The starter version is free and it is pretty easy to use allows you to save and print pictures. A tablet or drawing table is not required. I got some nice results just with my notebook mouse pad.

A search engine for flickr that only searched creative commons licensed pictures. It also has a bult in photo editor to add text or crop the picture...

Great idea Chris. I have started building a tagging dictionary which will give suggested tags for you to use.
I tried it out and it probably needs a few more options but it is a start. I found I used several of the suggested tags and then added one to identify the specific topic.

BTW the tags do not show up until you click share with group
