Fukushima radiation alarms doctors [18Aug11] - 0 views

  • Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima's heavily damaged Daiichi nuclear power plant."How much radioactive materials have been released from the plant?" asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo's Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan's House of Representatives. "The government and TEPCO have not reported the total amount of the released radioactivity yet," said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant. There is widespread concern in Japan about a general lack of government monitoring for radiation, which has caused people to begin their own independent monitoring, which are also finding disturbingly high levels of radiation. Kodama's centre, using 27 facilities to measure radiation across the country, has been closely monitoring the situation at Fukushima - and their findings are alarming.According to Dr Kodama, the total amount of radiation released over a period of more than five months from the ongoing Fukushima nuclear disaster is the equivalent to more than 29 "Hiroshima-type atomic bombs" and the amount of uranium released "is equivalent to 20" Hiroshima bombs.

  • Nishio Masamichi, director of Japan's Hakkaido Cancer Centre and a radiation treatment specialist, published an article on July 27 titled: "The Problem of Radiation Exposure Countermeasures for the Fukushima Nuclear Accident: Concerns for the Present Situation". In the report, Masamichi said that such a dramatic increase in permitted radiation exposure was akin to "taking the lives of the people lightly". He believes that 20mSv is too high, especially for children who are far more susceptible to radiation.
  • Kodama is an expert in internal exposure to radiation, and is concerned that the government has not implemented a strong response geared towards measuring radioactivity in food. "Although three months have passed since the accident already, why have even such simple things have not been done yet?" he said. "I get very angry and fly into a rage."

In the case of adults, the incidence of various types of cancer will increase over the course of several decades."Yanagisawa said it is "without doubt" that cancer rates among the Fukushima nuclear workers will increase, as will cases of lethargy, atherosclerosis, and other chronic diseases among the general population in the effected areas.

  • An August 1 press release from Japan's MHLW said no radioactive materials have been detected in the tap water of Fukushima prefecture, according to a survey conducted by the Japanese government's Nuclear Emergency Response Headquarters. The government defines no detection as "no results exceeding the 'Index values for infants (radioactive iodine)'," and says "in case the level of radioactive iodine in tap water exceeds 100 Bq/kg, to refrain from giving infants formula milk dissolved by tap water, having them intake tap water … "
  • Yet, on June 27, results were published from a study that found 15 residents of Fukushima prefecture had tested positive for radiation in their urine. Dr Nanao Kamada, professor emeritus of radiation biology at Hiroshima University, has been to Fukushima prefecture twice in order to take internal radiation exposure readings and facilitated the study.
  • The risk of internal radiation is more dangerous than external radiation," Dr Kamada told Al Jazeera. "And internal radiation exposure does exist for Fukushima residents."According to the MHLW, distribution of several food products in Fukushima Prefecture remain restricted. This includes raw milk, vegetables including spinach, kakina, and all other leafy vegetables, including cabbage, shiitake mushrooms, bamboo shoots, and beef.

Report Assails Japan Response to Fukushima Daiichi Nuclear Accident [26Dec11] - 0 views

  • From inspectors’ abandoning of the Fukushima Daiichi nuclear power plant as it succumbed to disaster to a delay in disclosing radiation leaks, Japan’s response to the nuclear accident caused by the March tsunami fell tragically short, a government-appointed investigative panel said on Monday.
  • The failures, which the panel said worsened the extent of the disaster, were outlined in a 500-page interim report detailing Japan’s response to the calamitous events that unfolded at the Fukushima plant after the March 11 earthquake and tsunami knocked out all of the site’s power.
  • The panel attacked the use of the term “soteigai,” or “unforeseen,” that plant and government officials used both to describe the unprecedented scale of the disaster and to explain why they were unable to stop it. Running a nuclear power plant inherently required officials to foresee the unforeseen, said the panel’s chairman, Yotaro Hatamura, a professor emeritus in engineering at the University of Tokyo. “There was a lot of talk of soteigai, but that only bred perceptions among the public that officials were shirking their responsibilities,” Mr. Hatamura said.

Even if workers had realized that the emergency cooling system was not working, they might not have been able to prevent the meltdowns. The panel limited itself to suggesting that a quicker response might have mitigated the core damage and lessened the release of radiation into the environment.

Easier Information Exchange Strengthens Emergency Response [21Sep11] - 0 views

  • A nuclear or radiological emergency presents complex public health, environmental and engineering challenges. A constant flow of detailed, reliable information is indispensable to be able to marshal and coordinate the needed response which includes the prompt mobilisation and dispatch of specialised human and equipment resources, as requested. The global focal point for such coordination and information exchange is the IAEA's Incident and Emergency Centre, or IEC. It is the IEC's task to inform many different official designated actors around the world as quickly as possible whenever a nuclear or radiological emergency occurs. A sustained and reliable information flow is one of the most important resources in effective incident and emergency response. New Platform
  • One of the IEC's tasks is to develop and improve the communication and coordination systems that deliver authenticated and verified information to the emergency responders who need it. During the emergency response to the Fukushima Daiichi Nuclear Power Plant accident, the IEC launched a new, secure web-based communications platform, the Unified System for Information Exchange on Incidents and Emergencies, or USIE. The new system, which had been in development since 2009, replaces two existing communication systems, thus simplifying the emergency information exchange. "The new USIE system delivers a solution the emergency response community needed and requested from the IAEA," said Denis Flory, IAEA Deputy Director General for Nuclear Safety and Security. "When the IAEA's Member States respond to a nuclear incident or emergency, they need a single, secure, straight-forward system that easily adapts to their needs. That is exactly what USIE does."
  • Alert System Like its predecessor systems, USIE is a secure website to which registered users have access. Instead of monitoring two separate systems that previously reported on different types of incidents, users now receive alerts from the new USIE system when new information is issued about any type of incident, ranging from a lost radioactive source to a full-scale nuclear emergency. The platform delivers alerts, based upon the user's preferences, via text messages delivered to a mobile device, or via email, or via fax. The system tracks multiple events, issuing information that has been authenticated by the country reporting an accident or incident. The platform meets demanding security standards thus offering its users the assurance that the information received is reliable.

