    Abstract The detection of plagiarism in scholarly articles is a complex process. It requires not just quantitative analysis with the similarity recording by anti-plagiarism software but also assessment of the readers' opinion, pointing to the theft of ideas, methodologies, and graphics. In this article we describe a blatant case of plagiarism by Chinese authors, who copied a Russian article from a non-indexed and not widely visible Russian journal, and published their own report in English in an open-access journal indexed by Scopus and Web of Science and archived in PubMed Central. The details of copying in the translated English article were presented by the Russian author to the chief editor of the index journal, consultants from Scopus, anti-plagiarism experts, and the administrator of the Committee on Publication Ethics (COPE). The correspondents from Scopus and COPE pointed to the decisive role of the editors' of the English journal who may consider further actions if plagiarism is confirmed. After all, the chief editor of the English journal retracted the article on grounds of plagiarism and published a retraction note, although no details of the complexity of the case were reported. The case points to the need for combining anti-plagiarism efforts and actively seeking opinion of non-native English-speaking authors and readers who may spot intellectual theft which is not always detected by software.

La investigación científica generada en Chile entre 2003 y 2011: análisis mac... - 1 views

    Se analiza la producción científica generada en Chile entre los años 2003-2011, utilizando como fuente de datos Scopus. A lo largo de la tesis se realiza un análisis comparando con los países de América Latina, con los países BRIC y con los países de la OCDE. Se caracteriza el sistema nacional de ciencia y tecnología, señalando los principales inputs: gasto en I+D+I y capital humano avanzado. Se dimensiona cuantitativamente y se caracteriza cualitativamente la producción científica realizada en Chile. Se mide el impacto y excelencia de la producción científica liderada y no liderada a nivel agregado, por campo científico, región y sector. Se concluye que los investigadores chilenos alcanzan una productividad superior a la mostrada por los países de comparación. A nivel agregado la producción científica chilena alcanza un impacto cercano al mundo, que la calidad media está sobre el mundo y que muestra niveles de excelencia, destacándose sobre los países de la región y los BRIC y quedando por debajo de los OCDE. Que el país de la región que más se parece es Argentina. La investigación se concentra en las universidades, quienes a su vez financian cerca del 20% del gastos en I+D del país. Que la investigación está muy concentrada en pocas instituciones localizadas en el centro del país; la excepción es Concepción, que además logra unos altos niveles de transferencia de la investigación a las empresas de la región, produciéndose una triple hélice de Leydesdorff.
