Kaplan CEO's book takes on higher ed's incentive system | Inside Higher Ed - 0 views

As CEO of Kaplan, Inc., he often defends the role of for-profit colleges in an evolving marketplace, peppering versions of his stump speech with tales about the creation of public universities and community colleges. His point is that some skepticism about for-profits is similar to the snobbery those older sectors faced from elite private higher education. Rosen goes further in his debut book, Change.edu: Rebooting for the New Talent Economy, which attempts to paint a picture of higher education's future as well as its history. He also takes a turn as a journalist of sorts - an interesting twist for the former general counsel of the Washington Post Co. - writing about his campus visits to other institutions, a couple of which are Kaplan competitors. The book is ambitious in its scope, particularly for an author with obvious vested interests. But most reviewers have given Rosen high marks. Kirkus Reviews writes: "Incredibly, his argument never comes off as self-serving; the author's thorough exploration of 'Harvard Envy' and the rise of 'resort' campuses is both fascinating and enlightening." Rosen recently answered questions over e-mail about his book, which was released by Kaplan Publishing. Q: The book arrives amid a series of challenges for your industry. What did you hope to accomplish by writing it? A: I've spent most of my life studying or working in education, with students of all ages and preparation levels: top students from America's most elite institutions and working adults and low-income students who have few quality choices to change their lives. But where administrators perceive an impending crisis, investors increasingly see opportunity. In recent years, venture capitalists have poured millions into education-technology start-ups, trying to cash in on a market they see as ripe for a digital makeover. And lately, those wagers have been getting bigger. Investments in education-technology companies nationwide tripled in the last decade, shooting up to $429-million in 2011 from $146-million in 2002, according to the Na­tional Venture Capital Association. The boom really took off in 2009, when venture capitalists pushed $150-million more into education-technology firms than they did in the previous year, even as the economy sank into recession. "The investing community believes that the Internet is hitting edu­cation, that education is having its Internet moment," said Jose Ferreira, founder of the interactive-learning company Knewton.     Breaking Bad Habits: Navigating the Financial Crisis by Dennis Jones and Jane Wellman The "Great Recession" of 2009 has brought an unprecedented level of financial chaos to public higher education in America. Programs are being reduced, furloughs and layoffs are widespread, class sizes are increasing, sections are being cut, and students can't get into classes needed for graduation. Enrollment losses upwards of several hundred thousand are being reported-and only time will tell whether the situation is even worse. Reports of budget cuts in public institutions in the neighborhood of 15 to 20 percent (Pennsylvania, Virginia, New York, Florida, and California) are becoming common. Halfway through the 2009-2010 fiscal year, 48 states were projecting deficits for 2011 and 2012 (NASBO, 2009). Although states are reluctant to raise taxes, they evidently have less of a problem letting tuitions go up. And up they are going-California, Oregon, Washington, New York, Wisconsin, and Florida announced increases ranging from 10 to 33 percent. The normally tuition-resistant Florida legislature has authorized annual increases in undergraduate tuitions of 15 percent per year until they reach national averages for public four-year institutions. Around the country, the increases are setting off student protests reminiscent of the 1960's, variously directed at campuses, system boards, legislatures, and governors-complete with reports of violence and arrests. The New Normal Higher education has been through tough times before. The pattern of the last two decades has been a zigzag of reductions in state funds for higher education during times of recession, followed by a return to revenue growth about two years after the state coffers refill. But resources have not returned to pre-recession levels. So the overall pattern has been a modest but continuous decline in state revenues. In mid-January, the University of Chicago Press published their gloomy account of the quality of undergraduate education, Academi­cally Adrift: Limited Learning on College Campuses. Since then the two sociologists have been through a torrent of radio interviews and public lectures. In the first days after the book's release, they had to handle a certain amount of breathless reaction, both pro and con, from people who hadn't actually read it. But now that more people in higher education have had time to digest their arguments, sophisticated conversations are developing about the study's lessons and about its limitations. Many college leaders are praising the ambition of Mr. Arum and Ms. Roksa's project, and some say they hope the book will focus new attention on the quality of undergraduate instruction. When the authors spoke last month at the annual meeting of the Association of American Colleges and Universities, in San Francisco, the ballroom far overfilled its capacity, and they were introduced as "rock stars." But three lines of skepticism have also emerged. Fiirst, some scholars say that Academically Adrift's heavy reliance on the Collegiate Learning Assessment, a widely used essay test that measures reasoning and writing skills, limits the value of the study.     "The Disruption Is Here September 15, 2011 - 3:00am Michael Staton A recent essay here by Robert Archibald and David Feldman challenged the idea of a "higher education bubble." They argued that a degree, even an expensive degree, is still worth it. They correctly pointed out that a degree is not an asset that responds to supply and demand like other markets. Their point that "on average most of us are average, and the data show that college is a very good investment for the average person," is true enough. But their real message was: there's no need to panic, the status quo is still working. I disagree. Said essay is part of a broader continuing discussion, this round set off by Peter Thiel's statements surrounding his 20 Under 20 Program encouraging students to "stop out" of college - with the idea that they are more likely to achieve entrepreneurial breakthroughs on their own than with more formal education. Thiel is a managing partner at one of the venture investors, Founders Fund, in my company, Inigral. Ironically, Inigral serves educational institutions with our Schools App, and most of our clients are traditional colleges and universities. (Schools App is a community platform inside Facebook and on mobile devices that helps to welcome the incoming class during the admissions, orientation, and first-year experience, making sure students find their "fit" and get off on the right foot.) So my company helps keep students in college while Thiel is going around talking about the potential value of "stopping out." Given this irony, people often ask me what I think about Thiel's comments suggesting that higher education is in a bubble. Here's what I think: He is mostly right, but the future prospects for education are more optimistic than Thiel suggests for two primary reasons: 1) Though it looks like an economic bubble, it's unlikely that there will be a precise moment in which the market crashes. The official unemployment rate in 1982 exceeded 10%, but apples-to-apples unemployment (counting it the way we do today) was over 16%. Inflation was north of 6% and the prime interest rate reached 21.5% in June 1982. Things weren't much better in the UK where deindustrialization had resulted in unemployment over 20% in many regions, and where the 'workshop of the world' became a net importer of goods for the first time ever. It's always darkest before the dawn. So few recognized we were on the verge of a revolution in information technology that would drive productivity increases across almost all industries and create new ones over the next two decades. If there's any consensus at all in today's debate about how to rekindle economic growth, it's the importance of education, and particularly higher education. We need more educated workers to innovate and increase productivity. Not coincidentally, the largest industry that has not seen much in the way of productivity improvements since 1982 is education. All but a handful of the 170 million students currently enrolled at tertiary institutions around the world are learning the way their parents and grandparents learned (often learning virtually the same curriculum). The 'sage on a stage' model remains unchanged, and the well over $1 trillion in annual spending on higher education continues to be directed to the same functions. And so the stage (if not the sage) is set for the world to focus on higher education as it never has before, and for dramatic changes in programs, delivery models, costs and learning outcomes. While the private sector will play a key role in this next revolution, it cannot succeed alone.     "January 23, 2012 Invisible Gorillas Are Everywhere By William Pannapacker By now most everyone has heard about an experiment that goes something like this: Students dressed in black or white bounce a ball back and forth, and observers are asked to keep track of the bounces to team members in white shirts. While that's happening, another student dressed in a gorilla suit wanders into their midst, looks around, thumps his chest, then walks off, apparently unseen by most observers because they were so focused on the bouncing ball. Voilà: attention blindness. The invisible-gorilla experiment is featured in Cathy Davidson's new book, Now You See It: How the Brain Science of Attention Will Transform the Way We Live, Work, and Learn (Viking, 2011). Davidson is a founder of a nearly 7,000-member organization called Hastac, or the Humanities, Arts, Sciences, and Technology Advanced Collaboratory, that was started in 2002 to promote the use of digital technology in academe. It is closely affiliated with the digital humanities and reflects that movement's emphasis on collaboration among academics, technologists, publishers, and librarians. Last month I attended Hastac's fifth conference, held at the University of Michigan at Ann Arbor. Davidson's keynote lecture emphasized that many of our educational practices are not supported by what we know about human cognition. At one point, she asked members of the audience to answer a question: "What three things do students need to know in this century?" Without further prompting, everyone started writing down answers, as if taking a test. While we listed familiar concepts such as "information literacy" and "creativity," no one questioned the process of working silently and alone. And noticing that invisible