  • Readiness Preparedness is an essential prerequisite for effective nuclear emergency management. International exercises are held systematically to determine whether the national systems in place are prepared and can respond swiftly and effectively. The USIE system is designed to support such exercises. "For the first time, this simple-to-use and effective system streamlines mechanisms for reporting and sharing information about incidents and emergencies in a secure information exchange channel," said Elena Buglova, the Head of the IAEA's Incident and Emergency Centre. This innovation strengthens international coordination, she noted, "which will improve the speed and effectiveness of the global response to nuclear and radiological emergencies of all types."

  • Until the Chernobyl nuclear accident in 1986, there was no information exchange system. Immediately following that accident, the IAEA's Member States negotiated the so-called Emergency Conventions to ensure that in the event of a nuclear accident, the country that suffers an accident would issue timely, authenticated information, while the Member States that could field technical support, would do so in a coordinated fashion, if such support is requested by the State concerned. When concerns regarding the malicious use of nuclear or radioactive materials grew, the IAEA established the IEC in 2005 to serve as a global focal point for emergency preparedness and response to nuclear and radiological incidents and emergencies. The IEC develops standards, guidelines and tools like USIE. The IEC staff provide support, training, global event reporting, information exchange and around-the-clock assistance to Member States dealing with nuclear and radiological events. Fundamentally, the IEC is a global coordinator for international expertise from the IAEA, as well as from other international organizations, such as the FAO, WHO, or WMO.

  • SUMMARY: On June 09, 2011, the Defense Nuclear Facilities Safety Board affirmed their Recommendation 2011-1, concerning Safety Culture at the Waste Treatment and Immobilization Plant, to the Department of Energy. In accordance with section 315(b) of the Atomic Energy Act of 1954, as amended, 42 U.S.C. 2286d(b), The following represents the Secretary of Energy's response to the recommendation.
  • As the Board notes in the introduction to this Recommendation, DOE committed itself to establishing and maintaining a strong nuclear safety culture almost 20 years ago through Secretary of Energy Notice SEN-35-91, Nuclear Safety Policy. This commitment was reiterated and confirmed in February 2011, in DOE Policy 420.1, Department of Energy Nuclear Safety Policy. We agree with the Board's position that establishment of a strict safety culture must be a fundamental principle throughout the DOE complex, and we are in unqualified agreement with the Board that the WTP mission is essential to protect the health and safety of the public, our workers, and the environment from radioactive wastes in aging storage tanks at Hanford.

