House Bill Means Fewer Children in Head Start, Less Help for Students to Attend College... - 0 views

    Some 157,000 at-risk children up to age 5 could lose education, health, nutrition, and other services under Head Start, while funds for Pell Grants that help students go to college would fall by nearly 25 percent, under a bill passed by the House that would cut current-year non-security discretionary funding by an average of 14.3 percent.  The bill (H.R.1), which would fund the government for the rest of fiscal year 2011, now must be considered by the Senate. [1] H.R. 1 also would kill a program that helps low-income families weatherize their homes and permanently reduce their home energy bills, cut federal funds for employment and training services for jobless workers and for clean water and safe drinking water by more than half, and raise the risk that the WIC nutrition program may not be able to serve all eligible low-income women, infants, and children under age 5.  In addition, it would cut funds for the Centers for Disease Control and Prevention by 10 percent, for the Food and Drug Administration by 10 percent, and for the Food Safety and Inspection Service by 9 percent. The House bill does not apply its overall 14.3 percent cut on an across-the-board basis.  Some cuts, such as the 6.0 percent reduction in funding for House of Representatives staff salaries and expenses, would be smaller.  But many important programs, including some of the ones listed above, would be cut much more to make up the difference.  (The table on the next page shows the average size of the cut for programs within the jurisdiction of each subcommittee.) At the same time, H.R. 1 would increase overall funding for security programs (those funded by the Defense, Homeland Security, and Military Construction-Veterans Affairs appropriation bills) by a little less than 1 percent.     What's that word they use for a society where the group of those with money and power are above the law? Oh, that's right: Oligarchy! While this regulatory capture continued, how many of us filled up our homes with these toxic products? Via Think Progress: Large manufacturers and chemical producers have lobbied ferociously to stop the National Institutes of Health from classifying formaldehyde as a carcinogen. A wide body of research has linked the chemical to cancer, but industrial polluters have stymied regulators from action. Last year, the New Yorker's Jane Mayer reported that billionaire David Koch, whose company Georgia Pacific (a subsidiary of Koch Industries) is one of the country's top producers of formaldehyde, was appointed to the NIH cancer board at a time when the NIH delayed action on the chemical. The news was met with protests from environmental groups. Faced with mounting pressure from Greenpeace and the scientific community, Koch offered an early resignation from the board in October. Yesterday, the NIH finally handed down a report officially classifying formaldehyde as a carcinogen: Government scientists listed formaldehyde as a carcinogen, and said it is found in worrisome quantities in plywood, particle board, mortuaries and hair salons. They also said that styrene, which is used in boats, bathtubs and in disposable foam plastic cups and plates, may cause cancer but is generally found in such low levels in consumer products that risks are low. Frequent and intense exposures in manufacturing plants are far more worrisome than the intermittent contact that most consumers have, but government scientists said that consumers should still avoid contact with formaldehyde and styrene along with six other chemicals that were added Friday to the government's official Report on Carcinogens.     Any rigorous conception of youth must take into account the inescapable intersection of the personal, social, political and pedagogical embodied by young people. Beneath the abstract codifying of youth around the discourses of law, medicine, psychology, employment, education and marketing statistics, there is the lived experience of being young. For me, youth invokes a repository of memories fueled by my own journey through an adult world, which largely seemed to be in the way, a world held together by a web of disciplinary practices and restrictions that appeared at the time more oppressive than liberating. Lacking the security of a middle-class childhood, my friends and I seemed suspended in a society that neither accorded us a voice nor guaranteed economic independence. Identity didn't come easy in my neighborhood. It was painfully clear to all of us that our identities were constructed out of daily battles waged around masculinity, the ability to mediate a terrain fraught with violence and the need to find an anchor through which to negotiate a culture in which life was fast and short-lived. I grew up amid the motion and force of mostly working-class male bodies - bodies asserting their physical strength as one of the few resources over which we had control.
