When the incoming emails stopped arriving, it seemed innocuous at first. But it would eventually become clear that this was no routine technical problem. Inside a row of gray office buildings in Brussels, a major hacking attack was in progress. And the perpetrators were British government spies. It was in the summer of 2012 that the anomalies were initially detected by employees at Belgium’s largest telecommunications provider, Belgacom. But it wasn’t until a year later, in June 2013, that the company’s security experts were able to figure out what was going on. The computer systems of Belgacom had been infected with a highly sophisticated malware, and it was disguising itself as legitimate Microsoft software while quietly stealing data. Last year, documents from National Security Agency whistleblower Edward Snowden confirmed that British surveillance agency Government Communications Headquarters was behind the attack, codenamed Operation Socialist. And in November, The Intercept revealed that the malware found on Belgacom’s systems was one of the most advanced spy tools ever identified by security researchers, who named it “Regin.”

The full story about GCHQ’s infiltration of Belgacom, however, has never been told. Key details about the attack have remained shrouded in mystery—and the scope of the attack unclear. Now, in partnership with Dutch and Belgian newspapers NRC Handelsblad and De Standaard, The Intercept has pieced together the first full reconstruction of events that took place before, during, and after the secret GCHQ hacking operation. Based on new documents from the Snowden archive and interviews with sources familiar with the malware investigation at Belgacom, The Intercept and its partners have established that the attack on Belgacom was more aggressive and far-reaching than previously thought. It occurred in stages between 2010 and 2011, each time penetrating deeper into Belgacom’s systems, eventually compromising the very core of the company’s networks.

The Obama administration's international surveillance crisis deepened on Monday as representatives from a Latin American human rights panel told US diplomats that oversight of the programs was "illusory".Members of the Inter-American Commission on Human Rights, an arm of the Organization of American States, expressed frustration and dissatisfaction with the National Security Agency's mass surveillance of foreign nationals – something the agency argues is both central to its existence and necessary to prevent terrorism. "With a program of this scope, it's obvious that any form of control becomes illusory when there's hundreds of millions of communications that become monitored and surveilled," said Felipe Gonzales, a commissioner and Chilean national."This is of concern to us because maybe the Inter-American Committee on Human Rights may become a target as well of surveillance," said Rodrigo Escobar Gil, a commissioner and Colombian citizen.

Frank La Rue, the United Nations special rapporteur on the right to freedom of opinion and expression, told the commission that the right to privacy was "inextricably linked" to free expression. "What is not permissible from a human rights point of view is that those that hold political power or those that are in security agencies or, even less, those in intelligence agencies decide by themselves, for themselves, what the scope of these surveillance activities are, or who will be targeted, or who will be blank surveilled," La Rue said.While the US sent four representatives to the hearing, they offered no defence, rebuttal or elaboration about bulk surveillance, saying the October government shutdown prevented them from adequate preparation. "We are here to listen," said deputy permanent representative Lawrence Gumbiner, who pledged to submit written responses within 30 days.All 35 North, Central and South American nations are members of the commission. La Rue, originally from Guatemala and an independent expert appointed by the Human Rights Council, travels the world reporting on human rights concerns – often in countries with poor democratic standards.

The Obama administration has been fielding a week's worth of European outrage following media reports that the NSA had collected a similarly large volume of phone calls from France – which director of national intelligence James Clapper, who recently apologised for misleading the Senate about domestic spying, called "false" – and spying on German chancellor Angela Merkel's own cellphone, which US officials have effectively confessed to. Brazil and Mexico are also demanding answers from US intelligence officials, following reports about intrusive acts of espionage in their territory revealed by documents provided to journalists by former NSA contractor Edward Snowden. The White House has said it will provide some answers after the completion of an external review of its surveillance programs, scheduled to be completed before the end of the year. The Guardian reported on Thursday that the NSA has intercepted the communications of 35 world leaders.

From recent talks and discussions in Germany I conclude that the U.S. is losing more and more support and sympathies. The admiration of earlier times has turned into disgust. But the NSA spying is not the only problem. The economic breakdown after 2008 clearly had its roots in the United States and is, in Germany, blamed on lax U.S. regulations. And while Germany itself pressed for a change in government in Ukraine the outbreak of violence, the bloody coup and the fighting in the east is considered as "Fuck the EU" U.S. intervention in European affairs. It may still take a decade or more but my sense is that the U.S.-German alliance in on its way to an unfriendly divorce. Something that 15 years ago seemed unthinkable.

It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR).

