Is radiation causing Arctic Alaska ringed-seal deaths? [27Dec11] - 0 views

  • The University of Alaska Fairbanks' Institute of Marine Sciences is launching an investigation into whether radiation, including possibly from the Fukoshima Daiichi nuclear power-plant disaster in Japan, has harmed or killed more than 100 ringed seals off Alaska's coasts. More than 60 dead and 75 diseased seals have shown up mostly on Alaska's Arctic beaches since this July, with symptoms that include oozing skin sores, patchy hair loss and damaged organs, prompting a wide-ranging investigation into the mysterious cause of their illness. Scientists are considering several possible causes. But much of the effort has been geared toward finding the bacteria or virus that's causing the apparently unprecedented symptoms, with labs nationally and in other countries examining tissue from ringed seals and Alaska walrus, which appear to be suffering the same affliction.
  • The work so far has yielded at least one important clue: "Tests indicate a virus is not the cause," said a recent press release from NOAA and the U.S. Fish and Wildlife Service. Some wonder if radiation could be causing the skin sores and related problems, including ulcers on internal organs and abnormal growths on brains.

Experts could not be reached the Friday before Christmas to explain migratory routes for Alaska's estimated stock of 250,000 ringed seals. Or did they eat prey contaminated by radiation? If there is a link to Fukoshima, the lab will find it, said Kelley.

U.S. Government Confirms Link Between Earthquakes and Hydraulic Fracturing at Oil Price - 0 views

  • On 5 November an earthquake measuring 5.6 rattled Oklahoma and was felt as far away as Illinois. Until two years ago Oklahoma typically had about 50 earthquakes a year, but in 2010, 1,047 quakes shook the state. Why? In Lincoln County, where most of this past weekend's seismic incidents were centered, there are 181 injection wells, according to Matt Skinner, an official from the Oklahoma Corporation Commission, the agency which oversees oil and gas production in the state. Cause and effect? The practice of injecting water into deep rock formations causes earthquakes, both the U.S. Army and the U.S. Geological Survey have concluded.
  • The U.S. natural gas industry pumps a mixture of water and assorted chemicals deep underground to shatter sediment layers containing natural gas, a process called hydraulic fracturing, known more informally as “fracking.” While environmental groups have primarily focused on fracking’s capacity to pollute underground water, a more ominous byproduct emerges from U.S. government studies – that forcing fluids under high pressure deep underground produces increased regional seismic activity. As the U.S. natural gas industry mounts an unprecedented and expensive advertising campaign to convince the public that such practices are environmentally benign, U.S. government agencies have determined otherwise. According to the U.S. Army’s Rocky Mountain Arsenal website, the RMA drilled a deep well for disposing of the site’s liquid waste after the U.S. Environmental Protection Agency “concluded that this procedure is effective and protective of the environment.”  According to the RMA, “The Rocky Mountain Arsenal deep injection well was constructed in 1961, and was drilled to a depth of 12,045 feet” and 165 million gallons of Basin F liquid waste, consisting of “very salty water that includes some metals, chlorides, wastewater and toxic organics” was injected into the well during 1962-1966.
  • Why was the process halted? “The Army discontinued use of the well in February 1966 because of the possibility that the fluid injection was “triggering earthquakes in the area,” according to the RMA. In 1990, the “Earthquake Hazard Associated with Deep Well Injection--A Report to the U.S. Environmental Protection Agency” study of RMA events by Craig Nicholson, and R.I. Wesson stated simply, “Injection had been discontinued at the site in the previous year once the link between the fluid injection and the earlier series of earthquakes was established.” Twenty-five years later, “possibility” and ‘established” changed in the Environmental Protection Agency’s July 2001 87 page study, “Technical Program Overview: Underground Injection Control Regulations EPA 816-r-02-025,” which reported, “In 1967, the U.S. Army Corps of Engineers and the U.S. Geological Survey (USGS) determined that a deep, hazardous waste disposal well at the Rocky Mountain Arsenal was causing significant seismic events in the vicinity of Denver, Colorado.” There is a significant divergence between “possibility,” “established” and “was causing,” and the most recent report was a decade ago. Much hydraulic fracturing to liberate shale oil gas in the Marcellus shale has occurred since.

