Four Federal agencies today released a Final Programmatic Environmental Impact Statement (Final PEIS) proposing to designate more than 6,000 miles of energy transport corridors on Federal lands in 11 Western States. The Department of the Interior's Bureau of Land Management and the U.S. Departments of Energy, Agriculture, and Defense (the Agencies) prepared the Final PEIS as part of their work to implement Section 368 of the Energy Policy Act of 2005. The proposed energy corridors would facilitate future siting of oil, gas, and hydrogen pipelines, as well as electricity transmission and distribution facilities on Federal lands in the West to meet the region's increasing energy demands while mitigating potential harmful effects to the environment.

It's true that it's hard to understand what PV costs, since we don't know what dollars per watt means in cents per kWh, and we don't know what it means in different locations. Put simply, there are some locations where PV costs 40 c/kWh; and there are some where it costs a third of that. There is no one price for PV, because sunlight varies, and system costs vary with size and design. Large systems are cheaper than small ones. So some nudnik from the oil or coal industries can stand up and say, PV is 40 c/kWh and not be lying. And I can say it is 13 c/kWh and not be lying, and all without a cent of incentives, not even traditional depreciation."

The California Air Resources Board (CARB) is today expected to adopt the most radical global warming plan in the U.S., and possibly the world. If passed, it will force individuals, as well as the state's utilities, refineries and large factories to fundamentally change the way they do business, and slash greenhouse gas emissions. The plan will outline for the first time how people and businesses will be required to meet the state's 2006 'Global Warming Solutions Act' and transform California into a global leader in the fight against climate change. The board will be in session all day to consider approval of the AB 32 Scoping Plan to Reduce GHG Emissions in California. Key aspects of the plan include: * The creation of a carbon-credit 'cap and trade' market designed to give the state's major polluters cheaper ways to cut emissions; * A Low Carbon Fuel standard; * Stringent transport related greenhouse gas targets; * A target of generating 33% of the states's electricity from renewable energy by 2020; * Ambitious vehicle efficiency measures; * Implementation of a high speed rail system; * A radical green building strategy.

President-elect Barack Obama will nominate Colorado Senator Ken Salazar as the next Secretary of the Department of the Interior, three anonymous Democratic sources have confirmed. The sources say that Salazar has been offered the job, one telling the Rocky Mountain News "It's a done deal." Salazar, a Democrat, is four years into his first term as U.S. Senator from Colorado and has been a vocal critic of the Bush administration's energy and environmental policies, especially those relating to oil and gas development in the American West. When current Interior Secretary Dirk Kempthorne announced the draft rule designed to accelerate oil shale development across the West, Salazar reacted strongly, saying:

ABORIGINAL elders from Muckaty Station in the Northern Territory say they have been stonewalled by the Commonwealth over whether their land will be used as a nuclear waste dump. The land was designated as a future dump under the Howard government's controversial Commonwealth Radioactive Waste Management Act (CRWMA), which did not require full consent from affected traditional owners.

A bill to revise the Japan Atomic Energy Agency Law to allow the construction of a site to dispose of low-level radioactive waste passed the House of Councillors on Wednesday. The revised law designates the agency as a body responsible for constructing and managing waste sites. JAEA will draw up a construction plan based on guidelines to be formulated by the Education, Science and Technology Ministry and will start looking at candidate sites for the facility with an eye on starting operations a decade later.

Rich has been working on electricity regulatory issues, demand response, and institutional design for a long time, and his insights as reported here are very important and frequently overlooked: The way Sedano sees it, the Securities and Exchange Commission, which oversees Wall Street credit rating agencies, and state-level utility regulators have failed to communicate and, by extension, to establish consistent rules and incentives - leaving utilities "waiting for a sign that it's safe to pull the trigger on an investment and hoping they don't miss the opportunity to do the right thing."

Electric grids are getting smarter in an IBM lab in Texas as the promise of billions of US economic stimulus dollars fuels a drive to make power delivery more efficient and greener. A chunk of stimulus cash aimed at promoting a "smart grid" designed to foster renewable energy generation and let people and utilities better manage electricity use has IBM in alliances with a growing host of startups. The Recovery Act's "Retrofit Ramp-Up" program will pioneer innovative models for rolling out energy efficiency to hundreds of thousands of homes and businesses in a variety of communities. Much like past roll-outs for cable TV or the Internet, DOE intends to create models that, when undertaken nationally, will save consumers billions of dollars on their utility bills and make the huge savings of energy efficiency available to everyone. "Energy efficiency isn't just low-hanging fruit; it's fruit lying on the ground. We have the tools to reduce energy use at home and at work and to provide huge savings to families and businesses on their energy bills. But use of these technologies has been far too limited because we lack the simple and effective ways for people to access them," said Energy Secretary Steven Chu. "The 'Retrofit Ramp-Up' program will support large-scale models that can open new energy efficiency opportunities to whole neighborhoods, towns, and, eventually, entire states," continued Secretary Chu. "The Recovery Act will allow innovative communities to demonstrate a variety of sustainable business models that can be replicated across the country."

Congressman Ben Ray Luján announced today that he introduced legislation designed to encourage environmental research at Los Alamos National Laboratory. The bill would authorize $5 million in funding for LANL's National Environmental Research Park (NERP) as well as $5 million for each of six other NERPs throughout the country. "These parks are unique outdoor laboratories that offer secure settings for long-term research on a broad range of subjects, including wildlife biology, ecology, climate change effects, and maintenance of freshwater ecosystems," said Luján. China produces 95% of the worlds supply of the rare earth metal, dysprosium, a key metal in magnets used in the drive motors for hybrid electric vehicles - up to 100 grams of dysprosium per hybrid car produced, according to a Wikipedia reference. Dysprosium's magnetic properties also make it an important metal for wind turbines and electric vehicles. Could be vital for MagLev trains, too. Scarcity of the metal is a sustainability and a political issue, according to a recent article in the TimesOnline, Crunch looms for green technology as China tightens grip on rare-earth metals. Earthjustice, Environmental Integrity Project, and the Sierra Club on Thursday filed an appeal of a water discharge permit that the Tennessee Department of Environment & Conservation issued four weeks ago. They say letting TVA pipe one million gallons of wastewater a day from a pond with gypsum into the river isn't wise. The material will be a byproduct of the plant's new air pollution system.
