TEPCO: Radioactive substances belong to landowners, not us [25Nov11] - 0 views

  • During court proceedings concerning a radioactive golf course, Tokyo Electric Power Co. stunned lawyers by saying the utility was not responsible for decontamination because it no longer "owned" the radioactive substances. “Radioactive materials (such as cesium) that scattered and fell from the Fukushima No. 1 nuclear plant belong to individual landowners there, not TEPCO,” the utility said. That argument did not sit well with the companies that own and operate the Sunfield Nihonmatsu Golf Club, just 45 kilometers west of the stricken TEPCO plant in Fukushima Prefecture.
  • The Tokyo District Court also rejected that idea. But in a ruling described as inconsistent by lawyers, the court essentially freed TEPCO from responsibility for decontamination work, saying the cleanup efforts should be done by the central and local governments. Although the legal battle has moved to a higher court, observers said that if the district court’s decision stands and becomes a precedent, local governments' coffers could be drained.

The Latte Fallacy: German Switch to Renewables Likely to Be Expensive [28Jul11] - 0 views

  • Chancellor Angela Merkel's government insists that electricity bills will only grow modestly as a result of the nuclear energy phase-out. Experts, however, disagree, with many pointing to Berlin's massive subsidies for solar power as the culprit.
  • A pioneering spirit has taken hold in Germany, thanks to the government's radical reworking of the country's energy policies. Hardly a week goes by without the foundation being laid someplace in the country for a new solar farm, yet another biogas plant or an even bigger wind turbine. Fesseldorf, the town in northern Bavaria which just hosted Seehofer, will soon be home to one of the largest photovoltaic plants in the state.
  • The German government's plan calls for increasing the share of renewables in the country's energy mix to 35 percent by 2020. It is an ambitious goal in every respect. Not only will the current renewable energy share have to be doubled within a few years, the grid expanded and new power storage facilities installed.   • "According to our calculations, the cost of a kilowatt hour of electricity will go up by only one cent," says Economics Minister Philipp Rösler, head of Merkel's junior coalition partner, the Free Democrats (FDP). For an average household, this would correspond to the price of only one latte a month, says Environment Minister Norbert Röttgen, of Merkel's Christian Democrats. Germany is rapidly switching to green energy and at almost no additional cost to consumers. What conservative politician would have thought such a thing possible just a few months ago?
  • In reality, though, the official calculations have little connection to reality. According to an assessment by the Rhenish-Westphalian Institute for Economic Research (RWI), the politicians' estimate of the costs of expanding renewable sources of energy is far too low, while the environmental benefits have been systematically overstated.
  • RWI experts estimate that the cost of electricity could increase by as much as five times the government's estimate of one cent per kilowatt hour. In an internal prognosis, the semi-governmental German Energy Agency anticipates an increase of four to five cents. According to the Federation of German Consumer Organizations, the additional cost could easily amount to "five cents or more per kilowatt hour."
  • An internal estimate making the rounds at the Economics Ministry also exceeds the official announcements. It concludes that an average three-person household will pay an additional 0.5 to 1.5 cents per kilowatt hour, and up to five cents more in the mid-term. This would come to an additional cost of €175 ($250) a year. "Not exactly the price of a latte," says Manuel Frondel of the RWI.
  • The problem is the federal government's outlandish subsidies policy. Electricity customers are already paying more than €13 billion this year to subsidize renewable energy. The largest subsidies go to solar plants, which contribute relatively little to overall power generation, as well as offshore wind farms in the north, which are far away from the countries largest electricity consumers in Germany's deep south.
  • German citizens will be able to see the consequences of solar subsidization on their next electricity bill. Since the beginning of the year, consumers have been assessed a renewable energy surcharge of 3.5 cents per kilowatt hour of electricity, up from about 2 cents last year. And the cost is only going up. Since the first nuclear power plant was shut down, the price of electricity on the European Energy Exchange in Leipzig has increased by about 12 percent. Germany has gone from being a net exporter to a net importer of electricity.
  • For economic and environmental reasons, therefore, it would be best to drastically reduce solar subsidies and spend the money elsewhere, such as for a subsidy system that is not tied to any given technology. For example, wind turbines built on land are significantly more effective than solar power. They receive about the same amount of subsidy money, and yet they are already feeding about five times as much electricity into the grid. In the case of hydroelectric power plants, the relationship between subsidies and electricity generation is six times better. Biomass provides a return on subsidies that is three times as high as solar.
  • "We are dumping billions into the least effective technology," says Fritz Vahrenholt, the former environment minister for the city-state of Hamburg and now the head of utility RWE's renewable electricity subsidy Innogy.
  • "From the standpoint of the climate, every solar plant is a bad investment," says Joachim Weimann, an environmental economist at the University of Magdeburg. He has calculated that it costs about €500 to save a ton of CO2 emissions with solar power. In the case of wind energy, it costs only €150. In combination with building upgrades, the cost plummets to only €15 per ton of CO2 emissions savings.

