“Those states that have recognized the State of Palestine, that’s not an insignificant number, they’ve reached a kind of critical mark,” said Mark Ellis, director of the London-based International Bar Association. “We’ve added an additional complexity to this very long 66-year-old journey. I think it’s intriguing.”

In some ways, the dual Palestinian tracks seem contradictory — how could they continue to make the case for statehood if they collapse the provisional authority the Oslo Accords created two decades ago for state-building? But it is the Palestine Liberation Organization, not the Palestinian Authority, that represents Palestinians on the world stage. Mr. Ellis, the international-law expert, said that Palestine met the criteria for statehood — permanent population, defined territory, government, and recognition by other states — and that those would not be nullified if the authority disappeared and chaos ensued on the ground. Mustafa Barghouti, one of many Palestinian leaders pressing Mr. Abbas to collapse the authority, envisions “a government in exile” for a “state under occupation.”

“This would mean liberating the Palestinian movement from all these restrictions and obligations by Israel — it’s like declaring civil disobedience,” Mr. Barghouti said. “In a way, it’s the end of the Oslo era. For me, it was the end many years ago. For Abbas, it was the end only this week.”

According to Rashid Abanmy, President of the Riyadh-based Saudi Arabia Oil Policies and Strategic Expectations Center, the dramatic price collapse is being deliberately caused by the Saudis, OPEC’s largest producer. The public reason claimed is to gain new markets in a global market of weakening oil demand. The real reason, according to Abanmy, is to put pressure on Iran on her nuclear program, and on Russia to end her support for Bashar al-Assad in Syria.[2] When combined with the financial losses of Russian state natural gas sales to Ukraine and prospects of a US-instigated cutoff of the transit of Russian gas to the huge EU market this winter as EU stockpiles become low, the pressure on oil prices hits Moscow doubly. More than 50% of Russian state revenue comes from its export sales of oil and gas.

The details are emerging of a new secret and quite stupid Saudi-US deal on Syria and the so-called IS. It involves oil and gas control of the entire region and the weakening of Russia and Iran by Saudi Arabian flooding the world market with cheap oil. Details were concluded in the September meeting by US Secretary of State John Kerry and the Saudi King. The unintended consequence will be to push Russia even faster to turn east to China and Eurasia. One of the weirdest anomalies of the recent NATO bombing campaign, allegedly against the ISIS or IS or ISIL or Daash, depending on your preference, is the fact that with major war raging in the world’s richest oil region, the price of crude oil has been dropping, dramatically so. Since June when ISIS suddenly captured the oil-rich region of Iraq around Mosul and Kirkuk, the benchmark Brent price of crude oil dropped some 20% from $112 to about $88. World daily demand for oil has not dropped by 20% however. China oil demand has not fallen 20% nor has US domestic shale oil stock risen by 21%.

The Global Post would reveal in a 2009 investigative report that the Taliban in neighboring Afghanistan was mostly funded via redirected US aid. The report titled, "Who is funding the Afghan Taliban? You don’t want to know," would state:  It is the open secret no one wants to talk about, the unwelcome truth that most prefer to hide. In Afghanistan, one of the richest sources of Taliban funding is the foreign assistance coming into the country. The report would also reveal that Taliban members were in the capital city of Kabul, directly involved in redirecting the funds, apparently under the nose of occupying NATO forces:

But the narrative of the "accidental" funding of Taliban militants in Afghanistan is betrayed when examining their counterparts in Pakistan and their source of funding. While the US funds roughly a billion USD a year to the Taliban in Afghanistan "accidentally," their allies in Riyadh, Saudi Arabia are confirmed to be funding the Taliban in Pakistan.In the Guardian's article, "WikiLeaks cables portray Saudi Arabia as a cash machine for terrorists," the US State Department even acknowledges that Saudi Arabia is indeed funding terrorism in Pakistan:   Saudi Arabia is the world's largest source of funds for Islamist militant groups such as the Afghan Taliban and Lashkar-e-Taiba – but the Saudi government is reluctant to stem the flow of money, according to Hillary Clinton."More needs to be done since Saudi Arabia remains a critical financial support base for al-Qaida, the Taliban, LeT and other terrorist groups," says a secret December 2009 paper signed by the US secretary of state. Her memo urged US diplomats to redouble their efforts to stop Gulf money reaching extremists in Pakistan and Afghanistan."Donors in Saudi Arabia constitute the most significant source of funding to Sunni terrorist groups worldwide," she said.Three other Arab countries are listed as sources of militant money: Qatar, Kuwait and the United Arab Emirates.

