The Department of Energy's (DOE) Electricity Advisory Committee (EAC) released three reports prepared for the Secretary of Energy's consideration. These reports review challenges facing DOE and the Nation in many important electricity areas, and include recommendations for policy and program initiatives. They address issues surrounding generation and transmission adequacy, energy efficiency and demand response, deployment of energy storage technologies, and deployment of smart grid technologies. The EAC was chartered by Secretary Samuel W. Bodman in April 2007 to provide senior-level counsel to DOE's Office of Electricity Delivery and Energy Reliability (OE) in carrying out its mission and meeting requirements of the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007.

President Obama's $26.4 billion Department of Energy (DOE) budget request for fiscal year (FY) 2010 substantially increases new cash for the development of renewable energies, energy efficiency, and for measures to curb carbon dioxide emissions, but it cuts funding to coal and nuclear programs-fuels that produce 70% of the nation's electricity. The proposed FY 2010 budget, which would take effect on October 1 if approved by Congress, complements $38.7 billion the DOE will invest as part of the American Recovery and Reinvestment Act. Energy Secretary Steven Chu last week detailed the budget request, highlighting major funding changes from FY 2009. He stressed that while the budget makes important investments in energy independence and job creation, it also cuts back on programs that don't work as well or are no longer needed. Favoring Renewables Among the major increases were to the Office of Energy Efficiency and Renewable Energy (EERE). Its budget of $2.3 billion-an increase of 6% over FY 2009-builds on the Recovery Act funding of $16.8 billion. Solar energy got the biggest boost, gaining $320 million, an 83% increase from FY 2009. Wind received $75 million (a 36% increase from FY 2009), geothermal got $50 million (14% increase), while biomass and biorefinery systems research and development gained $235 million (8% increase).

The U.S. Department of Energy (DOE) today announced the issuance of the Draft Environmental Impact Statement (EIS) for the West Valley Demonstration Project in western New York, naming Phased Decisionmaking as the Preferred Alternative. Issuance of this Draft EIS is a significant step forward in cleaning up the site. The document, entitled "Revised Draft Environmental Impact Statement for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and Western New York Nuclear Service Center (DOE/EIS-0226-D (Revised)), is a revision of the 1996 Cleanup and Closure Draft EIS.

The Department of Energy's decision last year to withdraw from FutureGen-the first "clean coal" plant in the U.S.-largely because costs had doubled and would escalate substantially, was rooted in faulty calculations, the Government Accountability Office (GAO) said in a report released last week. At the end of January 2008-just after the FutureGen Alliance announced it would locate the zero-emissions demonstration plant in Matoon, Ill.-the DOE pulled out of the $950 million project, saying costs had doubled to $1.8 billion. It announced instead that it would pour its 74% share into smaller clean coal demonstration projects. But in its report, "Clean Coal: DOE's Decision to Restructure FutureGen Should Be Based on a Comprehensive Analysis of Costs, Benefits, and Risks" (PDF), the GAO found that the "DOE compared two cost estimates for the original FutureGen that were not comparable because DOE's $950 million estimate was in constant 2004 dollars and the $1.8 billion estimate of DOE's industry partners was inflated through 2017." The project was inflated $500 million, the GAO estimated, and should have cost $1.3 billion.

Tomorrow, Wednesday, February 18, U.S. Energy Secretary Steven Chu will deliver the opening keynote address at the 2009 DOE-NARUC National Electricity Forum. In the address, Secretary Chu will outline the Administration's commitment to modernizing the nation's electricity distribution system through a "Smart Grid" that will create new jobs, save consumers money, use energy more efficiently and avoid blackouts, and pave the way for a dramatic expansion in renewable energies such as solar and wind power. He will also discuss the immediate and long-term impacts of the President's American Recovery and Reinvestment Act in creating jobs and investing in a clean energy future.

Third Round of Solicitations Targets Innovative Clean Coal Technologies WASHINGTON, DC - The U.S. Department of Energy (DOE) today announced a solicitation for up to $8.0 billion in federal loan guarantees for projects that employ advanced technologies that avoid, reduce or sequester emissions of air pollutants or greenhouse gases in the area of coal-based power generation, industrial gasification, and advanced coal gasification facilities. This marks the third round of solicitations for DOE's Loan Guarantee Program, which encourages the commercial use of new or significantly improved energy technologies and is an important step in paving the way for clean energy projects.

As an additional preamble, when I say that the West has no more credibility than Russia on this conflict, it does not mean that Russia has any credibility, or that I love Putin, it means that the West has no credibility whatsoever; when I mock the West's claims about human rights and democracy, it does not mean that I think Russia is a defender of human rights and democracy, just that we have no credibility either on the topic. All of that stated, here are a few facts worth noting about Georgia and the current behavior of its president, Russia, and decision makers in Washington:

A new audit by DOE's Office of Inspector General takes a close look at how the agency is following up on directives to improve energy efficiency and to reduce energy costs. The report focused on energy associated with information technology, and Y-12 and ORNL were among the facilities audited and cited for less-than-laudatory practices. "Despite its recognized energy conservation leadership role, the Department had not always taken advantage of opportunities to reduce energy consumption associated with its information technology resources," the report said. Among the findings was that DOE had not fully reduced the power consumed by laptop and desktop computers.

