As a group, federal contractors are quickly getting obese at taxpayers' expense. Uncle Sam spent "an astounding $532 billion last (fiscal) year, shattering the previous year's record of $465 billion" on contracts, Sen. Joseph I. Lieberman (I-Conn.), chairman of the Senate Homeland Security and Governmental Affairs Committee, said yesterday. He called federal contracting "a black hole for taxpayer dollars" as he released the Government Accountability Office's latest "high-risk" report on Capitol Hill. This biennial update covers programs and policies that the agency says "are at high risk for waste, fraud, abuse and mismanagement or those in need of significant transformation."

The United Nations Environment Programme's latest Year Book is out: The UNEP Year Book 2009 presents work in progress on scientific understanding of global environmental change, as well as foresight about possible issues on the horizon. The aim is to raise awareness of the interlinkages among environmental issues that can accelerate the rates of change and threaten human wellbeing. The UNEP Year Book 2009 examines in six chapters new science and developments, and discusses the cumulative effects expected from degradation of ecosystems, the release of substances harmful to those ecosystems and to human health, the consequences of our changing climate, the continued human and economic loss resulting from disasters and conflicts, and the overexploitation of resources. It calls for an intensified sense of urgency for responsible governance in the face of approaching critical thresholds and tipping points.

When he takes office, President-elect Obama will face a mountain of challenges - more than any incoming president in recent history: the global financial crisis, the Iraq War, the federal deficit, the energy crisis and more. The most critical thing this new president can do, though - which must be done to make any policy solution a success - is restore the citizen's seat at the government's table. One of the worst outcomes of the past eight years has been the erosion of democracy and the phasing out of the people's voice in the government. It is imperative that this be reversed.

Facing the facts and acting to resolve them can defeat peak Oil and Global Warming, both civilization killers. A primary fact is that our current infrastructure is the cause of these killers. We built the infrastructure. We can build better. The purpose of this essay is a call to action to defeat these civilization killers by changing the way we govern infrastructure from specifying HOW to build it, to stating WHAT is needed and allowing a free market to find the rare individuals with lucky breakthroughs that can build sustainable infrastructure. We must get lucky and discover the energy equivalents of lasers, personal computers, cell phones, the Internet, etc....

"As part of the Obama Administration's ongoing commitment to transparency surrounding the response to the BP oil spill, U.S. Energy Secretary Steven Chu announced today that Department is providing online access to schematics, pressure tests, diagnostic results and other data about the malfunctioning blowout preventer. Secretary Chu insisted on making the data widely available to ensure the public is as informed as possible, and to ensure that outside experts making recommendations have access to the same information that BP and the government have. The site will be updated with additional data soon. "Transparency is not only in the public interest, it is part of the scientific process," said Secretary Chu. "We want to make sure that independent scientists, engineers and other experts have every opportunity to review this information and make their own conclusions." The information is posted at energy.gov/oilspilldata. It includes detailed raw data on the pressure readings within the blowout preventer, as well as rates and amounts of hydrocarbons captured by the top hat and by the riser insertion tube. There is also a timeline of key events and detailed summaries of the Deepwater well configuration, the blowout preventer stack tubes, and the containment system."

The American Physical Society has just released a report on improving energy efficiency in the transportation and buildings sector: Energy = Future Think Efficiency There are links from the above to an Executive Summary and the full report (100 page PDF). This is not just a "change your light bulbs" document, but rather a comprehensive, information-filled challenge to the status quo with regards to government inaction with regards to energy conservation. It is also not a document on energy production and future difficulties in being able to do enough of this to keep the lights on -- even with better efficiency. But it is well worth a read, with lots of data on energy use and great graphics.

Barack Obama has created a top-notch team to guide his transition into the White House (see "Obama fills key posts on environment, energy teams"). Next, he should create a team to guide America's transition to a new energy economy. I'm not talking about the prestigious group of economic advisors Obama already has assembled to help him identify solutions to the economic meltdown. I'm talking about a team that includes experts in sustainable energy technologies, climate mitigation and adaptation, capital investment, state and local government, business, industry and labor.

As Mike wrote a while back, even the Prius can't save Toyota. On Monday the world's biggest car-maker announced that, in contrast to 2007's 2.3 trillion yen operating profit, for the past year the company made an operating loss of 150 billion yen. Furthermore Toyota confirmed they are freezing the scheduled opening of their new Mississippi factory, which was expected to produce new Prius models for the US market. However, the Australian Federal Government believe their deal with Toyota to build a hybrid Camry plant in Victoria is still on track. They are kicking in $35 million AUD on the proviso that it does proceed. The New York Times reports that Toyota's president, Katsuaki Watanabe told the media conference, that "The change in the world economy is of a magnitude that comes once every hundred years," going on to comment, "We are facing an unprecedented emergency." Such that the company apparently has unplugged electric hand dryers at some offices in an effort to cut costs.

