  • In recognition of a career distinguished by meticulously researched investigations, intrepid questioning and reporting that has challenged both conventional wisdom and mainstream media, the Nieman Foundation for Journalism at Harvard will present journalist Robert Parry with the 2015 I.F. Stone Medal for Journalistic Independence during a ceremony in Cambridge, Mass., on Oct. 22, 2015.
  • Parry established the website, consortiumnews.com in 1995 as the first investigative news magazine on the Internet. He continues to edit the site and notes that a founding idea behind the project was the belief that “a major investment was needed in journalistic endeavors committed to honestly informing the American people about important events, reporting that truly operated without fear or favor.” Parry is known for breaking many of the stories related to the Iran-Contra affair while working at The Associated Press and Newsweek in the 1980s. He received the George Polk Award for National Reporting in 1984 for his work on Iran-Contra at the AP, where he broke the story that the CIA had provided a manual to the Nicaraguan Contras (“Psychological Operations in Guerrilla Warfare”) that outlined ways to build support for the Contra cause and carry out political assassinations.
  • In 1985, he was the first to report on Oliver North’s involvement in the affair and along with his AP colleague Brian Barger, was the first to describe the Contras’ role in cocaine trafficking in the United States – stories that led to an internal investigation and a congressional inquiry. Parry also was a 1985 Pulitzer finalist for his work. In the early 1990s, Parry made several documentaries for PBS’s Frontline on the October Surprise allegations about a plot to influence the outcome of the 1980 presidential election between incumbent Jimmy Carter and Ronald Reagan. He continued to report on the topic and published two related books: “Trick or Treason: The October Surprise Mystery” (1993) and “The October Surprise X-Files: The Hidden Origins of the Reagan-Bush Era” (1996). Parry’s other books include “America’s Stolen Narrative: From Washington and Madison to Nixon, Reagan and the Bushes to Obama” (2012), “Neck Deep: The Disastrous Presidency of George W. Bush” (2007), “Secrecy & Privilege: Rise of the Bush Dynasty from Watergate to Iraq” (2004), “and “Lost History: Contras, Cocaine, the Press & ‘Project Truth’” (1992).

  • Parry worked for Bloomberg News from 2000-2004. He has reported from Grenada, El Salvador, Nicaragua, Iran, Israel and Haiti and has taught at the New York University Graduate School of Journalism. Former Nieman Foundation curator Bill Kovach, chair of the advisory committee that oversees the annual award, said, “Robert Parry has for decades been one of the most tenacious investigative journalists. Driven by his concern that the information flooding our communications system increasingly substitutes opinion for historical fact and undermines effective citizen and government decisions, he has created a unique news website to replace disinformation with facts based on deep research.” Established in 2008, the I.F Stone Medal honors the life of investigative journalist I.F. Stone and is presented annually to a journalist whose work captures the spirit of journalistic independence, integrity and courage that characterized I.F. Stone’s Weekly, published 1953-1971. The award is administered by the Nieman Foundation for Journalism at Harvard and its Nieman Watchdog Project.

Mission Failure Admission: US Abandons Program To Train Syrian Rebels - 0 views

  • The U.S. Pentagon is expected to announce Friday that it will end its oft-criticized $500 million program to train and equip Syrian rebels, offering further evidence of the Obama administration’s incoherent and failed strategy in Syria and beyond. According to the New York Times, which broke the news, Pentagon officials will officially announce the end of the program on Friday, as Defense Secretary Ashton B. Carter leaves London after meetings with his British counterpart, Defense Minister Michael Fallon, about the continuing wars in Syria and Iraq. “A senior Defense Department official, who was not authorized to speak publicly and who spoke on the condition of anonymity, said that there would no longer be any more recruiting of so-called moderate Syrian rebels to go through training programs in Jordan, Qatar, Saudi Arabia or the United Arab Emirates,” the Times reports. “Instead, a much smaller training center would be set up in Turkey, where a small group of ‘enablers’— mostly leaders of opposition groups—would be taught operational maneuvers like how to call in airstrikes.” The program had been criticized from the beginning, with many charging that the strategy would merely lead to deeper chaos and regional instability—all while being based on mistaken assumptions.
  • “The proposition that there is a moderate Syrian opposition with enough military potential and—even more importantly—popular support inside Syria to overthrow the Assad government is a myth,” foreign policy experts Flynt Leverett and Hillary Mann Leverett wrote for Consortium News one year ago. “To claim in addition that these mythical moderate oppositionists can take on and defeat the Islamic State is either blatantly dishonest or dangerously delusional.” And just last month, journalist Robert Parry described the program as “an embarrassing failure, producing only about 50 fighters who then were quickly killed or captured by Al Qaeda’s Nusra and other jihadist groups, leaving only ‘four or five’ trainees from the program, according to Gen. Lloyd J. Austin III, head of the U.S. Central Command which has responsibility for the Middle East.”
  • As Common Dreams reported at the time, Central Command admitted in September that the U.S.-trained and armed rebels at the center of the policy had turned over at least a quarter of their American-issued equipment to the al Nusra Front, which is linked with al Qaeda.

