An investment of up to $979 million, including funds from the American Recovery and Reinvestment Act, will be leveraged by more than $2.2 billion in private capital cost share as part of the third round of the Department's Clean Coal Power Initiative (CCPI). "By harnessing the power of science and technology, we can reduce carbon emissions and create new clean energy jobs. This investment is part of our commitment to advancing carbon capture and storage technologies to the point that widespread, affordable deployment can begin in eight to ten years," said Secretary Chu.

    TOKYO --Caved-in roads, warped pipes, washed away cars, and mounds of rubble and earth -- the premises of the Hirono thermal power station of Tokyo Electric Power Co., Inc. (TEPCO), located in Iwaki City, Fukushima Prefecture, was completely devastated after being struck by the massive earthquake and tsunami on March 11. On March 18, a week after the earthquake, the Denki Shimbun was able to interview three workers of the power plant. While little information has been reported to date as to damage suffered by thermal power plants, the interview provided a glimpse of actual conditions. At the time when the earthquake occurred, the Hirono power station's units 2 and 4 were in operation, units 1, 3 and 5 were off line, and unit 6 was under construction. Units 2 and 4 shut down automatically upon detecting the strong tremor of the earthquake. At the unit 6 construction site, dozens of workers were installing the steel frames of the turbine and boiler buildings. Some of them were working as high as 30 m above the ground. When the workers were shaken by the sudden tremor, they had no option but to cling to the steel frames for the time being. All workers climbed down to the ground and evacuated immediately after the tremor had subsided.

Under the proposed rule, power plants would be able to measure their rate of emissions on an hourly basis instead of their annual total output. As long as the hourly emissions stay at or below the plant's established maximum, the plant would be treated as if it were operating cleanly - even if its total annual emissions increased as plant managers stepped up output. Under the current policy, power plants that seek to operate longer must install pollution-control equipment. The proposed rule, expected to be finalized in the next two weeks, would increase the life span of older power plants without owners having to install costly new pollution-control equipment.

This power source was versatile. Hooked up to the right devices, it could thresh wheat or saw wood. It was also highly portable - in fact, it propelled itself - and could move either along railroad tracks or independently of them. Each unit came with a useful, nonthreatening amount of programmable memory preinstalled, including software that prompted forgetful users once it had learned a routine, and each possessed a character so distinctive that most users gave theirs a name. As a bonus feature, the power source neighed.

    In the world of renewables, most of the attention is on the wind and the sun. Geothermal power just hasn't gotten the same respect. That could be changing, as both the Obama Administration and Silicon Valley are considering the heat under the ground as a potentially huge source of clean, domestic U.S. energy, but recent setbacks are calling into question how much geothermal can contribute. Given the potential benefits, we should be doubling our efforts to make geothermal a viable power source for the U.S. Some background: All thermal power plants use the same basic process. A heat source (burning coal or gas, uranium, concentrated solar energy) is used to turn water into steam, and the energy released turns a turbine that produces electricity. What sets geothermal apart is that the steam comes directly from the ground. Water percolates down through cracks in the ground and is heated to the boiling point by hot rocks underground (in some cases coming back up as a geyser - think Old Faithful), and the resulting steam is drawn up via a well to a turbine.

When it runs, the natural gas fleet emits just 50% of the CO2 of the coal fleet, which raises a rather interesting question: what would we have to do to make it run harder? And how big a difference would that make in our national CO2 footprint? MW vs. MWh So why, if we have more natural gas generation capacity, do we get more of our power from coal?
