    International day for persons with disabilities on 3rd December - Note on schemes for the welfare of persons with disabilities and concessions available to them. The Government of India is committed for the realization of full participation, protection of rights, and equal opportunities to all including persons with disabilities. India is a country where most of the population lives in the rural areas and accessing the health and rehabilitation services has always been a challenge. In a Backgrounder issued yesterday, a brief summary of the major steps initiated by the Ministry of Social Justice & Empowerment in this direction were given. Following is the Background Note on the legislative and Institutional framework along with the major schemes of the Ministry of Social Justice & Empowerment for the welfare of the People with Disabilities (PwDs). The Note also contains information on facilities and concessions available to PwDs under other central schemes which are being run by other Union Ministries. OFFER ON INTERNATIONAL DISABILITY DAY Wheelchair @ 4499 INR Tricycle @ 6500 INR Legislative Framework: There are four important legislations dealing on disabilities issues- The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has laid the foundation of recognition of rights for Persons with Disabilities and has facilitated development of specific programmes for their education, rehabilitation, employment, non-discrimination and social security. The Rehabilitation Council of India Act, 1992 regulates and monitors training of rehabilitation professionals and personnel. The National Trust for the welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, aims at enabling and empowering persons with disabilities to live independently as fully as possible in their community. In an attempt to give boost to the 'Swachchh Bharat Mission' Punjab Government has banned the use of polythene bags as well as the use of thermocol products used for catering purposes. But now the Punjab Government has taken back Ban on one time use thermocol materials, vide Reference Letter No. 5/18/2016-4 SS4/ 308985 / 1, Dtd: Chandigarh 1st Aug 2016. Now there is NO BAN ON THE MATERIAL MADE FROM THERMOCOL like Disposable kitchenware, Thermocol Cups and Plates etc. Earlier, A complete ban would be imposed on manufacturing, stocking, distribution, reuse, selling and using polythene (plastic) carry bags and thermocol material that can be used only once. But now the Punjab Government has taken back Ban on One time use Thermocol Materials like Thermocol Cups, Thermocol Plates etc. Now there is no ban on manufacturing, stocking, distribution, reuse, selling and using of one time use Termocol Disposable Kitchenware products in Punjab as per notification and clarification issued by Punjab Government. While a complete ban imposed on polythene (plastic) carry bags will continues in Urban Areas of Punjab, in all the Municipal Corporations, Municipal Councils and Nagar Panchayats. Government Approves Gwadar International Airport Project - 0 views

    ISLAMABAD: The government on Monday approved, in principle, the New Gwadar International Airport project at a cost of Rs55.4 billion, about 147% higher than the first revision, and also sanctioned a reduction in the scope of an important Gwadar road scheme. The decisions were taken by the Central Development Working Party (CDWP) - a body having the mandate to scrutinize and approve development schemes and refer the mega ones for final ratification of the Executive Committee of National Economic Council (Ecnec). Planning Commission Deputy Chairman Jehanzeb Khan chaired the CDWP meeting. The CDWP took up the New Gwadar International Airport project, which would be built with the help of Pakistan government funds and a Chinese grant of 1.52 billion yuan or Rs34 billion. The total cost of the project is Rs55.4 billion. The new Gwadar airport is considered important for the development of Gwadar Port and its free zone. The Ministry of Planning is now gradually taking back the control of the China-Pakistan Economic Corridor (CPEC) after the CPEC Authority law lapsed four months ago. The government has also brought back Hassan Dawood Butt to handle affairs in the next CPEC Joint Cooperation Committee (JCC) meeting. JCC is scheduled to meet this month and will take important decisions on the future roadmap of the multibillion-dollar strategic bilateral initiative. Butt had earlier been the deputy project director of the CPEC support project but moved to Khyber-Pakhtunkhwa Board of Investment. The original Gwadar airport project had been approved at a cost of Rs7.5 billion in 2010 and the revised one was cleared in 2015 at a cost of Rs22.2 billion. The CDWP approved the second revision on Monday with a cost of Rs55.4 billion, higher by Rs33 billion or 147% than the 2015 cost.
