Section 17 of the Bill of Rights provides for rights to conduct peaceful and unarmed activities such as assembly, demonstrations, pickets and petitions. Political protest also involves imparting related information, and this right is guaranteed by the section regarding freedom of expression (Section 16 of the Bill of Rights). Although the right to political protest is protected by the Constitution, this right may be limited by principle. Activists must remember that none of the fundamental rights and freedoms guaranteed by the Bill of Rights are absolute. The Constitution gives government the power to limit these rights. Section 36 of the Bill, however, says the limitation of fundamental rights or freedoms must be reasonable and justifiable in an open and democratic society based on human dignity, equality and freedom. We are at a pivotal moment in American history, and many Americans watching the deficit talks in Washington are confused, perplexed, angry and frustrated. This country, which has paid its debts from Day 1, must pay its debts. Anyone who says it is not a big deal for this country to default clearly does not understand what he or she is talking about. This is a nation whose faith and credit has been the gold standard of countries throughout the world. Some people simply say we're not going to pay our debt, that there's nothing to really worry about. Those are people who are wishing our economy harm for political reasons, and those are people whose attitudes will have terrible consequences for virtually every working family in this country in terms of higher interest rates, in terms of significant job loss, in terms of making a very unstable global economy even more unstable. Our right-wing friends in the House of Representatives have given us an option. What they have said is end Medicare as we know it and force elderly people, many of whom don't have the money, to pay substantially more for their health care. So when you're 70 under their plan and you get sick and you don't have a whole lot of income, we don't know what happens to you. They forget to tell us that if their plan was passed you're going to have to pay a heck of a lot more for the prescription drugs you're getting today. They we're going to throw millions of kids off health insurance. If your mom or dad is in a nursing home and that nursing home bill is paid significantly by Medicaid and Medicaid isn't paying anymore, they forgot to tell us what happens to your mom or dad in that nursing home. What happens? And what happens today if you are unemployed and you're not able to get unemployment extension? What happens if you are a middle-class family desperately trying to send their kids to college and you make savage cuts to Pell grants and you can't go to college? Occupy Portland is a nonviolent movement for accountability in the United States government. At 12PM on October 6th, 2011 we will assemble at Tom McCall Waterfront Park, 1020 Southwest Naito Parkway in Portland, OR. We will gather in solidarity with the ongoing protest in New York City, Occupy Wall Street, and the growing number of cities whose people will no longer sit back watching corporate and special interests run their government. We are citizens of the United States, and this country is ours. We will take it back. It is no longer enough to vote and to participate in the political system because our political system has been altered drastically from its intended and proper function. Currently, we are allowed to pick from a few candidates whose campaigns are funded more and more by large organizations, corporations, and special interests. The success of their campaigns depends entirely on how the corporate mass media presents them. When our elected officials enter office they then pander to the small groups responsible for their election. Even good men and women cannot make real improvements that benefit the American people. We are one city in a growing national movement of people who no longer feel that their government works in their best interest. We will assemble on October 6th to demonstrate peaceful, substantive democracy and work for real change. Our government is divided. We, the people, are united.

President-elect Barack Obama offered Americans a unique opportunity to directly relay their concerns to the incoming administration when his change.gov website unveiled its "Open for Questions" tool late last week. The result of that tool's first round of voting may have surprised Obama and his staff: two of the top ten questions -including the highest ranking question - concerned marijuana policy and questions that challenged the drug war in general took 16 of the top 50 spots. Many were disappointed, though unsurprised, by the administration's response to the question that landed in the top slot. When asked whether or not he would "consider legalizing marijuana so that the government [could] tax it, put age limits on it, and create millions of new jobs [and] a billion dollar industry right here in the U.S.," Obama's team responded with a resounding "no," stating simply that the President-elect "is not in favor of the legalization of marijuana."

NOTE: It is important to separate hunting down terrorists who attack our country and deserve justice (which Ron Paul is 100% for), and not confuse justice with occupying entire countries for a decade under the guise of the "War on Terror" or "Spreading Democracy". Terrorists are individuals and small groups, so why are we picking fights with entire nations? BILLIONS for Defense, NOT A PENNY for Empire. The original text of the talk is below: Imagine for a moment that somewhere in the middle of Texas there was a large foreign military base, say Chinese or Russian. Imagine that thousands of armed foreign troops were constantly patrolling American streets in military vehicles. Imagine they were here under the auspices of "keeping us safe" or "promoting democracy" or "protecting their strategic interests." Imagine that they operated outside of US law, and that the Constitution did not apply to them. Imagine that every now and then they made mistakes or acted on bad information and accidentally killed or terrorized innocent Americans, including women and children, most of the time with little to no repercussions or consequences. Imagine that they set up checkpoints on our soil and routinely searched and ransacked entire neighborhoods of homes. Imagine if Americans were fearful of these foreign troops, and overwhelmingly thought America would be better off without their presence. Imagine if some Americans were so angry about them being in Texas that they actually joined together to fight them off, in defense of our soil and sovereignty, because leadership in government refused or were unable to do so. Imagine that those Americans were labeled terrorists or insurgents for their defensive actions, and routinely killed, or captured and tortured by the foreign troops on our land. Fundamentally, without major government commitments to high-speed rail, America simply will not have a high-speed passenger rail network. This should probably be discomfiting, since every other economic superpower (the EU, Japan and China) does have a high-speed rail network. That makes America look a bit backward. The time horizon for building such a network is several decades, and it's interesting to think about what will happen in the middle decades of this century if air transport becomes unaffordable due to high fuel costs and America doesn't have an electric alternative for high-speed intercity transit.