gorilla was the real point of the exercise. Those judgments are summarized in a letter grade. A list of those subject matters and grades constitutes the transcript that describes what the student has learned and what the student's performance was overall. The students and the teacher are focused on the subject matter, and the implied view is that the learning in college is captured in the exercises that inform those grades. The limitations of this "subject matter recall" model of higher education are hilariously captured in Don Novello's comic performance on Saturday Night Live as Father Guido Sarducci, who marketed the "Five Minute University": http://youtu.be/kO8x8eoU3L4 Sometimes, in some subjects, the mastery of specific subject matter is precisely what is at stake. Students aiming to be engineers will make pretty direct use of the principles they learn in a course in mechanics, for example. Students focused on other particular occupational qualifications, whether in certificate, associate-degree, or bachelors'-degree programs, will probably make direct use of some of the subjects they are taught. However, the learning produced in large parts of a college education is-or at least should be-different from that, and the role of tests and grades is correspondingly different. As economics professors, we have always understood that little of what students learned in advanced economics courses-neither the factual content nor the specific analytical techniques-was ever going to come up in their later lives (unless fate intervened and made them economists). Reshef is the founder and president of the University of the People, a tuition-free online institution that enrolled its first class of students in 2009. UoPeople strives to serve the vast numbers of students who have no access to traditional higher education. Some can't afford it, or they live in countries where there are simply no good colleges to attend. Others live in rural areas, or identify with a culture, an ethnicity, or a gender that is excluded from public services. UoPeople students pay an application fee of between $10 and $50 and must have a high-school diploma and be proficient in English. There are also small fees for grading final exams. Otherwise, it's free. The university takes advantage of the growing body of free, open-access resources available online. Reshef made his fortune building for-profit higher-education businesses during the rise of the Internet, and he noticed a new culture of collaboration developing among young people who grew up in a wired world. So UoPeople relies heavily on peer-to-peer learning that takes place within a highly structured curriculum developed in part by volunteers. The university plans to award associate and bachelor's degrees, and it is now seeking American accreditation. Rather than deploy the most sophisticated and expensive technology, UoPeople keeps it simple-everything happens asynchronously, in text only. As long as students can connect their laptops or mobile devices to a telecommunications network, somewhere, they can study and learn. For most of humanity, this is the only viable way to get access to higher education. Last month the university announced, to mild fanfare, an invention that could be similarly transformative, this time for higher education itself. It's called MITx. In that small lowercase letter, a great deal is contained. MITx is the next big step in the open-educational-resources movement that MIT helped start in 2001, when it began putting its course lecture notes, videos, and exams online, where anyone in the world could use them at no cost. The project exceeded all expectations-more than 100 million unique visitors have accessed the courses so far. Meanwhile, the university experimented with using online tools to help improve the learning experience for its own students in Cambridge, Mass. Now MIT has decided to put the two together-free content and sophisticated online pedagogy­-and add a third, crucial ingredient: credentials. Beginning this spring, students will be able to take free, online courses offered through the MITx initiative. If they prove they've learned the materi­al, MITx will, for a small fee, give them a credential certifying as much. In doing this, MIT has cracked one of the fundamental problems retarding the growth of free online higher education as a force for human progress. The Internet is a very different environment than the traditional on-campus classroom. Students and employers are rightly wary of the quality of online courses. And even if the courses are great, they have limited value without some kind of credential to back them up. Last month, I speculated from my perspective as a college teacher about a set of interlocking factors that have contributed to the problem. In that column (The Chronicle, February 25), I referred to the alarming data presented by Richard Arum and Josipa Roksa in Academically Adrift: Limited Learning on College Campuses (University of Chicago Press, 2011) in the context of President Obama's call for more students to attend college in order to prepare for the economy of the future. Why, I asked, should we send more students to college-at an ever greater cost-when more than a third of them, according to Arum and Roksa, demonstrate "no improvement in critical thinking, complex reasoning, and writing skills" after four years of education? This month I want to speculate on why students (and, to a lesser extent, their parents) are not making choices that support educational success. What could