Recipient of the prestigious Independent Prescriber of the Year award at the Pharmacy Business Awards 2023, Patel reflects on the pivotal moment when his pharmacy pioneered the rollout of COVID-19 vaccine jabs within the community. "When doctors' doors closed, pharmacy was the only place where people could get help and care," Patel recounts, emphasising the pivotal role pharmacies played during the crisis. Pharmacy minister Stephen Kinnock has pledged to enhance the role of community pharmacies, particularly in deprived areas, by making better use of the skills of pharmacy teams. Health secretary Wes Streeting has pledged to stabilise the community pharmacy system before enabling it to take on a broader role in healthcare, as he addressed the Health and Social Care Select Committee in Parliament on Wednesday (18 December). "Now that we have got the budget set, we will be consulting with Community Pharmacy England shortly in the New Year," Streeting stated. "I do want to reassure pharmacists across the country that we are taking into account the enormous pressures they are under when thinking about allocations so that we can stabilise the system and create the foundations from which to recover." The health secretary emphasised that his top priority is to "stabilise the [community pharmacy] system" before expanding initiatives such as Pharmacy First and independent prescribing. He also expressed a vision for community pharmacies to play "a bigger role… as part of the shift from hospital to community," but stressed that immediate steps are required to address the sector's current financial strain. The announcement that Community Pharmacy Contractual Framework (CPCF) negotiations will commence early in the New Year was reaffirmed by Streeting, echoing a statement made earlier in the week by minister for care Stephen Kinnock during a Westminster Hall debate.

Throughout her career, she has managed various community pharmacies, including Boots and Parkhead Health Centre Pharmacy, where she played a crucial role in developing pharmacy practice and nurturing pharmacy support roles and trainee pharmacists. In 2023, Maxine took on a part-time role as a Senior Educator in the Prescribing & Clinical Skills teams at NHS Education for Scotland (NES). She continues to practice as a pharmacist, leading the Teach and Treat Training Hub at Burnside Pharmacy in Lanarkshire. McCabe expressed her excitement about the recognition, saying, "I am delighted to obtain my Advanced Practice credential and showcase that this is achievable in community pharmacy."

"These principles formalize those evolving capabilities of pharmacists, especially in independent prescribing," McQuillan tells Pharmacy Business.

The Company Chemists' Association (CCA) has raised concern that pharmacies may face challenges in providing placements to pharmacy students graduating in 2025 due to shortages of designated prescribing practitioners (DPPs). From the academic year 2025/26, all pharmacy students will be required to complete 90 hours of training with designated prescribing practitioners prior to their registration. However, the CCA has raised doubts regarding the availability of these healthcare professionals to provide such training. The association said: "We are concerned that pharmacies will be unable to secure DPPs. This will result in a significant reduction in the number of Foundation Pharmacist placements available within the community pharmacy sector. Consequently, a significant number of graduates leaving university next year will, unfortunately, struggle to find employment in their chosen career." As per the CCA, they have repeatedly raised their concerns with NHS England and cautioned them about the potential consequences arising from the lack of DPPs.

However, he pointed out that the concept requires further exploration, as the rights to prescribe are already granted through the recent change to undergraduate training that incorporates prescribing.

The General Pharmaceutical Council (GPhC) has published updated guidance on online pharmacy services in Great Britain, introducing additional safeguards to prevent unsafe supply of high-risk medicines, including weight loss injections. Under the new rules, medicines used for weight-management and medicines requiring physical examination before a prescribing decision is made have been added to the list of high-risk medicines. When prescribing these medicines, prescribers can no longer rely solely on online questionnaires. Instead, they must independently verify patient information, either through timely two-way communication with the person, accessing the person's clinical records, or contacting the person's GP, their regular prescriber, or a third-party provider. These measures aim to prevent individuals from providing false information to obtain medicines that may not be clinically appropriate for them, reducing potential harm. The pharmacy regulator updated its guidance in response to concerns identified relating to unsafe prescribing and supply of medicines online.

