  • The idea of the UBI is at least 150 years old. Its two earliest known formulations were inspired by Charles Fourier, the prolific French utopian socialist. In 1848, while Karl Marx was finishing off the Communist Manifesto around the corner, the Brussels-based Fourierist author Joseph Charlier published Solution of the Social Problem, in which he argued for a "territorial dividend" owed to each citizen by virtue of our equal ownership of the nation’s territory. The following year, John Stuart Mill published a new edition of his Principles of Political Economy, which contains a sympathetic presentation of Fourierism ("the most skillfully combined, and with the greatest foresight of objections, of all the forms of Socialism") rephrased so as to yield an unambiguous UBI proposal: "In the distribution, a certain minimum is first assigned for the subsistence of every member of the community, whether capable or not of labour. The remainder of the produce is shared in certain proportions, to be determined beforehand, among the three elements, Labour, Capital, and Talent."

  • Without a doubt, the practical establishment of this world of struggle would not succeed so completely without the complicity of all of the precarious arrangements that produce insecurity and of the existence of a reserve army of employees rendered docile by these social processes that make their situations precarious, as well as by the permanent threat of unemployment. This reserve army exists at all levels of the hierarchy, even at the higher levels, especially among managers. The ultimate foundation of this entire economic order placed under the sign of freedom is in effect the structural violence of unemployment, of the insecurity of job tenure and the menace of layoff that it implies. The condition of the "harmonious" functioning of the individualist micro-economic model is a mass phenomenon, the existence of a reserve army of the unemployed.

    Arabica - You wonder about intentions ... I am not sure that in looking at economies we need to think about intentions -- it is like looking at texts without thinking about authorial intentions. Outcomes, incentives, structural cause etc. all make sense without thinking about intentions. So does re-regulation.

  • The questions addressed included: can a world of 9-10 billion people vote its way to a sustainable future - or are new forms of leadership (even forms of authoritarian rule) going to be necessary? Are the rising global powers (China, India and Brazil among them) best placed to move towards more sustainable forms of development?
  • What of the link between democracy and sustainable development? Most respondents held that voter pressure meant that democracy was of benefit to sustainable development. Yet consultation with a more specialised group of experts found that only 28% believed that capitalism (often paired with democracy in its liberal variant) aided sustainable development, against 36% who said that capitalism inhibited it. Overall, Doug Miller saw in the figures an activation of people's survival instinct: as the planet "speaks" through extreme weather events, citizens are starting to listen.

In the advanced liberal capitalist states, democracy is tightly coupled to the promise of economic growth, ever-rising consumption and individual freedom. Democracy in such states now entrenches the interests of the affluent majority and well-funded lobbies in the political system (a point analysed by, among others, JK Galbraith and Mancur Olson).
  • Environmental/sustainability campaign organisations (SD-NGOs) are a massive success for civil society worldwide. Without them, we would not have anything like the progress we have seen in the past half-century in protecting the environment, cutting pollution, raising resource efficiency, highlighting linked issues of environmental and social injustice, and saving wildlife and habitats from destruction.   • Abstract  Most versions of secularization theory expect advanced modernity to weaken religion. In contrast, this chapter argues that two different dimensions of contemporary society affect religion in opposite ways. Rising levels of human security and well-being are assurned to drive towards religious decline, while growing cultural diversity is assumed to push towards religious growth. These two hypotheses are simultaneously investigated, using world wide data for 50 000 respondents from 37 countries with a predominantly Christian heritage. As dependent variables, two dimensions of religious involvement which relate to two core aspects of secularization theory are analyzed: church-oriented religious involvement and preferences for a religious impact on politics. The findings from three different analytical strategies demonstrate that each of the two religious orientations is positively related to the cultural diversity, and also that each of them is negatively related to human security and well-being. Furthermore, the results also indicate that the religious changes which took place between 1981 and 1999/2000 are negatively related to human well-being and security, and positively to cultural diversity. Thus, a set of comprehensive analyses of one and the same set of world wide data indicate that human security and cultural diversity affect religious involvement in opposite ways. It seems too simplistic, therefore, to view modernization as a universal cause of religious decline.

  • The one element clear right through representative democracy’s advance across the world has been the centrality of popular rejection of autocratic effrontery, often exhilarating at the time but in retrospect a transitory pleasure. The structure of modern representative democracy (the form of state now called by that name) does not provide a clear model for any community to rule itself in freedom, let alone in reliable serenity and prosperity. What it provides is a practical basis through which to refuse to be ruled unaccountably and indefinitely against your will. Less steadily and on far less egalitarian terms, it also provides a framework through which to explore together what people should and should not attempt to do as a community. Virtually none of the elements of an answer to that question can come from democracy as an idea. Almost all have to be pieced together arduously from somewhere else.
