Bugeja As we approach the end of another academic term, some institutions are still living off of stimulus money that did little to inspire solutions to mammoth budget cuts looming for the 2012 academic year, which promises to be one of the most difficult in memory for higher education. I direct the journalism school at Iowa State University, a land-grant institution that strives to make education affordable in good or bad economic times. We've experienced layoffs, firings, and furloughs, and are still in the process of reorganizing within my college of liberal arts and sciences. My school is the largest academic program in the largest college at ISU, and our budget has been slashed by more than 20 percent in the past four years. Nevertheless, in the next academic year, we'll balance our budget without increasing workload for most professors, while graduating students sooner-thanks to streamlined curricula, enhanced by advising. To accomplish those goals, the journalism school and other units at the university have adopted or are in the process of adopting several of the methods below: 1. Curtail curricular expansion. Nothing is more responsible for the increasing cost of higher education than ever-expanding pedagogies. Too many professors want their course loads to harmonize with their research interests, and many create courses based on the latest technology. Others are unwilling to teach basic introductory courses, preferring to farm those out to underpaid adjuncts. Worse yet, administrators typically reward professors for new course creation. Expanding pedagogies are a part of our academic culture, but they must be curtailed. Early adopters should introduce new technology into existing classes, and hires should be made not on the promise of creating new curricula but on teaching within the existing ones.     "Gates Wikipedia University? June 10, 2011, 12:42 pm By Richard Vedder I received an e-mail from James Loynd recently, commenting favorably on an appearance I made on PBS's News Hour. Mr. Loynd asked, "What if the best professors in every department were to video tape their lectures? A student could them work his/her way towards a degree off campus. Even chat-room discussions with grad students could assist the students. Testing could be…not necessarily on campus, maybe even at your local YMCA." Of course, this is not the first time the idea has been suggested, but the question arises: Why are we not moving aggressively to do something like this? More specifically, why doesn't someone-say, the Gates Foundation-hire 100 or so stellar professors in 20 disciplines to offer perhaps 150 to 200 absolutely superb courses online, with testing administered by an outside agency (say, the ACT, SAT, or Underwriter's Laboratories)? Even paying each professor $100,000 per course and allowing for 100 percent overhead, this would cost $30- to $40-million. There would be some expenses for administration and a need to redo lectures every few years, but the whole thing is within the financial capacity of several foundations in the private sector. The upshot would be that a student taking about 32 of the courses would have the equivalent of a B.A. degree, and it could be offered to the student free (with modest per-student private or government subsidies) or at very modest cost. If someone proposed to do this, of course, there would be all sorts of objections. Some would argue you need more disciplines included, more courses, etc. And who would accredit the institution issuing the degree? Most such objections are trivial or bogus-for example, a college student does not have to be offered detailed study in every discipline in order to acquire a body of knowledge over roughly a four-year period that is the equivalent of a decent-quality bachelor's degree. Utilities across the country send workers to the community college for specialized training in electric power, nuclear power, and other fields. "We're pretty darn unique," said Larry C. Skogen, the college's president. "I don't think we have any competition out there." Though other colleges offer similar programs on campus, "we deliver nationwide online," he said, with students in all 50 states. That could change soon. Under federal rules that take effect on July 1, Bismarck State will have to seek approval to operate in every state where it enrolls students, or forgo those students' federal aid. With some states charging thousands of dollars per application, the college is weighing whether it can afford to remain in states where the cost of doing business outweighs the benefits, in tuition terms.     "January 23, 2012 Invisible Gorillas Are Everywhere By William Pannapacker By now most everyone has heard about an experiment that goes something like this: Students dressed in black or white bounce a ball back and forth, and observers are asked to keep track of the bounces to team members in white shirts. While that's happening, another student dressed in a gorilla suit wanders into their midst, looks around, thumps his chest, then walks off, apparently unseen by most observers because they were so focused on the bouncing ball. Voilà: attention blindness. The invisible-gorilla experiment is featured in Cathy Davidson's new book, Now You See It: How the Brain Science of Attention Will Transform the Way We Live, Work, and Learn (Viking, 2011). Davidson is a founder of a nearly 7,000-member organization called Hastac, or the Humanities, Arts, Sciences, and Technology Advanced Collaboratory, that was started in 2002 to promote