  • DOE views nuclear safety and assuring a robust safety culture as essential to the success of the Waste Treatment and Immobilization Plant (WTP) and all of our projects across the DOE complex.
  • Even while some initiatives are already underway, we recognize the need to continue improving nuclear safety at WTP and across the complex. To that end, DOE has developed a comprehensive action plan to address the Board's specific recommendations to strengthen the safety culture at WTP. Initial steps are discussed below:
  • Even though the Department cannot accept the allegations without the opportunity to evaluate the Board's full investigative record, in the spirit of continual improvement DOE accepts the Board's recommendations to assert federal control to direct, track, and validate corrective actions to strengthen the safety culture at WTP; conduct an extent of condition review to assess safety culture issues beyond the WTP project; and support the ongoing Department of Labor (DOL) review of Dr. Tamosaitis' case.
  • In October 2010, HSS completed its investigation, which included interviews with more than 250 employees. While HSS found that the fundamentals of a robust safety culture were present at WTP, the report identified the need for improvement in key areas, including, among others: more clearly defining federal roles and responsibilities; identifying mechanisms to strengthen trust among the workforce and better communicate information to employees; and putting in place processes to ensure nuclear safety programs remain robust and effective during project changes.
  • The corrective actions that address the recommendations from the HSS report will be fully implemented by September 30, 2011. HSS will then conduct a follow-on visit to assure that these steps were executed effectively across the project, as well as to perform additional analysis to determine if cost and schedule pressures are challenging the implementation of a robust nuclear safety culture.
  • DOE and Bechtel National, Incorporated (BNI)--the prime contractor on the WTP project--have been engaged in a variety of initiatives to strengthen the nuclear safety culture at WTP for over a year. Steps that have already occurred include completing a revision to the WTP Project Execution Plan, currently under review, to more clearly delineate federal roles and organizational responsibilities at WTP and the Office of River Protection (ORP), and conducting a number of employee forums to ensure that employees clearly understand the changes in those roles and responsibilities.
  • Also in response to the HSS recommendations, BNI commissioned a confidential survey of more than 300 WTP employees to assess if a Nuclear Safety Quality Culture (NSQC) gap existed at the site and to identify additional areas for improvement. As a result, the contractor assigned a retired Navy Admiral and former nuclear utility executive experienced in application of Institute of Nuclear Power Operations (INPO) methods as the Manager of NSQC Implementation for the project. To date, approximately 1,600 people at the site, including all senior managers, have received training focused on making the workforce comfortable with raising issues and systematically moving issues through to resolution. In addition, over the last 13 months, BNI has conducted three all-hands meetings with DOE project team participation to emphasize the importance of a robust nuclear safety culture.
  • Over the past year, the Department has undertaken a broad range of steps to assure a strong and questioning safety culture at WTP and sites across the DOE complex. We will only be successful if we remain committed to continuous improvement and teamwork. DOE takes all safety concerns--whether from our employees, our contractors, the Board, or third-parties--very seriously. This input is an integral part of the Department's efforts to constantly strengthen nuclear safety at our facilities.
  • The Deputy Secretary and I will continue to be personally engaged in asserting federal control to ensure the specific corrective actions to strengthen safety culture within the WTP project in both contractor and federal workforces--consistent with DOE Policy 420.1--are tracked and validated. Federal control within the WTP project has been and will continue to be asserted and regularly reinforced through our direct involvement.
  • This will include a series of ``town-hall'' style meetings hosted by senior DOE officials to highlight for workers the importance of maintaining a strong nuclear safety culture at each of our sites and to solicit their input. These forums across the DOE complex will also help improve the direct communication of safety issues between senior managers and employees. To address the concern regarding extent of condition, HSS will independently review the safety culture across the entire complex. This review will provide insights into the health of safety culture within Headquarters organizations, different program offices, and different field sites.
  • In addition, DOE and BNI are arranging Safety Conscious Work Environment (SCWE) training for BNI and ORP managers and supervisors with a firm that conducts SCWE training for the Institute of Nuclear Power Operations Senior Nuclear Plant Manager's course. We will also be joining with BNI to sponsor an independent, executive-level
  • assessment of the project's nuclear safety culture by a group of nuclear industry subject matter experts, who have experience in INPO evaluations and/or Nuclear Regulatory Commission (NRC) inspections. At both a site and corporate level, we are also taking steps to enhance reporting mechanisms for safety-related concerns. At the Hanford site, we have combined the Employee Concerns Programs for ORP and the Richland Operations Office to leverage existing resources to both strengthen this important program and increase its visibility at the site.
  • Within EM Headquarters, we have established ombudsmen to act as advocates for employees and their concerns.
  • We have made it easier for employees to use a variety of avenues to raise concerns, including: the line management for each project, site employee concerns programs, union representatives, EM's Office of Safety and Security Programs, HSS, and DOE's Chief of Nuclear Safety. Each office now offers employees access to both a hotline number and general email inbox, so that workers will have the opportunity to ask questions or voice concerns either directly or anonymously.
  • We will also require that both EM Headquarters and field sites assess nuclear safety culture and the implementation of a safety conscious work environment in their annual submittals for Integrated Safety Management System (ISMS) declarations. The specific criteria will build on the existing requirements for the ISMS declarations and will be expanded to include safety culture principles not only from DOE, but also from INPO and NRC.
  • DOE does not agree with all of the findings included in the Board's report. Specifically, the conclusions drawn by the Board about the overall quality of the safety culture at WTP differ significantly from the HSS findings and are not consistent with the safety culture data and field performance experience at WTP. We are concerned that your letter includes the October 2010 HSS review in the list of ``other examples of a failed safety culture.''

  • In recent weeks I have been excited to witness several genuine grassroots efforts in support of nuclear energy emerging on the scene. Several have already been covered on this forum, like the Rally for Vermont Yankee and the Webinar collaboration by the Nuclear Regulatory Commission and the American Nuclear Society. Both of these efforts proved to be very successful in bringing together nuclear supporters and gaining attention from the mainstream media.
  • I’d like to share some information about another opportunity to actively show your support for nuclear. The White House recently launched a petition program called “We the People.” Here is the description of how it works: This tool provides you with a new way to petition the Obama administration to take action on a range of important issues facing our country. If a petition gets enough support, White House staff will review it, ensure it’s sent to the appropriate policy experts, and issue an official response. One of the first and most popular petitions on the website is a call to end subsidies and loan guarantees for nuclear energy by 2013. As I write this, it is only about a thousand signatures away from reaching the White House. In response to this petition, Ray Wallman, a young nuclear supporter and filmmaker, wrote a counter petition called “Educate the Public Regarding Nuclear Power.” It needs 4,500 more signatures before October 23 in order to get a formal response, and reads as follows:
  • Due to the manufactured controversy that is the nuclear reactor meltdown in Fukushima, Japan, perpetuated by a scientifically illiterate news media, the public is unnecessarily hostile to nuclear power as an energy source.   • In addition to the petition for education, Gary Kahanak, of Arkansas Home Energy Consultants, released another one in support of restarting the Integral Fast Reactor program. This petition was inspired by an open letter to the White House with the same goal, written by Steve Kirsch, of the Science Council for Global Initiatives. The petition states:
  • Without delay, the U.S. should build a commercial-scale demonstration reactor and adjacent recycling center. General Electric’s PRISM reactor, developed by a consortium of major American companies in partnership with the Argonne National Laboratory, is ready to build now. It is designed to consume existing nuclear waste as fuel, be passively safe and proliferation-resistant. It can provide clean, emissions-free power to counter climate change, and will create jobs as we manufacture and export a superior technology. Abundant homegrown nuclear power will also enhance our nation’s energy security. Our country dedicated some of its finest scientific and engineering talent to this program, with spectacular success. Let’s finish the job we started. It will benefit our nation, and the world.
  • This brings me to my second reason for supporting these petitions: They represent a genuine change in approach for supporting nuclear energy. Throughout the history of commercial nuclear power generation, most of the decisions and support have come directly from government and corporate entities. This has resulted in a great deal of public mistrust and even distain for nuclear technologies. A grassroots approach may not translate directly into research dollars or policy change, but it has to the potential to win hearts and minds, which is also extremely important.
  • There has been some debate among my colleagues about the value of this approach. Some were concerned about the specific language or content of the petitions, while others did not feel comfortable signing something in support of a particular reactor that is not their preferred technology. Others have voiced that even if we get 5,000 signatures, the White House response will not have any impact on policy. While I understand and respect those points, I want to share why I decided to sign both petitions and to write about them here.
  • Those of us in the nuclear communications community ask ourselves constantly, “How do we inspire people to get involved and speak out in support of nuclear?” I see these petitions as a sign of success on the part of the nuclear community—we are reaching out and inspiring action from the ground up. Nuclear supporters who are not directly employed by the industry created both of these petitions. In my mind, that is a really wonderful thing. Members of the public are taking independent action to support the technology they believe in.
  • The release of these petitions was just in time to beat an increased threshold for minimum signatures, from 5,000 to 25,000. That means that if half of ANS members take the time to sign these petitions, we will get a formal response from the White House about their plans for increasing public education on nuclear energy, and moving forward with an important Generation IV technology.

