If Congress were to finally reassert its authority on military matters it could have substantial implications on the GWOT, including U.S. military intervention in Syria and elsewhere, perhaps requiring a new and more limited AUMF.

CIA Torture Architects Settle With Survivors Avoiding Publicity Of Trial - 0 views

  • Two psychologists, James Mitchell and Bruce Jessen, who were contracted by the CIA to develop torture techniques, agreed to a confidential settlement with torture survivors. The American Civil Liberties Union (ACLU) sued Mitchell and Jessen on behalf of Suleiman Abdullah Salim, Mohamed Ahmed Ben Soud, and the family of Gul Rahman. The lawsuit alleged the CIA contractors committed crimes that included water torture, forcing prisoners into boxes, and chaining prisoners in painful stress positions to walls.

Mitchell and Jessen acknowledge that they worked with the CIA to develop a program for the CIA that contemplated the use of specific coercive methods to interrogate certain detainees.” Plaintiff Gul Rahman was subjected to abuses in the CIA program that resulted in his death and in pain and suffering for his family. Plaintiffs Suleiman Abdullah Salim and Mohamed Ahmed Ben Soud were also subjected to coercive methods in the CIA program, which resulted in pain and suffering for them and their families. Plaintiffs assert that they were subjected to some of the methods proposed by Drs. Mitchell and Jessen to the CIA and stand by their allegations regarding the responsibility of Drs. Mitchell and Jessen. Drs. Mitchell and Jessen assert that the abuses of Mr. Salim and Mr. Ben Soud occurred without their knowledge or consent and that they were not responsible for those actions. Drs. Mitchell and Jessen also assert that they were unaware of the specific abuses that ultimately caused Mr. Rahman’s death and are also not responsible for those actions.” Drs. Mitchell and Jessen state that it is regrettable that Mr. Rahman, Mr. Salim, and Mr. Ben Soud suffered these abuses.
  • The settlement comes after Judge Justin Quackenbush denied a last-ditch effort by Mitchell and Jessen to get the lawsuit dismissed. They invoked the cases of accused Nazi war criminals to argue they should not be held responsible for the torture techniques they developed. Quackenbush was not persuaded by the contractors’ arguments and suggested a “finder of fact” might conclude that since they were at secret detention sites they “exercised significant control during individual interrogations.”

  • The settlement is monumental in the sense that James Mitchell and Bruce Jessen are the first individuals to be held responsible, to some degree, for CIA torture in the “War on Terrorism.” “This is a historic victory for our clients and the rule of law,” declared ACLU attorney Dror Ladin. “This outcome shows that there are consequences for torture and that survivors can and will hold those responsible for torture accountable. It is a clear warning for anyone who thinks they can torture with impunity.” However, the CIA investigated the actions of its personnel and determined not a single person committed a crime that deserved prosecution. President Barack Obama’s administration conducted a review of detention and interrogation practices, but they shied away from prosecuting any government officials or interrogators, who were implicated in carrying out torture.
  • The high point of public “accountability” was a study conducted by the Senate Select Committee on Intelligence. A summary of the report clearly established much of the extent to which the CIA carried out brutality against detainees and then sought to conceal it from those who might provide any kind of oversight. It was the Obama administration that opposed individuals, such as Ethiopian native Binyam Mohamed and Canadian citizen Maher Arar, as they sought to hold officials in President George W. Bush’s administration accountable. They took steps to prevent survivors from having their day in court, and that’s partly why the fact that this civil lawsuit nearly made it to trial was significant. With a U.S. president in office now who has praised waterboarding and other forms of torture, this is unlikely to be much of a deterrent on government officials who engage in torture or abuse. It may impact whether private contractors participate in the detention or interrogation of captives. Or it might lead private contractors to ensure there are more clearly laid out terms in contracts to prevent them from being held liable in courts. Still, the survivors achieved some semblance of justice, and given how rare any sliver of justice is when it comes to cases against people implicated in government-sponsored torture, this settlement is inarguably a remarkable outcome.