  • Method A suffered a breakdown in the 1970's, because inflation was allowed to get out of control. The 6 percent mortgage interest rates that were commonly charged by savings and loans became untenable when inflation and interest rates soared to double-digit levels. The savings and loan industry went out of business. Whether Method B could survive a similar shock is unclear. The right lesson to learn from the 1970's was not that we should use Method B. The right lesson to learn is that we should not let inflation get out of hand.

  • The secondary mortgage market began in 1968, when the United States formed the Government National Mortgage Association (GNMA). GNMA pooled loans originated under programs by the Federal Housing Administration (FHA) and the Veterans Administration (VA) and sold these pools to investors. The purpose of this, as with the quasi-privatization of the Federal National Mortgage Association (Fannie Mae) that took place that year, was to take Federally guaranteed mortgage loans off of the books. President Johnson, fighting an unpopular war in Vietnam, wanted to save himself the embarrassment of having to come to Congress to ask for larger and larger increases in the ceiling on the national debt. Thus, the first steps toward mortgage securitization were taken in order to disguise financial reality using accounting gimmicks. It has been the same ever since.

Forty years ago, depository institutions handled mortgage credit risk very differently than they do today. Back then, the depository institution, which was typically a savings and loan association, held mortgages that were underwritten by its own employees, given to borrowers and backed by homes in its own community. These were almost always 30-year, fixed-rate loans, with borrowers having made a significant down payment, often 20 percent of the price of the home. Call this approach to mortgage lending "Method A." Today, mortgage loans held by depository institutions are often in the form of securities. These securities are backed by loans originated in distant communities by unknown borrowers, underwritten by mortgage brokers or other personnel not employed by the depository institution. The loans are often not 30-year fixed-rate loans, and the borrowers have typically made down payments of 5 percent or less, including loans with no down payment at all. Call this approach to mortgage lending "Method B." If you compare the two methods using common sense, then Method B does not pass a simple sanity check. In fact, the current financial crisis consists of banks that are up to their necks in Method B......"

    Obama has definitely turned his back on winding down U.S. foreign wars.  Notice that General Dempsey now stands accused by anonymous White House officials of having recommended "military action against the Islamic State." I doubt that. The Pentagon's focus seems lately to have been on making sure that the world knows they predicted that war against ISIL would fail.

  • COLUMBUS, OH-Former Columbus Police Officer Steven Edward Dean, 49, of Columbus, was sentenced in U.S. District Court to 30 months in prison for misappropriating and selling heavy equipment and other property the Columbus Division of Police received through a Department of Defense surplus program. Carter M. Stewart, U.S. Attorney for the Southern District of Ohio; Kevin Cornelius, Special Agent in Charge, Federal Bureau of Investigation (FBI); Brian Reihms, Special Agent in Charge, Defense Criminal Investigative Service (DCIS); and Columbus Police Chief Kim Jacobs announced the sentence handed down today by U.S. District Judge Michael H. Watson. According to court documents, an investigation by the Columbus Division of Police, the FBI and DCIS concluded that between October 1, 2005 and June 1, 2012, Dean diverted property with a fair market value of $251,570.94 the police department had received from the Defense Reutilization Marketing Office (DRMO) program. The embezzled items included $133,554.59 of heavy equipment, construction equipment, and vehicles; restaurant equipment; $94,163.25 of materials sold for scrap; and $16,353.15 worth of items, including diesel generators, sold to private persons. This conclusion was based on records obtained from the U.S. Department of Defense DRMO program, the state of Ohio offices involved with the DRMO program, scrapyard receipts, Craigslist online point-of-sale website records, restaurant supply records of sold equipment, and by viewing the items of property themselves.