There has been no standard for lifetime cumulative radiation exposure.

Reasons often cited are: background radiation too high in Fukushima for proper testing; there are not many whole body counters in Japan, 100 at most. Then, I read that a man from Iitate-mura in Fukushima demanded he be tested for radiation using the whole body counter. He finally got his wish several months after the start of the accident, and they refused to tell him the number. He still doesn't know how much radiation he's received.

Battling for nuclear energy by exposing opposition motives [19Jul11] - 0 views

  • In the money-driven battle over our future energy supply choices, the people who fight nuclear energy have imagination on their side. They can, and often do, invent numerous scary tales about what might happen without the need to actually prove anything.
  • One of the most powerful weapons in their arsenal is the embedded fantasy that a nuclear reactor accident can lead to catastrophic consequences that cannot be accepted. This myth is doubly hard to dislodge because a large fraction of the nuclear energy professionals have been trained to believe it. When you want to train large numbers of slightly above average people to do their job with great care and attention to detail, it can be useful to exaggerate the potential consequences of a failure to perform. It is also a difficult myth to dislodge because the explanation of why it is impossible requires careful and often lengthy explanations of occasionally complex concepts.
  • The bottom lines of both Chernobyl and Fukushima tell me that the very worst that can realistically happen to nuclear fission reactors results in acceptable physical consequences when compared to the risk of insufficient power or the risk of using any other reliable source of power. The most negative consequences of both accidents resulted from the way that government leaders responded, both during the crisis stage and during the subsequent recoveries.

  • Instead of trying to explain the basis for those statements more fully, I’ll try to encourage people to consider the motives of people on various sides of the discussion. I also want to encourage nuclear energy supporters to look beyond the financial implications to the broader implications of a less reliable and dirtier electrical power system. When the focus is just on the finances, the opposition has an advantage – the potential gains from opposing nuclear energy often are concentrated in the hands of extremely interested parties while the costs are distributed widely enough to be less visible. That imbalance often leads to great passion in the opposition and too much apathy among the supporters. Over at Idaho Samizdat, Dan Yurman has written about the epic battle of political titans who are on opposing sides of the controversy regarding the relicensing and continued operation of the Indian Point Nuclear Power Station. Dan pointed out that there is a large sum of money at stake, but he put it in a way that does not sound too terrible to many people because it spreads out the pain.

First of all, it is only rounded up to 100 years – 2170 trillion cubic feet at the end of 2010 divided by 23 trillion cubic feet per year leaves just 94 years.

  • The organized opposition to the intelligent use of nuclear energy has often painted support for the technology as coming from faceless, money-hungry corporations. That caricature of the support purposely ignores the fact that there are large numbers of intelligent, well educated, responsible, and caring people who know a great deal about the technology and believe that it is the best available solution for many intransigent problems. There are efforts underway today, like the Nuclear Literacy Project and Go Nuclear, that are focused on showcasing the admirable people who like nuclear energy and want it to grow rapidly to serve society’s never ended thirst for reliable power at an affordable price with acceptable environmental impact.

  • I just read an excellent post on Yes Vermont Yankee about a coming decision that might help to illuminate the risk to society of continuing to let greedy antinuclear activists and their political friends dominate the discussion. According to Meredith’s post, Entergy must make a decision within just a week or so about whether or not to refuel Vermont Yankee in October. Since the sitting governor is dead set against the plant operating past its current license expiration in the summer of 2012, the $100 million dollar expense of refueling would only result in about 6 months of operation instead of the usual 18 months.Meredith has a novel solution to the dilemma – conserve the fuel currently in the plant by immediately cutting the power output to 25%.

