    This is essentially the story of the latest attack on social security. Everyone who looks at the projections agrees; the scary budget stories being hyped in the media and by the Wall Street crew are driven almost entirely by projections of exploding health care costs. But instead of proposing ways to fix the health care system, these deficit hawks want to attack social security. They tell us that fixing health care is hard. By contrast they think that cutting money from social security will be relatively easy. The facts on this are straightforward and known by everyone involved in the budget debate. The US health care system is broken. We pay more than twice as much per person as the average for other wealthy countries. And it is projected to get worse. In three or four decades we are projected to pay three or four times as much per person for health care as people in countries like Germany and Canada. Since more than half of our health care is paid through public sector programs like Medicare and Medicaid, this explosion in health care costs will bankrupt the government if it actually occurs. Of course it will also devastate the private sector. On the other hand, it is easy to show that if we contain health care costs then our budget problems are relatively minor.     In the next week the action moves from Wisconsin to Washington, where the deadline looms for a possible government shutdown over the federal budget. President Obama has to take a more direct and personal role in that budget battle - both for the economy's sake and for the sake of his re-election. But will he? Don't count on it. Worried congressional Democrats say the President needs to use his bully pulpit to counter defections in Democatic ranks, such as the ten Democrats and one allied Independent who on Wednesday voted against a Senate leadership plan to cut $6.2 billion from the federal budget over the rest of fiscal year 2011. They want Obama to grab the initiative and push a plan to eliminate tax breaks for oil companies and for companies that move manufacturing facilities out of the country, and a proposal for a surtax on millionaires. Most importantly, they're worried the President's absence from the debate will result in Republicans winning large budget cuts for the remainder of the fiscal year - large enough to imperil the fragile recovery. But Obama won't actively fight the budget battle if the current White House view of how he wins in 2012 continues to prevail. Shortly after the Democrats' "shellacking" last November, I phoned a friend in the White House who had served in the Clinton administration. "It's 1994 all over again," he said. "Now we move to the center."

    Technically, the federal government has now reached the limit of its capacity to borrow money. Raising the debt ceiling used to be a technical adjustment, made almost automatically. Now it's a political football. Democrats should never have agreed to linking it to an agreement on the long-term budget deficit. But now that the debt ceiling is in play, there's no end to what the radical right will demand. John Boehner is already using the classic "they're making me" move, seemingly helpless in the face of Tea Party storm troopers who refuse to raise the ceiling unless they get their way. Their way is reactionary and regressive - eviscerating Medicare, cutting Medicaid and programs for the poor, slashing education and infrastructure, and using most of the savings to reduce taxes on the rich. If the only issue were cutting the federal deficit by four or five trillion dollars over the next ten years, the President and Democrats wouldn't have to cave in to this extortion. That goal can be achieved by doing exactly the opposite of what radical Republicans are demanding. We can reduce the long-term budget deficit, keep everything Americans truly depend on, and also increase spending on education and infrastructure - by cutting unnecessary military expenditures, ending corporate welfare, and raising taxes on the rich. I commend to you the "People's Budget," a detailed plan for doing exactly this - while reducing the long-term budget deficit more than either the Republican's or the President's plan does. When I read through the People's Budget my first thought was how modest and reasonable it is. It was produced by the House Progressive Caucus but could easily have been generated by Washington centrists - forty years ago.

    In December, President Obama signed legislation to extend hundreds of billions of dollars in Bush tax cuts, benefiting the wealthiest Americans. Last week, Obama agreed to billions of dollars in cuts that will impose the greatest burden on the poorest Americans. And now, virtually everyone in Washington believes, the President is about to embark on a path that will ultimately lead to some type of reductions in Social Security, Medicare and/or Medicaid benefits under the banner of "reform." Tax cuts for the rich -- budget cuts for the poor -- "reform" of the Democratic Party's signature safety net programs -- a continuation of Bush/Cheney Terrorism policies and a new Middle East war launched without Congressional approval. That's quite a legacy combination for a Democratic President. All of that has led to a spate of negotiation advice from the liberal punditocracy advising the President how he can better defend progressive policy aims -- as though the Obama White House deeply wishes for different results but just can't figure out how to achieve them. Jon Chait, Josh Marshall, and Matt Yglesias all insist that the President is "losing" on these battles because of bad negotiating strategy, and will continue to lose unless it improves. Ezra Klein says "it makes absolutely no sense" that Democrats didn't just raise the debt ceiling in December, when they had the majority and could have done it with no budget cuts. Once it became clear that the White House was not following their recommended action of demanding a "clean" vote on raising the debt ceiling -- thus ensuring there will be another, probably larger round of budget cuts -- Yglesias lamented that the White House had "flunked bargaining 101." Their assumption is that Obama loathes these outcomes but is the victim of his own weak negotiating strategy. I don't understand that assumption at all.     Tim Fernholz wrote an excellent article in the National Journal about the "bait and switch" of Governor Walker's Wisconsin plan. Fernholz points out that the short-term deficit problem can be covered by debt restructuring, and that the big pieces of the bill that relate to dismantling public sector unions, control over Medicaid and creating a no-bid energy asset sale process are not directly budget related. There's a three-prong approach in Governor Walker's plan that highlights a blueprint for conservative governorship after the 2010 election. The first is breaking public sector unions and public sector workers generally. The second is streamlining benefits away from legislative authority, especially for health care and in fighting the Health Care Reform Act. The third is the selling of public assets to private interests under firesale and crony capitalist situations. This wasn't clear to me at first. I thought this was about a narrow disagreement over teacher's unions. Depending on what you read, you may have only seen a few of these parts, and you may have not seen them put together as a coherent whole. This will be the framework that other conservative governors, and even a few Democratic ones, will use in their state, so it is good to get a working model in place. But the United States has far higher health costs than any other advanced country, and very low taxes by international standards. If we could move even part way toward international norms on both these fronts, our budget problems would be solved.

