Reuters reports that an executive of French oil company Total expects oil production to peak before the end of the next decade - and wants the company to move into nuclear power in the post-oil age (something Bucky Fuller predicted would be the next step for the oil industry) - Total sees nuclear energy for growth after peak oil. French oil and gas giant Total (TOTF.PA: Quote, Profile, Research, Stock Buzz) is targeting nuclear energy to drive growth long after oil and gas output peak, a top executive said on Monday. "In the future, energy demand will be constrained by tight supply," Arnaud Chaperon, Total's senior vice president for electricity and new energies, said in a presentation to a nuclear energy conference in Qatar. "Oil and gas will still play a big role in the energy balance. But in the electrification of the world economy, nuclear will play a major role, together with the development of solar and other renewables ... That is why Total is very interested in developing nuclear and renewables."

The renewable-energy tax incentives tucked into the financial bailout package passed by the House on Friday include billions of dollars in breaks for old-fashioned fossil-fuel processes such as liquefying coal and squeezing petroleum out of sand and rock. These "dirty fuels" are making a tentative comeback among policymakers. Such ventures are aimed at "unconventional" deposits once deemed too expensive or technologically difficult to tap. Backers of the tax breaks believe the substantial incentives might boost these technologies and spur invention of new ones.

The world's largest solar photovoltaic farm is strangely beautiful. Fields lined with solar panels tilting sunward seem almost like a massive environmental art project-one with an empowering message to the world. We can find ways to run the world predominantly on clean energy if we choose to. It's already beginning. Last week, Secretary of the Interior, Ken Salazar, hosted the last of 4 public forums around the country to gather input on offshore drilling and offshore renewable energy development. Choosing to end in San Francisco means he is going back to Washington with a resounding "No" in his ears. "No" to offshore drilling and "Yes" to investing in renewable energy, and any other new green technology San Francisco start-ups can figure out. All the California elected officials on the dais (Boxer, Lee, Speire, Napolitano, Woolsey, Lt Governor Garamendi) and Oregon governor Kulongoski made very clear, and sometimes even passionate, statements to the effect that CA needs and values its coastline the way it is, and the potential output of oil (estimated 1% of US daily consumption by 2030) comes no where near to justifying the risk posed to its economy and ecosystem.

The New York Times has a column from Tom Friedman on holiday in Costa Rica, where he reports the minister of the environment is in charge of energy as well, and that renewable energy is the dominant form as a result - (No) Drill, Baby, Drill. More than any nation I've ever visited, Costa Rica is insisting that economic growth and environmentalism work together. It has created a holistic strategy to think about growth, one that demands that everything gets counted. So if a chemical factory sells tons of fertilizer but pollutes a river - or a farm sells bananas but destroys a carbon-absorbing and species-preserving forest - this is not honest growth. You have to pay for using nature. It is called "payment for environmental services" - nobody gets to treat climate, water, coral, fish and forests as free anymore.

In his keynote speech to the GridWeek 2009 Conference this morning, U.S. Energy Secretary Steven Chu detailed his vision for implementing the smart grid and modernizing America's electrical system: a stronger, smarter, more efficient electricity infrastructure that will encourage growth in renewable energy sources, empower consumers to reduce their energy use, and lay the foundation for sustained, long-term economic expansion. During his remarks, Secretary Chu also announced more than $144 million in funding from the American Recovery and Reinvestment Act for the electric power sector, including $44 million in awards to state public utility commissions and $100 million in available funding for smart grid workforce training programs. This is why the Obama Administration is investing in projects that will lay the foundation for a modernized, resilient electrical grid," said Secretary Chu. "By working with industry leaders and the private sector, we can drive the evolution to a clean, smart, national electricity system that will create jobs, reduce energy use, expand renewable energy production, and cut carbon pollution."

Legislation that would require greater use of renewable energy, make it easier to build power lines and allow oil and gas drilling near Florida's coast advanced Wednesday in the Senate. The Energy and Natural Resources Committee voted 15-8 to clear the measure, although both Democrats and Republicans - for different reasons - said they had concerns about the bill and hoped to make major changes on the Senate floor. The legislation's primary thrust is to expand the use of renewable sources of energy such as wind, solar and geothermal sources as well as deal with the growing concerns about the inadequacies of the nation's high-voltage power grid.

The change promised by U.S. President-elect Barack Obama will extend to the Energy Department, where the next energy secretary is likely to focus more than ever on renewable and alternative energy sources and less on traditional fossil fuels like crude oil. Steven Chu, Obama's pick to be energy secretary, will play a major role in implementing the incoming president's plan to resuscitate the U.S. economy with millions of new green energy jobs that will cut America's polluting emissions and the country's addiction to foreign oil supplies.

Nikkei Business Publications recently announced the results of a survey conducted with engineers in Japan's manufacturing industry on the current global recession. They were asked hard questions about the impact of the recession and measures to cope with it. I am a little surprised that they turn out to be such tree-huggers: an overwhelming number thinks solar cells, electric, fuel-cell and hybrid vehicles - and even wind power - could provide the breakthroughs we need to get out of the current recession.

Saying he needed to restore order to a broken process, U.S. Secretary of the Interior Ken Salazar this week announced his strategy for developing an offshore energy plan that includes renewable energy. On Friday, January 16, its last business day in office, the Bush Administration proposed a new five year plan for offshore oil and gas leasing. The proposal was actually published in the Federal Register on January 21, the day after the Obama Administration took office. The deadline for public comment that the Bush Administration established - March 23, 2009 - does not provide enough time for public review or for wise decisions on behalf of taxpayers, the Secretary said.

Barack Obama's election has members of the alternative energy world sounding positively giddy, an enthusiasm not shared by their competitors in the oil industry. With the aim of ending a regulatory turf war, U.S. government agencies on Tuesday said they would work together to cut red tape and spur development of offshore renewable energy projects. Under the agreement, the Interior Department will have jurisdiction over offshore wind and solar energy projects, while the Federal Energy Regulatory Commission will oversee offshore projects that generate electricity from wave and tidal currents.
