Iran's Political Infighting Intensifies | nsnbc international - 0 views

  •  Former Iranian President Mahmoud Ahmadinejad’s intention to run for a seat in the Majlis, the country’s unicameral legislature, isn’t sitting well with his opponents, led by current President Hassan Rouhani.
  • For the past several months, Rouhani’s team has been availing itself of the levers of power to prevent Ahmadinejad from returning to public life. Rouhani’s operatives have been using targeted strikes against Ahmadinejad’s inner circle, without hurting him directly for the time being. Accusations of incompetence and corruption are being levied, and the current Iranian administration says those factors are the primary reason for the country’s dire economic straits.
  • They single out former First Vice President Mohammad Reza Rahimi. He is accused of using his high-level government position to pressure leaders of the National Insurance Company, forcing them to transfer large sums of US currency to accounts under his control. On September 30, Iranian authorities formally indicted Rahimi, charging him with embezzling public funds. Taking Iran’s decision-making structure into account, Rouhani first enlisted the support of Iran’s Supreme Leader Ayatollah Ali Khamenei before setting out after one of Ahmadinejad’s closest associates. Another prominent person who has come under criminal investigation is Iranian multimillionaire Babak Zenjani, the owner of numerous companies and assets. His net worth, according to Western experts, is estimated at nearly $14 billion. During Ahmadinejad’s presidency, shady contracts for the sale of crude oil were funneled through Zenjani to skirt sanctions on shell corporations. This was necessary to supplement the country’s budget. According to the testimony of Iranian Oil Minister Bijan Namdar Zangene, Zenjani owes his agency $2.7 billion, which was transferred to Malaysia‘s First Islamic Investment Bank. The money was earmarked to pay contractors for their work in Iran’s oil refining sector. Zenjani is also accused of not paying back a large amount of money he obtained from black-market oil transactions, a sum of about several billion dollars. As for Zenjani himself, he says that Western sanctions are to blame. Because of the sanctions a portion of the money “is stuck” in foreign banks, he says.

  • The unfolding scandal surrounding the alleged misuse of funds allocated for construction of affordable housing for low-income families, a program also known as Mehr, could deal another blow to Ahmadinejad. Opponents of the former president are demanding a thorough probe, claiming that he stole tens of billions of dollars. External observers say reformers led by Rouhani are using the attacks to try to weaken the conservatives’ influence on politics and the economy. We can expect that in the time leading up to the next parliamentary elections, which are slated for March 2016, Iran‘s political infighting will not only worsen but also may present some unexpected surprises.

Saudi-Iranian Truce on Syria is Welcome   :    Information Clearing House: ICH - 0 views

  •  Saudi Arabia’s King Abdullah Bin Abdul Aziz’s invitation to Iranian President Mahmoud Ahmadinejad to attend an emergency Islamic summit in Makkah later this month caught many observers by surprise. The invitation was extended at a time when relations between the two key Gulf powers have reached a new low over the very issue the summit is designed to deal with — Syria. More surprising was Tehran’s response. Ahmadinejad is said to have accepted the invitation and is preparing to lead his country’s delegation to the summit of the Organisation of Islamic Cooperation (OIC) which will be held on August 15-16.

U.S. "Humanitarian" Bombing of Iraq: A Redundant Presidential Ritual - The Intercept - 0 views