The pattern has become a familiar one. For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

But Breedlove hasn't been the only source of friction. Europeans have also begun to see others as hindrances in their search for a diplomatic solution to the Ukraine conflict. First and foremost among them is Victoria Nuland, head of European affairs at the US State Department. She and others would like to see Washington deliver arms to Ukraine and are supported by Congressional Republicans as well as many powerful Democrats. Indeed, US President Barack Obama seems almost isolated. He has thrown his support behind Merkel's diplomatic efforts for the time being, but he has also done little to quiet those who would seek to increase tensions with Russia and deliver weapons to Ukraine. Sources in Washington say that Breedlove's bellicose comments are first cleared with the White House and the Pentagon. The general, they say, has the role of the "super hawk," whose role is that of increasing the pressure on America's more reserved trans-Atlantic partners.

The European Council on Foreign Relations and Berlin think-tank Friedrich Ebert Stiftung have just reached more or less the same conclusion. If the dangerous stand-off between the EU and Russia over Ukraine is not solved, the EU could face, up to 2030, a military build-up in eastern Europe; a new arms race with NATO as a protagonist; and a semi-permanent “zone of instability” from the Baltic to the Balkans and the Black Sea. What these two think-tanks don’t – and won’t – ever acknowledge is that a new European “arc of instability” – from the Baltic to the Black Sea, as myself and other independent analysts have stressed – is exactly what the Empire of Chaos and its weaponized arm – NATO – are working on to prevent closer Eurasia integration. By the way, the Pentagon excels in fabricating “arcs of instability.” The previous one was – and remains – massive, stretching from the Maghreb to Xinjiang in western China across the Middle East and Central Asia.

Moscow has totally identified the plot; Foreign Minister Sergey Lavrov, once again, has made it crystal clear, in detail. And crucially, some influential sectors in Germany also did, as in members of the cultural elite destroying the notion of a new war in Europe: “Not in our name.” The same applies to those that always preach more transatlantic cooperation, extol the US’s “defining” role in Germany, and effusively praise Germany as the most American country in Europe; that’s the case of the Frankfurter Allgemeine newspaper – which stands for the core of the political and economic establishment in Germany. It’s still in an embryonic stage, and has not yet made Chancellor Angela Merkel see the light; but a reverse reengineering of Atlanticist relations is already in progress in Germany.

Meanwhile, the proverbial group of extremist US senators, plus the notorious poodles/vassals of Britain and Poland, haven’t stopped lobbying to shut Russia off from SWIFT – just as they did with Iran. This would be nothing but yet another declaration of (economic) war – or the economic counterpoint to NATO hysteria. In fairness, a great deal of the EU – especially Germany – knows this is madness. Germany’s top financial paper Handelsblatt recently published a key interview with head of VTB-Bank Andrei Kostin, which has still not been translated into any major English-language paper.

(Reuters) - The United Nations Security Council on Friday authorized European Union naval operations for one year to seize and dispose of vessels operated by human traffickers in the high seas off Libya. The 15-member council adopted the British-drafted resolution with 14 votes in favor. Venezuela abstained. The resolution approved the second of three phases of an EU naval mission intended to help stem the flow of migrants and refugees into Europe, which has escalated into a major crisis in recent months. The third phase of the EU mission, which is not covered by the resolution, would involve European operations in Libyan territorial waters and coastal areas. Libya initially objected to the draft U.N. resolution on the high seas mission, but its U.N. Ambassador Ibrahim Dabbashi wrote to the council Tuesday to say the country's concerns had been allayed and it agreed to the final draft.

British Ambassador Matthew Rycroft welcomed the approval, and said "any action will be proportional in keeping with the limits authorized by this resolution and used solely against the smugglers and empty boats." He said any migrants rescued would be taken to Europe. Still, he cautioned that naval missions against smugglers would not tackle the root causes of the migration problem. "Action against smugglers on the high sea won't solve this crisis alone," he said. "But it will send a message that people cannot profit from this evil trade with impunity. It will save lives." The operation only covers the migration route from Libya and will not apply to the route that refugees have been using to flee the wars in Syria and Iraq, from Turkey through Greece and the Balkans.