It was Bill Clinton's campaign strategist, James Carville, who in 1992 created the election slogan: "It's the Economy, Stupid." For the 2010 Congressional campaigns, the slogan should have been: "It's Corporate Crime and Control, Stupid." But notwithstanding the latest corporate crime wave, the devastating fallout on workers, investors and taxpayers from the greed and corruption of Wall Street, and the abandonment of American workers by U.S. corporations in favor of repressive regimes abroad, the Democrats have failed to focus voter anger on the corporate supremacists. 

Which is not to say that the Obama era has meant an end to law enforcement. On the contrary: In the past few years, the administration has allocated massive amounts of federal resources to catching wrongdoers - of a certain type. Last year, the government deported 393,000 people, at a cost of $5 billion. Since 2007, felony immigration prosecutions along the Mexican border have surged 77 percent; nonfelony prosecutions by 259 percent. In Ohio last month, a single mother was caught lying about where she lived to put her kids into a better school district; the judge in the case tried to sentence her to 10 days in jail for fraud, declaring that letting her go free would "demean the seriousness" of the offenses. So there you have it. Illegal immigrants: 393,000. Lying moms: one. Bankers: zero. The math makes sense only because the politics are so obvious. You want to win elections, you bang on the jailable class. You build prisons and fill them with people for selling dime bags and stealing CD players. But for stealing a billion dollars? For fraud that puts a million people into foreclosure? Pass. It's not a crime. Prison is too harsh. Get them to say they're sorry, and move on. Oh, wait - let's not even make them say they're sorry. That's too mean; let's just give them a piece of paper with a government stamp on it, officially clearing them of the need to apologize, and make them pay a fine instead. But don't make them pay it out of their own pockets, and don't ask them to give back the money they stole. In fact, let them profit from their collective crimes, to the tune of a record $135 billion in pay and benefits last year. What's next? Taxpayer-funded massages for every Wall Street executive guilty of fraud?

The rapid and terrifying acceleration of global warming, which is disfiguring the ecosystem at a swifter pace than even the gloomiest scientific studies predicted a few years ago, has been confronted by the power elite with two kinds of self-delusion. There are those, many of whom hold elected office, who dismiss the science and empirical evidence as false. There are others who accept the science surrounding global warming but insist that the human species can adapt. Our only salvation-the rapid dismantling of the fossil fuel industry-is ignored by both groups. And we will be led, unless we build popular resistance movements and carry out sustained acts of civil disobedience, toward collective self-annihilation by dimwitted pied pipers and fools.

AS Election Day approaches, serious discussion about economic policies is hamstrung by the devotion of both parties to reducing taxes. The big reason, of course, is that President Bush emphasizes tax cuts, including elimination of the estate tax, to the exclusion of almost everything else. The Democrats, in turn, hesitate to propose an economic plan that does not include long-term reductions for middle-income workers, and most refuse to talk about rescinding the Bush tax cuts for the wealthy. But the degree of misleading information emanating from both Washington and the media about how taxes affect the economy is disturbing. As I listen to the radio, watch TV news and read a variety of newspapers, it seems that quite a few Americans, including economics writers and media hosts, think that low-tax countries unquestionably grow faster than high-tax economies. Right and left, they seem to attribute more rapid growth in America to lower taxes. What may surprise them is that there is no evidence for that. ''You can make a theoretical case that high taxes impede economic growth, but it is just not supported by the evidence in the U.S. or across countries,'' said William Easterly, a former World Bank economist soon to join the faculty of New York University.

'By simply creating a new WPA-style jobs program we could lower the unemployment rate by several points, rebuild 20th-century infrastructure and accommodate the needs of a 21st-century society. But until we come together to elect leaders that will take that step, all we can do is pray. Maybe Rick Perry can help out with that.

A whopping 70,000 questions poured into Change.gov over the past week, in response to the Obama transition team's call for citizen queries to the President-Elect. After votes from about 100,000 people, the top ranked question asks Obama whether he will appoint a special prosecutor to investigate allegations of torture and illegal surveillance by the U.S. government. I've been working with activist Bob Fertik to organize support for the question, and several progressive bloggers urged readers and Obama supporters to vote for it last week. Digby, who has written extensively about the Bush administration's abuse of the rule of law, recently reported on the progress:

It's in the works. A massive Occupy Wall Street gathering with delegates from all over the country. And if these plans are carried out, Occupy Wall Street will be a major force to be reckoned with on Election Day 2012.

It seems to me that the OWS movement is moral in nature, that occupiers want the country to change its moral focus. It is easy to find useful policies; hundreds have been suggested. It is harder to find a moral focus and stick to it. If the movement is to frame itself, it should be on the basis of its moral focus, not a particular agenda or list of policy demands. If the moral focus of America changes, new people will be elected and the policies will follow. Without a change of moral focus, the conservative worldview that has brought us to the present disastrous and dangerous moment will continue to prevail.