    These problems have very little to do with short-term or even medium-term budget arithmetic. The U.S. government is having no trouble borrowing to cover its current deficit. It's true that we're building up debt, on which we'll eventually have to pay interest. But if you actually do the math, instead of intoning big numbers in your best Dr. Evil voice, you discover that even very large deficits over the next few years will have remarkably little impact on U.S. fiscal sustainability. No, what makes America look unreliable isn't budget math, it's politics. And please, let's not have the usual declarations that both sides are at fault. Our problems are almost entirely one-sided - specifically, they're caused by the rise of an extremist right that is prepared to create repeated crises rather than give an inch on its demands.

    No serious person denies that Reagan's 1981 tax cuts and military increases threw the country into a pattern of borrowing and borrowing that we have not escaped. When Reagan took office the national debt was $995 billion. When Reagan left office it was $2.87 trillion and climbing fast. No serious person denies that Bush's 2001 tax cuts and continued military increases dramatically worsened the problem. Bush's last budget year ended with a record single-year deficit of $1.4 trillion. As the country discusses what to do about the borrowing the elephant in the room is that everyone understands that restoring top tax rates to pre-Reagan levels and cutting the military budget in half would solve the problem completely. But we can't do that. We can't even discuss it. And we all know why. And we all know why. It is because the Reagan Revolution transformed the country from a democracy to a plutocracy -- a country run by and for the wealthy. Such sensible and simple ideas are considered off-limits. To even bring up the idea of restoring tax rates to pre-Reagan levels and cutting military spending invites terrible consequences. The speaker risks becoming the target of the money's noise machine: Limbaugh, Hannity, Drudge, Fox. Smears. Humiliation. Banishment. Or the noise machine cranks up a campaign of misinformation, convincing people --especially DC people -- that what they see in front of their eyes just isn't so. Repeat it enough and it becomes solid knowledge. We all know this is the way it is. So don't tell me that "we don't have the money" to keep 300,000 teachers from being laid off, or to help the long-term, mostly older unemployed workers get something to live on and keep their health care. The money is right there in front of us, but the Congress is bought and paid for. What do we do? We have to demand representatives who represent us, not make excuses for representing the wealthy.   • Reconciliation was created through the Budget Reform Act of 1974 in an effort to streamline the budget process, strengthen the ability of Congress to make tough decisions regarding deficits, and to make legislative decision-making more efficient. Congress quickly expanded on the types of measures that could be considered under reconciliation until 1985 and 1986, when the Senate passed rules proposed by Sen. Robert Byrd that limited what could or could not be included when using this process. Before moving forward, Democrats must consider two questions. The first is whether using reconciliation to pass health care is legitimate or an abuse of the process. Republicans have charged that this would be akin to forcing the program through the chamber rather than passing the bill through negotiation and compromise. On this question, the answer is easy. Reconciliation has been as much a part of the Senate in the past three decades as the filibuster. According to an article that was published in The New Republic, Congress passed 22 reconciliation bills between 1980 and 2008. Many important policy changes were enacted through this process, including the Children's Health Insurance Program, COBRA (which allows people who switch jobs to keep their health care), student aid reform, expansions in Medicaid and several major tax cuts. NPR's Julie Rovner reported that most of the health care reforms enacted in the past two decades have gone through reconciliation. President Ronald Reagan was one of the first presidents to make aggressive use of reconciliation when he pushed through his economic program in 1981. Senate Majority Leader Howard Baker said then that speed had been essential because "Every day that this is delayed makes it more difficult to pass. This is an extraordinary proposal, and these are extraordinary times." Presidents Jimmy Carter, George H.W. Bush, Bill Clinton and George W. Bush all used reconciliation as well. It is worth noting that these presidents, particularly George W. Bush, also made use of sweeping executive power to circumvent Congress altogether. The second question is more difficult and it involves perceptions. If the Democratic leadership wants to use this tactic, they have to convince enough members of their own party that this won't scare off independent voters. This argument was harder to make in 2009 than in 2010. But after a year of dealing with paralysis in the Senate and highly effective Republican obstruction, more Democrats are coming on board. The leadership must be proactive in responding to the criticism about reconciliation. They will have to explain that reconciliation is a legitimate process by pointing to the history. They will also have to connect the dots for voters frustrated with the ineffective government by explaining that the constant use of the filibuster has turned the Senate into a supermajority institution where both parties have found it extraordinarily difficult -- virtually impossible -- to pass major legislation.On this point, Republicans and Democrats actually agree. Indeed, as Democrats make this decision, Kentucky Republican Senator Jim Bunning is objecting to a unanimous consent order and single-handedly preventing the Senate from passing an important bill to assist unemployed workers.

    On February 17th, 2002, Marc Ash and I attended a forum in Los Angeles where Rep. Dennis Kucinich delivered his "Prayer for America." A few days later I interviewed the Congressman, and he closed the interview with the following statement:  "Peace is in our national interest. International cooperation is in our national interest. We need to have grand civic dialogue about what we might be able to do here to change the direction of the nation. It certainly needs change. We can spend an extra forty-five billion dollars this year for military when they can't even keep track of their own budget, and still we have forty-two million people without adequate health insurance, senior citizens splitting pills in order to try to meet their health requirements and still protect their budget. We have schools that are still falling apart with programs that don't work. We have so much to do. Yet, society is becoming militarized."  "People want change. The fifteen thousand emails in the last three weeks told me that people want a different direction. I think they are representative of millions of Americans who want to take a different approach. They don't want to be trapped into a condition that the level of support for war is equated with patriotism."  Our country has yet to have that dialogue, and things have only gotten worse.