The United States government has already declared that in regards to what it alleges to be a Russian cyberattack against the U.S. Democratic Party, the U.S. reserves the right to go to war against Russia. NATO has accordingly changed its policy so as to assert that a cyberattack (in this case actually cyber-espionage, such as the U.S. government itself perpetrates against even its own allies such as Angela Merkel by tapping her phone) constitutes an act of war by the alleged cyberattacker, and so requires all NATO member nations to join any cyberattacked NATO nation in war against its alleged (cyber)attacker, if the cyberattacked member declares war against its alleged cyberattacker. Excuses are being sought for a war against Russia; and expanding the definition of “invasion,” to include mere espionage, is one such excuse. But it’s not the only one that the Obama Administration has cooked up. U.S. Senator Mike Lee has asserted that President Barack Obama must obtain a declaration of war against Syria — which is allied with and defended by Russia — before invading Syria. Syria has, for the past few years, already been invaded by tens of thousands of foreign jihadists (financed mainly by the royal Sauds and Qataris, and armed mainly with U.S. weaponry) who are trying to overthrow and replace the Syrian government so that pipelines can be built through Syria into Europe to transport Saudi oil and Qatari gas into the EU, the world’s biggest energy-market, which now is dominated by Russia’s oil and gas. Since Syria is already being defended by Russia (those royals’ major competitor in the oil and gas markets), America’s invasion of Syria would necessarily place U.S. and Russia into an air-war against each other (for the benefit of those royal Arabs — who finance jihadist groups, as even Hillary Clinton acknowledges): Syria would thus become a battleground in a broader war against Russia. So: declaring war against Syria would be a second excuse for World War III, and one which would especially serve the desires not only of U.S. ‘defense’ firms but of the U.S. aristocracy’s royal Arabic allies, who buy much of those ‘defense’ firms’ exports (weaponry), and also U.S. oilfield services firms such as pipelines by Halliburton. (It’s good business for them, no one else. Taxpayers and war-victims pay, but those corporations — and royal families — would profit.)

The U.S. government also declares that Russia ‘conquered’ Crimea in 2014 and that Russia must restore it to Ukraine. The U.S. government wants Ukraine to be accepted into NATO, so that all NATO nations will be at war against Russia if Russia doesn’t return Crimea to Ukraine, of which Crimea had only briefly (1954-2014) been a part, until Crimeans voted on 16 March 2014 to rejoin Russia. This Crimean issue is already the basis for America’s economic sanctions against Russia, and thus Russia’s continuing refusal to coerce Crimeans to accept again being part of Ukraine would be yet a third excuse for WW III.

Hillary Clinton says “As President, I will make it clear, that the United States will treat cyber attacks just like any other attack.” She alleges that when information was unauthorizedly made public from Democratic National Committee computers, the cyberattacker was Russia. She can be counted as a strong proponent of that excuse for WW3. She’s with Barack Obama and the other neocons on that. She has furthermore said that the U.S. should shoot down any Russian and Syrian bombers in Syria — the phrase for that proposed U.S. policy is to “establish a no-fly zone” there. She makes clear: “I am advocating the no-fly zone.” It would be war against not only Syria, but Russia. (After all: a no-fly zone in which the U.S. is shooting down the government’s planes and Russia’s planes, would be war by the U.S. against both Syria and Russia, but that’s what she wants to do.) She can thus be counted as a strong proponent of those two excuses for WW3.

Central to today's publication is a Top Secret NSA intercept of the communications of Foreign Minister Steinmeier. The intercept dates from just after an official visit to the United States on 29 November 2005, where FM Steinmeier met his US counterpart, Secretary of State Condoleezza Rice. According to the intercept, Steinmeier "seemed relieved that he had not received any definitive response from the U.S. Secretary of State regarding press reports of CIA flights through Germany to secret prisons in eastern Europe allegedly used for interrogating terrorism suspects." The visit occurred in the context of an escalating and ongoing scandal in Europe over clandestine "rendition flights" conducted by the Central Intelligence Agency (CIA) using the airspace and airport facilities of cooperating European countries, in which it was alleged by leading news publications that European citizens and residents had been abducted outside of any legal process and taken to secret "black site" prisons, where they could be tortured with impunity. After the scandal emerged, European governments defied their publics, continuing to cooperate with the United States while denying all knowledge of rendition flights. These denials relied heavily on the insistence of European governments that they had received confidential "diplomatic assurances" from the United States that nothing illegal was taking place. It was subsequently shown in numerous court proceedings and commissions of inquiry that the activity was illegal. At the time of Steinmeier's meeting, reports of CIA rendition flights through Germany had recently emerged, and were publicly dismissed as unconfirmed by German authorities.

In the years since 2005, successive investigations by human rights groups and international bodies, such as the Council of Europe, have substantiated that extraordinary rendition was indeed occurring. In 2007 the European Parliament approved a finding in a report by a special investigative committee where it was stated that Germany, among other states, aided or knew about the CIA's extraordinary rendition programme. Prior to becoming Foreign Minister in 2005, Frank-Walter Steinmeier served as Head of Chancellery (Chief of Staff) in the government of Chancellor Gerhard Schroeder, where he was responsible for coordinating the work of German intelligence agencies. In 2004, during this tenure, Khaled El-Masri, a German citizen, was abducted by the CIA and renditioned to a black site in Afghanistan where he was interrogated and tortured for four months. Eventually the CIA realised that it had the wrong "El-Masri", and dumped the German on a desolate road in Albania and began a cover-up. El-Masri's case has been substantiated and confirmed in numerous inquiries, and at the European Court of Human Rights.