Pakistani terror organization Lashkar-e-Jhangvi - which maintains ties to the Taliban - has also been financially linked to the Persian Gulf monarchies. Stanford University's "Mapping Militant Organizations: Lashkar-e-Jhangvi," states under "External Influences:"  LeJ has received money from several Persian Gulf countries including Saudi Arabia and the United Arab Emirates[25] These countries funded LeJ and other Sunni militant groups primarily to counter the rising influence of Iran's revolutionary Shiism.   Astonishingly, despite these admission, the US still works politically, financially, economically, and even militarily in tandem with these very same state-sponsors of rampant, global terrorism. In fact, Wall Street and Washington are among the chief architects and beneficiaries of this global terrorism. 

Just as in Libya and Syria where the US and its Persian Gulf allies funded terrorist fronts in bids to overthrow each nation's respective governments, this unholy alliance is working in Pakistan to create a militant front with which to menace political groups in Islamabad and reorder the country to reflect and serve their collective interests. And just as in Syria now, where the US feigns to be locked in battle with terrorists of their own creation, the fact that the US is funding their own enemy billions of dollars while allegedly fighting them in Afghanistan creates a perpetual conflict justifying their continued intervention in the region - overtly and covertly.  When a terrorist attack is carried out in Pakistan by the "Taliban," it must then be looked at through this lens of global geopolitical reality. Attempts by the Western media to reduce this recent attack to mere "extremism," preying on global audiences emotionally, provides impunity for the state-sponsors of the Taliban - those funding, arming, and directing their operations across the region, and then benefiting from their horrific consequences.It appears, just as in Libya, Syria, and Iraq, the West and its allies are waging a proxy war in Pakistan as well. Attempts to exploit the tragedy in Peshawar compound this insidious agenda. Those across Pakistan's political landscape must understand that their is no line these foreign interests are unwilling to cross in achieving their agenda - be it a line crossed at a perceived ally's expense, or a perceived enemy's expense. 

Diplomatic relations between the United States and Cuba were severed in January 1961 after the rise of Fidel Castro and his Communist government. Mr. Obama has instructed Secretary of State John Kerry to immediately initiate discussions with Cuba about re-establishing diplomatic relations and to begin the process of removing Cuba from the list of states that sponsor terrorism, which it has been on since 1982, the White House said.

The American government has spent $264 million over the last 18 years, much of it through the development agency, in an effort to spur democratic change in Cuba. The agency said in November that it would cease the kinds of operations that Mr. Gross was involved in when he was arrested, as well as those, disclosed by The Associated Press, that allowed a contractor to set up a Twitter-like social network that hid its ties to the United States government.

The diplomatic pressure by the U.S. comes at a difficult economic moment for Venezuela, as a 38% fall in oil prices squeezes the country’s finances and compounds problems of product shortages and high inflation. According to Bloomberg, Venezuelan bond prices have fallen to levels not seen in 16 years, while Wall Street estimates the probability of default at 93%. In response to the high interest rates on borrowing this entails for Venezuela, Maduro said on Monday, “There is a financial blockade against Venezuela meant to impede our access to the financing we need to overcome the decrease in petroleum revenue”. He also denounced the “psychological and political” manipulation of Venezuela’s position in the global market.

In addition to the revenue freeze, an Israeli official said Israel was "weighing the possibilities for large-scale prosecution in the United States and elsewhere" of Palestinian President Mahmoud Abbas and other senior Palestinian officials.Israel would probably press these cases via non-governmental groups and pro-Israel legal organizations capable of filing lawsuits abroad, a second Israeli official said.Israel sees the heads of the Palestinian Authority in the occupied West Bank as collaborators with the Islamist militant group Hamas, which dominates Gaza, because of a unity deal they forged in April, the officials said.Netanyahu had previously warned that unilateral moves by the Palestinian Authority at the United Nations would expose its leaders to prosecution over support for Hamas, viewed by Israel and much of the West as a terrorist organization.