  • There are several brief points worth noting about all of this: (1) For those who ask “what should be done?,” has the hideous aftermath of the NATO intervention in Libya – hailed as a grand success for “humanitarian interventions” – not taught the crucial lessons that (a) bombing for ostensibly “humanitarian” ends virtually never fulfills the claimed goals but rather almost always makes the situation worse; (b) the U.S. military is not designed, and is not deployed, for “humanitarian” purposes?; and (c) the U.S. military is not always capable of “doing something” positive about every humanitarian crisis even if that were really the goal of U.S. officials? The suffering in Iraq is real, as is the brutality of ISIS, and the desire to fix it is understandable. There may be some ideal world in which a superpower is both able and eager to bomb for humanitarian purposes. But that is not this world. Just note how completely the welfare of Libya was ignored by most intervention advocates the minute the fun, glorious, exciting part – “We came, we saw, he died,” chuckled Hillary Clinton – was over.
  • (2) It is simply mystifying how anyone can look at U.S. actions in the Middle East and still believe that the goal of its military deployments is humanitarianism. The U.S. government does not oppose tyranny and violent oppression in the Middle East. To the contrary, it is and long has been American policy to do everything possible to subjugate the populations of that region with brutal force – as conclusively demonstrated by stalwart U.S. support for the region’s worst oppressors. Or, as Hillary Clinton so memorably put it in 2009: “I really consider President and Mrs. Mubarak to be friends of my family.” How can anyone believe that a government whose overt, explicit policy is “regime continuity” for Saudi Arabia, and who continues to lend all sorts of support to the military dictators of Egypt, is simultaneously driven by humanitarian missions in the region? (3) “Humanitarianism” is the pretty packaging in which all wars – even the most blatantly aggressive ones – are wrapped, but it is almost never the actual purpose. There are often numerous steps the U.S. could take to advance actually humanitarian goals, but those take persistence and resources, and entail little means of control, and are thus usually ignored in favor of blowing things and people up with Freedom Bombs.
  • (4) Note how even the pretenses of constitutional democracy are now dispensed with: there is a reasonable legal debate over legality, but in essence: the President has the power to order bombing of Iraq because he decides it should happen. (5) Perhaps having Israel and the U.S. simultaneously bombing Arabs in different countries – yet again – will create some extremely negative consequences?

  • (6) This above-documented parade of “Saddam-is-worse-than-Hitler” campaigns was surrounded by stints of U.S. arming and funding of the very same Saddam (the same, of course, was true of the Taliban precursors, Gadhaffi, Iran, Manuel Noriega, and virtually every other Latest Villain who needed to be bombed; the US was roughly allied with ISIS allies in Syria and American allies fund ISIS itself). The propaganda has gone from “pulling babies from incubators: as bad as Hitler” to “rape rooms: worse than Hitler” to the new slogan: “worse than al-Qaeda!” What’s left? For quite some time, it was Mahmoud Ahmadinejad – the democratically elected president of Iran who left office peacefully at the end of his term and who never actually invaded anybody – who was The New Hitler. As all of this demonstrates, there certainly are some heinous, violent people in the world: often including America’s closest allies and the ones who unleash the violence documented here, as well as those at whom that violence is directed. But perhaps some perspective and serious skepticism is warranted the next time we’re relentlessly bombarded with messaging about The New Greatest Villainous Threat in History – and especially manipulative accusations that opposition to U.S. military attack is indicative of support for those New Villains – as a means to secure acquiescence to the next bombing campaign.
  • (7) Maybe this and this, rather than humanitarianism, is a more significant influence in this new bombing campaign? Targeted strikes against ISIS is obviously not remotely the same as a full-scale invasion of Iraq, but whatever else is true, and whatever one’s opinions are on this latest bombing, it is self-evidently significant that, as the NYT’s Peter Baker wrote today, “Mr. Obama became the fourth president in a row to order military action in that graveyard of American ambition” known as Iraq.

