Building Resilience on the Prairies Adaptation as Resilience Building What's New? Manitoba Agricultural Producer Primer This brochure provides a summary of how Manitoba producers have coped and adapted to past weather-related shocks and stresses. It is based on Masters degree research undertaken by Peter Myers at the Natural Resources Institute, University of Manitoba. In October 2004, IISD initiated a new project in partnership with the Prairie Farm Rehabilitation Administration (the rural extension service of Agriculture and Agri-Food Canada) and the University of Manitoba's Natural Resources Institute. This two-year project funded by Canada's Climate Change Action Fund will examine the resilience of prairie communities to past climate stresses as a means of strengthening adaptation to future climate change. The project is based on the premise that prairie agro-ecosystems, or the inter-relationship between social and ecological systems in the prairie region, have been continuously adapting (successfully and unsuccessfully) to historic climate variability. By examining successful examples of how agro-ecosystems have adapted to past climate stress, IISD and its partners believe that we learn how to promote adaptive capacity and build the resilience of prairie agro-ecosystems to present climate change. It is expected that the project's research findings will make an important contribution to the design of Canada's evolving Agricultural Policy Framework. On January 3, 1977, Howell Township, New Jersey closed its schools while scientists tested for dangerous levels of asbestos. After reports of unexplained ailments in some children, the parents of 4,500 elementary school children had threatened to boycott classes until the Board of Education removed asbestos-containing materials. Similar cases occurred across the country. In February, 1977, the New York Times reported that the child whose illness had been attributed to asbestos actually had mononucleosis. Recent decades of globalisation have created a more interconnected, interdependent and complex world than ever witnessed before. While global policy has focused on facilitating integration, the implications of growing interdependence have been largely ignored. While the acceleration in global integration has brought many benefits, it has also created fragility through the underlying production of new kinds of systemic risks. The paper conceptualises systemic risk in the 21st Century and examines the challenges it poses to global governance regimes. The 2008-2009 financial crisis illustrates the failure of even sophisticated global institutions to manage the underlying forces of systemic risk, and this is symptomatic of institutional failure to keep pace with globalisation. The lessons from the financial crisis highlight the real threat of systemic risk to other 21st Century challenges, but more importantly, they expose the profound shortcomings of global institutions to manage global systemic risks in the future. The failure of the most developed and best-equipped global governance system, finance, to recognize or manage the new vulnerabilities associated with globalisation in the 21st Century highlights the scale and urgency of the challenge.  Policy Implications The rise of systemic risk requires a systemic response. Effective global governance and policy development has never been so necessary and urgent. The financial crisis illustrated that current global financial institutions are inadequate in their policy response to systemic risk and cannot keep pace with innovation and increasing system complexity in global finance. Deeper structural changes are required, including with respect to regulatory reforms. Abstract Land contamination1 has often been accepted as an inevitable consequence of industrialisation (Williams, R., 1995, Paper presented to the 9th AESOP Congress), however, when land is contaminated this affects the market value of the site and presents problems in terms of the extent of civil liability for environmental damage and clean up. Different countries have different approaches to dealing with contaminated land, with no consensus approach across Europe. There is now increasing pressure being brought to bear on European member states to treat contamination with some degree of uniformity. This paper explores a number of differences in contaminated land policy together with the legal and policy developments at national and European levels and concludes that a European consensus on land contamination is very problematic but nevertheless important for long term land development across Europe. Principle 15 of that Declaration provides that:'In order to protect the environment, the precautionary approach shall be widely applied by States according to their capabilities. Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost-effective measures to prevent environmental degradation. 'The challenge facing the international community is how to attain truly precautionary environmental policies. It is a challenge to our way of viewing the world as much as to our views of the role of science, or the burden of proof. GAINESVILLE, Fla. - Legal responses to the disaster caused by the BP Deepwater Horizon oil spill this summer are wide-ranging and varied, according to law professors from the University of Florida Levin College of Law who have been studying laws and policies that can determine liability for such environmental disasters. A symposium outlining the legal basis for responding to the oil spill will be held at 4 p.m. Thursday, Sept. 16, in the Martin H. Levin Legal Advocacy Center at UF's Levin College of Law. The public is invited. Symposium participants include six UF law faculty members, one UF sociology faculty member and six UF law students who have studied the legal structures governing follow-up decisions in the aftermath of the spill along the Gulf Coast. The symposium will examine: 1. Florida laws governing oil spills, including a comparison of laws in other states affected by the spill, which are Louisiana, Mississippi, Alabama and Texas; 2.