Abbas opted to join the ICC after losing a motion last week in the U.N. Security Council to set a 2017 deadline for a Palestinian state to be established in land occupied by Israel.The United States, Israel's main ally, supports an eventual independent Palestinian state, but has argued against unilateral moves like Friday's, saying they could damage the peace process.Washington sends about $400 million in economic support to the Palestinians every year. Under U.S. law, that aid would be cut off if the Palestinians used membership of the ICC to press claims against Israel.

Now according to Tom Runiewicz, a US industry economist at IHS Global Insight, if oil stays around $56 a barrel till the middle of the next year, companies providing services to oil and gas industry could lose 40,000 jobs by the end of 2015, while oil and gas equipment manufacturers could slash up to 6,000 jobs.

The situation in other oil-extracting states could be even worse. In a study published last year, the Council on Foreign Relations warned the largest job losses caused by sharp decline in oil prices are going to take place in North Dakota, Oklahoma and Wyoming, where the number of drilling rigs is decreasing.

Currently cheap fuel is still believed to be providing an overall boost to the US economy, as consumers can spend less on gasoline and more on shopping and services. But for the American energy sector the future looks less bright. It’s effecting places like Alaska, Louisiana, Oklahoma and Texas, the New York Times reports. US oil experts recall the 1980s oil price downturn, accompanied by economic disasters around the globe and arguably becoming one of the causes of the fall of the Soviet Union. Some experts are positive and say America’s oil-producing states won’t suffer too much because they “diversified their economies.”

These workers can earn more than $1,700 a week, much higher than the average $848 a week payment for other workers, the WSJ reported. When experienced workers lose their highly paid jobs, they stop paying their bills. There are also fears of a house-price slump. Fitch Ratings has already warned that with the price of oil continuing to plummet, home prices in Texas “may be unsustainable.”

Russia could outmaneuver Western financial markets by cutting them off from its wealth of oil and natural gas. The markets would inevitably collapse - uncontrolled chaos for the Empire of Chaos (or "controlled chaos", in Putin's own words). Imagine the crumbling of the quadrillion-plus of derivatives. It would take years for the "West" to replace Russian oil and natural gas, but the EU's economy would be instantly devastated. Just this lightning-bolt Western attack on the rouble - and oil prices - using the crushing power of Wall Street firms had already shaken European banks exposed to Russia to the core; their credit default swaps soared. Imagine those banks collapsing in a Lehman Brothers-style house of cards if Russia decided to default - thus unleashing a chain reaction. Think about a non-nuclear MAD (Mutually Assured Destruction) - in fact warless. Still, Russia is self-sufficient in all kinds of energy, mineral wealth and agriculture. Europe isn't. This could become the lethal result of war by sanctions.

Russia could always deploy an economic "nuclear" option, declaring a moratorium on its foreign debt. Then, if Western banks seized Russian assets, Moscow could seize every Western investment in Russia. In any event, the Pentagon and NATO's aim of a shooting war in the European theater would not happen; unless Washington was foolish enough to start it.

To top it off, in 2014 President Xi Jinping has deployed unprecedented diplomatic/geostrategic frenzy - ultimately tied to the long-term project of slowly but surely keeping on erasing US supremacy in Asia and rearranging the global chessboard. What Xi said in Shanghai in May encapsulates the project; "It's time for Asians to manage the affairs of Asia." At the APEC meeting in November, he doubled down, promoting an "Asia-Pacific dream". Meanwhile, frenzy is the norm. Apart from the two monster, US$725 billion gas deals - Power of Siberia and Altai pipeline - and a recent New Silk Road-related offensive in Eastern Europe, [4] virtually no one in the West remembers that in September Chinese Prime Minister Li Keiqiang signed no fewer than 38 trade deals with the Russians, including a swap deal and a fiscal deal, which imply total economic interplay.

