Pharmacies in England will soon be allowed to dispense up to 10 per cent more or less than the quantity prescribed for NHS prescriptions, thanks to the introduction of new original pack dispensing (OPD) rules. These changes are part of regulatory amendments laid on Tuesday, 3 September, and will come into effect over the coming months. The amendments are being made to the National Health Service (Pharmaceutical and Local Pharmaceutical Services) Regulations 2024 (PLPS). Starting 1 January 2025, pharmacies will have the option to adjust the prescribed quantity by up to 10 per cent for NHS prescriptions so medicines can be supplied in their original manufacturer's pack. Earlier in October 2023, changes to the Human Medicines Regulations (HMRs) permitted pharmacies to dispense up to 10 per cent more or less than the prescribed quantity for private prescriptions of Prescription Only Medicines (POMs).

The King's Fund has published an in-depth analysis highlighting the priorities that the government's new 10-year health plan should address to combat health inequalities. This plan, currently being developed by the Department of Health and Social Care (DHSC) and NHS England, will significantly shape the long-term future of the NHS. The independent think tank emphasises that a core focus of this new plan should be to enable the NHS to better address health inequalities and support people with the worst health outcomes. Sarah Woolnough, CEO of The King's Fund, explained: "Health inequalities are avoidable, unfair, and systematic differences in health between different groups of people, and they reflect broader societal issues such as those related to income, housing, gender, ethnicity or disability." "Supporting the health and care system to do more to tackle these differences has been a strategy priority for the Fund over the past five years." Drawing on its extensive work on health inequalities in the last five years, the charity has outlined seven key priorities that should shape the 10-year health plan:

Community pharmacy is integral to accelerating the three shifts envisaged by the government, but concrete action is needed to address the current funding crisis - the Company Chemists' Association (CCA) has stated in its response to the 10-year plan consultation. The CCA highlighted a wide range of pharmacy services that could contribute to achieving the government's vision shifting care from hospitals to community, from analogue to digital, and from treating sickness to prevention. To strengthen the sector's role in prevention, it proposes expanding the pharmacy's role in vaccination, screening, emergency hormonal contraception (EHC), and smoking cessation services. Furthermore, the CCA's submission noted that the expansion of Pharmacy First as "key to moving more care into the community."

The government has decided to refresh the NHS workforce plan, prioritising on shifting care from hospitals and into the community. The revised plan, expected to be unveiled in the summer 2025, aims to ensure the workforce is used effectively to support the delivery of the upcoming 10-Year Health Plan. Health secretary Wes Streeting explained the need to revise the plan citing Lord Darzi's report, which highlighted the dire state of the NHS, including that "too many people end up in hospital because there aren't the resources in the community to reach patients earlier." "Our 10 Year Health Plan will deliver 3 big shifts in the focus of healthcare: from hospital to community, analogue to digital, and sickness to prevention. "We will refresh the NHS workforce plan to fit the transformed health service we will build over the next decade, so the NHS has the staff it needs to treat patients on time again," Streeting said.

Customs officials at Mundra port in Gujarat's Kutch district, India, recently seized approximately 6.8 million Tramadol tablets valued at Rs 110 crore (around GBP 10.2 million). The tablets were discovered in two export containers bound for Sierra Leone and Niger in West Africa. Tramadol, an opioid pain medication, was classified as a psychotropic substance under the Narcotic Drugs and Psychotropic Substances Act (NDPS Act) in 2018 and its export is now restricted. This synthetic opioid drug has gained notoriety in recent times as the "Fighter Drug" after it was reported that ISIS fighters used it to stay awake for long hours, said a PIB release on Monday. It is reportedly in high demand in African nations like Nigeria, Ghana, etc. The Mundra Customs seizure is one of the largest seizures of Tramadol since it was notified under the NDPS Act, said the release.

The Guild of Healthcare Pharmacists (GHP) has launched a national campaign advocating for pharmacists working in the NHS to have a minimum of 10% of their contracted hours protected for supporting professional activities (SPA). In a statement published on 7 February 2025, the GHP emphasised that this protected time "should be recognized by employers and embedded in job plans." The organisation highlighted the existing inconsistency across the UK regarding the amount of SPA time allocated to pharmacists and stressed the need for a consistent amount of development to "allow pharmacists to be able to be safe practitioners, to meet the demands of service development, and to be able to safely mentor and supervise more junior colleagues." The GHP raised concerns that many pharmacists end up doing "unpaid work" to catch up with the required training or completing self-learning in their own time. "This pressure is unfair and unsustainable, potentially contributing to burnout and in combination with all the other pressures, leads to pharmacists leaving the NHS," it stated. The GHP asserted that a minimum of 10% of contracted hours for SPA is "a strongly justifiable argument."