BDS SOUTH AFRICA: ISRAEL INCHES CLOSER TO 'TIPPING POINT' OF SOUTH AFRICA-STYLE BOYCOTT... - 0 views

  • Analogies with apartheid regime in the wake of Mandela’s death could accelerate efforts to ostracize Israel. This has happened in recent days: The Dutch water company Vitens severed its ties with Israeli counterpart Mekorot; Canada’s largest Protestant church decided to boycott three Israeli companies; the Romanian government refused to send any more construction workers; and American Studies Association academics are voting on a measure to sever links with Israeli universities. Coming so shortly after the Israeli government effectively succumbed to a boycott of settlements in order to be eligible for the EU’s Horizon 2020 scientific cooperation agreement, it is hard to avoid the conclusion that the BDS (Boycott, Divestment and Sanctions) movement is picking up speed. And the writing on the wall, if anyone missed it, only got clearer and sharper in the wake of the death of Nelson Mandela.
  • When the United Nations passed its first non-binding resolution calling for a boycott of South Africa in 1962, it was staunchly opposed by a bloc of Western countries, led by Britain and the United States. But the grassroots campaign that had started with academic boycotts in the late 1950s gradually moved on to sports and entertainment and went on from there to institutional boycotts and divestment. Along the way, the anti-apartheid movement swept up larger and larger swaths of Western public opinion, eventually forcing even the most reluctant of governments, including Israel and the U.S., to join the international sanctions regime. 
  • We’re really great at knowing where thresholds are after we fall off the cliff, but that’s not very helpful,” as lake ecologist and “tipping point” researcher Stephen Carpenter told USA today in 2009.  Israel could very well be approaching such a threshold. Among the many developments that could be creating the required critical mass one can cite the passage of time since the Twin Towers attacks in September 2001, which placed Israel in the same camp as the U.S. and the West in the War on Terror; Israel’s isolation in the campaign against Iran’s nuclear programs; the disappearance of repelling archenemies such as Osama bin Laden, Muammar Gadhafi, Mahmoud Ahmadinejad and, to a lesser degree, Yasser Arafat; the relative security and lack of terror inside Israel coupled with its own persistent settlement drive; and the negative publicity generated by revelations of racism in Israeli society, the image of its rulers as increasingly rigid and right wing and the government’s own confrontations with illegal African immigrants and Israeli Bedouin, widely perceived as being tinged with bias and prejudice.  In recent days, American statesmen seem to be more alarmed about the looming danger of delegitimization than Israelis are. In remarks to both the Saban Forum and the American Joint Distribution Committee this week, Secretary of State John Kerry described delegitimization as “an existential danger." Vice President Joe Biden, speaking to the same JDC forum, went one step further: “The wholesale effort to delegitimize Israel is the most concentrated that I have seen in the 40 years I have served. It is the most serious threat in my view to Israel’s long-term security and viability.”

  • One must always take into account the possibility of unforeseen developments that will turn things completely around. Barring that, the only thing that may be keeping Israel from crossing the threshold and “going over the cliff” in the international arena is Kerry’s much-maligned peace process, which is holding public opinion and foreign governments at bay and preventing a “tipping point” that would dramatically escalate the anti-Israeli boycott campaign.  Which only strengthens Jeffrey Goldberg’s argument in a Bloomberg article on Wednesday that Kerry is “Israel’s best friend." It also highlights, once again, how narrow-minded, shortsighted and dangerously delusional Kerry’s critics, peace process opponents and settlement champions really are (though you can rest assured that if and when the peace process collapses and Israel is plunged into South African isolation, they will be pointing their fingers in every direction but themselves.

    Note that this article's original is behind a paywall in Haaretz, one of Israel's market-leading newspapers.  There can be no questioning of the facts that: [i] the Palestinian Boycott, Divesment, and Sanctions ("BDS") movement is rapidly gaining strength globally; and [ii] that factor weighs heavily in the negotiations between Israel and Palestine for a two-state solution. Although not bluntly stated, the BSD movement's path runs directly to a single-state solution that would sweep Israel's present right-wing government from power and result in a secular state rather than a "Jewish state." And the E.U., Israel's largest export market, has promised to go even farther in sanctioning Israel than the considerable distance it has already gone if the negotiations do not result in a two state solution. Labeling all products produced wholly or in part in Israel-occupied Palestine territory is among the mildest of sanctions under discussion, a measure already adopted in two E.U. nations. The BSD Movement's success has also been marked by Israel attaining the pariah state status previously experienced by South Africa. Only the U.S., Canada, and a half-dozen or so tiny island nations closely aligned with the U.S. still vote in favor of Israel at the U.N. For example, the vote on granting Palestine U.N. observer state status was 138-9, with 41 abstentions.  The prospect of an end to the non-secular Jewish state has enormous ramifications for U.S. foreign policy, not the least of which is the influence of the Israel lobby in the U.S. that has thus far led the U.S. to three Treasury-draining wars in Southwest Asia and Northern Africa and host of minor military actions in other area nations, as well as a near-war in Syria, averted mainly via Russian diplomacy that outfoxed Secretary of State John Kerry. Is Rouhani's Iran Tilting East? « LobeLog.com - 0 views