Projects Seek to Make Efficiency Accessible to Every Business and Homeowner WASHINGTON, DC - U.S. Secretary of Energy Steven Chu today announced a new $450 million program designed to catalyze a nationwide energy upgrade that experts estimate could save $100 million annually in utility bills for households and businesses. The Recovery Act's "Retrofit Ramp-Up" program will pioneer innovative models for rolling out energy efficiency to hundreds of thousands of homes and businesses in a variety of communities. Much like past roll-outs for cable TV or the Internet, DOE intends to create models that, when undertaken nationally, will save consumers billions of dollars on their utility bills and make the huge savings of energy efficiency available to everyone. "Energy efficiency isn't just low-hanging fruit; it's fruit lying on the ground. We have the tools to reduce energy use at home and at work and to provide huge savings to families and businesses on their energy bills. But use of these technologies has been far too limited because we lack the simple and effective ways for people to access them," said Energy Secretary Steven Chu. "The 'Retrofit Ramp-Up' program will support large-scale models that can open new energy efficiency opportunities to whole neighborhoods, towns, and, eventually, entire states," continued Secretary Chu. "The Recovery Act will allow innovative communities to demonstrate a variety of sustainable business models that can be replicated across the country."

US President Barack Obama's choice to head the Department of Energy's nuclear power programs told a Senate panel Tuesday that he would more closely integrate the development of new nuclear power and solving the problem of nuclear waste. "It is critical to take an integrated approach that considers the entire nuclear fuel cycle," Warren Miller told the Senate Energy and Natural Resources Committee during his confirmation hearing. Miller has been nominated as both assistant secretary of nuclear energy and the director of the Office of Civilian Radioactive Waste Management. During the previous administration, DOE staffed the positions with separate officials. Combining the two offices under one official comes as the administration moves to kill the controversial Yucca Mountain nuclear waste repository, which has long been planned for Nevada.

Steven Chu, President-elect Barack Obama's choice to lead the Department of Energy, seems about as climate friendly as they come. As a Nobel Prize-winning physicist and director of the DOE-funded Lawrence Berkeley National Laboratory, he has dedicated his career to weaning the globe from petroleum. But Chu, who declined to comment for this story, is also more industry friendly than his rhetoric suggests. Last year he sealed a deal between the Berkeley Lab, two public universities, and oil company BP, creating the largest university-industry alliance in US history, the $500 million Energy Biosciences Institute, to conduct biofuels research. The proposal sparked fierce opposition from faculty and students at the University of California-Berkeley, which will host the institute. Biology professor Ignacio Chapela called the partnership the "coup de grace to the very idea of a university that can represent the best interest of the public."

There's a long tradition of using Fridays to release reports you'd rather not see attract attention, and the Department of Energy has used the last Friday of the Bush Administration to release a big one. Its Electricity Advisory Committee, composed primarily of power industry executives, has released a series of reports on the future of the US electric grid. These include focused looks at the potential for power storage and the smart grid, but it's the overall evaluation that's badly off the administration's message: the government needs to make a significant intervention in the power market, it's completely failed to do so for the past eight years (and longer), and conservation needs to be part of anything we do.

Today the U.S. Department of Energy issued an Interim Final Rule that implements the Advanced Technology Vehicles Manufacturing Incentive Program authorized by section 136 of the Energy Independence and Security Act of 2007 (EISA). The FY09 Continuing Resolution provided DOE with funding to make up to $25 billion in direct loans to eligible applicants for the costs of reequipping, expanding, and establishing manufacturing facilities in the United States to produce advanced technology vehicles, and components for such vehicles. These vehicles must provide meaningful improvements in fuel economy performance.

Put simply, the Federal Government promotes targeted energy outcomes, such as production of a specific fuel or promotion of conservation and energy efficiency by energy consumers through incentives such as tax credits, grants, and low interest loans.

The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) has released its annual assessment of utility green power programs. According to the analysis, more than 850 utilities across the United States now offer green power programs. Green power sales in 2008 increased by about 20 percent over 2007, and they represent more than 5 percent of total electricity sales for some of the most popular programs. Wind is the primary source of electricity generated for green energy programs nationwide. Using information provided by utilities, NREL developed top ten ranking of utility programs for 2008 in the following categories: * Total sales of renewable energy to program participants * Total number of customer participants * The percentage of customer participation * Green power sales as a percentage of total utility retail electricity sales * Lowest price premium charged for a green power program using new renewable resources

"As part of the Obama Administration's ongoing commitment to transparency surrounding the response to the BP oil spill, U.S. Energy Secretary Steven Chu announced today that Department is providing online access to schematics, pressure tests, diagnostic results and other data about the malfunctioning blowout preventer. Secretary Chu insisted on making the data widely available to ensure the public is as informed as possible, and to ensure that outside experts making recommendations have access to the same information that BP and the government have. The site will be updated with additional data soon. "Transparency is not only in the public interest, it is part of the scientific process," said Secretary Chu. "We want to make sure that independent scientists, engineers and other experts have every opportunity to review this information and make their own conclusions." The information is posted at energy.gov/oilspilldata. It includes detailed raw data on the pressure readings within the blowout preventer, as well as rates and amounts of hydrocarbons captured by the top hat and by the riser insertion tube. There is also a timeline of key events and detailed summaries of the Deepwater well configuration, the blowout preventer stack tubes, and the containment system."
