Radioactive Debris: Ministry of the Environment to Municipalities - Don't Tell Anyone, ... - 0 views

  • Someone in Japan uploaded the notice from the Ministry to the people in charge of waste disposal in the municipalities, dated October 7, 2011. It is a questionnaire that the Ministry wants the municipalities to fill and send back to the Ministry via email, asking about the current status in the municipalities on their effort to accept disaster debris. The Ministry wants to know how much debris they can take in, what types of debris, what type of disposal available. The similar survey was done several months ago, but since then the local oppositions have grown. So the Ministry wants to persuade the wavering municipalities.The notice is not what the Ministry would put up on their website as "press release" because it is not a press release. Rather, it is a document only seen by local officials.
  • The notice is an outrage for anyone who oppose moving the radioactive debris to their cities and towns, particularly those in the western Japan where the radioactive fallout from Fukushima I Nuke Plant has been close to zero. (Internal radiation exposure is another matter, which is happening in the western Japan also.)Why?First:
  • When we announce the result of the survey, the names of the individual municipalities will not be disclosed.Unlike the earlier survey where all the names of the municipalities were disclosed and which led to the citizens' oppositions in those municipalities, the Ministry is assuring them their names won't be disclosed this time.Second, in the multiple choices on the current effort level at the municipalities, there is no choice to say "No" to the debris. There are three choices, and they are:

  • On August 10, the Ministry of the Environment made public the base plan for the ashes from burning the debris and sludge that contain radioactive materials from the Fukushima I Nuclear Power Plant accident. The plan would technically allow all the ashes to be buried.

  • The whole plan is moot, because, on the side, the ministry has already told municipalities that they can "mix and match" - burn radioactive debris and sludge with non-radioactive debris and sludge to lower the radiation below whatever the limit the ministry sets, which has been 8,000 becquerels/kg and now 100,000 becquerels/kg if the plan gets an approval from the expert committee. The ministry set the limit for Fukushima Prefecture, then notified other prefectures to "refer to the Ministry's instruction to Fukushima Prefecture and notify the municipalities accordingly".
  • The plan was given on the same day to the ministry's committee of experts to evaluate the safety of disaster debris disposal, and the ministry hopes to finalize the plan before the end of August.
  • In June, the ministry announced that the ashes that test up to 8,000 becquerels/kg of radioactive cesium can be buried in the final disposal facilities. It called for the temporary storage of the ashes that exceed 8,000 becquerels/kg but didn't specify the final disposal procedure. In the base plan announced on August 10, to bury the ashes whose radioactive cesium exceeds 8,000 becquerels/kg, some measures need to be taken to prevent radioactive cesium from making contact with ground water, or to process the runoff appropriately. For the ashes that measure 8,000 to 100,000 becquerels/kg, the plan calls for: 1) processing facilities with roofs; 2) durable containers; 3) mixing the ashes with cement to solidify.
  • The Ministry of the Environment, which is likely to be selected as the new regulatory authority over the nuclear industry in Japan, is not very known for timely disclosure of information online. This base plan, if it is announced on their site, is buried so well that I can't find it. The latest information on the earthquake/tsunami disaster debris is dated July 28, which specified the "temporary" storage of the ashes that exceed 8,000 becquerels/kg of radioactive cesium.

"Decontamination" Defined by Ministry of the Environment Is Nothing But a General, Thor... - 0 views

  • according to Sankei Shinbun, who has been unabashedly pro-nuclear energy and in favor of dispersing radioactive materials throughout Japan via the disaster debris to share in the "pain".The paper has an article about the meeting between the Ministry of the Education officials and the heads of the municipalities within the 20-kilometer radius "no entry zone" where the heads of the municipalities received the information from the Ministry about their lot - whether they can return after the decontamination work by the national government or not.
  • But that isn't the interesting part of the article.At the end of the article, there is a separate section that the newspaper writes about what "decontamination" is, according to the Ministry of the Education:
  • Decontamination: "It is like a cleaning job of stubborn dirt or stains" (Ministry of the Environment senior officials). Basically, it relies on manpower, using hand tools like shovels and scrubbing-brushes. According to the guideline published at the end of last year by the Ministry of the Environment, what can be easily removed, such as dead leaves, is to be removed by hand. The roofs are to be washed down by high-pressure washers, and the concrete surface such as the entrance of a house is to be scrubbed by scrubbing-brushes and deck brushes. As for the grassland and the soil where radioactive materials have penetrated, the surface is to be removed using shovels or diggers. Workers must pay attention not to get exposed to radioactivity by wearing the protective gear.