Today's publication of the 20 target selectors adds to the previous WikiLeaks publication of 125 German numbers targeted by the NSA, showing systematic mass spying on the Chancellor and the Chancellery (All the Chancellor's Men, 8 July) and German politicians and officials handling economic, trade and financial affairs (The Euro Intercepts, 1 July).

What the colonial powers have done in Muslim countries is well known. Less well known are the machinations of Allen Dulles and the CIA in one of these colonial powers, France.Without the knowledge or consent of President John F. Kennedy, Allen Dulles orchestrated the efforts of retired French generals, rightwing French, Nazi sympathizers, and at least one White Russian, to overthrow Charles de Gaulle, who wanted to give Algeria its independence. Dulles et al feared an independent Algeria would go Communist, giving the Soviets a base in Africa.And there was another reason to hang onto Algeria: its natural resources. According to the US Energy Information Administration, it is “the leading natural gas producer in Africa, the second-largest natural gas supplier to Europe outside of the region, and is among the top three oil producers in Africa.”We note with great interest that the plot to bring down Charles De Gaulle — the kind of people involved, the role of Allen Dulles, the motive behind it — all bear an eerie similarity to the circumstances surrounding the assassination of John F. Kennedy. But that is another story.

When the coup against de Gaulle began three months later, Kennedy was still in the dark. It was a tumultuous time for the young administration. As he continued to wrestle with fallout from the Bay of Pigs crisis, JFK was suddenly besieged with howls of outrage from a major ally, accusing his own security services of seditious activity.

The news that Saif al-Islam Gaddafi, the son of the assassinated leader of the Libyan Arab Jamahiriya Muammar Gaddafi, has been released from captivity is one of the most significant developments in Libya in some time. For while the Western corporate media would like people to believe that the Gaddafi name is dead and buried, the fact remains that Saif al-Islam Gaddafi, and the surviving members of the Gaddafi family, are seen as heroes by many in Libya. Moreover, Saif’s release has the potential to transform the political situation in the country.

Although details are few and far between, what we do know is that according to his lawyer at the International Criminal Court (ICC), Saif Gaddafi “was given his liberty on April 12, 2016.” Indeed official documents (which remain unverified) seem to support the assertion that Saif has, in fact, been released. Considering the statements from his attorneys that Saif is “well and safe and in Libya,” the political ramifications of this development should not be underestimated. Not only is Saif Gaddafi the second eldest and most prominent of Col. Gaddafi’s sons, he is also the one seen as the inheritor of his father’s legacy of independent peaceful development and the maintenance of the Libyan Arab Jamahiriya. This last point is of critical importance as his release is a clear signal to many Libyans that the resistance to the NATO-imposed chaos and war is alive and well. And while there have been isolated upsurges of pro-Gaddafi sentiments at various times in the last five years, they mostly remained underground. Perhaps it might soon be time for the resistance to once again become united as it moves to drive out the terrorists and opportunists who have torn the jewel of Africa apart these last five years.

It is against this dizzying political backdrop that one must examine the significance of a potential return for Saif al-Islam Gaddafi. Saif remains a hero to many Libyans who see in him the inheritor of the independent spirit of his father, a man whose education and erudition, and most importantly wartime experience, make him a natural leader. It should be remembered that Saif was the main advocate of the rapprochement between Libya and the West in the early 2000s, spearheading the campaign for Libya’s disarmament of its nuclear and long-range ballistic missiles program. However, by 2011 and the US-NATO illegal war on Libya, Saif had changed his tune, regretting terribly his having taken western leaders at their word. In a now infamous interview with RT conducted in the midst of the NATO war, Saif stated: “Many countries, Iran and North Korea are among them, told us it was our mistake to give up, to have stopped developing long-range missiles and to become friendly with the West. Our example means one should never trust the West and should always be on alert – for them it is fine to change their mind overnight and start bombing Libya…One of our biggest mistakes was that we delayed buying new weapons, especially from Russia, and delayed building a strong army. We thought Europeans were our friends; our mistake was to be tolerant with our enemies.”

As Egyptian President Sisi calls for more support in the fight against NATO-funded militias in Libya, the West’s refusal to back him raises the question of their ultimate aims in entering the region. The West is complicity in enabling ISIS to gain a strong foothold and further destabilise Libya, Syria and, potentially, Egypt.Western states are trumpeting ISIS as the latest threat to civilisation, claiming total commitment to their defeat, and using the group’s conquests in Syria and Iraq as a pretext for deepening their own military involvement in the Middle East. Yet as Libya seems to be following the same path as Syria – of ‘moderate’ anti-government militias backed by the West paving the way for ISIS takeover – Britain and the US seem reluctant to confront them there, immediately pouring cold water on Egyptian President Sisi’s request for an international coalition to halt their advances. By making the suggestion – and having it, predictably, spurned – Sisi is making clear Western duplicity over ISIS and the true nature of NATO policy in Libya.