Build baby build - new nuclear power plants[25Jul11] - 0 views

  • CBS News aired a short piece titled US heat wave causes new look at nuclear energy that is worth a look. Though it includes the obligatory appearance of a professional antinuclear activist – in this case, Dr. Edwin Lyman of the Union of Concerned Scientists – the story provides some encouraging clips of the massive quantities of dirt being moved by thousands of workers who are making preparations for Vogtle Units 3 and 4 in eastern Georgia.
  • The story also reminds people why some of us are so interested in building new nuclear power plants – we know how vital reliable electricity is. That knowledge is reinforced when power grids are stressed and when people die due to complications associated with heat exposure. We know that nuclear plants have a far better chance of being available when needed than the wind turbines that were AWOL during the heat wave because, darn it, when the heat domes hover, the air is still and muggy. If there was a reliable breeze we would not be so dependent on our air conditioners!

In more than 50 years of commercial operation, the total number of deaths from exposure to radiation from nuclear power plants around the entire world is less than 100. In contrast, thousands of people die every year from exposure to the hazardous waste products that fossil fuel plants dump into our atmosphere as a routine part of their operation.I like having the ability to use electricity on demand. I like having clean air. I like the idea that building new nuclear plants that can operate reliably for 60-80 years is resulting in new jobs for thousands of American mechanics, electricians, construction workers, engineers and procedure writers. (Disclosure: I fall into that last category and am currently part of a large team that is designing another version of a reactor that can keep itself under control for at least three days without any sources of electricity.)

  • Dr. Lyman is a professional antinuclear activist who has never actually operated a plant. He has a PhD in nuclear physics, but that does not mean that he ever studied anything about engineering or operations. It might not even mean that he studied anything about nuclear fuel.

  • South Korea's ambitions to enter the Indian energy market have received a big boost as the two countries signed a civil nuclear deal. The agreement will allow South Korea to export its nuclear energy technology to India. The deal comes at a time when India has been struggling to keep up its energy supply to meet the increased demand in wake of its rapid expansion. South Korea is the ninth country to sign a nuclear deal with India.

  • While the government defends its new monitoring program of online postings concerning the accident at the Fukushima No. 1 nuclear power plant to stem the spread of "inaccurate" information, critics say it harkens back to Big Brother.

"Many people look to online information because they do not trust what the government says," he said. "Providing accurate information is what the government is supposed to do in the first place; not spending money on a project to interfere with circulation of information."

Japanese government approves over $900,000 in funds to combat "erroneous information" a... - 0 views

  • TEPCO, the Japanese utility company that operated Fukushima Daiichi, along with the Japanese government were consistently exposed telling blatant lies or misrepresentations of the truth. Now, in an attempt to mitigate the public relations fallout that has ensued from their deceit of the Japanese people and those around the globe, the government is devoting roughly 70 million yen or $913,000 to combating what they bill “erroneous information” about the disaster.
  • The contract was awarded to a Tokyo advertising company who will likely continue their efforts until March. While the agency will not demand that original postings be taken down or that the poster’s identity be revealed; they will identify the allegedly “erroneous information” in order to carry “correct information” on their website.
  • So-called experts will be consulted and the “correct information” will be presented in a question-and-answer format. While the government presents this as nothing more than an attempt to present accurate information to the public, the people of Japan, including lawyers, do not see it as such an innocent proposal.

  • The inherently arrogant nature of the electric power industry in Japan came to light recently when Kyushu Electric Power Co. tried to influence a public hearing on whether to allow the company to resume operation of its Genkai nuclear power stations in Saga Prefecture. Kyushu Electric urged its employees and subcontractors to submit a large number of emails in support of resumption.
  • Observers view this as a typical example of the power industry boasting of its ability to manipulate public opinion. The incident also revealed how naive the industry is, as the utility failed to take any precaution to prevent its tactics from becoming publicly known. One critic drew an analogy between the actions of Kyushu Electric and the plot in "Emperor's New Clothes," Hans Christian Andersen's famous short story.
  • One factor behind such arrogance is the fact that each of the 10 companies of the power utility industry occupies a prominent position in the commerce of its respective region, where it enjoys a monopoly of supplying electric power.