Fukushima N-response centre lost functions [27Sep11] - 1 views

  • A power loss shut down an off-site emergency response centre near the Fukushima No 1 nuclear power plant for half a day after the Great East Japan Earthquake on March 11, delaying the initial response to the nuclear disaster at the power plant, according to sources. According to the Nuclear and Industrial Safety Agency, the centre lost its external power supply immediately after the earthquake, and an emergency diesel generator stopped operating soon after. Due to the power loss, agency officials stationed at the centre were unable to use important equipment such as monitors that show conditions inside the plant. The agency, which believes the earthquake caused the generator to break down, had not taken any anti-seismic reinforcement measures to protect the generator, the agency said.

Progress Energy announces leadership change at Robinson plant [21Oct10] - 0 views

  • The Robinson plant remains offline. The 719-megawatt plant was the first commercial nuclear reactor in the Southeast and has been producing electricity since 1971. The plant shut down early Oct. 8 because of an electrical problem in one of the reactor coolant pump motors. Inspectors from the Nuclear Regulatory Commission returned to the plant Oct. 12. NRC spokesman Roger Hannah said in an earlier report that a team of inspectors is examining the operation of the pumps that supply water to the steam generators. Robinson shut down in September after a control problem with one of the plant’s turbines, about three months after the plant re-opened. Two electrical system fires led to a nearly four-month shutdown of the plant, which re-opened in July. Those fires and a reactor shutdown March 28 did not adversely affect public health or safety, the Nuclear Regulatory Commission said in June. Conditions did not rise to a level that threatened plant safety during the fires, and no measurable radiation was released from the plant’s reactor.
  • NRC inspectors did find some shortcomings in equipment, training, operator response and performance and some other areas agency officials said would require additional NRC review. The plant’s reactor remained shut down until the NRC completed most of its additional reviews, officials said. The initial fire resulted from a malfunction in a cable and circuit breaker, NRC’s Region II Branch Chief Robert Haag said. The NRC originally dispatched a three-person special inspection team to the Robinson plant in response to the fires, but further review pointed to the need for additional inspection, the agency said. An Augmented Inspection Team (AIT) is formed by the NRC to review particularly significant events or issues at NRC-licensed facilities, and the Robinson AIT included members of the original inspection team as well as five additional inspectors.

How To Remove Radioactive Iodine-131 From Drinking Water [07Apr11] - 0 views

  • The Environmental Protection Agency recommends reverse osmosis water treatment to remove radioactive isotopes that emit beta-particle radiation. But iodine-131, a beta emitter, is typically present in water as a dissolved gas, and reverse osmosis is known to be ineffective at capturing gases. A combination of technologies, however, may remove most or all of the iodine-131 that finds its way into tap water, all available in consumer products for home water treatment.
  • When it found iodine-131 in drinking water samples from Boise, Idaho and Richland, Washington this weekend, the EPA declared: An infant would have to drink almost 7,000 liters of this water to receive a radiation dose equivalent to a day’s worth of the natural background radiation exposure we experience continuously from natural sources of radioactivity in our environment.” But not everyone accepts the government’s reassurances. Notably, Physicians for Social Responsibility has insisted there is no safe level of exposure to radionuclides, regardless of the fact that we encounter them naturally:

  • Reverse osmosis has been identified by EPA as a “best available technology” (BAT) and Small System Compliance Technology (SSCT) for uranium, radium, gross alpha, and beta particles and photon emitters. It can remove up to 99 percent of these radionuclides, as well as many other contaminants (e.g., arsenic, nitrate, and microbial contaminants).   • However, EPA designed its recommendations for the contaminants typically found in municipal water systems, so it doesn’t specify Iodine-131 by name. The same document goes on to say, “Reverse osmosis does not remove gaseous contaminants such as carbon dioxide and radon.” Iodine-131 escapes from damaged nuclear plants as a gas, and this is why it disperses so quickly through the atmosphere. It is captured as a gas in atmospheric water, falls to the earth in rain and enters the water supply.
  • Dissolved gases and materials that readily turn into gases also can easily pass through most reverse osmosis membranes,” according to the University of Nevada Cooperative Extension. For this reason, “many reverse osmosis units have an activated carbon unit to remove or reduce the concentration of most organic compounds.” Activated Carbon
  • That raises the next question: does activated carbon remove iodine-131? There is some evidence that it does. Scientists have used activated carbon to remove iodine-131 from the liquid fuel for nuclear solution reactors. And Carbon air filtration is used by employees of Perkin Elmer, a leading environmental monitoring and health safety firm, when they work with iodine-131 in closed quarters. At least one university has adopted Perkin Elmer’s procedures. Activated carbon works by absorbing contaminants, and fixing them, as water passes through it. It has a disadvantage, however: it eventually reaches a load capacity and ceases to absorb new contaminants.
  • Ion Exchange The EPA also recommends ion exchange for removing radioactive compounds from drinking water. The process used in water softeners, ion exchange removes contaminants when water passes through resins that contain sodium ions. The sodium ions readily exchange with contaminants.
  • Ion exchange is particularly recommended for removing Cesium-137, which has been found in rain samples in the U.S., but not yet in drinking water here. Some resins have been specifically designed for capturing Cesium-137, and ion exchange was used to clean up legacy nuclear waste from an old reactor at the Department of Energy’s Savannah River Site (pdf).

  • This week, the U.S. Department of Energy (DOE) re-launched its website, Energy.gov, to provide tools to help individuals and businesses better understand how to save energy and money. You can type your zip code into the site and get hyper-local information about your city, county and state, including information on tax credits, rebates and energy saving tips.
  • The site presents DOE data visually using the open source MapBox suite of tools, and localized data and maps can be shared or embedded on any website or blog. Other data sets the DOE is mapping include alternative fuel locations and per capita energy usage. Anyone can now compare how his state’s energy usage compares with others across the country. In addition to making the data more palatable for the public, the DOE is offering open data sets for others to use.
  • Our goal is simple — to improve the delivery of public services online. We’re using government data to go local in a way that’s never been possible before. We’re connecting the work of the Energy Department with what’s happening in your backyard,” says Cammie Croft, senior advisor and director of new media and citizen engagement at the DOE. “We’re making Energy.gov relevant and accessible to consumers and small businesses in their communities.”

  • 1. Your MPG
  • The “Your MPG” feature on the site lets you upload data about your own vehicle’s fuel usage to your “cyber” garage and get a better picture of how your vehicle is doing in terms of energy consumption. The system also aggregates the personal car data from all of the site’s users anonymously so people can share their fuel economy estimates. “You can track your car’s fuel economy over time to see if your efforts to increase MPG are working,” says David Greene, research staffer at Oak Ridge National Lab. “Then you can compare your fuel data with others and see how you are doing relative to those who own the same vehicle.”
  • In the works for the site is a predictive tool you can use when you are in the market for a new or used vehicle to more accurately predict the kind of mileage any given car will give you, based on your particular driving style and conditions. The system, says Greene, reduces the +/- 7 mpg margin of error of standard EPA ratings by about 50% to give you a more accurate estimate of what your MPG will be.

  • In response to the White House’s Startup America program supporting innovation and entrepreneurship, the Energy Department launched its own version — America’s Next Top Energy Innovator Challenge. The technology transfer program gives startups the chance to license Energy Department technologies developed at the 17 national laboratories across the country at an affordable price. Entrepreneurs can identify Energy Department technologies through the Energy Innovation Portal, where more than 15,000 patent and patent applications are listed along with more than 450 market summaries describing some of the technologies in layman’s terms.

  • DOE funding, along with private investments, supports a number of companies including the Michigan-based company Pleotint. Pleotint developed a specialized glass film that uses energy generated by the sun to limit the amount of heat and light going into a building or a home. The technology is called Sunlight Responsive Thermochromic (SRT™), and it involves a chemical reaction triggered by direct sunlight that lightens or darkens the window’s tint. Windows made from this glass technology are designed to change based on specific preset temperatures.
  • Another DOE-funded company, Sage ElectroChromics, created SageGlass®, electronically controlled windows that use small electric charges to switch between clear and tinted windows in response to environmental heat and light conditions. And Soladigm has an electronic tinted glass product that is currently undergoing durability testing.
  • Once a company selects the technology of interest to them, they fill out a short template to apply for an option — a precursor to an actual license of the patent — for $1,000. A company can license up to three patents on one technology from a single lab per transaction, and patent fees are deferred for two years. The program also connects entrepreneurs to venture capitalists as mentors.
  • Since 2002, the U.S. Department of Energy’s Solar Decathlon has challenged collegiate students to develop solar-powered, highly efficient houses. Student teams build modular houses on campus, dismantle them and then reassemble the structures on the National Mall. The competition has taken place biennially since 2005. Open to the public and free of charge, the next event will take place at the National Mall’s West Potomac Park in Washington, D.C. from September 23 to October 2, 2011. There are 19 teams competing this year.
  • Teams spend nearly two years planning and constructing their houses, incorporating innovative technology to compete in 10 contests. Each contest is worth 100 points to the winner in the areas of Architecture, Market Appeal, Engineering, Communications, Affordability, Comfort Zone, Hot Water, Appliances, Home Entertainment and Energy Balance. The team with the most points at the end of the competition wins.
  • Since its inception, the Solar Decathlon has seen the majority of the 15,000 participants move on to jobs related to clean energy and sustainability. The DOE’s digital strategy for the Solar Decathlon includes the use of QR codes to provide a mobile interactive experience for visitors to the event in Washington, D.C., as well as Foursquare checkin locations for the event and for each participating house. Many of the teams are already blogging leading up to the event and there are virtual tours and computer animated video walkthroughs to share the Solar Decathlon experience with a global audience. There will be TweetChats using the hashtag #SD2011 and other activities on Twitter, Facebook, Flickr and YouTube.