On 29th August 2011, two months before the last vestiges of the Libyan state were destroyed and its leader executed, I was interviewed on Russia Today about the country’s future. I told the station: “There’s been a lot of talk about what will happen [in Libya after the ouster of Gaddafi] – will there be Sharia law, will there be a liberal democracy? What we have to understand is that what will replace the Libyan state won’t be any of those things. What will replace the Libyan state will be the same as what has replaced the state in Iraq and Afghanistan, which is a dysfunctional government, complete lack of security, gang warfare and civil war. And this is not a mistake from NATO. They would prefer to see failed states than states that are powerful and independent and able to challenge their hegemony. And people who are fighting for the TNC, fighting for NATO, really need to understand that this is NATO’s vision for their country.” Friends at the time told me I was being overly pessimistic and cynical. I said I hoped to God that they were right. But my experiences over a decade following the results of my own country (Britain)’s wars of aggression in places like Kosovo, Afghanistan and Iraq long after the mainstream media had lost interest, led me to believe otherwise.

Of course, it was not only me who was making such warnings. On March 6th 2011, several weeks before NATO began seven months of bombing, Gaddafi gave a prophetic interview with French newspaper Le Monde du Dimanche, in which he stated: “I want to make myself understood: if one threatens [Libya], if one seeks to destabilize [Libya], there will be chaos, Bin Laden, armed factions. That is what will happen. You will have immigration, thousands of people will invade Europe from Libya. And there will no longer be anyone to stop them. Bin Laden will base himself in North Africa and will leave Mullah Omar in Afghanistan and Pakistan. You will have Bin Laden at your doorstep.”

Donald Trump may soon find himself on the receiving end of a "visa war" that could have dire consequences for trans-Atlantic travel and European tourism. On Thuesday, EU lawmakers voted to force Americans to apply for visas when traveling to Europe in response to Washington refusing to allow all Europeans to travel to the States visa-free.

he vote by show of hands was the latest in an ongoing “visa war” between Brussels and Washington DC, which now looks set to come to a head after MEPs today agreed that US nationals crossing the Atlantic should require additional travel documents as long as citizens from five EU countries (Bulgaria, Croatia, Cyprus, Poland and Romania) are kept from entering America without a visa. A European Parliament source told Telegraph Travel this was a “serious negative step in the EU-USA visa war”. Following today's vote, the EU Commission now has two months to reintroduce visas for Americans wishing to travel to Europe, after MEPs agreed the EU is now “legally obliged” to suspend the Visa Waiver Programme (VWP) with the US for a year after the US administration failed to meet a deadline to respond something called visa reciprocity. Parliament and the European Council will have the chance to object to anything put forward by the Commission according to the Telegraph. The resolution passed despite warnings from the European Travel Commission (ETC) of the damage a visa war with the US might have on the continent’s tourism industry.

As we reported at the time, it was in April 2014 that the European Commission was first made aware that the US - along with Australia, Brunei, Canada and Japan - was failing to ensure the same visa waiver rights for its citizens that Europe offered in return. The Commission then gave the countries a deadline of two years before retaliating. Since, Australia, Brunei and Japan have all lifted their visa requirements, with Canada set to do the same by the end of the year, but the US has failed to act. There has not yet been a response to today’s vote from the US but the State Department’s Bureau of Consular Affairs has said in the past that Bulgaria, Croatia, Cyprus, Poland and Romania do not yet meet security requirements for the US VWP. Canada also imposes visa requirements on Bulgarian and Romanian citizens, but it has announced that they will be lifted in December. Since the imposition of a visa regime is perceived as a major hurdle to free travel, the implementation of the MEP vote would likely lead to a dramatic drop in airline travel across the US and Europe, coupled with a plunge in tourism and associated reveue. As a country looking to boost its tourism industry will often look at loosening any existing visa requirements, the opposite may suggest that the European decision may have political overtones and be in response to Trump's aggressive anti-immigration regime.

Ukraine’s troubles began when the US State Department toppled the elected president in February and replaced him with a compliant stooge who agreed to follow Washington’s directives. The new “junta” government quickly launched a full-blown war against Russian-speaking Ukrainians in the east which split the civilian population and drove the country to ruin. The plan “pacify” the East was concocted in Washington, not Kiev and certainly not Moscow.

