US Department of Transportation Office of Small and Disadvantaged Business Utilization will enter into Cooperative Agreements with these organizations to provide outreach to the small business community in their designated region and provide financial and technical assistance, business training programs, business assessment, management training, counseling, marketing and outreach, and the dissemination of information, to encourage and assist small businesses to become better prepared to compete for, obtain, and manage DOT funded transportation-related contracts and subcontracts at the federal, state and local levels. Throughout this notice, the term "small business" will refer to: 8(a), small disadvantaged businesses (SDB), disadvantaged business enterprises (DBE), women owned small businesses (WOSB), HubZone, service disabled veteran owned businesses (SDVOB), and veteran owned small businesses (VOSB). This notice announces the availability of funds and solicits proposals from eligible entities that can provide planning, hosting and training conference facilitation support for the nation-wide State Small Business Ombudsman (SBO)/Small Business Environmental Assistance Providers' (SBEAP) 507 Program, a regulatory compliance assistance program created under section 507 of the 1990 Clean Air Act Amendments. The state compliance assistance 507 Programs, which are dispersed throughout the U.S. states and trust territories, often partner together to share ideas, resources and support small business assistance on a national level. Typically, their partnership efforts include communication, distributing and exchanging of information on compliance assistance and program activities, as well as locating environmental compliance and sustainability information focused on small business. In order to sustain the states' partnership and sharing of resources, the state 507 Program staff members meet in person on an annual basis. Funding under this announcement will be used for planning, hosting and facilitation activities that support this nation-wide 507 Program Training Conference on a biannual basis only. The goal of this co-sponsorship agreement is to provide state and trust territory SBO and SBEAP staff, as well as the small business community that are required to comply with environmental regulations, with support in regulatory compliance training and resource development through a biannual event, where each can access environmental regulatory/technical training and information, resources, small business content or activities; all which help this nation-wide program stay connected and provide well rounded environmental compliance assistance to the small business community and public overall.

Since its inception in 1953, SBA has served to aid, counsel, assist and protect the interests of small businesses. The Small Business Regional Training project will support the creation of a regionally appropriate standardized training curriculum and accreditation/certification to Central American business counselors and Small Business Development Center (SBDC) staff, such that SBDCs can expand services and capacity for micro -, small-, and medium- sized enterprises (MSMEs) in Central America. This grant will also include a focus on advising for women-owned small businesses and promoting women’s entrepreneurship generally in Central America. This project will enhance the competitiveness of more than 16,000 MSMEs in Central America by strengthening regional capabilities through technical training to over 250 business counselors and the development of standard operating procedures at a growing number of SBDCs in Central America.

The Small Business Technology Transfer (STTR) Program, although modeled substantially on the Small Business Innovation Research (SBIR) Program, is a separate program and is separately financed. Subject to availability of funds, DoD Components invite small business firms and research institutions to jointly submit proposals that will support high quality cooperative research and development of innovative concepts to solve the listed defense-related scientific or engineering problems, especially those concepts that also have high potential for commercialization in the private sector. Partnerships between small businesses and Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) are encouraged, although no special preference will be given to STTR proposals from such offerors.

PAS Kolkata seeks proposals for the project titled "Cyber Safe East India-Workshops on Cyber Security for E-Businesses." Based on funding availability, the Recipient organization will organize a series of workshops for business practitioners in Ranchi, Jamshedpur, and Guwahati. The workshops will be devised and implemented by the grantee with the help of U.S. cyber security and data protection experts. The goal of the workshops is to connect American and Indian cyber security experts to help small and medium businesses adopt safer business practices, ultimately ensuring the shared prosperity between the U.S. and India. The grantee will solicit participation from local and American cyber security experts, academics, chamber of commerce representatives, cyber law enforcing agency officials, and other relevant stakeholders to conduct a needs assessment of local business owners regarding web-based business tools. Collaborations should start early and virtually and will continue in-person during the workshops. The experts, in tandem with the grantee, will design the curriculum for a series of three workshops that help business owners mitigate e-business risks. The curriculum should be practical and relevant to a wide spectrum of businesses.The workshops should be conducted in Ranchi, Jamshedpur, and Guwahati. Other workshop locations are a possibility depending on the findings of the needs assessments conducted by the grantee as a pre- workshop survey. Workshop duration and the number of participants at each city will be determined by the grantee and experts in close consultation with PAS Kolkata.

This Small Business/Engineering Research Center Collaborative Opportunity (SECO) is a supplemental funding opportunity that aims to facilitate the market entry and adoption of products, services, and processes developed by NSF Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase II grantees through partnership with an NSF-funded Engineering Research Center (ERC). The intent of this funding opportunity is to enhance the impact of NSF's investments in SBIR/STTR grantee companies via partnerships with ERCs. The specific goal of this opportunity is to strengthen the research capacity of active NSF SBIR/STTR Phase II awardees to speed the entry of their innovations into the marketplace and broaden their portfolio of marketable products through additional research conducted in collaboration with an ERC. The objective of the proposed research is to leverage ERC technology to help improve the competitive position of the proposing SBIR/STTR firm.