"Today's sentencing demonstrates the Defense Criminal Investigative Service's ongoing commitment to combating fraud and corruption that impacts the Department of Defense's vital programs and operations," said Brian Reihms, Special Agent in Charge, Defense Criminal Investigative Service (DCIS), "DCIS, with our partner agencies, will continue to work tirelessly to investigate fraud involving the DoD's DRMO Law Enforcement Support Office which transfers excess property to law enforcement organizations across the United States." Dean pleaded guilty in February to one count of embezzlement from a program receiving federal funds and one count of theft of public property. Under terms of the plea agreement, Dean will forfeit $251,570.94 less the value of the recovered equipment. Dean was also sentenced to three years of supervised released following inprisonment. U.S. Attorney Stewart commended the investigation by DCIS, the FBI, and CPD, as well as Assistant U.S. Attorneys Doug Squires and Deborah Solove, who prosecuted the case.

  • A debate over efforts to defeat Islamic State would reopen tension over the president’s authority to conduct military operations and uneasiness among some lawmakers -- mostly Obama’s fellow Democrats -- about being drawn into open-ended conflicts and ground combat.
  • A White House statement said Obama “committed to working with members of both parties” on an authorization “that Congress can pass to show the world America stands united against ISIL,” an acronym for Islamic State’s former name. Congressional leaders of both parties met with Obama today for about an hour, the first such meeting since Congress opened its new session this month with Republicans in control of both chambers for the first time in eight years.

He also said that authorization to target Islamic State and its affiliates shouldn’t be limited to Iraq and Syria because “it would be a mistake to advertise” to the group that it has “safe havens” elsewhere. Kerry also resisted language that would limit combat operations, saying Congress shouldn’t “pre-emptively bind the hands” of the president in case of unforeseen circumstances. He cited Obama’s assurances that he won’t send U.S. forces into ground combat.

  • In an abrupt retreat Friday, the Pentagon revoked an order to war court judges to drop their other military duties and take up residence at this remote base until their cases are over.The 9/11 case judge swiftly responded by lifting a freeze on preparations for the terror trial of alleged mastermind Khalid Sheik Mohammed and four accused accomplices; the judge had imposed the freeze 48 hours earlier with a ruling that found the move-in order appeared to be an illegal bid to rush justice.Defense lawyers in the Sept. 11 and USS Cole death-penalty cases described the Jan. 7 relocation order as “unlawful influence,” a pressure play designed to exile military judges to the remote base in Cuba, cut short pretrial hearings and move straight to trial. Commanders meddling in the judicial function is a crime in the U.S. military. The about-face also averted testimony in the USS Cole bombing case by three three-star officers, the top lawyers of the Navy, Army and Air Force, on how the Pentagon order to move the judges took them by surprise — and its impact.
  • But it did not settle the conflict. Defense lawyers for Saudi Abd al Rahim al Nashiri, 50, argued that the way the order was adopted and withdrawn was illegal.They asked the judge, Air Force Col.   • Ary “can’t be trusted” to act impartially, said Kammen, noting Ary’s role includes funding the defense and choosing the jury pool of U.S. military officers — Kammen called it driving “the death train” by handpicking “the people that he wants to kill Nashiri.”Prosecutors said, with the move-in order gone, the issue was over. They urged Spath to drop it. “We get that there is an appearance issue,” said the chief war crimes prosecutor, Army Brig. Gen. Mark Martins. “We all are guardians. But hearing evidence this week disclosed a behind-the-scenes plan to remove Spath from the USS Cole case rather than relieve him of his other job as chief of the Air Force judiciary.Ary undertook this change “knowing it could remove a sitting trial judge,” said Spath, adding he would rule Monday morning on the defense motion to dismiss the charge

  • The Sept. 11 case judge, Army Col. James L. Pohl, halted the proceedings this week, and said he wouldn’t resume them until the Pentagon lifted the move-in order. He said it appeared to constitute improper pressure on the judiciary to speed justice along. Friday afternoon, a USS Cole prosecutor, Navy Lt. Paul Morris, announced in court that Pohl had lifted his freeze.

