    Summarize the federal, state and local response to Hurricane Katrina. Explain the failures at all levels. Explain how this relates to federalism and devolution in the context of post 9/11 America.

    State response: the state did not request federal aid in a timely manner for the hurricane, leaving the president to have last minute responses

    the transfer or delegation of power to a lower level, esp. by central government to local or regional administration.

    Local response:the mayor denied entry from the red cross into New Orleans. The governor passed down all responsibility to the Mayor and did not take any responsibility for her state. So because of this bad state and local response it caused for a delayed response from the federal government.

    Federal Response: Bush signed a $10.4 billion dollar aid package and over 7,000 federal troops and also got congress to approve an additional $51.8 billion for aid.

    Federalism: A way of organizing a nation so that two or more levels of government have formal authority over the land and people.

    Federalism failed in the sense that not a single person/power wanted to step up to take that responsibility. What happened instead was that people kept passing down responsibility to the point where the mayor of the city was left responsible for the effects of Katrina. First off the mayor should not even reach the stage of taking full responsibility for a disaster as big as Katrina was. Because of this people suffered greatly. This also overlaps with the idea of devolution where the passing down of responsibilities from the national government to state was present. In the case the power was passed down all the way to the local government.