The Department of Health and Social Care (DHSC) recently published Lord Darzi's report on the state of NHS England, revealing that the health service is in "serious trouble." "The service has been chronically weakened by a lack of capital investment, which has lagged behind other similar countries by tens of billions of pounds," he stated. Shortly after taking office, Health Secretary Wes Streeting commissioned an independent investigation to assess the challenges facing the healthcare system in preparation for a new 10-year health plan. Former surgeon Lord Ara Darzi was appointed to lead this review. In his report, Lord Darzi pointed out that the NHS has failed to meet key promises made to the public since 2015, and patient satisfaction is now at its "lowest ever level." Rising waiting times and difficulties accessing GPs were highlighted as major concerns. "There are huge and unwarranted variations in the number of patients per GP, and shortages are particularly acute in deprived communities," he said. Lord Darzi described the state of A&E as "awful," noting that nearly 10% of patients wait 12 hours or more today.

Pharmacy teams across the country are joining forces for the second day of protest, organised by the National Pharmacy Association (NPA), as part of its #SaveOurPharmacies campaign, on Thursday (September 19). A cross-sector delegation will present a petition signed by a record-breaking 350,000 people to No 10 Downing Street. The delegation will include National Pharmacy Association (NPA) CEO Paul Rees, NPA Chair Nick Kaye, Community Pharmacy England (CPE) Chief Executive Janet Morrison, Company Chemists' Association (CCA) CEO Malcolm Harrison, and Community Pharmacy NI Chief Executive Gerard Greene, The Save Our Pharmacies petition has surpassed the previous record held by a Royal College of GPs in 2014, whose petition, addressing the issue of general practice funding, secured 300,000 signatures. The NPA is hopeful that this show of solidarity by pharmacy teams will make a difference and open up conversations in Westminster and Whitehall.

The Royal College of General Practitioners (RCGP) has warned of a potential 'mass exodus' of qualified GPs due to mounting work pressures. A recent RCGP survey found that over 40 per cent of GPs are unlikely to remain in general practice over the next five years, with a quarter stating it is "very unlikely." The situation is particularly concerning in England, with the highest rate of GPs considering leaving the profession reported to be in the East of England and the South East (47 per cent) and the lowest in the North West (36 per cent). Stress was cited as the main factor for leaving the profession, with more than half of respondents indicating that they find the job too stressful. Additionally, 13 per cent of respondents intend to leave the UK and work overseas. Almost 4 out of 10 GPs said they regularly worked more than 40 hours a week despite fewer than 1 in 10 being contracted to do so. The pressures faced by GPs are so severe that 22 per cent report feeling overwhelmed and unable to cope once or twice a week. The College noted that GPs and their teams have delivered an average of 30 million appointments per month in the past year - over 4 million more each month than in 2019 - despite the number of fully qualified, full-time equivalent GPs decreasing by 601 over the same period.

The UK's performance in hospital-based care is falling behind other high-income countries, according to a new report published by the Health Foundation. For hospital care waiting times, the UK ranked among the worst in a public survey of 10 nations, with 11 per cent of people waiting a year or more for a specialist appointment and 19 per cent facing the same delay for non-emergency surgery. Only Canada had comparable figures. The report published on Thursday (22 August) also pointed out that waiting times for specialist appointments have increased more rapidly in the UK than in other countries. In 2023, 61 per cent of people in the UK reported waiting more than four weeks for a specialist appointment, a significant rise from just 14 per cent in 2013. Over 21,000 people from across 10 developed countries, including over 3,000 from the UK, participated in the 2023 Commonwealth Fund survey.

At their recent online briefing, DAUK's GP committee outlined a comprehensive 10-point plan designed to relieve pressure on GPs, improve access, reduce mortality rates, lower hospital admissions, and enhance patient satisfaction. DAUK's manifesto advocates reallocating resources, including the Additional Roles Reimbursement Scheme (ARRS), currently directed towards Pharmacy First and acute care hub pilots, amounting to £2 billion. This strategic reallocation aims to enhance primary care capacity and reduce reliance on acute services. Dr Lizzie Toberty, DAUK's GP lead, emphasised the critical need for patients to have timely access to GPs who understand their needs, stating, "We need patients to be able to see a GP who knows them and understands their needs in a timely way wherever possible." She highlighted DAUK's vision to restore general practice as the cornerstone of the NHS through practical, achievable solutions.