A case can be made that the geopolitical shift towards Russia-China integration is arguably the greatest strategic maneuver of the last 100 years. Xi's ultimate master plan is unambiguous: a Russia-China-Germany trade/commerce alliance. German business/industry wants it badly, although German politicians still haven't got the message. Xi - and Putin - are building a new economic reality on the Eurasian ground, crammed with crucial political, economic and strategic ramifications. Of course, this will be an extremely rocky road. It has not leaked to Western corporate media yet, but independent-minded academics in Europe (yes, they do exist, almost like a secret society) are increasingly alarmed there is no alternative model to the chaotic, entropic hardcore neoliberalism/casino capitalism racket promoted by the Masters of the Universe.

And yet, as much as Lao Tzu, already an octogenarian, gave the young Confucius an intellectual slap on the face, the "West" could do with a wake-up call. Divide et impera? It's not working. And it's bound to fail miserably. As it stands, what we do know is that 2015 will be a hair-raising year in myriad aspects. Because from Europe to Asia, from the ruins of the Roman empire to the re-emerging Middle Kingdom, we all still remain under the sign of a fearful, dangerous, rampantly irrational Empire of Chaos.

The law requires lobbyists for foreign interests to plainly and conspicuously identify themselves as such in any materials distributed in the course of their lobbying—for example, emails, other correspondence, or publications. We found that many documents filed with the Justice Department lack this identification statement; furthermore, many lobbyists admitted that they did not comply with this requirement. More than half (51 percent) of the registrants we examined in a sample from 2010 checked a box on a the semi-annual Justice Department questionnaire saying they had filed informational materials, and checked another box saying they had not met the legal requirement that they identify themselves in those materials as working on behalf of foreign interests. Toby Moffett, a former Member of Congress from Connecticut who is now Chairman of the Moffett Group and one of its registered lobbyists, told POGO that “Around the edges there’s a lot of loosey-goosey stuff going on. People representing foreign interests and not reporting.”[4] But even when lobbyists do report to the Justice Department, the information they provide is not easily accessible to the public. Astonishingly, informational materials are not available online, despite the fact that the Justice Department has an electronic filing system. Instead, these documents are kept in an office at the Justice Department that is only open for four hours each weekday. Hard copies of the documents are kept in folders that are often disorganized and susceptible to misfiling. This archaic system undermines the intended transparency of the law.

We set out to determine the extent to which lobbyists for foreign interests were filing lobbying materials at the Justice Department within the required time frame. Based on a review of filings made in 2012, in those instances where it was possible to answer the question, POGO estimates that almost half—46 percent—were filed late. Fifteen percent were filed more than 30 business days after they were distributed, and 12 percent were filed more than 100 business days after they were distributed. In many instances, the Justice Department would be hard pressed to enforce the filing deadline. Based on the records the Department maintains to enforce the law, we found that in more than a quarter (26 percent) of the 2012 filings, it was impossible to determine whether the lobbyists complied. For example, in many cases, the records did not show when the lobbyists disseminated the materials to the targets of their lobbying. In a glaring omission, the law does not require lobbyists to provide that information. Without it, there may be no way for the government or the public to know whether lobbying materials were filed on time.

Though federal law bars foreign money from U.S. political campaigns, there appears to be a gray area in the law that can let in such money indirectly. POGO found many instances in which members of lobbying firms made political contributions to Members of Congress on the same day that those firms were lobbying the Members of Congress or their legislative staffs on behalf of foreign clients.[1] Lobbyists who fail to comply with certain FARA requirements may have little to fear from the Justice Department. “The cornerstone of the Registration Unit’s enforcement efforts is encouraging voluntary compliance,” a Justice Department website says.[2] When lobbyists do not voluntarily comply, the Justice Department rarely uses one of the key tools at its disposal to enforce the law—seeking a court injunction. A representative of the Department’s FARA unit told POGO: “While the FARA statute and regulations authorize the pursuit of formal legal proceedings, such as injunctive remedy options, the FARA Unit [has] not pursued injunctive remedy options recently and has instead utilized other mechanisms to achieve compliance.”[3] It appears that some registered foreign agents have been distributing materials but not filing them with the Justice Department. It’s unclear the extent to which that illustrates a lack of compliance with the law or loopholes in the law. In the process of researching this report, POGO noticed that many more lobbyists were registering as foreign agents than had filed informational materials that we could locate at the FARA office. To determine what was happening, we looked at a sampling of questionnaires that the Justice Department requires registered agents to complete every six months. Some checked one box indicating they had distributed materials and another box stating they did not file them with the FARA office.