  • Indeed, except in the three metropolitan areas around Tokyo, Osaka and Nagoya, where major companies are concentrated, the utility companies are usually the largest corporations in terms of gross sales in their respective regions. One notable exception is Chugoku Electric Power Co., whose turnover lags that of Mazda Motor Corp. headquartered in Hiroshima.
  • The typical power structure in each of Japan's 47 prefectures is an "iron triangle" composed of the prefectural government, regional banks and local newspapers. Beneath this triangle are groups of corporations, such as general contractors, that are linked to politicians. It is noteworthy that, except in Hokkaido and Okinawa, the regional electric company transcends this powerful triangle because it monopolizes the power supply in two or more prefectures. For example, Tohoku Electric Power Co. covers seven prefectures in northeastern Japan, and even Hokuriku Electric Power Co., with sales of less than ¥500 billion a year, serves three prefectures. This fact has led the utilities to think that they are above the prefectural governments.
  • In prefectures where nuclear power plants are located, tense relationships exist between governors and power companies. Governors often try to prevent power companies from doing as they like concerning the operation of nuclear power plants. At the same time, governors want to avoid confrontations with companies because of their vote-generation potential.
  • A bitter confrontation took place in the gubernatorial election in Fukushima Prefecture in 1988. In his first bid to become prefectural governor, Eisaku Sato (not the former prime minister by the same name) faced a candidate backed by Tokyo Electric Power Co. After Sato won, severe conflicts ensued between him and Tepco, which has nuclear power stations in Fukushima Prefecture that supply electricity to the areas it serves. Sato sought to impose rigid conditions on the operation of the Fukushima Nos. 1 and 2 nuclear power plants and on the use of mixed oxide fuel, which contains plutonium, amid local residents' fears of nuclear power generation.
  • Although Sato also won subsequent elections, he resigned following his arrest in 2006 in a scandal related to dam construction. Tepco did not come out as the ultimate winner either, as its ranking officials were investigated over their alleged involvement in the same scandal. Confrontations between power companies and governors have various roots, but the main one is that the former are far more powerful than the latter. This overwhelming influence stems primarily from the enormous investments that power companies make to build or renew facilities to generate, transform or distribute electricity. Such investments have been necessary to keep up with the growing demand for electricity.
  • During the peak year of 1993, capital investment by Japan's 10 electric power companies exceeded ¥5 trillion, with ¥1.7 trillion coming from Tepco alone. In 2009, Tohoku Electric Power Co., which serves the seven prefectures in the Tohoku region, invested ¥274.7 billion, which accounted for 24.4 percent of total capital investment in the region, according to statistics compiled by the Development Bank of Japan.
  • Comparable figures were 25.5 percent from Kyushu Electric Power, which serves seven prefectures on Kyushu; 22.5 percent from Chugoku Electric Power, serving the five prefectures in the western part of Honshu; and 27.6 percent from Shikoku Electric Power, which supplies power to the four prefectures on Shikoku.
  • Although power companies possess undisputed influence, the way they have accumulated it is unusual in the history of Japan's postwar economic development. By contrast, companies in the steel, oil, electronics, precision-machine, automobile, shipbuilding and other industries have had to battle it out for market share domestically before gaining international competitiveness.

Amid a post-disaster reassessment of energy policy, the government has vowed to reduce dependence on nuclear power for domestic electricity generation. The Japanese government is expected to foot most of the bill for the plant through development aid and export promotion programs run by state-owned Japan Bank for International Cooperation and Nippon Export and Investment Insurance. USA and Russia commit to expand nuclear power [21Sep11] - 0 views