Not single shred of evidence has been provided that "Russia hacked the election" or had anything to do with various leaks of Clinton related emails. Trump Invades Syria | Global Research - Centre for Research on Globalization - 0 views

  • Although the Syrian army, with its ally Russia, has made significant gains against ISIS over the past week or so, the Washington Post is reporting tonight that President Trump has for the first time sent regular US military personnel into that country in combat positions. This is an unprecedented escalation of US involvement in the Syrian war and it comes without Congressional authorization, without UN authorization, and without the authorization of the government of Syria. In short it is three ways illegal. According to the Post, US Marines have departed their ships in the Mediterranean and have established an outpost on Syrian soil from where they will fire artillery toward the ISIS “headquarters” of Raqqa. The Post continues:  The Marines on the ground include part of an artillery battery that can fire powerful 155-millimeter shells from M777 Howitzers, two officials said, speaking on the condition of anonymity because of the sensitivity of the deployment. The expeditionary unit’s ground force, Battalion Landing Team 1st Battalion, 4th Marines, will man the guns and deliver fire support for U.S.-backed local forces who are preparing an assault on the city. Additional infantrymen from the unit are likely to provide security. On March 5th, RT ran footage of a US military convoy entering Syria near Manbij. The US mainstream media initially blacked out the story, but the Post today confirmed that the troops were from the Army’s 75th Ranger Regiment in Stryker vehicles. What is important to understand about this sudden escalation of US involvement is that if this “race to Raqqa” is won by the US military rather than by Syrian government forces, the chance that the US will hand the territory back to the Assad government is virtually nil. In other words, this is an operation far less about wiping ISIS out from eastern Syria and much more about the United States carving out eastern Syria as a permanent outpost from where it can, for example, continue the original neocon/Israeli/Saudi plan for “regime change” in Syria. The United States is making a military bid for a very large chunk of sovereign Syrian territory. Something even Obama with his extraordinarily reckless Middle East policy would not dare to do.

[The State Department] has pointed to very little to support its characterization of these two records as deliberative, and the Court’s in camera review of the documents reveals that they do not fall within that category.” The full emails may reveal what former Secretary of State Hillary Clinton and President Obama knew about the September 11, 2012, terror attack on the U.S. mission in Benghazi.

Two in five Americans back sanctions on Israel -- poll | The Electronic Intifada - 0 views

  • Two in five Americans back economic sanctions or more serious actions against Israel over its continued construction of settlements on occupied Palestinian land, a crime under international law, a new poll has found. Among Democrats, a clear majority – 56 percent – backs economic sanctions or tougher actions.
  • More than half – 54 percent – say the US should be even-handed, leaning neither towards the Israelis or Palestinians, a figure that shoots up to 72 percent among Democrats. Right now, 57 percent of respondents overall see the US leaning more towards Israel. Americans are also very open-minded towards a one-state solution encompassing all of present-day Israel, the occupied West Bank and Gaza Strip. Overall, 37 percent of Americans favor a two-state solution, but 31 percent say they would prefer “a single democratic state in which both Jews and Arabs are full and equal citizens, covering all of what is now Israel and the Palestinian territories.” Only 9 percent prefer Israel annexing all of the occupied territories without giving Palestinians full rights, and another 15 percent say they favor the status quo of indefinite military occupation. When asked what they would prefer if their favored approach fails, almost two-thirds – 63 percent overall – said a one-state solution. This includes 70 percent of Democrats and 50 percent of Republicans. Just 10 percent overall would contemplate what appears to be the direction Israel is heading: annexation of the West Bank without giving Palestinians equal citizenship. According to Telhami, who summarized some of the poll’s findings in a Washington Post article, the survey results show strong polarization between Democrats and independents on the one hand, who tend to be more favorable to Palestinian rights, and supporters of President Donald Trump, on the other, who strongly back Israel.

