beloved avuncular stand-up comic. Along with George W. Bush, one of the speakers in attendance was Vice President Joe Biden, who spoke movingly of Cheney’s kind and generous soul

Yesterday, the U.S. government unambiguously signaled to the world that not only does it regard itself as entirely exempt from the laws of wars, the principal Nuremberg prohibition against aggressive invasions, and global prohibitions on torture (something that has been self-evident for many years), but believes that the official perpetrators should be honored and memorialized provided they engage in these crimes on behalf of the U.S. government. That’s a message that most of the U.S. media and thus large parts of the American population will not hear, but much of the world will hear it quite loudly and clearly. How could they not?

Governments should stop thinking about refugee camps as temporary places, says Kilian Kleinschmidt, one of the world's leading authorities on humanitarian aid (+ interview). "These are the cities of tomorrow," said Kleinschmidt of Europe's rapidly expanding refugee camps. "The average stay today in a camp is 17 years. That's a generation." "In the Middle East, we were building camps: storage facilities for people. But the refugees were building a city," he told Dezeen.

Kleinschmidt said a lack of willingness to recognise that camps had become a permanent fixture around the world and a failure to provide proper infrastructure was leading to unnecessarily poor conditions and leaving residents vulnerable to "crooks". "I think we have reached the dead end almost where the humanitarian agencies cannot cope with the crisis," he said. "We're doing humanitarian aid as we did 70 years ago after the second world war. Nothing has changed."

He believes that migrants coming into Europe could help repopulate parts of Spain and Italy that have been abandoned as people gravitate increasingly towards major cities. "Many places in Europe are totally deserted because the people have moved to other places," he said. "You could put in a new population, set up opportunities to develop and trade and work. You could see them as special development zones which are actually used as a trigger for an otherwise impoverished neglected area."

The US Defense Department (DOD) is preparing to expand its global network of military bases by establishing a new “string” of bases in countries stretching from Africa to East Asia, unnamed Pentagon officials told the New York Times Wednesday. The enlarged US basing arrangements will include at least four new large-scale bases or “hubs,” including new facilities in East Africa and West Africa and Afghanistan, along with a greater number of smaller camps or “spokes,” sources told the Times . The new bases, which the Pentagon describes as “enduring” bases, will host forces ranging from dozens of commandos up to 5,000 soldiers at the largest hubs, the unnamed military officials said. West Africa is a main focus of the expanded basing plans, and will host one of the larger hubs. The West African countries of Niger and Cameroon are the only countries set to host smaller “spoke” bases listed by the Times report. The Pentagon plans to build a large “hub” near Erbil in northern Iraq, where US special forces have already been conducting combat operations for months. US Special Forces commandos affiliated with the “expeditionary targeting force” announced last week by US Defense Secretary Ashton Carter are already setting up operations in the same area, according to reports.

The new bases are only the latest development in the metastatic growth of Washington’s global military apparatus. According to the official list of US overseas bases, US forces are stationed in Afghanistan, Australia, Bahrain, Belgium, Brazil, British Indian Ocean Territory, Bulgaria, Cuba, Djibouti, Germany, Greece, Greenland, Honduras, Israel, Italy, Japan, Kosovo, Kuwait, Netherlands, Norway, Oman, Romania, Portugal, Qatar, Saudi Arabia, Singapore, South Korea, Spain, Turkey, United Arab Emirates, and United Kingdom. Taking into account non-officially acknowledged bases, “forward operating posts,” and other long-term deployments, the list of US bases expands to include the majority of the countries in the world.