  • It looks as long as you follow these procedures the Ministry will call it "decontamination" and the job is done by the book. The subcontractors get paid by the general contractors, who get paid by the Ministry.If you believed what Goshi Hosono, Minister of the Environment, said about decontaminating Fukushima - "Japan is not the Soviet Union, we have advanced technology to deal with radiation contamination, and we can do what others may have failed", sorry. There is nothing high-tech about any of these methods, and they don't even work.

Japan's Ministry of Environment to Allow #Radioactive Ashes to Be Buried in Regular Was... - 0 views

  • Now all radioactive debris and garbage can and will be burned and buried. The news headlines at various media outlets say "ashes that contain up to 100,000 becquerels/kg of radioactive cesium", but if you read the news carefully, as long as there are "countermeasures" to prevent the leakage of radioactive cesium into the surrounding environment, the Ministry is prepared to allow the ashes with any amount of radioactive materials to be buried in regular waste final disposal facilities.

  • Regarding the ashes after burning the disaster debris and regular household garbage contaminated with radioactive materials, the Ministry of the Environment has decided on a policy that will allow the burial of ashes that exceed 8,000 becquerels/kg of radioactive cesium, as long as there are countermeasures in place to prevent the leakage into the ground water.

So far, the Ministry's policy has been to allow the ashes with 8,000 becquerels/kg of radioactive cesium and below to be buried, but require the ashes that exceed that level to be stored temporarily while the Ministry decides on the disposal method.

  • The number "100,000 becquerels/kg" is significant in a sense, as the highest level of radioactive cesium found from ashes after burning the household garbage is 95,300 becquerels/kg in Fukushima Prefecture (link in Japanese). The number is high enough to clear the Fukushima garbage ashes, and it is probably high enough to clear garbage ashes from anywhere else.
  • Besides, as the NHK article states, even if it exceeds 100,000 becquerels/kg, all they need to do is to bury it in a disposal site with a roof or the concrete shield. This new policy is to be applied to ashes from disaster debris and regular garbage that are radioactive. It's not mentioned in the article but the ashes and slag from the radioactive sewage sludge will be likely to be disposed under the same policy - i.e. burn and bury. (And remember the "mix and match" scheme.)
  • In the meantime, some garbage incinerators and sludge incinerators at waste processing plants and sewage treatment plants in cities in Kanto have become so radioactive that they have to be shut down. (More later.) The entire country is to become the nuclear waste disposal site, because of one wrecked nuclear power plant. Talk about socializing the cost.

  • The conference was set up by the Ministry of the Environment to expedite the acceptance of disaster debris in Iwate and Miyagi Prefectures. People in charge of waste disposal and cleaning in 43 prefectures and 74 municipalities participated.

However, the Ministry of the Environment itself did the testing of the disaster debris ashes in the same city back in July, and the Ministry's number was 4895 becquerels/kg of radioactive cesium. Ministry of Education orders false dosimeters [27Nov11] - 0 views

  • Since 311, Japanese government pretended to check radiation level of various areas in Japan, but because they measure radiation at 14 m or 85 m high from the ground, nobody got to believe the data. They therefore ordered 600 dosimeters from a Geiger counter maker named Alpha Tsushin. Those dosimeters were supposed to be put at schools in Fukushima etc.. However, the Ministry of Education, Culture, Sports, Science and Technology stated they cancelled the contract on 11/18/2011 because “their dosimeter is not accurate and they can’t make 600 of the dosimeters by the deadline.”
  • However, according to the explanation of Alpha Tsushin, it was because the Ministry of Education, Culture, Sports, Science and Technology wanted false dosimeter. The Ministry of Education, Culture, Sports, Science and Technology was afraid to show higher radiation levels than the monitoring posts set on 14 m or 85 m high from the ground, so they ordered Alpha Tsushin to make geiger counters to indicate lower radiation level than actual. Alpha Tsushin uses parts from America, which are manufactured using international standards, but the Ministry of Education, Culture, Sports, Science and Technology tried to force the engineers to use the “Japanese standard”. As a result, Alpha Tsushin was cancelled, luckily for them.