  • Two simultaneous pieces of economic news in Iran inform us of a trend in the Rouhani administration’s foreign policy. Firstly, Iranian and Russian press reported last week that Tehran and Moscow signed a trade agreement amounting to 70 billion euros on Sept. 9. Alexander Novak, Russia’s energy minister, and Bijan Namdar Zanganeh, Iran’s oil minister, signed on behalf of Russia and Iran respectively. The details of the agreement have not been revealed but Russia may also invest in Iranian oil, according to Ali Majedi, Iran’s deputy oil minister for international affairs. If implemented as planned, the reported agreement could strike a blow to the American sanctions regime on Iran. On the same day, Ishaq Jahangiri, President Hassan Rouhani’s first deputy, told reporters that during the upcoming third presidential meeting between Iran and China on the sidelines of the Shanghai Summit, “we will secure billions of dollars from China for private sector projects which top the agenda.” Against the $18 billion that China owes Iran for its imported oil, China will reportedly finance these Iranian projects for up to 2 or 3 times that amount. According to Asadollah Asgaroladi, the chairman of the Iran-China Joint Chamber of Commerce, most of the projects will be industrial or oil-related.
  • With close ties to the centrist, business-friendly cleric, former President Hashemi Rafsanjani, Rouhani was voted into office with the underlying hope that he would pursue good relations with the West. Rouhani’s nomination of Javad Zarif as his top diplomat strengthened this notion. During his career, Zarif, under the presidencies of Hashemi Rafsanjani, Mohammad Khatami, and even Mahmoud Ahmadinejad relentlessly strived to make peace between Iran and the West, especially with the United States. Yet while Iran continues to negotiate for a final deal over its nuclear program, one of the main points of contention in US-Iran relations, Rouhani’s Iran appears to be looking eastward.

Secret Document: How the NSA Spied on Iranians in New York - NBC News - 0 views

  • The NSA will probably spy on foreign leaders like Iranian President Hassan Rouhani during the UN General Assembly in New York this week, applying a "full court press" that includes intercepting cellphone calls and bugging hotel rooms, former intelligence analysts told NBC News. A top-secret report on a previous NSA operation against Iran's U.N. delegation illustrates just how extensive this electronic surveillance can be. The document, obtained by NBC News, shows the U.S. bugged the hotel rooms and phones of then-Iranian President Mahmoud Ahmadinejad and his entire 143-member delegation in 2007, listening to thousands of conversations and learning the "social networks" of Iran's leadership. The three-page document, called "Tips for a Successful Quick Reaction Capability," recounted what happened when the NSA was asked by the Bush administration for blanket surveillance of Ahmadinejad's September 2007 trip to the UNGA.