The controversy began in July when the Washington Post reported that “the Trump campaign worked behind the scenes last week to make sure the new Republican platform won’t call for giving weapons to Ukraine to fight Russian and rebel forces.” Ever since then, Democrats have used this language change as evidence that Trump and his key advisers have sinister connections to Russians and corruptly do their bidding at the expense of American interests. Democratic Senator Ben Cardin, the ranking member of the Senate Foreign Relations Committee, spoke for many in his party when he lambasted the RNC change in a July letter to the New York Times, castigating it as “dangerous thinking” that shows Trump is controlled, or at least manipulated, by the Kremlin. Democrats resurrected this line of attack this weekend when Trump advisers acknowledged that campaign officials were behind the platform change. This attempt to equate Trump’s opposition to arming Ukraine with some sort of treasonous allegiance to Putin masks a rather critical fact: namely, that the refusal to arm Ukraine with lethal weapons was one of Barack Obama’s most steadfastly held policies. Even in Somalia, let alone Vietnam in the past and Afghanistan.” Assad then added that the U.S. “didn’t succeed anywhere they sent troops, they only create a mess; they are very good in creating problems and destroying, but they are very bad in finding solutions.” “The complexity of this war is the foreign intervention. This is the problem,” he continued.
  • However, foreign intervention is increasingly seeming more likely than not. According to the head of U.S. Central Command Army General Joseph Votel, once Raqqa is liberated from Islamic State elements, U.S. forces will be “required” to stabilize the region as U.S. officials anticipate that “America’s allies,” i.e. anti-Assad rebels, will need assistance from the U.S. military to establish “Syrian-led peacekeeping efforts” in the area. This is a frank admission that U.S. troops will not be going anywhere even after the Islamic State is removed, despite the fact that the presence of the Islamic State is the only justification the U.S. military has offered for its technically illegal presence within Syria. If this comes to pass, the U.S. will once again be an occupying force in yet another Middle Eastern nation. It seems likely that the U.S. will return to its former mantra “Assad must go” and refocus its efforts on removing Assad from power once and for all.

Ending Syria's Nightmare will Take Pressure From Below  - 0 views

  • On Wednesday, the US airlifted hundreds of mainly-Kurdish fighters to an area behind ISIS lines where they were dropped near the town of al-Tabqa. The troops– who are part of the US-backed Syrian Democratic Forces or SDF– were accompanied by an undisclosed number of US Marines serving as advisors. Ostensibly, the deployment was intended to encircle ISIS positions and retake the area around the strategic Tabqa Dam. But the operation had the added effect of blocking the Syrian Arab Army (SAA) from advancing  along the main road towards Raqqa, the so called Capital of ISIS.  While the blocking move might have been coincidental, there’s a strong possibility that Washington is in the opening phase of a broader strategy to splinter the war-torn country and prevent the reemergence of a united secular Syria. According to Almasdar News: “The Coalition supported the offensive with air movement and logistical support, precision airstrikes, Apache helicopters in close air support, Marine artillery, and special operations advice and assistance to SDF leadership,” the US-led coalition said in a statement.” (AMN News) In a matter of weeks, Washington’s approach to the war in Syria has changed dramatically. While the US has reportedly ended its support for the Sunni militias that have torn the country apart and killed over 400,000 people, the US has increased its aid to the SDF that is making impressive territorial gains across the eastern corridor. The ultimate goal for the SDF fighters is an autonomous Kurdish homeland carved out of West Iraq and East Syria, while US objectives focus primarily on the breakup of the Syrian state, the removal of the elected government, the control over critical pipelines routes, and the redrawing of national borders to better serve the interests of the US and Israel.
  • The most recent adaptation of Yinon’s plan was articulated by Brookings Institute analyst Michael O’ Hanlon in a piece that appeared in the Wall Street Journal titled “A Trump Strategy to End Syria’s Nightmare”.  In the article, O’ Hanlon states bluntly: “To achieve peace, Syria will need self-governance within a number of autonomous zones. One option is a confederal system by which the whole country is divided into such zones. A less desirable but minimally acceptable alternative could be several autonomous zones within an otherwise still-centralized state—similar to how Iraqi Kurdistan has functioned for a quarter-century…. Security in the Sunni Arab and Kurdish autonomous zones would be provided by local police and perhaps paramilitary forces raised, trained and equipped with the direct support of the international community. …(“A Trump Strategy to End Syria’s Nightmare”, Wall Street Journal) In an earlier piece, O’ Hanlon referred to his scheme as “Deconstructing Syria” a plan that “would produce autonomous zones that would never again have to face the prospect of rule by either Assad or ISIL.” Many of the details in O’ Hanlon’s piece are identical to those in Trump’s plan which was announced by Secretary of State Tillerson just last week. The Brookings strategy appears to be the script from which the administration is operating.
  • In his presentation, Tillerson announced that US troops would not leave Iraq after the siege of Mosul was concluded which has led many to speculate that the same policy will be used in Syria. Here’s an excerpt from an article at the WSWS that explains this point: “US Secretary of State Rex Tillerson declared Washington’s intention to keep troops deployed more or less indefinitely in the territories now occupied by Islamic State in Iraq and Syria in remarks delivered at the beginning of a two-day meeting of the US-organized anti-ISIS coalition in Washington. “The military power of the coalition will remain where this fraudulent caliphate has existed in order to set the conditions for a full recovery from the tyranny of ISIS,” he told an audience that included Iraqi Prime Minister Haider al-Abadi. He gave no indication of when, if ever, US troops could be withdrawn from a war zone extending across Iraq and Syria, where there has been fighting of greater or lesser intensity throughout the 14 years since the US first invaded Iraq.” (Tillerson pledges long-term US military role in Iraq and Syria, World Socialist web Site) US Defense Secretary James “Mad Dog” Mattis reinforced Tillerson’s comments adding that the US plans a indefinite occupation of Iraq (and, possibly, Syria) stating that it was in America’s “national interest.”