Cesium from Fukushima plant fell all over Japan [26Nov11] - 0 views

  • Radioactive substances from the crippled Fukushima No. 1 nuclear power plant have now been confirmed in all prefectures, including Uruma, Okinawa Prefecture, about 1,700 kilometers from the plant, according to the science ministry. The ministry said it concluded the radioactive substances came from the stricken nuclear plant because, in all cases, they contained cesium-134, which has short half-life of two years. Before the March 11 Great East Japan Earthquake, radioactive substance were barely detectable in most areas.
  • the Ministry of Education, Culture, Sports, Science and Technology's survey results released on Nov. 25 showed that fallout from the Fukushima plant has spread across Japan. The survey covered the cumulative densities of radioactive substances in dust that fell into receptacles during the four months from March through June. Figures were not available for Miyagi and Fukushima prefectures, where the measurement equipment was rendered inoperable by the March 11 disaster. One measurement station was used for each of the other 45 prefectures. The highest combined cumulative density of radioactive cesium-134 and cesium-137 was found in Hitachinaka, Ibaraki Prefecture, at 40,801 becquerels per square meter. That was followed by 22,570 becquerels per square meter in Yamagata, the capital of Yamagata Prefecture, and 17,354 becquerels per square meter in Tokyo's Shinjuku Ward.
  • The current air radiation level in Ibaraki Prefecture is about 0.14 microsievert per hour, equivalent to an annual dose of about 1 millisievert, the safety limit for exposure under normal time international standards.   • The fallout densities were considerably lower in the Chugoku and Kyushu regions in western Japan. The smallest figure of 0.378 becquerel per square meter came from Uto, Kumamoto Prefecture. The density in Osaka was 18.9 becquerels per square meter. The peak value in Ibaraki Prefecture was 970,000 times larger than the cumulative fallout density of 0.042 becquerel per square meter in fiscal 2009, found in an earlier nationwide survey before the Fukushima crisis started.

Japanese Government Will Lift Shipping Ban on Cows from Fukushima and Miyagi (Hello #Ra... - 0 views

  • Nothing coming out of Japan makes sense any more, so this news is simply adding to that growing list. The national government will lift the ban on sales and shipment of meat cows raised in Fukushima and Miyagi Prefectures because the government is satisfied that the radioactive rice hay is now separated from other feed - either under the tarp or buried - so that it will not be fed to the cows. If I remember right, the worry was not the rice hay but the meat itself, which tested high in radioactive cesium all over Japan as the cows from these two prefectures (and several more in Tohoku) had been sold far and wide because of the suddenly "affordable" price. They were particularly favored by certain cost-conscious municipalities (most notably Yokohama City) that fed the suspected meat to the kindergarteners and school children in school lunches, ignoring protests from the parents. Humans eat beef not rice hay, as far as I know. But now the ban will be lifted because of ... rice hay storage procedure?

  • The Japanese government started to prepare for the total lifting of the shipping ban on meat cows raised in Fukushima and Miyagi Prefectures on August 18. The government will instruct the governors of the two prefectures as early as August 19. As radioactive cesium exceeding the provisional national safety limit (500 becquerels/kg) was found in the meat, the government banned the shipping of the cows in Fukushima, Miyagi, Iwate, and Tochigi Prefectures between July 19 and August 2. Fukushima and Miyagi would be the first to have the ban lifted.

As the result, [the government is satisfied that] the contaminated rice hay has been confirmed to have been clearly separated from other feed and covered with plastic sheets or to have been buried in the ground so that it cannot be used as feed. As long as the meat tests below the provisional safety limit, the government will allow the shipping.