The government has received thousands of ideas to fix the NHS as the biggest ever conversation about the future of the health service reached the Midlands last week. More than 100 people from across the Midlands participated in the public debate in Wigston in Leicestershire on Saturday (23 November), sharing their experiences, views and suggestions for delivering an NHS fit for the future. Public health minister Andrew Gwynne and NHS England's national director for urgent and emergency care Sarah-Jane Marsh attended the debate, inviting attendees' opinions on NHS reform and how the government's 10 Year Health Plan can help tackle disparities in the region. Addressing the event, Gwynne said: "We can't change the NHS and make it better without you." "When we say that the NHS is broken but not beaten, it's not beaten because the staff are incredible, it is because the NHS is not where we need it to be."

Great news for multiple sclerosis patients! The NHS has introduced a new 10-minute injection that can slow the progression of disability while reducing hospital treatment time by over 90 per cent. Currently, MS patients in England receive ocrelizumab (Ocrevus), manufactured by Roche, through twice-yearly intravenous (IV) infusions that can last up to four hours. Now, around 9,000 NHS patients in England will be able to receive the drug via a quick 'under-the-skin' twice-yearly injection. It takes just ten minutes, enabling patients to spend less time in the hospital receiving treatment. This roll-out follows approval from the Medicines and Healthcare products Regulatory Agency (MHRA), making the NHS one of the first healthcare systems worldwide to offer this new MS injection. Drug stocks are expected to be available in the coming weeks.

The Labour government has launched the biggest national conversation about the future of the NHS since its birth, calling on the entire country to share their experiences of the health service. The feedback will be used to shape the government's 10 Year Health Plan to fix the "broken" health service and deliver its mission to build an NHS fit for the future. Members of the public, as well as NHS staff and experts, are invited to share their experiences, views and ideas for the future of NHS via a new online platform that goes live today. The Change NHS online platform, which will be live until the start of next year, is also available via the NHS App. The public engagement exercise will focus on three shifts in healthcare - hospital to community, analogue to digital, and sickness to prevention.

As Health Secretary Wes Streeting initiates a national conversation about the future of the NHS, the Association of the British Pharmaceutical Industry (ABPI) has stressed the importance of increasing investment in medicines to fix the 'broken' NHS. Streeting is inviting the public, NHS staff, and experts to share their experiences and contribute to shaping the government's 10 Year Health Plan to build an NHS fit for the future. The government aims to implement three big shifts to transform the NHS: hospital to community, analogue to digital, and sickness to prevention. Richard Torbett, chief executive of the ABPI, has highlighted the vital role medicines and vaccines can play in achieving these priorities. He said: "Wes Streeting is spot-on in identifying three strategic shifts necessary to fix the broken NHS. Medicines and vaccines have a vital role in all three of these priorities, but we are not currently realising their potential."

Transitioning from analogue to digital is one of three major "shifts" the government has deemed essential for the future of the NHS. These shifts, with the other two being the moving from hospital to community care and from sickness to prevention, will also form the foundation of the 10-Year Health Plan. The question is: are the public ready to embrace this digital transformation, which would involve sharing their health data for the development of artificial intelligence (AI) systems within the NHS? Results from a UK-wide poll show that the majority of people (75 per cent) are willing to share some of their health data for AI development. The survey commissioned by the Health Foundation included more than 7,000 members of the public (aged 16 years and older). Nearly 60 per cent expressed willingness to share information about their eye health, with 58 per cent open to sharing details about the medications they are taking, and 57 per cent willing to disclose any long-term illnesses they live with.

The government has launched a new campaign over social media and radio today (January 10) to encourage pregnant women to take their first, second and third dose of Covid-19 vaccine. Joined by experts at the Royal College of Obstetricians and Gynaecologists (RCOG) and the Royal College of Midwives (RCM), the campaign highlights the risks of the infection and benefits of vaccination. According to the latest data from the UK Health Security Agency (UKHSA), Covid-19 vaccinations are safe for pregnant women. Department of Health and Social Care (DHSC) chief scientific adviser professor Lucy Chappell, said: "We have extensive evidence now to show that the vaccines are safe and that the risks posed by Covid-19 are far greater," calling upon pregnant women who have yet to have their jabs. The campaign will also run testimonies of pregnant women who have had their jabs.

The Royal Pharmaceutical Society in England (RPS) and Community Pharmacy England (CPE) have raised alarm over the impending increase in NHS prescription charges, slated to take effect from May 1, 2024. The RPS, represented by Chair Tase Oputu, condemned the rise, labeling it a "dark day for patients" who will now face nearly £10 per prescription item. Oputu emphasised the disproportionate impact on individuals with low incomes, citing the "relentless annual increases in prescription charges" as exacerbating the affordability crisis in healthcare. " Every day pharmacists are asked by patients who are unable to afford all the items in their prescription which ones they can 'do without'" she said. She further added that the financial barriers to get vital medicines should not be faced by any one and advocated for "the abolition of prescription charges in England, as has been implemented in other parts of the UK".