As Optimism Grows, Possible Iran Deal Gains Key Endorsement « LobeLog - 0 views

  • Optimism that the US and world powers can, after all, strike a nuclear deal with Iran by or shortly after the current November 24 deadline appeared to grow here in Washington substantially this week. Such a deal also gained a critical endorsement, one that should provide a lot of political cover to shaky Democrats, as well as voices in the US Jewish community who, in contrast to the right-wing leadership of AIPAC and other “mainstream” Jewish organizations, have long favored President Obama’s diplomatic efforts. In an interview with the Jerusalem Post, Amb. Stuart Eizenstat, who played a key role in promoting sanctions against Iran under both Jimmy Carter and Bill Clinton and who succeeded Dennis Ross as chairman of the Jerusalem-based Jewish People Policy Institute (JPPI), challenged Israeli Intelligence Minister Yuval Steinitz’s recent claim in a New York Times op-ed that the failure to reach an agreement “can be regarded a qualified success, because it would represent the integrity of an international community adhering to its principles rather than sacrificing the future of global security.”
  • According to Eizenstat, whose experience in Democratic foreign policy circles was described as “vast” by none other than Bill Kristol’s Weekly Standard two years ago: No deal is not a success, because it means an unrestrained use of centrifuges, the Iranian plutonium plant at Arak continuing, no intrusive inspections, no elimination of 20-percent enriched uranium, and less likelihood of eliminating weaponization. …[A deal] would not be a bouquet of roses. It has a lot of thorns in it. But the alternative is nothing but thorns. It would almost force a military reaction, which even under the best circumstances  …would set back Iran two to three years and have ripple effects that would tremendously harm Israel, such as attacks from Hezbollah.
  • Eizenstat’s remarks came during a week in which, according to the Wall Street Journal’s well-connected Jay Solomon, the administration has begun actively promoting a possible nuclear deal with foreign allies, key members of Congress, and former senior foreign policy officials. While administration officials insist that important gaps between Iran and the P5+1 (US, UK, France, Russia, China and Germany) remain on some key issues, it appears that last week’s meetings in Vienna made important progress. The Journal also reported that the two sides may be moving toward a compromise on one key issue that has gained a lot of attention here—the number of centrifuges (around 4,000) that Iran could keep spinning to produce low-enriched uranium under an accord.

  • The fact that the administration is indeed briefing interested parties on the likely parameters of a final accord—and apparently aggressively defending it—indicates a higher degree of confidence that it will get a deal than even ten days ago. Of course, the administration’s hand may have been forced somewhat by the backlash provoked by the very damaging—and, in my view, quite misleading (because the administration has never tried to hide its intentions in this regard)—New York Times article by David Sanger, “Obama Sees an Iran Deal That Could Avoid Congress.”

The confirmation of long-term US troop deployments to Afghanistan has been prompted by the instability of the US-backed regime in Kabul, whose tenuous hold over the capital is threatened by insurgent forces including the Taliban, al Qaeda and ISIS, the US officials said. The enlarged US basing arrangements will include at least four new large-scale bases or “hubs,” including new facilities in East Africa and West Africa and Afghanistan, along with a greater number of smaller camps or “spokes,” sources told the Times . The new bases, which the Pentagon describes as “enduring” bases, will host forces ranging from dozens of commandos up to 5,000 soldiers at the largest hubs, the unnamed military officials said. West Africa is a main focus of the expanded basing plans, and will host one of the larger hubs. The West African countries of Niger and Cameroon are the only countries set to host smaller “spoke” bases listed by the Times report. US Special Forces commandos affiliated with the “expeditionary targeting force” announced last week by US Defense Secretary Ashton Carter are already setting up operations in the same area, according to reports.

  • The Department of Defense announced today that US Special Forces and Kurdish forces launched an air assault against an Islamic State-run prison near Hawijah in central Iraq. One US soldier was killed during the raid, which the military insists was not a combat operation, but part of its “advise and assist” mission. From the Department of Defense press release: U.S. Special Forces supported an Iraqi peshmerga operation earlier today to rescue about 70 hostages from an Islamic State of Iraq and the Levant prison near Hawijah, Iraq, Defense Department Press Secretary Peter Cook told reporters at the Pentagon this afternoon. American Special Forces personnel carried out the planned operation at the request of the Kurdistan regional government after learning through intelligence sources that the hostages faced imminent mass execution, Cook said. The Special Forces mission was consistent with Operation Inherent Resolve’s counter-ISIL efforts to train, advise, and assist Iraqi forces, he emphasized. One U.S. service member and four peshmerga soldiers were wounded when ISIL extremists fired on U.S. and Iraqi forces during the rescue, he said, adding the U.S. service member was medically treated but later died.
  • The recovered hostages were placed with the Kurdistan Regional government, Cook said, adding that no hostages died during the rescue to his knowledge. “The U.S. provided helicopter lift and accompanied Iraqi peshmerga forces to the compound,” where ISIL held the hostages, Cook said. While it appears more than 20 hostages were Iraqi security forces’ members and the remaining hostages were Iraqi civilians, that review remains under way. “Five ISIL terrorists were detained by the Iraqis and a number of ISIL terrorists were killed,” he said. “In addition, the U.S. recovered important intelligence about ISIL.” The Daily Beast’s Nancy Yousef has more on the raid and the Pentagon’s refusal to describe the raid as a combat mission.   • Even after the raid, Pentagon officials, who once insisted there were no American boots on the ground, continued to call the U.S. effort a “train, advise and assist” mission, not a combat one. It marked the latest game of military semantics in a war defined as much by its messaging as by its tactical results. At a briefing with reporters, Pentagon spokesman Peter Cook said the U.S. military was “not in an active combat mission” in Iraq. Cook repeatedly called the raid “unique” but refused to say whether the U.S. military had conducted similar mission before this one or whether anyone in the Iraqi government had asked for similar help in the past. Rather he said Secretary of Defense Ash Carter approved putting U.S. troops in harm’s way because the Kurdish forces asked for raid and because both Kurdish and U.S. forces believed hostages had recently been killed; more could die within hours, they feared. The U.S. military was not sure who it was rescuing, Cook said. In a statement, Kurdish officials said there were no Kurds among those rescued; they seem surprised and suggested that Iraqis had been rescued, instead.