the use of digital technology in academe. It is closely affiliated with the digital humanities and reflects that movement's emphasis on collaboration among academics, technologists, publishers, and librarians. Last month I attended Hastac's fifth conference, held at the University of Michigan at Ann Arbor. Davidson's keynote lecture emphasized that many of our educational practices are not supported by what we know about human cognition. At one point, she asked members of the audience to answer a question: "What three things do students need to know in this century?" Without further prompting, everyone started writing down answers, as if taking a test. While we listed familiar concepts such as "information literacy" and "creativity," no one questioned the process of working silently and alone. I'm not quite sure how this status is determined-especially given our declining position in the OECD rankings-but we seem to have adopted the belief that the problems in the U.S. education system reside in elementary and secondary schools, not on college campuses. Perhaps it's just a sign of the times in which we live. Modesty, it seems, is out of style. In a thought-provoking talk at the Washington Ideas Forum this week, the New York Times columnist David Brooks maintained that we live in an era of "expanded conception of self." That attitude, he believes, results in the trends we have witnessed in recent years toward increased consumption, polarization, and risk. "We have moved from a culture of self-effacement to one of self-expansion," Brooks said. In some ways, the Brooks lecture was a fitting endnote to a conversation earlier in the day at the forum where I gathered with a dozen education, business, and think-tank leaders for a spirited discussion of the state of the American higher-ed system. After two hours of talking, there was no more agreement on how to improve the system than when we had walked into the room. Indeed, the diversity of constituencies represented in the room couldn't even settle on what the system should be doing. (That was despite the best efforts of the moderator, Clive Crook, who as a Brit admitted at the outset how confusing and complex the U.S. higher-ed system is.)     Breaking Bad Habits: Navigating the Financial Crisis by Dennis Jones and Jane Wellman The "Great Recession" of 2009 has brought an unprecedented level of financial chaos to public higher education in America. Programs are being reduced, furloughs and layoffs are widespread, class sizes are increasing, sections are being cut, and students can't get into classes needed for graduation. Enrollment losses upwards of several hundred thousand are being reported-and only time will tell whether the situation is even worse. Reports of budget cuts in public institutions in the neighborhood of 15 to 20 percent (Pennsylvania, Virginia, New York, Florida, and California) are becoming common. Halfway through the 2009-2010 fiscal year, 48 states were projecting deficits for 2011 and 2012 (NASBO, 2009). Although states are reluctant to raise taxes, they evidently have less of a problem letting tuitions go up. And up they are going-California, Oregon, Washington, New York, Wisconsin, and Florida announced increases ranging from 10 to 33 percent. The normally tuition-resistant Florida legislature has authorized annual increases in undergraduate tuitions of 15 percent per year until they reach national averages for public four-year institutions. Around the country, the increases are setting off student protests reminiscent of the 1960's, variously directed at campuses, system boards, legislatures, and governors-complete with reports of violence and arrests. The New Normal Higher education has been through tough times before. The pattern of the last two decades has been a zigzag of reductions in state funds for higher education during times of recession, followed by a return to revenue growth about two years after the state coffers refill. But resources have not returned to pre-recession levels. So the overall pattern has been a modest but continuous decline in state revenues. One company that has been hailed by some as revolutionizing introductory courses might have an answer. The company, StraighterLine, announced on Thursday that beginning this fall it will offer students access to three leading critical-thinking tests, allowing them to take their results to employers or colleges to demonstrate their proficiency in certain academic areas. The tests-the Collegiate Learning Assessment, sponsored by the Council for Aid to Education, and the Proficiency Profile, from the Educational Testing Service-each measure critical thinking and writing, among other academic areas. The iSkills test, also from ETS, measures the ability of a student to navigate and critically evaluate information from digital technology. Until now, the tests were largely used by colleges to measure student learning, but students did not receive their scores. That's one reason that critics of the tests have questioned their effectiveness since students have little incentive to do well. Burck Smith, the founder and chief executive of StraighterLine, which offers online, self-paced introductory courses, said on Thursday that students would not need to take classes with StraighterLine in order to sit for the tests. But he hopes that, for students who do take both classes and tests, the scores on the test will help validate StraighterLine courses. StraighterLine doesn't grant degrees and so can't be accredited. In mid-January, the