  • The Ministry of Health and Labor wanted the contaminated rice hay out of the cattle farms as a condition to lift the ban. On the other hand, the Ministry of Agriculture and Fukushima/Miyagi Prefectures insisted the rice hay remain within the farms as long as it was separated from the cows, because it would be hard for the farms to secure the storage space outside the farms.So the Ministry of Health and Labor lost. This is the Ministry that's supposed to protect consumers.
  • Will they test all the cows? No they won't. Not even in Fukushima. They only test the meat of the cows raised in the planned evacuation zone and evacuation-ready zone right outside the 20 kilometer radius from Fukushima I Nuke Plant. For everywhere else in Fukushima Prefecture, the first cow to be shipped from a cattle farm will be tested. If that passes the test, all cows can be sold.
  • Even when they do test, they will just do the simple test using "affordable" instruments that cost only a few thousand dollars and take only 15 minutes to test, and as long as the number is below 250 becquerels/kg they won't test further. Only if it goes above 250 becquerels/kg, they will use expensive instruments that cost hundreds of thousands of dollars and take 1 hour to test. What about the news at the end of July that radioactive cesium is NOT distributed evenly in the meat, not even within the same part?

Update: 3200 Becquerels/Kg Cesiuim Detected from Beef from Minami-Soma City in Fukushim... - 0 views

  • These cattle were allowed to be sold, as long as they were scrubbed clean of radioactive materials on their skin, thanks to the Ministry of Agriculture, Forestry and Fisheries, the same ministry that is pushing to have the Japanese cuisine recognized as UNESCO's "world intangible cultural heritage".According to Asahi Shinbun (link below), the Tokyo Metropolitan government tested the remaining 10 meat cows from Minami-Soma City that were processed on July 8. The highest number was 3200 becquerels/kg of cesium, and even the lowest number was 1530 becquerels/kg, more than 3 times the government's provisional safety limit for cesium in foods.The one that was tested on July 8 had 2300 becquerels/kg radioactive cesium.
  • Following the instruction from the Ministry of Agriculture, Forestry and Fisheries, the Metropolitan Shibaura Slaughterhouse doesn't conduct radiation testing at all, whether the cattle come from the 20-30 kilometer radius from Fukushima I Nuke Plant or from other areas. However, there have been 5 instances where the Ministry of Health, Labor and Welfare instructed them to test for radiation, and in those instances the radioactive materials detected were less than the provisional limit.Yomiuri Shinbun (7/9/2011) says something more disturbing:

  • At the end of April, the Ministry of Agriculture, Forestry and Fisheries issued its guidance that would allow the shipment of meat cows from this area as long as Fukushima Prefecture conducted the radiation testing on the body surface of the cows and took other measures [i.e. questionnaires]. Accordingly, the shipment resumed which had been halted after the Fukushima I Nuke Plant accident.I sort of know what will be coming shortly: a noise from the government's Nuclear Safety Commission that the current provisional safety limit is too strict, and there won't be anything that can be sold if the limit remains 500 becquerels/kg for cesium...Many cows from Fukushima have been "evacuated" from Fukushima Prefecture, with only surface radiation testing and information on how they were raised, even to far-away places like Miyazaki Prefecture in Kyushu.

Radioactive Materials in Rivers, Wells Detected in Fukushima Much Higher Than Pre-Nuke ... - 0 views

  • The Ministry of Education and Science (and the media reporting the news) is spinning it as "good news" that radioactive materials detected in river water and well water in Fukushima Prefecture are "far less than the provisional safety limit".If you compare the measured level to the provisional safety limit for water which is high as 200 becquerels/liter for radioactive cesium for adults, well yes, it is far less.If you compare the level to the one before the Fukushima I Nuke Plant accident, it is a different story altogether. The highest strontium-90 level in the Ministry's survey is 5.14 times the highest level measured in 2009, and the highest cesium-137 level is 6,500 times the highest level measured in 2009.The Ministry's announcement (10/20/2011) is here (in Japanese, PDF).

