Think switching to solar energy will make you green? Think again. Many of the newest solar panels are manufactured with a gas that is 17,000 times more potent than carbon dioxide in contributing to global warming. Nitrogen trifluoride, or NF3, is used for cleaning microcircuits during the manufacture of a host of modern electronics, including flat-screen TVs, iPhones, computer chips-and thin-film solar panels, the latest (and cheapest) generation of solar photovoltaics. (Time named the panels one of the best inventions of 2008.) Because industry estimates suggested that only about 2 percent of NF3 ever made it into the atmosphere, the chemical has been marketed as a cleaner alternative to other higher-emitting options. For the past decade, the U.S. Environmental Protection Agency has actively encouraged its use. NF3 also wasn't deemed dangerous enough to be covered by the Kyoto Protocol, making it an attractive substitute for companies and signatory countries eager to lower their emissions footprints.

The tax breaks benefit the wind and solar energy industries and encourage energy-efficiency improvements to existing homes. Other facilities that generate electricity from renewable sources such as biomass, hydropower, landfill gas and ocean currents also qualify for the credit. Facilities will have to be in place by 2012 to be eligible for the credit. Of the $20 billion, more than $13 billion of it is focused on renewable energy projects. This is mostly due to the tough time that these projects have when it comes to finding financing in current market conditions. Homeowners can get a tax credit of up to 30-percent on upgrades for energy-efficient furnaces, hot water boilers and other energy savings improvements.

Most Coloradans and Americans plow through their daily lives without a clue as to their future or their children's outlook concerning America's energy crisis. However, last summer, a glimpse of the future confronted them. At $4.20 per gallon of gas, they squirmed on their wallets while complaining, "These prices are insane, ridiculous, crazy…." When a barrel of oil reached $140.00 in August 2008, Americans limited their driving, so much so, they drove 12 million less miles that month. They bought more fuel efficient cars. They carpooled. They clamored for alternative fuels. "We must move toward wind, solar, nuclear and coal for our energy needs," screamed our politicians. "We must provide for future generations and keep our economy growing."

The Times has an update on the efforts of western oil majors to secure Iraq's oil, noting "The big players have been shut out since nationalisation in 1972. Now they see their chance to get in" - Oil giants are itching to invade Iraq. Yet since the Iraqi government nationalised the industry in 1972, oil's main players have been shut out. Years of war and violence have kept them at bay. That may be about to change. In October the Baghdad government kicked off a round of bidding to allow international oil companies to exploit eight of the country's largest oil and gasfields. BP, Royal Dutch Shell, Exxon Mobil and Gazprom are among the 35 companies that have put concerns about security to one side and thrown their hats in the ring. The deals would pave the way for the first significant foreign investment in the country's biggest fields in more than three decades. Some side deals have already been signed - last month Shell announced a $4 billion (£2.7 billion) gas joint venture with the Iraqi government and opened a permanent office in the country.

Even before George W. Bush can settle into his new house in Dallas, his legacy on the environment is being dismantled by his replacement in the White House. In less than two months, President Obama has put on hold Bush's plans for power-plant pollution, offshore oil drilling, nuclear waste storage and endangered species. Saying he needed to restore order to a broken process, U.S. Secretary of the Interior Ken Salazar this week announced his strategy for developing an offshore energy plan that includes renewable energy. On Friday, January 16, its last business day in office, the Bush Administration proposed a new five year plan for offshore oil and gas leasing. The proposal was actually published in the Federal Register on January 21, the day after the Obama Administration took office. The deadline for public comment that the Bush Administration established - March 23, 2009 - does not provide enough time for public review or for wise decisions on behalf of taxpayers, the Secretary said.

Secretary of the Interior Ken Salazar today set aside the Bush administration's midnight timetable for a vast expansion of offshore drilling. Salazar sharply rebuked the "headlong rush of the worst kind" put in place in Bush's final week in office. Announcing that "the time for reform has arrived," Salazar explained that he "will extend the public comment period by 180 days, get a report on offshore energy resources, hold regional conferences, and expedite rulemaking for offshore renewable energy resources": I intend to do what the Bush Administration refused to do: build a framework for offshore renewable energy development, so that we incorporate the great potential for wind, wave, and ocean current energy into our offshore energy strategy. The Bush Administration was so intent on opening new areas for oil and gas offshore that it torpedoed offshore renewable energy efforts.

Bail out General Motors? The people who murdered our mass transit system? First let them remake what they destroyed. GM responded to the 1970s gas crisis by handing over the American market to energy-efficient Toyota and Honda. GM met the rise of the hybrids with "light trucks." GM built a small electric car, leased a pilot fleet to consumers who loved it, and then forcibly confiscated and trashed them all.