  • In the National Intelligence Estimate, Iran: Nuclear Intentions and Capabilities, produced in November 2007, the 16 US intelligence services expressed the consensus view that Iran hadn’t got an active nuclear weapons programme at that time.  That is still their view today.   As he revealed in his memoir Decision Points, instead of being pleased that Iran was almost certainly not developing nuclear weapons, President Bush was “angry” that his intelligence services had expressed this view.  He was “angry” because it cut the ground from under his efforts to gain international support for what he termed “dealing with Iran”, which clearly went beyond ensuring that it did not possess nuclear weapons.  The NIE had a big impact, he concluded – and not a good one.   His full comments on the NIE in Decision Points are as follows:
  • In November 2007, the intelligence community produced a National Intelligence Estimate on Iran’s nuclear program. It confirmed that, as we suspected, Iran had operated a secret nuclear weapons program in defiance of its treaty obligations. It also reported that, in 2003, Iran had suspended its covert effort to design a warhead – considered by some to be the least challenging part of building a weapon.  Despite the fact that Iran was testing missiles that could be used as a delivery system and had announced its resumption of uranium enrichment, the NIE opened with an eye-popping declaration: “We judge with high confidence that in fall 2003, Tehran halted its nuclear weapons program.”   The NIE’s conclusion was so stunning that I felt certain it would immediately leak to the press. As much as I disliked the idea, I decided to declassify the key findings so that we could shape the news stories with the facts. The backlash was immediate. Ahmadinejad hailed the NIE as “a great victory.”  Momentum for new sanctions faded among the Europeans, Russians, and Chinese. As New York Times journalist David Sanger rightly put it, “The new intelligence estimate relieved the international pressure on Iran – the same pressure that the document itself claimed had successfully forced the country to suspend its weapons ambitions.”   In January 2008, I took a trip to the Middle East, where I tried to reassure leaders that we remained committed to dealing with Iran. Israel and our Arab allies found themselves in a rare moment of unity. Both were deeply concerned about Iran and furious with the United States about the NIE. In Saudi Arabia, I met with King Abdullah and members of the Sudairi Seven, the influential full brothers of the late King Fahd.   “Your Majesty, may I begin the meeting?” I said. “I’m confident that every one of you believes that I wrote the NIE as a way of avoiding taking action against Iran.”
  • No one said a word. The Saudis were too polite to confirm their suspicion aloud.   “You have to understand our system,” I said. “The NIE was produced independently by our intelligence community. I am as angry about it as you are.”   The NIE didn’t just undermine diplomacy.  It also tied my hands on the military side. There were many reasons I was concerned about undertaking a military strike on Iran, including its uncertain effectiveness and the serious problems it would create for Iraq’s fragile young democracy. But after the NIE, how could I possibly explain using the military to destroy the nuclear facilities of a country the intelligence community said had no active nuclear weapons program?   I don’t know why the NIE was written the way it was. I wondered if the intelligence community was trying so hard to avoid repeating its mistake on Iraq, that it had underestimated the threat from Iran.  I certainly hoped that intelligence analysts weren’t trying to influence policy. Whatever the explanation, the NIE had a big impact – and not a good one.

U.S. Intel Chief Says Iran Isn't Building Nukes. - 0 views

  • In testimony before the Senate Intelligence Committee on Tuesday March 12, 2013, Director of National Intelligence James Clapper reaffirmed what the U.S. intelligence community has been saying for years: Iran has no nuclear weapons program, is not building a nuclear weapon and has not even made a decision to do so. The annual “Worldwide Threat Assessment,” which compiles the collective conclusions of all American intelligence agencies, has long held that Iran maintains defensive capabilities and has a military doctrine of deterrence and retaliation, but is not an aggressive state actor and has no intention of beginning a conflict, let alone triggering a nuclear apocalypse. While the U.S. intelligence community assumes that Iran already has the technical capability to produce nuclear weapons, “should a decision be made to do so,” Clapper’s report states (as it has for years now), “We do not know if Iran will eventually decide to build nuclear weapons.” Were this decision ever to be made, Iran wouldn’t even be able to secretly start building a nuclear bomb. “[W]e assess Iran could not divert safeguarded material and produce a weapon-worth of WGU [weapons-grade uranium] before this activity is discovered,” Clapper told Congress.
  • Even Clapper, who is no stranger to alarmism, acknowledges that “Iran prefers to avoid direct confrontation with the United States” and would only act defensively “in response to perceived offenses.”  Iran’s “decision making is guided by a cost-benefit approach” based on considerations of “security, prestige and influence, as well as the international political and security environment,” Clapper said, thereby dismissing allegations that the Islamic Republic is an irrational martyr state. Speaking at a national security conference in Herzliya on Thursday, Israel’s own military intelligence chief concurred with Clapper’s assessment. While sure to continue advancing its nuclear program in the coming year, he said, Iran had not actually decided to build a bomb. Such findings are wholly consistent with past assessments.