  • In terms of renewable energies, the DOE tries to stay on the cutting edge. Some of their forward-thinking projects include the Bioenergy Knowledge Discovery Framework (KDF), containing an interactive database toolkit for access to data relevant to anyone engaged with the biofuel, bioenergy and bioproduct industries. Another is an interactive database that maps the energy available from tidal streams in the United States. The database, developed by the Georgia Institute of Technology in cooperation with the Energy Department, is available online. The tidal database gives researchers a closer look at the potential of tidal energy, which is a “predictable” clean energy resource. As tides ebb and flow, transferring tidal current to turbines to become mechanical energy and then converting it to electricity. There are already a number of marine and hydrokinetic energy projects under development listed on the site.

How safe is India's nuclear energy programme? [23Aug11] - 0 views

  • The March nuclear disaster in Fukushima in Japan led countries with nuclear power plants to revisit safety measures. The International Atomic Energy Agency constituted a global expert fact-finding mission to the island nation. The purpose of the mission was to ascertain facts and identify initial lessons to be learned for sharing with the nuclear community.
  • The mission submitted its report in June and the report stated in clear terms that “there were insufficient defence for tsunami hazards. Tsunami hazards that were considered in 2002 were underestimated. Additional protective measures were not reviewed and approved by the regulatory authority. Severe accident management provisions were not adequate to cope with multiple plant failures”.
  • Further, on the regulatory environment the report states: “Japan has a well organized emergency preparedness and response system as demonstrated by the handling of the Fukushima accident. Nevertheless, complicated structures and organizations can result in delays in urgent decision making.” The inability to foresee such extreme scenarios is a forewarning to countries that are expanding nuclear capacity at a frenzied pace.

  • For India, this is a lesson and an exceptional opportunity to relook at the protected structures of the department of atomic energy (DAE), and establish more transparent processes and procedures.
  • In the past, the Three Mile Island incident (1979) and Chernobyl accident (1986) had provided similar opportunities to evaluate nuclear safety and regulatory systems. India, in response to these incidents, constituted safety audits to assess the safety of nuclear power plants. However, A. Gopalakrishnan, (a former chairman of Atomic Energy Regulatory Board) in his recent article said, “DAE management classified these audit reports as ‘top secret’ and shelved them. No action was taken on the committee’s findings.”
  • If this is so, these reports, or at least action-taken reports, ought to have been published and made available. Such steps could have guaranteed DAE considerable public faith in the functioning of regulatory authorities and given significant confidence in engaging with stakeholders in the present expansion plan.
  • Nuclear Power Corp. of India Ltd, post-Fukushima has undertaken safety evaluation of 20 operating power plants and nuclear power plants under construction. The inm report titled Safety Evaluation of Indian Nuclear Power Plants Post Fukushima Incident suggested a series of safety measures that must be incorporated in all the audited nuclear power plants in a time-bound manner. Measures pertain to strengthening technical and power systems, automatic reactor shutdown on sensing seismic activity, enhancement of tsunami bunds at all coastal stations, etc.
  • However, in the same breath, the report provides assurance by stating that, “adequate provisions exist at Indian nuclear power plants to handle station blackout situations and maintain continuous cooling of reactor cores for decay heat removal”. Further, the reports recalls, “the incidents at Indian nuclear power plants, like prolonged loss of power supplies at Narora plant in 1993, flood incident at Kakrapar plant in 1994 and tsunami at Madras (Chennai) plant in 2004 were managed successfully with existing provisions.”
  • DAE’s official response, post-Fukushima, has been cautious while providing assurance. Separately, DAE has made it clear the nuclear energy programme will continue as planned after incorporating the additional safety features identified by the safety audit report.
  • Prime Minister Manmohan Singh in his speech two days ago in West Bengal was emphatic about the future of India’s nuclear energy programme. He said that “there would be no looking back on nuclear energy. We are in the process of expanding our civil nuclear energy programme. Even as we do so, we have to ensure that the use of nuclear energy meets the highest safety standards. This is a matter on which there can be no compromise”.
  • S. Banerjee, chairman of Atomic Energy Commission and secretary DAE at the International Atomic Energy Agency Ministerial Conference on Safety, categorically said: “India’s effort has been to achieve continuous improvement and innovation in nuclear safety with the basic principle being, safety first, production next.” This is important at a time when we are in the process of expanding nuclear capacity at an incredible pace.
  • Currently, there are several domestic and international power projects in the pipeline. DAE has projected 20,000MWe (megawatt electric) by 2020 from present 4,780MWe, a fourfold increase from the current production. Going further, Banerjee stated that India hopes to achieve targets exceeding 30,000MWe by 2020 and 60,000MWe by 2032. This is a tall order, considering our experience in executing major infrastructure projects. DAE has struggled in the past to achieve targets.
  • Execution of these targets is to be achieved by importing high-capacity reactors and through DAE’s own programme. As we see greater activity in the nuclear energy sector?which was traditionally not transparent in engaging with the public?the trust deficit could only widen as we expand the programme
  • Land acquisition is already a major concern for infrastructure projects and has become an issue at the proposed Jaitapur nuclear power plant as well. However, the biggest challenge in this expansion would be to convince the public of the safety and security of nuclear power plants and also arrive at a comprehensive information and communication package for states in whose territory projects are being executed. Because of the nature of India’s nuclear programme?the combined existence of civilian and military programmes?the nation may not be in a position to achieve the kind of regulatory autonomy, process and engagement that has been witnessed in many European countries and in the US.
  • The bifurcation of India’s nuclear establishment into civilian and military, subsequent to commitment under India-US civil nuclear cooperation has provided with the prospect of an empowered regulatory system.
  • Incidents in Jaitapur and the Fukushima nuclear disaster have further pushed the government to commit to establish an independent nuclear regulator, the Bill of which is expected to be in Parliament any time this year. Nuclear programme is likely to face more complex issues in the future with respect to environment, social and health. It’s better to take precautions than to not take them. But radioactive materials continue to leak from Fukushima, even now. Tainted food has infiltrated the market, so unfortunately, there’s no guaranteed method of protecting yourself from internal exposure. Abolishing nuclear power and cutting off radioactivity at its source is a much faster way of dealing with it.”