A call to action has been issued by the Company Chemists' Association (CCA) in its submission to the Darzi Review, highlighting the critical need for recognition and revitalization of the community pharmacy sector. The CCA warns that chronic underfunding and a flawed Community Pharmacy Contractual Framework (CPCF) have resulted in a reduction of over 1,200 pharmacies since 2015. Knights Pharmacy has significantly expanded its footprint in South Wales through its recent acquisition of pharmacies in Abercarn and Cwmcarn from the Evans Group. This move marks another strategic expansion for the Redditch-based pharmacy group, bolstered by funding from HSBC UK. The Abercarn site, which handles approximately 12,000 medication items annually, and the Cwmcarn site, dispensing around 5,000 items, will now operate under the Knights Pharmacy banner. This acquisition adds to Knights Pharmacy's growing portfolio, which now spans 49 community sites across England and Wales, a substantial increase from 18 sites just three years ago.

Northern Ireland's Health Minister, Mike Nesbitt, has welcomed the launch of the 2024/25 Experiential Learning (EL) Programme, designed to equip future pharmacists with the skills needed for a greater role in clinical care. Starting in 2026, pharmacy undergraduate students will qualify as independent prescribers upon registration, and this programme is designed to prepare them for that responsibility. The EL Programme provides pharmacy students with multi-sector clinical work placements across the region. Speaking at the programme's launch at Ulster Hospital, Minister Nesbitt said: "This is the second year of this successful programme, which will see pharmacy students in Northern Ireland benefit from the training by completing up to twelve weeks of practice-based learning in hospitals, community pharmacies and general practices across NI. "This will provide them with actual practice-based experiences in a range of healthcare settings, facilitating them to interact with patients and engage in interprofessional practice.

With the Labour Party now in power, there is keen interest in the healthcare initiatives they pledged during their election campaign and how these proposals will shape the future of NHS. One of the key pledges in their healthcare reform is the introduction of the Community Pharmacist Prescribing Service, which aims to empower pharmacists with independent prescribing rights where clinically suitable. However, she noted that, given the success of pharmacist prescribing services in the devolved nations, there is "a road map in place."

Community pharmacists involved in the Independent Prescribers Pathfinder Programme will be able to generate NHS prescriptions through the NHS Electronic Prescription Service (EPS). NHS England has secured a new clinical system, CLEO SOLO from Cleo Systems, to facilitate this service. The system is being rolled out to 'pathfinder' sites so they can start delivering their proposed prescribing models and pathways. Integrated Care Boards (ICBs) across England have been informed of this development and are asked to provide support and leadership to their sites throughout the programme, which will run until March 2025. NHS England will also conduct a series of webinars with ICBs to discuss the CLEO SOLO rollout. David Webb, Chief Pharmaceutical Officer at NHS England, highlighted that the Pathfinder Programme will enable community pharmacist prescribers at 'pathfinder' sites to issue NHS prescriptions for conditions such as cardiovascular and respiratory diseases. "This will help us develop a framework which will support the commissioning of independent prescribing as part of clinical services in community pharmacy in the future," Webb said.

The Royal Pharmaceutical Society (RPS) has announced the results of the elections to vacant positions on the RPS Scottish and English Country Boards that took place at the meeting on June 18. The Scottish Pharmacy Board elected Jonathan Burton, FRPharmS, as their new Chair and Audrey Thompson to the RPS Assembly, the organisation's governing body. Jonathan is a community pharmacist and an independent prescriber affiliated with the Right Medicine Pharmacy group in Stirling. He has played an integral role in the inception, development and delivery of Pharmacy First services in Scotland. He is an RPS Fellow and received an MBE in 2018 for services to healthcare. Jonathan is also the recipient of the 2023 RPS Charter Award. He previously served as Chair of the Scottish Pharmacy Board from 2019 to 2021. "Serving as Chair is a great privilege," said Jonathan while expressing his delight at being elected as the Chair of the Scottish Pharmacy Board.