Here is a list of energy news items that the WattzOn team found most interesting in 2008: * CO2 is officially a pollutant (maybe) - In a ruling by the Environmental Appeals Board (a panel within the EPA), it was decided that the EPA has no valid reason to not limit CO2 emissions from coal plants. Confusingly, the EPA has recently overruled itself by stating that officials cannot consider greenhouse gas outputs in judging applications to build new coal-fired power plants. So, it's back up in the "air." * We need to be at 350 PPM of CO2 - James Hansen of Columbia University, and NASA's head of the Goddard Institute for Space Studies, published a landmark paper: "Target Atmospheric CO2: Where Should Humanity Aim?" in which he argues for an atmospheric CO2 concentration of 350 parts per million (PPM) for humanity to be safe on this planet. As some background, pre-industrial Earth had a CO2 concentration of around 275 PPM, and for years policy makers have set a target regulatory goal of 550 PM - twice that number. More recently, 450 PPM has been proposed as a better goal by the EU and a few others. Unfortunately, recent evidence has shown that the Arctic sea is melting at an alarming rate and a giant ice sheet in Greenland is starting to slide into the ocean. This is the reality with the world today at 383 PPM. Hansen points out that this means we set overly lax targets and proposes the 350 PPM goal with tons of paleo-climatic data to back him up. A major coal industry group has spent an estimated $45 million on an ongoing advertising campaign promoting the clean energy potential of coal, but its members are spending relatively little on the research that would make the technology a viable solution, a report by the Center for American Progress [CAP] finds. The only hope for the coal industry (at least in a world that is itself not suicidal) is a very well-funded effort to demonstrate and deploy carbon capture and storage. This will take at least 10-years from the time the industry (and government) gets serious - and probably much longer (see "Is coal with carbon capture and storage a core climate solution?"). That was true ten years ago when the coal industry - and car companies - lobbied against Kyoto saying they needed time to develop new technology. But those complaints turned out to just be an excuse for inaction, as many warned.

NOW THAT President-elect Barack Obama's energy and environment team is complete, the message he's sending is loud and clear: The vacuum of U.S. leadership on climate change will be filled. His nominees share his goal of reducing carbon emissions and developing the next generation of energy production that will reduce this nation's dependence on fossil fuels. More important, they generally reflect the pragmatic approach to governing that Mr. Obama appears to be crafting with his Cabinet picks overall.

The Bush administration chalked up another in a growing list of environmentally ignorant midnight rulings by "clarifying" a rule that could allow the approval of several new coal-fired power plants. Instead of decommissioning America's fleet of coal-fired power plants and making concerted efforts to prevent the construction of any new ones, the United States Government is finding ways to make sure plenty more can be built. In a memo issued by EPA Administrator Stephen L. Johnson on Thursday, the Bush administration has "clarified" a rule prohibiting any federal agency from denying an operating permit to new or significantly remodeled power plants based on their carbon dioxide emissions.

President-elect Barack Obama and leaders in Congress are fashioning a plan to pour billions of dollars into a jobs program to jolt the economy and lay the groundwork for a more energy-efficient economy. The details and cost of the so-called green-jobs program are still unclear, but a senior Obama aide, speaking on the condition of anonymity to discuss a work in progress, said it would probably include the weatherizing of hundreds of thousands of homes, the installation of "smart meters" to monitor and reduce home energy use, and billions of dollars in grants to state and local governments for mass transit and infrastructure projects.

According to a new report, the cumulative impact of developing Canadian tar sands over the next 30-50 years could be as high as 166 million birds lost, including future generations. Written by scientists from the Natural Resources Defense Council, Boreal Songbird Initiative, and Pembina Institute, the peer-reviewed paper suggests that avian mortality from continued development of Canada's tar sands would provide a serious blow to migratory bird populations in North America. 10 votesBuzz up! Washington civil servants are bracing for that personnel hurricane that sweeps through the federal bureaucracy every eight years or so, when a new administration places thousands of political appointees in all the top jobs -- and some not-so-top jobs. These bureaucrats call themselves the "we-be's" -- as in, "We be there when you arrive, and we be there when you leave." They enjoy a sometimes uneasy coexistence with the political appointees, adapting themselves to the priorities of a new administration, sometimes pushing back and influencing policy themselves. While those career staffers have a grasp of the critical issues, they are clearly in subordinated positions to both the political appointees and the elected officials, who are the ones held accountable by the people.

EU governments have agreed a phase-out timetable to remove from the market all incandescent light bulbs and low-efficiency halogen bulbs by 2012 at the latest. The restrictions will be introduced as "implementing measures" under the energy-using products (EuP) directive and will begin to bite from next year. "It's a groundbreaking measure that will change the way we consume energy," EU energy commissioner Andris Piebalgs said after the decision was taken by a committee of member state representatives in Brussels on Monday. The move should be formally approved by the EU in early spring, following a three-month scrutiny period in the European parliament.