Their owner’s expression was gloomy. The foal had not been allowed outside to run around freely because radioactive material-contaminated rain had fallen on the grass. The crisis has taken away lives that many people are still trying to get back. What messages can we deliver to those people and how? I need to hear those words, too, and the person I have turned to for guidance is the physician Shuntaro Hida, who has been speaking about the dangers of internal exposure to radiation since the atomic bombing of Hiroshima.

  • It hasn’t been long since I read a science fiction piece in which humankind decides to bury massive amounts of radioactive waste deep underground. They are stumped by how they should warn the people of the future who will be left to deal with the waste, and by who should sign the warning. Unfortunately, the situation is no longer a matter of fiction. We are one-sidedly unloading our burdens onto future generations. When did humankind abandon the morals that would stop us from doing such a thing? Have we passed a fundamental turning point in history?

If Japan were to not only lose its status as an economic superpower but fall into long-term poverty, we all know from Japanese films that women will overcome such hardships!”

The 10 CFR 2.206 petitions ask the Commission to directly issue orders to nuclear power plant license holders on specific reactor safety upgrades. And the 10 CFR 2.802 rulemaking petitions request the NRC to commence a public process to alter specific rules that govern the nuclear industry's safety requirements.   • Much has been made of the apparent cozy relationship of TEPCO and NISA. There are clear indications that TEPCO as the largest nuclear utility in Japan had far too much influence on NISA, including some preferred hiring practices. Every country should look closely at the relations between the regulated and the regulator in every industry that has such oversight.

  • There have been reports that Prime Minister Kan of Japan was too involved in the response to the Fukushima incident. We’ve heard that he tried to prevent seawater injection and his desire to fly over the site delayed some of the vital activities. In addition, it appears that he bypassed some of the pre-planned emergency response systems that would have assured more balanced expert advice.

  • One of the most egregious examples of political grandstanding was NRC Chairman Jaczko’s presentation before Congress on March 16th. He declared that the unit 4 pool was dry and likely on fire and recommended a 50 mile evacuation zone for US citizens. The Japanese government vehemently denied the allegation and was ultimately proven correct.

  • IAEA was quick to send people to at least provide some independent international oversight of the risk to the population and the workers on the plant site. The NRC, EPRI, and other agencies also sent personnel with expertise on these plants to provide high level advice and suggestions. Those personnel were used by the Japanese and continue to provide support.

If Patricia Miller had bothered to do the fact-checking required by journalistic integrity she would have come across this video showing 30 feet of water above the fuel at Fukushima with all of the fuel bundles exactly where they’re supposed to be. Aside: Don’t we live in an amazing world? I just typed “Bay of Pigs groupthink” into my browser search box and instantly hit on exactly the link I needed to support the statement above. It even cites the book we used when I was a plebe in 1977, more than 33 years ago. End Aside. Not everyone, however, has the benefit of early leadership lessons about the danger of believing that a small group of likeminded people can provide actionable advice. Some of the people who are most likely to be victims of groupthink are those who adamantly oppose the continued safe operation of emission-free nuclear power plants. The writers who exclusively quote members of that tiny community have also fallen into the groupthink trap.   On October 8, 2011, the Berkeley Patch, a New Jersey based journal that regularly posts negative stories about Oyster Creek, featured an article titled Petitioners to NRC: Shut Down All Fukushima-Like Nuclear Plants . Here is a snapshot of the masthead, the headline and the lede. The article is a diatribe that quotes people on the short list of frequently quoted antinuclear activists including Paul Gunter, Michael Mariotte, Kevin Kamps, Deb Katz and Dale Bridenbaugh. The author faithfully reproduces some of their best attempts to spread fear, uncertainty and doubt using untruths about the actual events at Fukushima. Here is one more example of how inbred the group of antinuclear activists has become. I am talking here about the people who are so adamantly opposed to using nuclear energy that they do not even want existing nuclear plants to keep on producing clean, emission free, low cost electricity. Michael Mariotte of NIRS makes the following extraordinary claim: Ninety-five percent of the people in the world know about Fukushima, Michael Mariotte of the Nuclear Information and Resource Service said.

