    I have also been in touch with Kobo about what is or is not permitted. This is their reply, received today which seems to be nice and clear now. I hope is of use to some of you:

    Thanks for contacting Kobo Customer Care.

    You contacted us with a few questions regarding eReaders.

    1)Which of the following are permissible?
    a)The school library purchases a Kobo ereader and loads it with Kobo ebooks for multiple students to use in the school. (yes)

    b)The school library purchases a Kobo ereader, loads it with Kobo ebooks and loans it to multiple students to take home. (yes)

    c)The school library purchases an ebook and loans it out. It is then returned and loaned to another student who reads it on a different device and so on. (cannot be done)

    2)How can we know whether a given ebook has a limit on the number of times it can be downloaded? (It has a limit on how many devices it can be loaded on)

    3)If there is a limit, how do we find out how many times it can be downloaded? (No limit for downloading but only can be loaded up to 6 different devices sharing the same account)

    4)Can the download limit be added or changed by Kobo or the publisher after the school has bought the ebook? (No)

    5)Is it permitted to have multiple Kobo ereaders on one customer account? (yes, up to 6 devices)

    5)Is there a copy of terms and conditions covering these matters? (yes, it is on our website. http://www.kobobooks.com/termsofuse)

    6)Are there any other digital rights management issues that are relevant to a school library? (The DRM and these can be found on the Adobe webpage http://www.adobe.com/products/digital-editions/download.html)
