Prime Minister Modi has chosen the BRICS summit to be his first outing outside South Asia. Even more remarkably, Mr Modi has been advised to give the BRICS summit priority over a summit with Prime Minister Abe, who had gone out of his way to welcome Mr Modi when he visited Japan as CM of Gujarat. Mr Abe's desire that that Modi makes Tokyo his first port of call is well known. Japan has far more to offer to India, especially in the Asian context. Mr Modi has often emphasised that all his policy actions will be selected on the sole criterion of serving India's national interests. Does attending the BRICS summit qualify on that criterion? Or is BRICS becoming an ideological holy cow like the Non-Aligned Movement had been in earlier period? If so, that is indeed a pity.