University of Chicago Press published their gloomy account of the quality of undergraduate education, Academi­cally Adrift: Limited Learning on College Campuses. Since then the two sociologists have been through a torrent of radio interviews and public lectures. In the first days after the book's release, they had to handle a certain amount of breathless reaction, both pro and con, from people who hadn't actually read it. But now that more people in higher education have had time to digest their arguments, sophisticated conversations are developing about the study's lessons and about its limitations. Many college leaders are praising the ambition of Mr. Arum and Ms. Roksa's project, and some say they hope the book will focus new attention on the quality of undergraduate instruction. When the authors spoke last month at the annual meeting of the Association of American Colleges and Universities, in San Francisco, the ballroom far overfilled its capacity, and they were introduced as "rock stars." But three lines of skepticism have also emerged. Fiirst, some scholars say that Academically Adrift's heavy reliance on the Collegiate Learning Assessment, a widely used essay test that measures reasoning and writing skills, limits the value of the study. In January 2001, the Virginia Community College System (VCCS) released a distance learning strategic plan that endorsed taking a student-centered approach to online learning as well as providing support services to promote faculty development and student success. The current study was commissioned by VCCS to investigate student outcomes for the 2004 student cohort by examining: (1) patterns of online course taking among Virginia community college students; (2) college-ready and underprepared students' retention and performance in online versus face-to-face courses; and (3) subsequent educational outcomes for underprepared and college-ready students who participate in online learning. Results indicate that nearly half of Virginia community college students enrolled in an online course across the period of study, with online enrollments increasing dramatically over four years. However, few students enrolled in an entirely online curriculum in a given term, even by the time the study concluded in 2008. In general, students with stronger academic preparation were more likely to enroll in online courses. Regardless of their initial level of preparation, however, students were more likely to fail or withdraw from online courses than from face-to-face courses. In addition, students who took online coursework in early semesters were slightly less likely to return to school in subsequent semesters, and students who took a higher proportion of credits online were slightly less likely to attain an educational award or transfer to a four-year institution.     "Outsourced Ed: Colleges Hire Companies to Build Their Online Courses Michael Tricoli, a manager at a medical-device company who has a young daughter, wanted an M.B.A. He got one online from Northeastern U., which outsourced much of his college experience to a private company. By Marc Parry Michael Tricoli was a middle manager looking for a leg up in his career, so he got an online M.B.A. from Northeastern University. Well, not only from Northeastern. Much of his college experience was outsourced to a private company. The company, Embanet, put up millions to start the online business program. Its developers helped build the courses. Its staff talked Mr. Tricoli through the application. It even pays-and, in rare cases, refers for possible hiring-the assistants who help teach students. In exchange, Embanet gets what Northeastern's business dean calls "a sizable piece" of the tuition revenue. He won't say how much. But Embanet's chief executive says its share can swell to a whopping 85 percent. As more colleges dip their toes into the booming online-education business, they're increasingly taking those steps hand-in-hand with companies like Embanet. For nonprofit universities trying to compete in an online market aggressively targeted by for-profit colleges, the partnerships can rapidly bring in many students and millions of dollars in new revenue. That's becoming irresistible to an increasingly prominent set of clients. George Washington University, Boston University, and the University of Southern California, to pick just three, all work with online-service companies. But the new breed of online collaboration can tread into delicate academic territory, blurring the lines between college and corporation. Derek C. But I've tried not to put my thumb on the scale on behalf of either of these characters. I've tried to convey the strongest cases on each side of an admittedly-crudely-drawn line. (If I've failed to do that, you should of course call me out in the comments.) The scene: Friday, 7:45 p.m. A bar on the outskirts of a moderately selective public university. The décor and the jukebox appeal to disillusioned 36-year-old faculty members and a few graduate students. The fraternities leave this place alone. Accountability Skeptic: Did you see that memo from the dean today? He's hired some consultant to teach us how to "design learning outcomes" for our students. I can't imagine a bigger waste of time and money. And I don't think the dean even believes in this stuff himself. I think he's just trying to keep the accreditors off his back. Accountability Hawk: Don't be so cynical. Tuition and fees here have gone up by more than 50 percent since 2000. Students are taking on miserable levels of debt to be in our classrooms. They deserve to have faculty members who are focused on their learning-and that means that we need some kind of common understandings in our departments about the knowledge and skills students are supposed to be picking up.     "Adapting to Developmental Ed March 10, 2011 With public higher education systems under political pressure to increase completion rates, and foundations offering grants to colleges that are using new technologies to help usher students through to a degree, education technology companies are seeing a ripe market of potential buyers for new e-learning products - in particular, software aimed at high school graduates who lack the basic reading, writing, and math skills to succeed at the college level. Technology geared toward helping students "catch up" has been around for a while, but only recently has it achieved a potentially game-changing level of sophistication, according to Carol Twigg, president of the National Center for Academic Transformation. "These products that 10 years ago were sort of iffy, at best, have now become remarkably mature and high quality products," she says. And while public higher ed systems are seeing their budgets cut, developmental education is in such bad shape that many colleges are prepared to spend - often with foundation support - on products they think could help bring them more in line with state and national completion goals. There are many contracts to be won, Twigg says. The education tech industry is responding by mobilizing teams to tweak and re-brand existing software for the developmental market and begin developing new products to sell to desperate colleges. Most companies are offering variations on a theme: "adaptive" technology that learns the strengths and weaknesses of individual students and tailors its tutorials to address their needs. Unlike a traditional sequence of instructions in a learning exercise, adaptive software adjusts to how well a student appears to understand different concepts. If a student struggles to learn a skill when it is presented one way, the software will detect her confusion and present it another way. Aldridge July 6, 2010 I have had the pleasure of handing diplomas to some unusual people at commencement. Still, it was startling to see the child walk toward me. He was 9. He looked younger. He wasn't accepting the diploma for himself, of course. It was for his dad, on active duty in Iraq. He'd sent his son, living on a base in Germany, to get it for him. "Congratulations," I said. He and his dad deserved it. At University of Maryland University College (UMUC), our graduates are America's adult learners. Almost all work full time. Half are parents. Their diplomas often reflect the work, sacrifice - and triumph - of an entire family. The personal achievements of our students, though, are the exception rather than the rule. They highlight a national problem. UMUC graduates often begin studying at the "unsung heroes" of higher education: America's community colleges. But each year, thousands of community college students who want to earn a bachelor's degree - particularly those from modest-income or minority families - cannot continue. America's four-year colleges don't accommodate them. This is not just a tragedy for them. It is a tragedy for our nation. Researchers estimate that baby boomer retirements will soon leave our workforce 14 million shy of the number of four-year degree recipients we need. What stands in the way? First, cost. Students paying about $2,500 a year for community college tuition cannot always afford the $7,000 average for public universities, much less the $26,000 average for private institutions. And there are other obstacles. Four-year colleges and universities often reject credits from transfer students. They schedule courses at challenging times for students who work. And low-income college graduates or those burdened by student-loan debt are questioning the value of their degrees, or saying the cost of college has delayed other life decisions. Among college presidents, the rising price of college is not the only worry.     "The For-Profit LMS Market November 1, 2010 Blackboard historically has been synonymous with learning management technology. While the company in recent years has lost some clients in that market to competitors, it still provides the learning management platform for more than half of nonprofit institutions, according to the latest data from the Campus Computing Project. But in the growing for-profit market for learning management, Blackboard is not king. That crown belongs to eCollege, the learning-management provider owned by the media conglomerate Pearson. A peon in the nonprofit world (it owns less than 2 percent market share, according to the Campus Computing Project), eCollege cornered the for-profit market early on by offering a product tailored to meet the unique needs of that type of institution, says Richard Garrett, managing director of the higher ed consulting firm Eduventures. The online learning platforms offered by eCollege and Blackboard "were evolved with different goals in mind," says Garrett. The eCollege platform "was built with top-down enterprises in mind," he says, whereas Blackboard's product was designed to "enable individual faculty to experiment with online, or to use it at an individual course level as a supplement to the classroom" - more in line with the governance structure of the traditional college, where professors have more autonomy."
