      The federal government is taking 600$ million dollars out of special education, and putting that money into general education. They are prohibiting schools to hire special education teachers.  Teachers that are currently working are not getting trained on how to teach/help the children in the special ed programs.

      Although the Federal government is cutting the funds for Special Education, they are not saving the real problem (their budget).  "stopgap measures can only last so long."