  • According The Daily Beast, “dozens of troops from the U.S. Army’s elite Delta Force” were involved in the operation. If true, the military’s claim that the Special Forces troops were not engaged in a combat mission is implausible. Delta operators are highly trained door-kickers and not military advisers. US special operations forces have conducted at least one other operation in the Iraq-Syria theater this year. In May, US personnel killed an Islamic State military and financial leader known as Abu Sayyaf and captured his wife, Umm Sayyaf, during a raid at the Al Omar oil field in Deir al Zour province in eastern Syria. An estimated 19 Islamic State fighters were also killed during the mission.

  • Thirty years ago, a Soviet nuclear submarine with about 30 nuclear warheads on board sank off U.S. shores north of Bermuda as Mikhail Gorbachev and Ronald Reagan were preparing for their historic summit in Reykjavik, Iceland.  But instead of Chernobyl-style denials, the Soviet government reached out to the Americans, issued a public statement, and even received offers of help from Washington, according to the never-before-published transcript of that day’s Politburo session, posted today by the National Security Archive. The submarine, designated K-219, suffered an explosion in one of its missile tubes due to the leakage of missile fuel into the tube on October 3.  The 667-A project Yankee-class boat was armed with 16 torpedoes and 16 ballistic missiles. After the initial explosion, the crew members heroically put out fire and were forced to shut down the nuclear reactors manually because the command-and-control equipment had been damaged.  Three crew members died in the blast and fire. Senior Seaman Sergey Preminin stayed in the reactor compartment to shut down reactors, and could not be evacuated.  The rest escaped safely. Initially, it seemed the submarine could be salvaged; it was attached to the Soviet commercial ship Krasnogvardeisk for towing.  However, the tow cord broke for unknown reasons and the submarine sank.  Submarine Commander Captain Second rank Igor Britanov stayed with the sub until its final moments.  He initially came under investigation at home but all charges were removed in 1987.  According to statements by U.S. Vice Admiral Powell Carter, the submarine did not present a danger of nuclear explosion or radioactive contamination, as was reported by the New York Times.[1]
  • The Politburo also heard a report from Deputy Defense Minister Chief of Navy Admiral Vladimir Chernavin.  Other members present express concerns about a possible U.S. effort to salvage parts of the submarine and gain access to design information.  But Chernavin assures them that the boat design is outdated and therefore is not of any interest to the Americans.  Another major concern raised is the possibility of a nuclear explosion or radioactive contamination due to water pressure at extreme depths.  Chernavin cites Soviet Navy commission experts who ruled out the possibility of a nuclear detonation and concluded that contamination would happen over a long period and would not reach the surface.

  • But it is not the “turf wars,” nor the “abuse and waste,” which occupies the central part of Murphy’s long report, that truly matters; nor even the contradictory and self-defeating nature of U.S. objectives pursued. Rather, the report tells us quite plainly why the attempted ceasefires have failed (although this is not explicitly treated in the analysis), and it helps explain why parts of the U.S. Administration (Defense Secretary Ashton Carter and CIA Director Brenner) have declined to comply with President Obama’s will – as expressed in the diplomatic accord (the recent ceasefire) reached with the Russian Federation. The story is much worse than that hinted in Murphy’s title: it underlies the present mess which constitutes relations between the U.S. and Russia, and the collapse of the ceasefire.