The Project On Government Oversight examined thousands of these materials spanning four years, as well as additional public records related to the Justice Department’s oversight of lobbyists for foreign interests. We found that lobbyists for foreign interests have routinely failed to comply with the law—a failure that prevents journalists and watchdogs from scrutinizing the lobbying activities while foreign interests are trying to influence U.S. policy. We found a pattern of lax enforcement of FARA requirements by the Justice Department. We found that the Justice Department office responsible for administering the law is a record-keeping mess. And we found loopholes in the law that often makes it difficult if not impossible for the government to police compliance or to discipline lobbyists who fail to comply. Here are some highlights of our investigation:

When lobbyists for foreign interests do not follow the law, when the U.S. government fails to enforce it, and when the Justice Department makes it difficult for the American people to access records to which they are legally entitled, the public is left in the dark. To bring more transparency to this opaque realm, POGO has made four years of informational materials available for the first time online with our Foreign Influence Database, allowing the public to see how lobbyists attempt to influence American policies on behalf of their foreign clients.

With the release of the Foreign Influence Database, the Project On Government Oversight (POGO) is making years of documents from this key set of FARA filings electronically available for the first time. The materials were previously only available in hard copy at the FARA Registration Unit in Washington, DC, which is only open to the public from 11am to 3pm on weekdays.[12] In this digital age it is surprising that these materials could not be read online and are instead stored in file folders, where they are disorganized and susceptible to misfiling. Even those that were electronically filed by the registrants are not available to the public in an electronic format. POGO’s database includes informational materials filed in 2009, 2010, 2011, and 2012.[13]

Mrs. Foley diplomatically implies that her son’s death was in the “strategic interest” and she stops just short of accusing the administration of using her son’s beheading as the fig-leaf they needed to justify the administration’s unilateral attack on Syria, which was in violation of international law. If saving Foley was not in the “strategic interest,” a very frightening possibility exists. The murders of Foley and Sotloff, both of whom were beheaded by ISIS, were called ‘acts of barbarism’ by Obama in his speech announcing a military campaign to destroy the terrorist organization. Frenzied hysteria over human rights abuses in Syria continues to be incited by mainstream media, as the middle east is fragmented and decomposed by US/NATO bombings and internecine warfare so complex that the UN’s call for the “diplomatic resolution” of multiple devastating conflicts becomes an increasingly remote possibility.  Saudi Arabia and Qatar continue arming the terrorist opposition.

“Sotloff’s father, Art, was ‘shaking’ after the meeting with the official, who works for the National Security Council.  Sources close to the family say that at the time of the White House meeting the Sotloffs and Foleys were exploring lining up donors who would help pay multimillion dollar ransoms to free their sons.  But after the meeting those efforts collapsed, one source said, because of concerns that ‘donors could expose themselves to prosecution.’” James Nye for Mailonline reported:  “Mrs. Foley poured scorn on the Pentagon’s claim they tried to rescue Foley on July 4, only to raid the wrong base…Throughout the 20 month ordeal, Mrs. Foley said she came to regard her and her family’s efforts to rescue James as an ‘annoyance’ to the administration and began to feel that their desperation to bring James Foley home did not ‘seem to be in the strategic interest, if you will.’”