they possibly be thinking? The student as consumer. Surely adolescent expectations of Animal House debaucheries have been with us since the decline of college as preparation for the ministry. But, in the past few generations, the imagery and rhetoric of academic marketing have cultivated a belief that college will be, if not decadent, at least primarily recreational: social activities, sporting events, and travel. Along the way, there may be some elective cultural enrichment and surely some preprofessional training and internships, the result of which will be access to middle-class careers. College brochures and Web sites may mention academic rankings, but students probably won't read anything about expectations of rigor and hard work: On the contrary, "world-renowned professors" will provide you with a "world-class education." One is a new bilingual college aimed at Hispanic students, in partnership with an affiliate of Chapman University. The other is a new London-based distance-education company that will assist European universities in creating, marketing, and managing online courses and degree programs. For the yet-to-be-named Hispanic-serving college, the new fund, called University Ventures, will form a partnership with Brandman University, an 11,000-student nonprofit institution now known for serving working adult students at its 25 campuses in California (plus one in Washington State) through online and face-to-face courses. Once known as Chapman University College, it was separately accredited from Chapman three years ago and renamed for a benefactor, the Brandman Foundation, in April. Gary Brahm, Brandman's chancellor, said his institution has a good record in serving and graduating Hispanic students, who make up more than a quarter of Brandman's enrollment. (It claims a six-year graduation rate for students, all of whom now enter with at least 12 credits, of 68 percent.) The new partnership with University Ventures presents a chance "to do something very significant in higher education and to do something very significant in California," he said in an interview on Monday. Young The spread of a seemingly playful alternative to traditional diplomas, inspired by Boy Scout achievement patches and video-game power-ups, suggests that the standard certification system no longer works in today's fast-changing job market. Educational upstarts across the Web are adopting systems of "badges" to certify skills and abilities. If scouting focuses on outdoorsy skills like tying knots, these badges denote areas employers might look for, like mentorship or digital video editing. Many of the new digital badges are easy to attain-intentionally so-to keep students motivated, while others signal mastery of fine-grained skills that are not formally recognized in a traditional classroom. At the free online-education provider Khan Academy, for instance, students get a "Great Listener" badge for watching 30 minutes of videos from its collection of thousands of short educational clips. With enough of those badges, paired with badges earned for passing standardized tests administered on the site, users can earn the distinction of "Master of Algebra" or other "Challenge Patches." Traditional colleges and universities are considering badges and other alternative credentials as well. In December the Massachusetts Institute of Technology announced that it will create MITx, a self-service learning system in which students can take online tests and earn certificates after watching the free lecture materials the university has long posted as part of its OpenCourseWare project. They've approached it from a number of angles: marketing, community building, student support, and instruction. Instigators behind the efforts include software vendors looking to build the next edu social platform, colleges, individual educators, and on less formal basis, the students themselves. As of late 2011, there are very few scalable, institution-wide initiatives - but a great deal of isolated experimentation by innovators. The opportunities seem endless, but higher education management professionals are on the lookout for the right approach to make social media work for them today. Not all areas of higher ed will be equally well-suited to the opportunities that social media presents. Of all of the possibilities, integrating social media and instruction may be the most difficult, for example - due to the conflicting properties of social media and higher ed. While social media is particularly well-suited to facilitating open-ended exchanges between people - with no clear or prescribed beginning and end - higher education has clear boundaries (e.g. course duration) and largely predetermined objectives (e.g. syllabi). Social media is user-generated and leaderless. Higher education is top-down and instructor-directed. Social media thrives when there are thousands, if not millions, of users. High volume provides online communities with enough activity and content to ensure that each user finds what and who they want with sufficient frequency. (Although Twitter and Linked In have over 100 million users, only a fraction of the users are of significance to any one user.) And yet never before have so many people lived in such poverty, never before have so many died from preventable diseases, never before has the planet itself been so threatened, and never before have so many people needed education. Indeed, I would argue that it is education that threads all these factors together: education fuels sustainable development and a reliable way out of poverty; education is fundamental to working democracies and enlightened citizenship; education promotes social justice and an understanding that is essential to the peace and harmony - and even the continued life - of our species on this planet. Through education and the institutions of higher education - that is, colleges and universities - new and innovative ways are being found to meet not only the needs of the 21st century but also the rights of people to be educated. We have unlocked formidable new capabilities, and if we pay attention, we can solve many of the problems that confront us.     "Credentials, Good Will Hunting & MITx It's no secret that the authority to bestow credentials is a core source of value for higher education institutions; it's also a key means by which the institution protects itself from unwanted competition from non-sanctioned education providers. The importance of credentials to higher education is what makes the recent announcement from MIT particularly interesting. MIT has received a great deal of positive attention in response to the MITx announcement - a "game changer", argued Forbes. It may well turn out to be just that, but I think it's useful to see this initiative as part of a broader trend that began in earnest six or seven years ago: the creation and (slow) legitimization of new types of learning providers, ways of learning, and credentials. As soon as access to the Net became commonplace, innovators saw the potential to offer learners educational opportunities outside of established educational institutions. (You might recall oft-repeated quote from John Chambers, CEO of Cisco: "the next killer app is education over the internet (New York Times, Nov 17, 1999). The innovations took a number of forms, but for those of us in higher education, possibly the most interesting of the bunch were those that were presented as direct challenges to higher education. Here are a few of the more interesting examples: - "UnCollege" was started by college dropout, Dale Stephens, who declared there are better ways to learn than what is being offered by US colleges and universities. - The "Personal MBA" argued that spending 80k (plus lost wages) on an MBA was unnecessary, and set up an online community to allow people to learn outside of institutions. - Peter Thiel offered 100,000 per year to 20 students that would drop out of college to launch a business. - And possibly most significant is the creation of "badges" that allow people to demonstrate mastery of subjects in a variety of ways. January 18, 2011, 10:02 am By Sandy Baum and Michael McPherson Advocates for more generous support of students frequently bemoan what they perceive as a social shift from viewing higher education as a "public good" to viewing it as a "private good." What they mean is that the public gets benefits from people going to college and should not be transferring responsibility for the costs of education to students themselves. This conversation would be more constructive if its terms were more clearly defined and its categories less starkly delineated. The concept of public goods is central to economic analysis of the role of government in the allocation of resources. Public goods are defined by two characteristics: 1) Non-excludability: It is not possible to exclude non-payers from consuming the good. 2) Non-rivalry in consumption: Additional people consuming the good do not diminish the benefit to others. National defense and mosquito control are standard examples of public goods. The military cannot exclude from protection individuals who fail to pay their taxes. If the neighborhood is sprayed for mosquitoes, everyone in the area will benefit, whether or not they have paid. Moreover, I am no less safe if you are also protected by our army and get no additional mosquito bites just because you are also free from the pests. Not many goods are perfect public goods. Some have one characteristic or the other. It is difficult to impose tolls on city streets (the streets are for the most part non-excludable), but traffic congestion is obviously a problem (rivalry). On the other hand, it is easy to prevent people who do not pay from entering a half-empty concert hall (excludable) but their presence (assuming they are well-behaved) would not diminish the enjoyment of those who are listening (non-rival). But getting there, the groups say, will require a commitment to action by federal, state, and institutional leaders, and not just the arcane discussions of process that have so far dominated the response to the 2020 goal. "The collective effort to strengthen higher-education performance has yet to materialize," says the report, "Strengthening College Opportunity and Performance," which was produced by the Delta Project on Postsecondary Education Costs, Productivity and Accountability; the National Center for Higher Education Management Systems; and the National Center for Public Policy and Higher Education. "Over the last year, instead of vigorous debate about strategies for increasing educational attainment," the report says, "we saw technical arguments among a few think tanks and foundations about how goals are set." The groups lay out a series of recommended policies and actions that should be taken to put the country on course to meet President Obama's objective. The federal government, the groups say, needs to define explicit goals for all states and make sure that policies and regulations contribute to meeting goals rather than inhibiting them.