Our goal is stability not chaos, because we want to rebuild our country [the United States] …In our dealings with other countries, we will seek shared interests wherever possible and pursue a new era of peace, understanding, and good will.” There won’t be any peace under Mattis or McMaster, that’s for sure. Both men are anti-Moscow hardliners who think Russia is an emerging rival that must be confronted and defeated. Even more worrisome is the fact that uber-hawk John McCain recently stated that he talks with both men “almost daily” (even though he has avoided talking to Trump since he was elected in November.) According to German Marshall Fund’s Derek Chollet, a former Obama Pentagon official. “(McCain) is trying to run U.S. defense policy through Mattis and effectively ignore Trump.” (Kimberly Dozier, Daily Beast contributing editor)  Chollet’s comments square with our belief that Trump has relinquished his control over foreign policy to placate his critics.
  • In response to Mattis’s comments, Syrian President Bashar al Assad said: “Any military operation in Syria without the approval of the Syrian government is illegal, and  any troops on the Syrian soil,  is an invasion, whether to liberate Raqqa or any other place. …The (US-led) coalition has never been serious about fighting ISIS or the terrorists.” Clearly, Washington is using the fight against ISIS as a pretext for capturing and holding territory in a critical, energy-rich area of the world. The plan to seize parts of East Syria for military bases and pipeline corridors fits neatly within this same basic strategy.   But it also throws a wrench in Moscow’s plan to restore the country’s borders and put an end to the six year-long conflict. And what does Tillerson mean when he talks about “interim zones of stability” a moniker that the Trump administration carefully crafted to avoid the more portentous-sounding “safe zones”. (Readers will recall that Hillary Clinton was the biggest proponent of safe zones in Syria, even though they would require a huge commitment of US troops as well as the costly imposition of a no-fly zone.) Tillerson’s comments suggest that the Trump administration is deepening its involvement in Syria despite the risks of a catastrophic clash with Moscow. Ever since General Michael Flynn was forced to step down from his position as National Security Advisor, (Flynn wanted to “normalize” relations with Russia), Trump has filled his foreign policy team with Russophobic hawks who see Moscow as “hostile revisionist power” that “annex(es) territory, intimidates our allies, develops nuclear weapons, and uses proxies under the cover of modernized conventional militaries.” Those are the words of  the man who replaced Flynn as NSA,  Lt. General HR McMaster. While the media applauded the McMaster appointment as an “outstanding choice”, his critics think it signals a departure from Trump’s campaign promise:

  • A new Afghanistan war strategy approved last month by President Donald Trump's top military and national security advisers would require at least 50,000 U.S. forces to stop the advance of the Taliban and save the government in Kabul, according to a classified U.S. intelligence community assessment.U.S. intelligence and national security officials familiar with the assessment tell me that it was drafted in April, and that it provided estimates of necessary troop strengths for various strategic options. But it found that if an ambitious war plan approved by the National Security Council's principals committee got a green light from the president -- a big if -- more than 50,000 U.S. troops would be needed.That proposed strategy, which I wrote about earlier this month, would place the U.S. on a new war footing and in a deeper partnership with the Afghan government in its current campaign against the Taliban. It would also remove arbitrary timelines for withdrawal set by President Barack Obama. The new estimate from the intelligence community envisions significantly more U.S. forces in Afghanistan than the current levels of around 8,400 U.S. troops currently fighting there. It is also more than the modest troop increase for Afghanistan of around 5,000 that was reported last week.