The front page headline states:  “U.S. General Says Raiding Syria is Key to Halting Isis.  The Islamic State in Iraq and Syria cannot be defeated unless the United States or its partners take on the Sunni militants in Syria,’ General Martin Dempsey, Chairman of the Joint Chiefs of Staff said on August 21, 2014. ‘This is an organization that has an apocalyptic end-of-days strategic vision that will eventually have to be defeated.  Can they be defeated without addressing that part of the organization that resides in Syria?  The answer is no.” Public horror at the beheading of James Foley and Steven Sotloff transformed public reluctance to engage in yet another seemingly endless and futile distant war, paid for by the U.S. taxpayer, into public outrage and support for retaliation against the terrorists who beheaded Foley and Sotloff.  US/NATO now had a de facto form of support and legitimacy for attacking Syria.  Given little publicity, however, then and now, was the fact that ISIS offered to exchange the lives of James Foley and Stephen Sotloff for $100 million dollars in ransom.  Although top U.S. officials used their “outrage” at the beheading of Foley and Sotloff to “justify” a unilateral attack on Syria, they were not sufficiently outraged to do what was necessary to prevent these beheadings, which, once executed, provided a convenient fig-leaf for the attack on Syria for which  they had sought and failed to attain legal justification during the preceding three years.

At the same time that the military-industrial complex thrives on huge profits derived from these geo-politically engineered conflicts, it is worth recalling the September 10, 2014 report by Mazzetti, Schmitt and Landler in The New York Times: “Washington – “The violent ambitions of the Islamic State in Iraq and Syria have been condemned across the world:  in Europe and the Middle East, by Sunni nations and Shiite ones, and by sworn enemies like Israel and Iran.  Pope Francis joined the call for ISIS to be stopped. “As President Obama prepares to send the United States on what could be yearslong military campaign against the militant group (ISIS), American intelligence agencies have concluded that it poses no immediate threat to the United States.  Some officials and terrorism experts believe that the actual danger posed by ISIS has been distorted in hours of television punditry and alarmist statements by politicians, and that there has been little substantive public debate about the unintended consequences of expanding American military action in the Middle East. “Daniel Benjamin, who served as the State Department’s top counterterrorism adviser during Mr. Obama’s first term, said the public discussion about the ISIS threat has been a ‘farce,’ with ‘members of the cabinet and top military officers all over the place describing the threat in lurid terms that are not justified.’  “It’s hard to imagine a better indication of the ability of elected officials and TV talking heads to spin the public into a panic, with claims that the nation is honeycombed with sleeper cells, that operatives are streaming across the border into Texas or that the group will soon be spraying Ebola virus on mass transit systems – all on the basis of no corroborated information,’ said Mr. Benjamin, who is now a scholar at Dartmouth College.”

But when a full-scale insurrection broke out in 1954 – at first, of course, ambushes with few French lives lost and then attacks on the French army – the sombre war of Algerian liberation was almost preordained. Beaten in that classic post-war anti-colonial battle at Dien Bien Phu, the French army, after its debacle in 1940, seemed vulnerable to the more romantic Algerian nationalists who noted France’s further humiliation at Suez in 1956.

What the historian Alistair Horne rightly described in his magnificent history of the Algerian struggle as “a savage war of peace” took the lives of hundreds of thousands. Bombs, booby traps, massacres by government forces and National Liberation Front guerrillas in the “bled” – the countryside south of the Mediterranean – led to the brutal suppression of Muslim sectors of Algiers, the assassination, torture and execution of guerrilla leaders by French paratroopers, soldiers, Foreign Legion operatives – including German ex-Nazis – and paramilitary police. Even white French sympathisers of the Algerians were “disappeared”. Albert Camus spoke out against torture and French civil servants were sickened by the brutality employed to keep Algeria French.

The Algerian conflict finished in a bloodbath. White “pied noir” French colonists refused to accept France’s withdrawal, supported the secret OAS in attacking Algerian Muslims and encouraged French military units to mutiny. At one point, De Gaulle feared that French paratroopers would try to take over Paris.When the end came, despite FLN promises to protect French citizens who chose to stay in Algeria, there were mass killings in Oran.