With diplomacy having failed miserably to resolve the Russian annexation of Crimea, and soon East Ukraine (and with John Kerry in charge of it, was there ever any doubt), the US is moving to the heavy artillery. First, moments ago, the US DOE announced in a shocking announcement that it would proceed with the first draw down and sale of crude from the US strategic petroleum reserve, the first since June 2011, in what it said was a "test sale to check the operational capabilities of system infrastructure", but is really just a shot across the bow at Putin for whom high commodity prices are orders of magnitude more important than how the Russian stock market performs. And now, as Bloomberg just reported, the US has escalated even further, citing the Chairman of the Joint Chiefs of Staff, General Martin Dempsey, who "has claimed that in the case of an escalation of unrest in Crimea, the U.S. Army is ready to back up Ukraine and its allies in Europe with military actions."

So much for those peaceful hour long phone calls between Obama and Putin. From Bloomberg: According to the Web site of the Atlantic Council, Dempsey said that "he's been talking to his military counterparts in Russia, but he's also sending a clear message to Ukraine and members of NATO that the U.S. military will respond militarily if necessary."   "We're trying to tell [Russia] not to escalate this thing further into Eastern Ukraine, and allow the conditions to be set for some kind of resolution in Crimea. We do have treaty obligations with our NATO allies. And I have assured them that if that treaty obligation is triggered [in Europe], we would respond," Dempsey said.   According to the General, the incursion of Russian troops into the Crimea creates risks for all the countries of Europe and NATO allies.   "If Russia is allowed to do this, which is to say move into a sovereign country under the guise of protecting ethnic Russians in Ukraine, it exposes Eastern Europe to some significant risk, because there are ethnic enclaves all over Eastern Europe and the Balkans," Dempsey said. And with that, the USDJPY ramp takes the pair to overnight highs, and futures are set to go green. BTFWWIIID! More seriously, the real question is how Putin will react to this quantum escalation in verbal hostilities: wild guess here, but somehow we doubt he will pick up and leave.

Poland will be paying a quarter of a million dollars to two Guantánamo detainees, Abu Zubaydah and Abd al-Rahim al-Nashiri. The payment arises in the context of the torture of the terror suspects at a CIA “black site” operating on Polish territory. Last July, the European Court of Human Rights handed down its much-awaited judgments in the cases of Abd al-Rahim al-Nashiri v. Poland and Husayn (Abu Zubaydah) v. Poland in relation to Poland’s involvement in the CIA rendition, detention and interrogation program. The Court ruled that Poland violated the substantive and procedural aspects of the detainees’ right to be free from torture or inhuman or degrading treatment or punishment (Article 3, European Convention on Human Rights). The Court also found violations of, among other rights, Articles 5 (liberty and security), 8 (private and family life), and 13 (effective remedy) of the ECHR. The Court ordered the Polish government to pay €130,000 to Zubaydah and €100,000 to al-Nashiri, within three months from when the judgments become final. Poland appealed the ruling, but the request was rejected by a Grand Chamber panel on February 16, making last weekend the deadline for the payments. The Polish Foreign Ministry said on Friday that it was processing the payments, AP’s Vanessa Gera reported.

But the Court took a different, more robust view and found significant responsibility on part of the Polish government. The Court held (my emphasis added): “517. … Notwithstanding the [Article 3] Convention obligation, Poland, for all practical purposes, facilitated the whole process, created the conditions for it to happen and made no attempt to prevent it from occurring. As the Court has already held above, on the basis of their own knowledge of the CIA activities deriving from Poland’s complicity in the [High-Value Detainees Program] Programme and from publicly accessible information on treatment applied in the context of the “war on terror” to terrorist suspects in US custody the authorities – even if they did not witness or participate in the specific acts of ill-treatment and abuse endured by the applicant – must have been aware of the serious risk of treatment contrary to Article 3 occurring on Polish territory.”

Circumstances surrounding the European and Ukrainian elections were far from being a mere coincidence. The regime changers in Kiev decided to hold a presidential election on May 25, the same day as European Parliament elections, in order to demonstrate their desire to follow a European-centric foreign policy.

Way beyond the established fact of an Atlantic push against Russian western borderlands, Ukraine remains a catfight of local oligarchies. No wonder the new Ukrainian president is also an oligarch; the 7th wealthiest citizen in the land, who owns not just a chocolate empire, but also automotive plants, a shipyard in Crimea and a TV channel. The only difference is that he’s a NATO oligarch

Meanwhile, in NATOstan, local and transnational elites have been desperately trying to spin a measure of success. Abstention remains notable – only roughly 4 in 10 Europeans take the trouble to vote on what goes on in Strasbourg, with a majority alienated enough to legitimize the mix of internal European austerity and international belligerence.

