The Small Business Technology Transfer (STTR) program stimulates technological innovation in the private sector by strengthening the role of small business concerns in meeting Federal research and development needs, increasing the commercial application of federally supported research results, and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses.The STTR Program requires researchers at universities and other non-profit research institutions to play a significant intellectual role in the conduct of each STTR project. These researchers, by joining forces with a small company, can spin-off their commercially promising ideas while they remain primarily employed at the research institution. 

The Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) program supports academe-industry partnerships, which are led by an interdisciplinary academic research team with a least one industry partner, to collaborate in building technological and human innovation capacity [4]. This innovation capacity is intended to endure beyond the initial award. Partnerships that build the capacity to innovate are expected to be effective at innovating and able to continue to innovate. They are highly intentional about creating an environment that fosters innovation. These partnerships not only develop new technology but also foster the development of human capital that embraces a culture of change, nurtures the generation of new ideas, and considers feedback an integral part of the innovation processes. Partnership members are diverse, representing a spectrum of backgrounds, perspectives, and skills. Partnership activities that drive sustained innovation include the targeted allocation of resources such as capital, time, facilities; and sharing of knowledge in a cross-organizational and interdisciplinary context. The PFI:BIC partnership team should focus on technological innovations with potential for significant economic/societal impact. The team collaborates on research, focusing on novel applications motivated by existing research discoveries and based on a platform technology with the potential to achieve transformational change in existing service systems or to spur entirely new service systems.

Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) supports academe-industry partnerships, which are led by an interdisciplinary academic research team collaborating with at least one industry partner in order to carry out research to advance, adapt, and integrate technology(ies) into a specified, human-centered smart service system. The selected service system should function as a technology test bed. Partnership projects are unrestricted as to domain knowledge and application areas and should be in the translational, pre-commercialization space, building on fundamental research discoveries with the objective of creating or transforming a "smart(er)" service system that has the potential for significant social and economic impact.

Support Shared Security - Projects for consideration in this category could/should support and advance cooperation between the United States and Turkey on defeating ISIS/DAESH and other extremist groups; projects in Turkey that support advancing stability in Syria; all facets of counterterrorism efforts; and transnational crime. Also, projects that support and advance cooperation between the United States and Turkey in NATO and other multilateral security organizations. Strengthen Economic Prosperity: Promoting Innovation and Fostering Entrepreneurship - Depending on the level of entrepreneurial opportunity and ability in the targeted region(s) for the activity, proposals here could include trainings to introduce the concept and principles of entrepreneurship, promote networking and mentorship opportunities, provide small-and-medium enterprise (SME) development planning, teach marketing and outreach techniques, foster research and development/innovation, etc. Reinforce Democratic Values: Media - Proposals should support journalists and/or citizen journalists through trainings or activities to bolster media literacy, investigative journalism, social media/internet publishing, research and fact checking, documentary filmmaking, visual or other storytelling, etc.

The primary objective of the RCDG program is to improve the economic condition of rural areas by assisting individuals or entities in the startup, expansion or operational improvement of rural cooperatives and other business entities. I-Corps@Ohio is a statewide program developed to assist faculty, staff and students from Ohio universities, colleges and community colleges in validating the market potential of technologies and launching startup companies. I-Corps@Ohio is modeled after the National Science Foundation's (NSF) successful I-Corps (Innovation Corps) program, which has been proven to increase innovation, entrepreneurship, and industry collaboration. The I-Corps@Ohio program incorporates lean launch, customer discovery and business model innovation methodologies to assess technologies, enhance the business acumen of research faculty and students and expand their entrepreneurial network relationships. Two cohort tracks are offered in Science & Engineering and Medtech, with each designed to offer both common and subject matter specific content. The long-term objective of I-Corps@Ohio is to systematically build a steady and predictable pipeline of  high-quality, high-growth startups from technology developed at the State's colleges, universities, and research institutions, that contribute to economic development in Ohio.

The OFRN Round 5 Opportunity Announcement is focused on expanding Ohio's research and development capabilities across the state's academic institutions and business in support of Ohio-based federal partner needs, which ultimately promotes Ohio's economic growth.