And when the Algerian civil war of the 1980s commenced – after the Algerian army cancelled a second round of elections which Islamists were sure to win – the corrupt FLN “pouvoir” and the Muslim rebels embarked on a conflict every bit as gruesome as the Franco-Algerian war of the 1950s and 1960s. Torture, disappearances, village massacres all resumed. France discreetly supported a dictatorship whose military leaders salted away millions of dollars in Swiss banks.Algerian Muslims returning from the anti-Soviet war in Afghanistan joined the Islamists in the mountains, killing some of the few remaining French citizens in Algeria. And many subsequently left to fight in the Islamist wars, in Iraq and later Syria.Enter here the Kouachi brothers, especially Chérif, who was imprisoned for taking Frenchmen to fight against the Americans in Iraq. And the United States, with French support, now backs the FLN regime in its continuing battle against Islamists in Algeria’s deserts and mountain forests, arming a military which tortured and murdered thousands of men in the 1990s.As an American diplomat said just before the 2003 invasion of Iraq, the United States “has much to learn” from the Algerian authorities. You can see why some Algerians went to fight for the Iraqi resistance. And found a new cause…

The request was approved through military channels three days later but not made public. Under the terms of the deal, the Israelis used US financing to pay for $3 million in tank rounds. No presidential approval or signoff by the secretary of state was required or sought, according to officials.

One senior US official said the decision to tighten oversight and require the pre-approval of higher-ranking officials for shipments was intended to make clear to Israel that there is no “blank check” from Washington in regards to the US-made weapons that the Israel Defense Forces (IDF) uses in Gaza.

Even at face value, the reported settlement is minuscule compared to the harm caused by Bank of America companies. The on-paper cost of the deal is less than 7 percent of the value of the mortgage deals Bank of America and its subsidiaries Countrywide and Merrill Lynch made before the crisis that have since gone bad. (Bank of America bought Countrywide and Merrill Lynch at the height of the crisis.) Those three companies issued just shy of a trillion dollars in mortgage-backed securities in the run-up to the financial collapse, and $245 billion of those products have gone bad, according to Bloomberg. Bank of America had pushed for a much smaller settlement for months, arguing that it should not have to pay for the sins of the firms it bought at bargain-bin prices when the economy was reeling. But a court ruling last month regarding Countrywide’s most notorious mortgage swindle caused the bank to change its tune, according to the New York Times. Judge Jed Rakoff ordered the bank to pay about $1.3 billion for one tranch of defective mortgages sold under a program that Countrywide nicknamed “Hustle” because of its fraudulent nature. Having lost one court case over Countrywide’s notorious misdeeds, the Times says, Bank of America decided to stop resisting federal officials’ settlement demands.

After tax deductions, the settlement could easily shrink below the roughly $15 billion in profits the company has reported since 2011. And because the financial crisis sucked something like $14 trillion out of the economy and destroyed tens of trillions of dollars in wealth for homeowners, the DOJ can hardly claim to have delivered a proportional response. The department’s claims about the Bank of America settlement are likely to draw political scrutiny. A bipartisan bill from Sens. Elizabeth Warren (D-MA) and Tom Coburn (R-OK) would require government officials to state the full tax deductibility and true cost of corporate legal settlements in all public statements about them. That bill, inspired by the revelations that JP Morgan’s sweetheart deal with the DOJ didn’t come close to the portrait that Attorney General Eric Holder painted of it, was passed out of committee late last month.

“Friends of Israel,” within the US defense community were convinced by Israel that the system could be finished and deployed to protect Israel against a purported “missile onslaught” from Tehran. In truth, there was no such intention. Instead, as in the film “Real Genius,” the laser system was always intended to be deployed against ground targets, for terrorism and assassinations. The “delivery system,” a Boeing airliner configured for AWAC, electronic warfare or refueling, could easily be modified to “clone” commercial air traffic and attack targets thousands of miles away or as close as Gaza, Lebanon, Syria or Iraq with total impunity.

McLeod and Rogers, in The Law of War, examine the history of prohibition of incendiary weapons. Israel’s use of white phosphorous, intended as a “smoke market” as a corrosive anti-personnel weapon against civilian populations in Lebanon and Gaza skirts initial language, as cited below, in the St. Petersburg Declaration of 1868, but falls well short of evading later prohibition on the use of chemical agents. “The first treaty to deal with weapons was the St Petersburg Declaration of 1868. Here states were concerned about the development of explosive or incendiary bullets for use against the wagon trains of enemy forces. It was felt that these bullets might be used against enemy personnel15 and cause unnecessary injury. The Contracting Parties agreed ‘mutually to renounce, in case of war among themselves, the employment by their military or naval troops of any projectile of a weight below 400 grammes, which is either explosive or charged with fulminating or inflammable substances’.