Because it relatively poorly understood and under-reported in comparison to other more notorious terrorist groups, the Turkish-Uyghur terror network is perhaps more dangerous and of greater utility to the United States and its allies presently versus their increasingly exposed Al Qaeda legions. The genesis of modern Turkish-sponsored terrorism, like Al Qaeda, also originates from the Cold War. Part of the wider stay-behind networks known as “Gladios” created by NATO to allegedly fight Soviet forces in the event of a Soviet invasion and occupation of Western Europe, these terrorist groups were instead turned against the population of NATO member states and engaged in violence, terrorism, mass murder, and assassinations. A group of ultra-nationalists known as the “Grey Wolves” would be cultivated for this task within Turkey. In a 1998 LA Times article titled, “Turkish Dirty War Revealed, but Papal Shooting Still Obscured,” it would be reported that (emphasis added):

In the late 1970s, armed bands of Gray Wolves launched a wave of bomb attacks and shootings that killed hundreds of people, including public officials, journalists, students, lawyers, labor organizers, left-wing activists and ethnic Kurds. During this period, the Gray Wolves operated with encouragement and protection of the Counter-Guerrilla Organization, a section of the Turkish Army’s Special Warfare Department. Working out of the U.S. Military Aid Mission building in Ankara, the Special Warfare Department received funds and training from U.S. advisors to establish “stay behind” squads of civilian irregulars who were set up to engage in acts of sabotage and resistance in the event of a Soviet invasion. Similar Cold War counter-guerrilla units were created in every member state of the North Atlantic Treaty Organization. But instead of preparing for foreign enemies, these operatives often set their sights on domestic targets. Another LA Times piece titled, “Turkey’s Gray Wolves Nip at Heels of Power,” would reveal the extent of the Grey Wolves reign of terror (emphasis added): At the height of the Cold War, the army used the Gray Wolves as a violent counterweight to Turkish Communists. The party’s coffers swelled with secret contributions from the government.  By the late 1970s, the Gray Wolves had spun out of state control. Their paramilitary wing fought a campaign against leftist rivals that killed nearly 6,000 people. Ali Agca, who shot Pope John Paul II in a 1981 assassination attempt, is alleged to have been affiliated with the party.

The article would also reveal that despite this horrific past, the Grey Wolves and their political allies were still a very potent political force in Turkey. Today, the Grey Wolves function as a paramilitary wing of the Nationalist Movement Party (MHP), which holds the third largest number of seats in Turkey’s parliament. As troubling as this should be to Turks who may find themselves on the receiving end of a politically powerful terrorist organization apparently tolerated, even sponsored by NATO for decades and in particular, supported by the United States, the Grey Wolves’ terrorism has branched out far beyond Turkey’s borders. NATO Gladio Goes Global  According to a 2009 New American Media report titled, “Behind the China Riots — Oil, Terrorism & ‘Grey Wolves’,” Turkey’s Grey Wolves have established militant training camps as far as China’s western Xinjiang region, helping produce violent terrorists who have carried out a series of deadly attacks across China. The report would state (emphasis added):

Two days ago we reported of the odd coincidence of a 2nd emergency shutdown at Ukraine's Zaporozhye Nuclear reactor - Europe's largest nuclear power plant - following our earlier fears of disinformation. Today, we get information of a leaked report sourced from three different place - unconfirmed for now (but RT is trying to verify) - that Ukrainian nuclear scioentists misled the public and a radioactive leak has been detected - citing the country’s emergency services claiming that levels of radiation are 16.3 times the legally permitted norm.

Curiously, all this takes place at a peculiar time: just as Ukraine announces it is replacing its nuclear fuel supplier from Russia to US conglomerate Westinghouse: Ukraine on Tuesday sealed an additional nuclear fuel supply deal with US giant Westinghouse in order to ease its energy dependence on Russia.    Westinghouse Electric Company said it signed a deal in Brussels with Ukraine's Energoatom state nuclear power provider "to significantly increase fuel deliveries to Ukrainian nuclear power plants through 2020."   No figures were immediately available for the value of a deal which Ukrainian Prime Minister Arseniy Yatsenyuk had said would take place.    Nor were there details on the quantities of fuel or number of reactors involved.  The two sides had earlier this year extended their existing cooperation agreement through 2020.   A top Energoatom official said this month that Kiev would like to purchase additional Westinghouse nuclear fuel for 13 of its reactors.   US-based Westinghouse currently supplies fuel for only one of Ukraine's 15 operating units -- the third reactor of the South Ukranian Nuclear Power Plant that is located 300 kilometres (185 miles) south of Kiev.   Ukranian media said Energoatom and the US firm had been cooperating on nuclear fuel supplies since 2000.   The former Soviet republic had previously relied on Russian nuclear fuel manufacturer TVEL.

