    This is an interesting new breakthrough in technology available to select non-profit institutions worldwide. An innovation in phone communication (dubbed TERA) allows a relief-aid agency to interact and listen to phone users within a specific region or neighborhood. They can still field calls from everywhere but they can target where they send information. The controlled application of information deployment allows for information delivery relevant to the recipients as a group. Text messaging is used which is easy on the user to interact. This creates a powerful interaction of communication between victims and the aid provider in an emergency. There is probably a myriad of different applications for this new SMS application using the same platform of delivery. It would be conceivable that the application may be available to others upon request for free. The creator (Trilogy) has issued a free license for deployment throughout the world to the IFRC. The speed, relevance and effectiveness of aid delivery are deeply enhanced with this communication tool. TERA also sorts the calls on a variety of factors and creates immediate prioritization for the responders within the institution. Other uses for TERA already include public health promotion, disease prevention campaigns. The most promising deployment of this new system will be in areas where disasters are the most probable.