I would like to see some evidence other than the word of an activist who frightens kids for a living to support Gunter’s rant about peices of fuel being ejected miles away. From the looks of that video, the fuel didn’t move an inch. There is also a poll associated with the article. The poll discloses that it is completely unscientific, since it allows anyone to vote and is not based on randomly selected participants. However, I think that the results as of 0315 this morning are pretty amusing since the antinuclear opinion piece has been posted for nearly a week.

  • “It took a really extraordinary event for 95 percent of the people in the world to know about it,” he said. “If they know about Fukushima, they know about Mark 1 reactors exploding in the air and releasing toxic radiation across the world and they know that’s not a good thing. Something has to be done to make sure that never happens again.” I could not let that one pass without a comment; I am quite sure that Mariotte has once again fallen victim to the fact that he surrounds himself with people who echo his own prejudices. Here is my response.
  • Marriotte makes an interesting statement by he claiming that “95% of the people in the world” know about Fukushima. That statement might be true about the people in the United States, where advertiser-supported television news programs covered the events with breathless hype for several months. I am pretty sure that you would have a difficult time finding anyone in China, central Africa, the Asian subcontinent, South America or the Middle East who can even pronounce Fukushima, much less know anything about GE Mark 1 containments. Most of them would not even know that they should be worried about radiation because they have never been taught to be afraid of something that they cannot smell, feel, taste, or hear especially when it occurs at levels that have no chance of making them sick within their expected lifetime. Mariotte, Gunter, Kamps, Katz and Bridenbaugh are all members of a vocal, but tiny group of people who have been carrying the water of the fossil fuel industry for decades by opposing nuclear energy, the only real competitor it has. They are victims of groupthink who believe that their neighbors in Takoma Park are representative of the whole world.

Nuclear Power And South Africa's Climate Change Policy [23Oct11] - 0 views

  • The South African government released its official climate change response policy this week and while it contains many positives, many environmentalists, myself included, are very concerned about the fact that it contains a continued and increased commitment to nuclear energy. First, some of the good news. In the National Climate Change Response White Paper, the government reiterates its conviction, based on the research of the vast majority of the world’s climate scientists, that climate change is happening, that human activities such as the burning of fossil fuels and deforestation are the main causes and that there will be very severe consequences if the international community does not take decisive collective action to halt it. That’s great. There’s not denying that. What’s more, the South African government acknowledges that, while Africa as a continent has been a relatively minor contributor to climate change, South Africa itself is a significant emitter of greenhouse gases (GHG), largely as a result of its energy-intensive, fossil fuel powered economy. If nothing is done, the country’s emissions are projected to quadruple by 2050.
  • Electricity generation accounts for about 40% of all of South Africa’s GHG emissions and clearly this represents a major opportunity for future reductions. More than 90% of the country’s electricity is produced by coal-fired power stations. The French-built Koeberg plant outside Cape Town, which dates back to the Apartheid era, remains the country’s only commercial nuclear energy facility. It’s interesting to take a look at how a major new nuclear energy construction program has become an integral part of South Africa’s climate change policy. The ruling African National Congress, in power since the first democratic elections in 1994, used to be a staunch opponent of atomic energy. When the organization was in exile some of its underground operatives even sabotaged Koeberg while it was being built.
  • These days, however, the ANC government is a very strong proponent of nuclear energy. Critics believe that this is mainly the result of effective lobbying by the international nuclear industry and the country’s main industrial and mining electricity consumers. This week, Minister of Energy, Dipuo Peters confirmed that plans to construct 6 new nuclear plants with a combined capacity of 9 600 megawatts would cost something like R1 trillion (about $125 billion). The formal acceptance of nuclear energy into South Africa’s climate change policy can be traced back to a study of so-called long term mitigation scenarios (LTMS) which modeled various actions that could be taken to bring the country’s GHG emission under control in line with what is required internationally to prevent catastrophic climate change.

  • It’s quite clear that South Africa, a country with vast solar and wind energy potential, could make a transition to a clean, green economy free of environmentally dubious nuclear power and fossil fuels within a reasonable time frame. But since the government-sanctioned LTMS study did not provide this as an option, it seems not to have been considered by the powers that be. Even though the authors of the study emphasize that it was not a decision-making process in itself and was only meant to present policy-makers with options, the fact that the options it presented were severely limited meant that its recommendations became policy and nuclear energy became part of South Africa’s Integrated Resource Plan defining electricity generation until 2030 as well as the national climate change response policy. Unless anti-nuclear campaigners make some serious progress soon, nuclear energy will play a very significant role in South Africa’s future.

People ordered to stay in their homes to shelter from radioactive emissions have neither food nor heat and venture out on foot into maximum danger to look for food.

Last night, on March 16, I learned that the Japanese Self Defense Force from Hokkaido had just left for the Tohoku area. The force was traveling to Tohoku on a civilian ferry and had planned to arrive today, March 17.Just today the government decided to send fuel to the region in need.
  • People Around the Nuclear FacilitiesWithin a 30-kilometer radius around the plants, the government has instructed the refugees to stay sealed indoors. However, the government is not sending in food and fuel to these households and these refugee centers. As food and/or fuel run out, the refugees are walking away from their houses and being exposed to radiation.
  • Public Sentiment Is Inhibiting PressureCurrently no press is in the mood to criticize the government. The general public believes that criticism should come later. The opposition parties are also quiet. There is no pressure on the bureaucrats and government to improve the situation.