In Ukraine, the West supported an unconstitutional putsch against an elected government perpetrated, among others, by fascist/neo-nazi storm troopers (Svoboda, Right Sector) instrumentalized by US intelligence. After a Russian counterpunch, US President Barack Obama proclaimed that any referendum in Crimea would "violate the Ukrainian constitution and violate international law." This is just the latest instance in the serial rape of "international law". The rap sheet is humongous, including; NATO bombing Serbia for 78 days in 1999 to allow Kosovo to secede; the 2003 US invasion and subsequent trillion-dollar occupation and civil war creation in Iraq; NATO/AFRICOM bombing Libya in 2011 invoking <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> R2P ("responsibility to protect") as a cover to provoking regime change; US investment in the secession of oil-wealthy South Sudan, so China has to deal with an extra geopolitical headache; and US investment in perennial civil war in Syria.

Yet Moscow still (foolishly?) believes international law should be respected - presenting to the UN Security Council classified information on all Western intel/psy-ops moves leading to the coup in Kiev, including "training" provided by Poland and Lithuania, not to mention Turkish intelligence involvement in setting up a second coup in Crimea. Russian diplomats called for an unbiased international investigation. That will never happen; Washington's narrative would be completely debunked. Thus a US veto at the UN. Russian Foreign Minister Sergei Lavrov also called for the Organization for Security and Co-operation in Europe to objectively investigate those snipers shooting everyone on sight in Kiev, as revealed by Estonia's foreign minister to EU foreign policy supremo Catherine "I love Yats" Ashton. According to Russia's ambassador to the UN Vitaly Churkin, "a completely different picture would be drawn compared to what is being depicted by American media and, unfortunately, by some American and European politicians." Needless to say, there will be no investigation.

Everyone remembers the "good Taliban", with which the US could negotiate in Afghanistan. Then came the "good al-Qaeda", jihadis the US could support in Syria. Now come the "good neo-nazis", with which the West can do business in Kiev. Soon there will be "the good jihadis supporting neo-nazis", who may be deployed to advance US/NATO and anti-Russian designs in Crimea and beyond. After all, Obama mentor Dr Zbigniew "The Grand Chessboard" Brzezinski is the godfather of good jihadis, fully weaponized to fight the former Soviet Union in Afghanistan. As facts on the ground go, neo-nazis are definitely back as good guys. For the first time since the end of World War II, fascists and neo-nazis are at the helm of a European nation (although Ukraine most of all should be characterized as the key swing nation in Eurasia). Few in the West seem to have noticed it.

You don't need to be a neo-Foucault hooked on Orwellian/Panopticon practices to admire the hyper-democratic "ring of steel" crossing average roads, parks and even ringing castle walls to "protect" dozens of NATO heads of state and ministers, 10,000 supporting characters and 2,000 journalists from the real world in Newport, Wales - and beyond. NATO's summit in Wales also provides outgoing secretary-general Anders "Fogh of War" Rasmussen the chance to display his full <a href='http://asianmedia.com/GAAN/www/delivery/ck.php?n=a9473bc7&cb=%n' target='_blank'><img src='http://asianmedia.com/GAAN/www/delivery/avw.php?zoneid=36&cb=%n&n=a9473bc7&ct0=%c' border='0' alt='' ></a> attack dog repertoire. It's as if he's auditioning for a starring role in a remake of Tim Burton's epic Mars Attacks!

Fogh of War is all over the place, talking "pre-positioning of supplies, equipment" - euphemism for weapons; boosting bases and headquarters in host countries; and touting a 10,000-strong, rapid reaction "spearhead" force to respond to Russian "aggression" and deployable in a maximum of five days. Meanwhile, in a bad cop-bad cop routine, outgoing president of the European Commission, outstanding mediocrity Jose Manuel Barroso, leaked that Russian President Vladimir Putin told him over the phone later last week he could take Kiev in a fortnight if he wanted. Well, Putin could. If he wanted. But he doesn't want it. What matters is what he told Rossiya state TV; that Kiev should promote inclusive talks about the future statute of Eastern Ukraine. Once again, the Western spin was that he was advocating the birth of a Novorossiya state. NATO somehow is already in Ukraine. A NATO cyber center group has been in Kiev since March, operating in the building of the Council of National Security and Defense. So it is a bunch of NATO bureaucrats who actually determine the news agenda in Ukraine - and the non-stop demonization of all things Russia. Ukraine is all about Germany now. Berlin wants a political solution. Fast. Berlin wants Russian gas flowing via Ukraine again. Fast. Berlin does not want US missile defense in Eastern Europe - no matter what the Baltic states scream. That's why Poroshenko's latest "Invasion! Invasion! Invasion!" craze is nothing but pure desperation by a lowly, bankrupt vassal of the Empire of Chaos. Of course that does not prevent Fogh of War - who got the NATO job because he was an enthusiastic cheerleader of the rape of Iraq - to keep crying "Invasion!" till all Danish retrievers come home.
