As the Big Three US automakers ramp up their pressure on Congress to cough up $25 billion in bailout money, the absence of a long term vision for economic recovery has never been more clear. The outgoing Bush administration and Congress are careening from bailout proposal to bailout proposal, putting hundreds of billions into the hands of the same people that created this toxic economic brew. Naomi Klein has recently detailed the horrifying parallels between the "free-fraud" zone created by the Bush administration in Iraq and the Treasury Department's handling of the bank bailout (http://www.naomiklein.org/articles/2008/10/bailout-profiteers). As tempting as it is to offer bailout money to the US automakers in return for fleet-wide mileage reductions, changes in the mix of their fleets to include more hybrids and electric vehicles, and to support labor, it would be the wrong thing to do under current conditions. Imports from foreign automakers have backed up in American ports over the last few months and now represent roughly double the normal inventory, so the difficulties faced by automakers are not limited to US firms. US automakers, however, have additional problems because their fleets are dominated by too-large, fuel-inefficient models. That fleet makeup cannot be quickly changed.

The new bailout plan passed by Congress may have put the nail in the coffin on Pickens' dangerous energy proposal. The financial bailout bill passed by Congress may have once and for all put an end to T. Boone Pickens' energy plan. Let me explain. Until the financial meltdown obliterated all other news coverage, T. Boone and his energy plan were everywhere. His book, The First Billion Is the Hardest, is number two on the bestseller list. During the Republican and Democrat Conventions his press conferences were attended by a fawning media, virtually all of who filed stories with the theme "oil man turns wind energy advocate." Indeed, even the more than casual reader might come away believing the Pickens Energy Plan was all about wind energy. T. Boone's web site does little to contradict that impression. It displays nothing but wind turbines.

Congress is planning to direct at least $10 billion in economic stimulus funding to an Energy Department loan guarantee program that hasn't backed any projects since it began in 2005. The new money is intended to generate $100 billion in loans for renewable energy and transmission projects, according to Senator Byron Dorgan, a North Dakota Democrat. Congress previously approved at least $38.5 billion for clean-energy loan guarantees, and not a single project was funded.

Congress will not act until 2010 on a bill to limit the heat-trapping gases blamed for global warming despite President-elect Obama's declaration that he will move quickly to address climate change, the chairman of the Senate Energy Committee predicted Wednesday. Sen. Jeff Bingaman, D-N.M., said that while every effort should be made to cap greenhouse gases, the economic crisis, the transition to a new administration and the complexity of setting up a nationwide market for carbon pollution permits preclude acting in 2009.

Testifying to the House Energy and Commerce Committee, Michael Masters of Masters Capital Management said that the price of oil would quickly drop closer to its marginal cost of around $65 to $75 a barrel, about half the current $135

The new law, an amendment to one on renewable energy adopted by the National People's Congress standing committee, obliges electricity grid companies to buy all the power produced by renewable sources. It also empowers the State Council's energy department, the electricity regulatory agency and its finance departments to determine the amount of renewable energy available in the country's overall power generating capacity. Power companies will be obliged to take up all of that capacity, and those refusing to do so will be fined an amount up to double that of the economic loss of the renewable energy company, Ni Yuefeng, vice-president of the assembly's environmental affairs commission, told reporters.

Federal employees and contractors are in a unique position to contribute valuable information and save taxpayers huge sums of money, Angela Canterbury, director of advocacy for Public Citizen's Congress Watch division, told lawmakers today. At a hearing of the House Committee on Oversight and Government Reform, Canterbury testified in support of the Whistleblower Protection Enhancement Act of 2009 (H.R. 1507), to restore and modernize the law that protects federal whistleblowers. "Not only is it a national disgrace that speaking out about wrongdoing in government is still such a risky endeavor, it also is unsustainable. Federal spending is at unprecedented levels, and the need for strict accountability and oversight has never been more urgent," Canterbury said. "Whether the issue is stimulus spending, fraud at a Wall Street firm, prescription drug safety, environmental protection or national defense, federal workers must be empowered to safeguard the public trust." In 2007, the Ethics Resource Center found that more than half the federal workforce observed misconduct on the job, but only one-quarter of those reported wrongdoing because the rest feared retaliation. More than one in 10 who did report experienced retaliation.

Congress is all but abandoning President Barack Obama's goal of producing fully one-quarter of the nation's electricity from renewable sources - wind, solar and the like - by 2025, though a push for at least some increase is making headway. Both the House and Senate are considering legislation that would establish the first national requirement for electric utilities to generate a certain percentage of their power from renewable energy - from wind turbines and solar cells to biomass and geothermal sources.