  • Egypt, Bahrain, Saudi Arabia and the United Arab Emirates decided to sever diplomatic ties with Qatar over Doha’s sponsorship of terrorism and implement a number of sanctions including the closing of land, sea and air routes, and the expulsion of Qatari citizens. The development is consistent with the new U.S. administration’s declared goal to outlaw the Muslim Brotherhood.

However, the U.S. State Department has not taken any further steps since February 2016. The bill cites multiple countries who have declared the Muslim Brotherhood (Ikhwan) a terrorist organization. These countries include Egypt, Saudi Arabia and the United Arab Emirates.
  • It is noteworthy that the Obama administration and especially the State Department under then Secretary of State Hillary Clinton colluded with Muslim Brotherhood – linked organizations during the notorious Arab Spring in Libya, Egypt and Syria in 2011. In fact, one of Clinton’s closest advisers, Huma Abedin and her family are known for close ties to Muslim Brotherhood and Al-Qaeda linked organizations. But U.S. collusion with Muslim Brotherhood and Al-Qaeda linked “rebels” is not limited to Democrats. In April 2013 Conservative Senator John McCain was caught on photo in a safe-house in Syria after crossing the border illegally. (see photo left) Among the “celebrities” present at the meeting was Islamic State leader al-Baghdadi (al-Badri). In November 2014 the United Arab Emirates (UAE) outlawed the Muslim Brotherhood following intense rounds of negotiations between GCC member states, particularly Saudi Arabia and Qatar. The UAE designated the Brotherhood as a terrorist organization, along with the Muslim Brotherhood and al-Qaeda associated Jabhat al-Nusrah, the so-called Islamic State a.k.a. ISIS/ISIL and Yemen’s Houthi. Saudi Arabia’s position regarding the Muslim Brotherhood is dual. On one hand, some top-members of the Saudi oligarchy including government support Muslim Brotherhood-linked organizations abroad while the country opposes its “official” presence within the State. Saudi Arabia considers large parts of the international Muslim Brotherhood as instrument for is ally and rival Qatar, one of the primary international sponsors of Botherhood-linked organizations. Saudi Arabia is, however, “unofficially but blatantly” using Al-Qaeda an the Islamic State as an instrument abroad while it opposes its “official” presence in the country.

That is, provocative campaign statements that could easily be abused and used against him. Meanwhile, a closer look reveals that Trump is not anti-Muslim at all. Much rather, he opposes the Muslim Brotherhood, Al-Qaeda, and he at least appears to be opposed to using Muslim Brotherhood and Al-Qaeda-linked organizations as an instrument of US foreign and military policy.

Based on a confidence interval of 95%, the margin of error for 1,514 is +/- 2.5 percentage points. In our latest poll, we analyzed voters' attitudes concerning potential 2020 presidential election match-ups. We found Donald Trump is in close races against Senator Elizabeth Warren and former first lady Michelle Obama. We also see the president in difficult match-ups with Senator Bernie Sanders and former vice president Joe Biden. In the match-up between President Trump and Bernie Sanders, the senator from Vermont receives a narrow majority of voters, while Trump receives 40% of voters. Sanders does better than Trump with women (56%-35%), younger voters age 18-24 (69%-27%), 18-29 (64%-30%), Walmart shoppers (47%-42%), voters age 50-64 (46%-44%), Amazon shoppers (51%-41%) and all minorities. As per usual Trump beats Sanders among voters age 65+ (53%-40%) NASCAR fans (47%-46%), Catholic voters (49%-43%), and rural voters (53%-36%). Sanders does the most damage to Trump among men (both tied at46%), and beats him significantly with Independents (51%-36%). Bernie Sanders also cuts into Trump's lead with older voters and NASCAR fans. When we examine Trump vs. former vice president Joe Biden, Biden beats the president 50% to 40%. Joe Biden, like Bernie Sanders, is favored among younger voters age 18-24 (74%-18%), voters age 18-29 (60%-31%), women (57%-34%), Independents (50%-37%), and all minority groups. President Trump struggles against Biden because Biden is able to tap into the president's base of voters who frequently shop at Walmart (tied at 46%), voters age 50-64 (Biden leads 47% to 43%) and voters with no college education (Biden leads 47% to 42%).