  • Energy leaders from Russia and America have made a "commitment to supporting the safe and secure expansion of civil nuclear energy" on the sidelines of the International Atomic Energy Agency's General Conference.    Officials from the US Department of Energy and Russia's Rosatom signed what the US side called a "joint statement on strategic direction of US-Russia nuclear cooperation." US energy secretary Stephen Chu said it was a milestone for the two nuclear energy pioneers. They were long separated by their opposition during the Cold War, but now share a leading role in nuclear security and disarmament.
  • Chu said in his address to the conference that nuclear energy's role grows more valuable as we confront a changing climate, increasing energy demand and a struggling economy. "At the same time, Fukushima reminds us that nuclear safety and security require continued vigilance." He noted the agreements made by Russia and the USA to reduce their weapons stockpiles and the importance of the widest possible sign-up to the framework of international conventions supporting the safe use of nuclear energy.   Russian nuclear energy chief Sergei Kiriyenko focused comments on his country's efforts to help new nations enjoy the benefits of nuclear energy. Their entrance to the field raises "questions of nuclear safety, infrastructure, creation of licensing and safety oversight and development of a clear legal framework in accordance with the requirements and recommendations of the IAEA," he said.  
  • Kiriyenko noted Russia's cooperation towards nuclear build with Bangladesh, Belarus, Nigeria and Vietnam. "In the last year," he said, "we have proposed a new model of cooperation.. based on the principle of 'build-speak-operate'." The 'speak' component would refer to the lending of specific Russian expertise in the areas of law and regulation. This would come in addition to extensive and expanding lines of support from the IAEA. He said that "experience in this model confirms that this scheme can provide a higher level of safety and operational success."   The nuclear project in Turkey was said to be the first example of this mode of cooperation: Russia will build, own and operate a four-unit power plant at Akkuyu, supplying the state utility with electricity at a fixed price for at least 15 years. Rosatom will initially own 100% of the project and it intends to retain at least 51% in the long term.

  • The switch — one that's tripped when Fort Calhoun Nuclear Station needs to safely shut down its reactor — was making an unusual buzzing sound.Plant engineers looked into it, made some repairs and overall didn't think it was a big deal.Turns out they didn't understand the problem as well as they thought they did. During a later test, the switch malfunctioned.
  • The kind of thinking that led to the switch failure at the nuclear power plant 19 miles north of Omaha has now landed the plant in some hot water with federal regulators. In its final report to be possibly compiled later this month, the panel is set to clearly state that it would be desirable for the management to "fulfill its business responsibility through measures including resigning, declining retirement pay and returning stock holdings" as a prerequisite for the firm to receive government financial support in compensation to victims of the nuclear disaster at the Fukushima Daiichi power plant.
  • A cost-cutting plan unveiled by the utility in May includes pay cuts for the management, eliminating the full remuneration for the president and cutting 60 percent of pay for managing directors. But the panel has apparently judged that a stricter measure will be needed, calling on the management to fulfill a level of responsibility from a moral perspective as the firm would be receiving a large amount of public funds.

Sunflowers Fail To Remove Radiation in Fukushima [19Sep11] - 0 views

  • An experiment to test the power of sunflowers to absorb toxic radiation has failed to prove effective near the site of the nuclear disaster at Fukushima, Japan.  The Asahi Shimbun reports that the sunflowers removed only .05 percent of the radioactive cesium in the ground, while the  removal of just over an inch (3 centimeters) of topsoil along with grass removed up to 97 percent of the radioactive cesium. It was hoped that sunflowers would concentrate radioactive waste and could then be removed more easily than the wholesale “scraping” of soil and compost that it seems will  be required. In the meantime scientists are studying ways to decontaminate the forests near the nuclear accident site. According to the Japan Times, the prefecture (county) where the plant is located is 70% forested, and efforts to date have focused on decontaminating urban areas. Removing the contaminated soil and other material from the forest requires such extreme removal methods that the forest’s ecosystem will be seriously damaged.
  • Whether the radiation is removed by scraping soil or removing plant matter, the radioactive waste still needs to be safely stored. The government has not yet selected a permanent storage site for the tons of soil and debris that needs to be sequestered. Anti-Nuclear Protests Hit Tokyo
  • The Japanese public’s trust in nuclear power is clearly ebbing, as tens of thousands of citizens took to the streets of Tokyo today (Monday) to protest nuclear power. Police estimated the crowd at 20,000 (while organizers claimed more) as protesters carried signs saying “Sayonara Nuclear Power” to urge the government to eliminate nuclear power from the nation’s energy grid.  Nuclear accounted for 30 percent of Japan’s energy use prior to the Fukushima incident. There have been energy shortages as 30 of the country’s 54 reactors have been taken off line to enable inspections. Large businesses have been asked to take measures to conserve energy, such as adjusting thermostats, varying schedules around peak demand and cutting back on overtime. It has been six months since three of the Fukushima nuclear plant’s six reactors experienced meltdowns following a catastrophic earthquake and tsunami. Surrounding air, soil and water was contaminated and 100,000 residents were forced to evacuate.

"There is opposition to these projects. But we are confident that these would be completed though there would be a little delay," S K Malhotra, Head Public Awareness Division, DAE told reporters here ahead of India Nuclear Energy 2011 Summit beginning Thursday.