"Massachusetts has a law mandating a portfolio of renewable energy, including energy derived from wind, solar, and biomass. But a new study says that replacing coal power with biomass will actually increase the amount of CO2 emitted, throwing a wrench in the state's plan and casting some doubt over the utility of using biomass on national scale and the inclusion of biomass titles in the energy bills now being negotiated in Congress. The study from the Manomet Center for Conservation Sciences finds that the replacing coal power generation with that from biomass would result in 3 percent greater emissions by 2050."

"Late last year we reported that the US Federal Trade Commission proposed a new label for compact fluorescent lightbulbs that would show vital statistics like mercury content and the light output in terms of lumens rather than watts, which would make the brightness of CFLs, LEDs and other lighting technology more comparable among consumers. Well word has just hit that the new system has been approved and we'll soon see nutrition-facts-style labels on our lights. EarthTechling gave us a heads up about the new label, pointing us to the announcement from the FTC. The FTC states, "Under direction from Congress to re-examine the current labels, the FTC is announcing a final rule that will require the new labels on light bulb packages. For the first time, the label on the front of the package will emphasize the bulbs' brightness as measured in lumens, rather than a measurement of watts. The new front-of-package labels also will include the estimated yearly energy cost for the particular type of bulb.""

President-elect Barack Obama and leaders in Congress are fashioning a plan to pour billions of dollars into a jobs program to jolt the economy and lay the groundwork for a more energy-efficient economy. The details and cost of the so-called green-jobs program are still unclear, but a senior Obama aide, speaking on the condition of anonymity to discuss a work in progress, said it would probably include the weatherizing of hundreds of thousands of homes, the installation of "smart meters" to monitor and reduce home energy use, and billions of dollars in grants to state and local governments for mass transit and infrastructure projects.

Nevada's Harry Reid carries considerable influence as Senate majority leader, but you might not know it from watching him. He shuns self-promotion and avoids the social circuit; he once passed up a White House state dinner honoring Queen Elizabeth II to stay home with his wife. He can be taciturn, even dour on television, and often speaks in such a whisper that, to start off 2008, he revealed a New Year's resolution: "I'm going to try to talk louder." But he more than makes up for any stylistic shortcomings by being the consummate inside player. Reid called his 2008 autobiography "The Good Fight," a reference to the combative ex-boxer's willingness to enter a tussle. As leader of the Senate Democrats in the 111th Congress (2009-10), Reid can expect far fewer scraps with the White House than when it was in Republican hands, plus an expanded base of Democrats that will give him greater leeway to operate. But he isn't assured of a totally peaceful life.

Four years, aka one presidential term, is all the time Obama has to save the Earth according to NASA scientist James Hansen. Hansen testifed to Congress over twenty years ago alerting the world that climate change was under way. Five presidential terms later, Obama is left with a crisis of epic proportion. Hansen warns: We cannot afford to put off change any longer. We have to get on a new path within this new administration. We have only four years left for Obama to set an example to the rest of the world. America must take the lead.

The facts are pretty simple, the U.S. Department of Energy said: "Burning coal is the dirtiest way we produce electricity." And yet oddly the Obama administration, which has embraced climate legislation and green jobs, is a supporter of the oxymoronic "clean coal." The White House Web site proclaims that one of Obama's priorities is to, "develop and deploy clean coal technology." And Obama isn't the only who is helping to spread the "clean coal" myth. The new stimulus bill, which just passed Congress, calls for $3.4 million for "fossil energy research," which refers to carbon dioxide sequestration projects (more on the problems with that below) -- the key component in the "clean coal" fantasy.

Robert Redford has come under fire from the Congress of Racial Equality (CORE). In what seems like a bizarre veering off-mandate for a movie star and the civil rights group who once coordinated the Washington march led by Martin Luther King Jr, they've come to verbal blows over oil and gas drilling. Roy Innis, national chairman of CORE said, "If Robert Redford succeeds in blocking natural gas production in Utah, it's going to hurt a lot of people on the other end of the pipeline-especially low-income families who are struggling to pay their heating bills." And apparently, the organisation is planning to protest against Redford at his own Sundance Festival. Has CORE sold out to gas and oil? Some critics say that CORE has moved away from its key activity because it is funded by the oil and gas industry: Exxon has provided over $250,000 to the group, but CORE says this is part of their role - or as their website says, "Under the banner of TRUTH! LOGIC! & COURAGE!, CORE continues to promote harmony and healing in all aspects of society; calling the shots straight-even when it hurts-and confronting the haters, race-baiters and racial racketeers bent on keeping us apart"