The declaration does not seem to have affected the practice of states in using tracer for range finding, even mixed with normal ammunition, nor the use of small explosive projectiles for anti-aircraft and anti-material uses. It did not prevent states from using four pound, thermite-based incendiary bombs during the Second World War. These, obviously, were more than 400 grammes in weight. Furthermore it could be argued that they were not ‘projectiles’, a term that certainly would not include illuminating flares or smoke canisters.” The use of energy weapons for assassinations and terrorism had, prior to only a few short days ago, been subject of speculative fiction only. No one had imagined that a failed American weapons system would be pirated for deployment in acts of terrorism by a rogue state. A greater question arises, if this “failed system” costing many billions has been shipped off “in the dark of night” without public knowledge or official authorization for use in a criminal manner, what other systems may have been similarly pirated? There is conclusive evidence that W54/Davy Crocket nuclear weapons made their way to Israel after 1991 after an accident at Dimona is reputed to have made that facility useless for weapons development.

Similarly, when the Ukraine retired its “fleet” of SS21 tactical nuclear missiles, Israel took possession of the warheads, servicing their deuterium booster gas all these years to keep them ready for deployment. Intercepted communications between the Kiev junta and Israel now indicate that Israel is ready to “repatriate” some of these nuclear weapons to the Ukraine for use against pro-Russian separatists. Ukrainian leaders have spoken of the intent to deploy and use these nuclear weapons publicly on several recent occasions. From USA Today: “KIEV, Ukraine — Ukraine may have to arm itself with nuclear weapons if the United States and other world powers refuse to enforce a security pact that obligates them to reverse the Moscow-backed takeover of Crimea, a member of the Ukraine parliament told USA TODAY. ‘We gave up nuclear weapons because of this agreement,’ said Rizanenko, a member of the Udar Party headed by Vitali Klitschko, a candidate for president. ‘Now there’s a strong sentiment in Ukraine that we made a big mistake.’”

With the recent bombing of a UN refugee facility in Gaza, with the use of chemical and now energy weapons, with Israel’s planned sale of nuclear warheads to Ukraine, there is little more that could be done to establish Israel, not only as a rogue state, but as a “clear and present danger” to not only regional but global security as well. As Jim W. Dean of Veterans Today recently stated, “Their fingerprints are at every crime scene.”

A separate document related to the same contract noted that one purpose of the effort was to conduct “market research” of al-Qaida and its affiliates in Libya, Tunisia, Mali, Northern Nigeria, and Somalia. Four American companies eventually won the $1.5 billion contract: Tennessee-based Jacobs Technology and Virginia-based Booz Allen Hamilton, CACI-WGI, and SRA International. Notably, while some 3,000 contractors provided service in some capacity to USSOCOM, just eight of the contractors earned more than 50 percent of the $13 billion total identified in Black’s report. Those were: Lockheed Martin, L-3 Communications, Boeing, Harris Corporation, Jacobs Engineering Group, MA Federal, Raytheon, and ITT Corporation.

One of the largest single transactions ($77 million) was paid to a subsidiary of Alaska’s Shee Atika – a company that the report says provided “interrogation services” as well as translation assistance.

Last year, the then-commander of USSOCOM, Adm. William McRaven, told the House Armed Services Committee that U.S. special operations forces were engaged in “annual deployments to more than 100 countries.” But very little is known about the scope and purpose of those operations, given the extreme secrecy that often shrouds them. The report from the Remote Control Project, however, is a reminder of how public data can sometimes be used to obtain information about even the most shadowy government activities – in this case, offering a valuable glimpse into the burgeoning nature of the U.S. military’s special operations and, in particular, the supporting role played by private contractors. “The Special Operations Command is outsourcing many of its most sensitive information activities,” says Black. “Remote warfare is increasingly being shaped by the private sector.”