The chair of the Intergovernmental Panel on Climate Change said the news media are not sufficiently addressing the severity of climate change at a meeting of U.S. environmental journalists earlier this week. R.K. Pachauri, head of the 2,500-member IPCC, said that unless policies are enacted soon to mitigate greenhouse gas emissions, the global perils from shifting weather patterns and sea level rise will become worse in the coming years. To communicate the dangers of climate change, Pachauri urged the annual gathering of the Society of Environmental Journalists (SEJ) to report how the most recent IPCC assessment will affect local communities.

The Air Car caused a huge stir when we reported last year that Tata Motors would begin producing it in India. Now the little gas-free ride that could is headed Stateside in a big-time way. Zero Pollution Motors (ZPM) confirmed to PopularMechanics.com on Thursday that it expects to produce the world's first air-powered car for the United States by late 2009 or early 2010. As the U.S. licensee for Luxembourg-based MDI, which developed the Air Car as a compression-based alternative to the internal combustion engine, ZPM has attained rights to build the first of several modular plants, which are likely to begin manufacturing in the Northeast and grow for regional production around the country, at a clip of up to 10,000 Air Cars per year.

Republican vice presidential candidate Sarah Palin on Wednesday called for a "clean break" from the Bush administration's energy policies, which she says rely too much on importing foreign oil. In a policy speech, the Alaska governor said the recent drop in gas and oil prices shouldn't deter consumers and lawmakers from seeking alternative energy sources. She cast energy independence as a national security issue, saying dependence on oil from the Middle East made the U.S. more vulnerable to terrorist threats.

Nearly a dozen times over the past century, San Francisco voters have rejected ballot measures to support a takeover of the city's privately run electricity system. But advocates of public power haven't given up their goal of wresting control from Pacific Gas and Electric Co., and this year are linking support of the measure to combating global warming and securing energy independence.

California formally moved to spread its can-do global warming gospel around the world, signing a declaration Wednesday with 11 other U.S. states and provinces or states in five other countries to help them slash their greenhouse gas emissions. Fighting climate change shouldn't just go "nation by nation," Gov. Arnold Schwarzenegger told a climate summit in Beverly Hills attended by more than 700 delegates from 19 countries. It must go "province by province. . . . We have got to do something worldwide here," he said.

Barack Obama's election has members of the alternative energy world sounding positively giddy, an enthusiasm not shared by their competitors in the oil industry. Obama's energy plans read like a wish list for the companies that make solar cells, wind turbines or alternative fuels. He wants to pump money into energy research and force all electric utilities to use renewable power. He has proposed creating a cap-and-trade system that would put a price on the greenhouse gas emissions that come from burning fossil fuels.

The House Natural Resources Committee has just announced hearings next week into the latest scandal to grip a federal agency under the Bush administration. Turns out an Interior Department agency in charge of collecting oil and natural gas royalties was compromised for years, investigators said, alleging that employees improperly accepted gifts from oil companies, handed out sweetheart deals, had sex with subordinates and used illegal drugs. As the Los Angeles Times described it, investigators spent two years examining the cozy relationship between the energy industry and the Minerals Management Service, an obscure Interior Department agency that issues lucrative drilling leases to energy companies and then collects royalties from leases of the land, which is owned by taxpayers.

If California expands its renewable power generation to be a third of electricity delivered in the state by 2020, it may cost $60 billion, the state's utility regulator said in a report issued on Thursday. It is more costly to make electricity with renewable power -- solar, wind, geothermal and other sources that emit no or low amounts of global-warming greenhouse gases -- than with natural gas, nuclear and coal power plants.

Just days before a scheduled Board of Supervisors' vote Tuesday on a "clean energy" plan, Pacific Gas and Electric Co. submitted a brief summary of its proposal to join with local governments to boost use of renewable energy. The PG&E summary, which contained few details, was submitted to the county on Friday in advance of supervisors' decision on whether to join a Marin County joint powers authority that would compete with PG&E for Marin customers. Supporters of the Marin Clean Energy initiative say the authority would match PG&E's rates while substantially reducing use of nonrenewable, "dirty" energy required to meet Marin County's energy needs.

Part of the change Americans just voted for in overwhelming numbers was to move away from the failed energy philosophy of "drill, baby, drill" to a more farsighted strategy, emphasized by Barack Obama, based on clean, renewable energy and efficiency. Yet on the very day that we raised our voices for change, the Bush administration dragged us in the opposite direction. The Bureau of Land Management cynically chose November 4 to announce a last-minute plan to lease huge swaths of majestic wilderness in eastern Utah for oil and gas extraction one month before President-elect Obama takes office.