  • The Ministry of Education and Science announced the result of the survey of water contamination in rivers and wells in Fukushima Prefecture, except in the 20-kilometer radius from the Fukushima I Nuclear Power Plant. Nuclides such as cesium and strontium were tested, but according to the Ministry there was no detection of radioactive materials exceeding the standard for drinking water.

  • The Ministry did the survey twice in June and August. It selected the survey locations from the areas that showed relatively high level of cesium deposition in soil in the Ministry's aerial survey after the accident. 50 river locations and 51 wells were selected. Radioactive cesium and iodine-131 were measured in all 101 locations. Strontium and plutonium were measured in 10 river locations where the air radiation was high. Similarly, at 6 wells, only strontium was measured.
  • The highest cesium-137 (half life 30 years) for the river water was detected in Mano District in Minami Soma City (37 kilometers north by northwest from the nuke plant), at 2.0 becquerels/kg. The average amount of cesium-137 in river water was 0.58 becquerels/kg. The highest cesium-137 for the well water was detected in Nukazawa in Motomiya City (54 kilometers west of the plant), at 1.1 becquerels/kg. The average for well water was 0.49 becquerels/kg.
  • According to the Ministry of Education and Science, "Radioactive materials in both river water and well water are far below the provisional safety limit of 200 becquerels/kg". However, according to the Ministry's national survey in 2009, the highest level in river water was found in Akita Prefecture at 0.00037 becquerels/kg (ND in Fukushima). So, 2.0 becquerels/kg of cesium-137 detected this time in Fukushima is 5,400 times as much as the highest level in 2009 in river water. As to 1.1 becquerels/kg of cesium-137 from the well water, it is 6,500 times as much as the highest level detected in tap water in 2009.
  • The largest amount of strontium-90 (half life 30 years) was detected in a river in Onahama in Iwaki City, at 0.018 becquerels/kg, 5.14 times the level detected in the 2009 survey. Strontium-90 in well water was the same level as before the accident. Plutonium and iodine-131 were below the detection limit.
  • According to the Ministry's calculation on the internal radiation if one drinks the river water that had the maximum amount of radioactive materials for one year, cesium-137 would result in 0.025 millisievert, and strontium-90 in 0.00049 millisievert.Hmmm. They tested an alpha emitter (plutonium) and a beta emitter (strontium) in water in locations with high air radiation? What does high air radiation have to do with alpha and beta emitters? And what about other nuclides, like cobalt-60?The Ministry of Education tested water at these locations twice: first in late June to early July, then in early August. Looking at the result, there are two locations where the amount of radioactive cesium significantly INCREASED during the one month, indicating perhaps the inflow of radioactive materials from the surrounding mountains.The Ministry's document has very poor resolution, but here's the page that shows charts of cesium-137 detections (page 19 in the document):

The provisional safety limit for radioactive iodine, though now it's almost irrelevant, is 2,000 becquerels/kg, and that presupposes 2 millisieverts per year internal radiation. From cesium and iodine alone, the provisional safety limits on food assume 7 millisievert per year internal radiation.
  • (The reason why the radioactive iodine limit is set lower than that for radioactive cesium is because radioactive iodine all goes to thyroid gland and gets accumulated in the organ.)I am surprised that Yomiuri even mentioned the 5 millisieverts per year limit from cesium exposure alone. I suspect it is the first time ever for the paper.Second, the article says the Commission decided to exclude external radiation from the "100 millisieverts" number because of the public opinion. Which "public" opinion are they talking about? Mothers and fathers with children? I doubt it. Then, you will have to add internal exposure from inhaling the radioactive materials IN ADDITION TO radon which is 0.45 millisievert per year.

At the end of August, the ministry issued a guideline advising local authorities to solidify incinerated dust and ashes containing between 8,000 to 100,000 becquerels of cesium per kilogram with cement, wrap it in watertight sheeting and bury it in landfills. The ministry earlier decided to allow waste containing up to 8,000 becquerels per kilogram to be buried in waste disposal sites, provided that no residences are built at the sites in the future.