Overseas, last month Britain’s Cuadrilla Resources announced that it has discovered huge underground deposits of natural gas in Lancashire, up to 200 trillion cubic feet of gas in all. On 2 November a report commissioned by Cuadrilla Resources acknowledged that hydraulic fracturing was responsible for two tremors which hit Lancashire and possibly as many as fifty separate earth tremors overall. The British Geological Survey also linked smaller quakes in the Blackpool area to fracking. BGS Dr. Brian Baptie said, “It seems quite likely that they are related,” noting, “We had a couple of instruments close to the site and they show that both events occurred near the site and at a shallow depth.” But, back to Oklahoma. Austin Holland’s August 2011 report, “Examination of Possibly Induced Seismicity from Hydraulic Fracturing in the Eola Field, Garvin County, Oklahoma” Oklahoma Geological Survey OF1-2011, studied 43 earthquakes that occurred on 18 January, ranging in intensity from 1.0 to 2.8 Md (milliDarcies.) While the report’s conclusions are understandably cautious, it does state, “Our analysis showed that shortly after hydraulic fracturing began small earthquakes started occurring, and more than 50 were identified, of which 43 were large enough to be located.”
  • Sensitized to the issue, the oil and natural gas industry has been quick to dismiss the charges and deluge the public with a plethora of televisions advertisements about how natural gas from shale deposits is not only America’s future, but provides jobs and energy companies are responsible custodians of the environment. It seems likely that Washington will eventually be forced to address the issue, as the U.S. Army and the USGS have noted a causal link between the forced injection of liquids underground and increased seismic activity. While the Oklahoma quake caused a deal of property damage, had lives been lost, the policy would most certainly have come under increased scrutiny from the legal community. While polluting a local community’s water supply is a local tragedy barely heard inside the Beltway, an earthquake ranging from Oklahoma to Illinois, Kansas, Arkansas, Tennessee and Texas is an issue that might yet shake voters out of their torpor, and national elections are slightly less than a year away.

Fukushima radiation alarms doctors [18Aug11] - 0 views

  • Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima's heavily damaged Daiichi nuclear power plant."How much radioactive materials have been released from the plant?" asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo's Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan's House of Representatives. "The government and TEPCO have not reported the total amount of the released radioactivity yet," said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant. There is widespread concern in Japan about a general lack of government monitoring for radiation, which has caused people to begin their own independent monitoring, which are also finding disturbingly high levels of radiation. Kodama's centre, using 27 facilities to measure radiation across the country, has been closely monitoring the situation at Fukushima - and their findings are alarming.According to Dr Kodama, the total amount of radiation released over a period of more than five months from the ongoing Fukushima nuclear disaster is the equivalent to more than 29 "Hiroshima-type atomic bombs" and the amount of uranium released "is equivalent to 20" Hiroshima bombs.

  • An August 1 press release from Japan's MHLW said no radioactive materials have been detected in the tap water of Fukushima prefecture, according to a survey conducted by the Japanese government's Nuclear Emergency Response Headquarters. The government defines no detection as "no results exceeding the 'Index values for infants (radioactive iodine)'," and says "in case the level of radioactive iodine in tap water exceeds 100 Bq/kg, to refrain from giving infants formula milk dissolved by tap water, having them intake tap water … "
  • Yet, on June 27, results were published from a study that found 15 residents of Fukushima prefecture had tested positive for radiation in their urine. Dr Nanao Kamada, professor emeritus of radiation biology at Hiroshima University, has been to Fukushima prefecture twice in order to take internal radiation exposure readings and facilitated the study.

  • Nuclear reactors are operated by fallible human beings, and at least two meltdowns have been caused by poor human decisions: the 1961 meltdown of an experimental military reactor in Idaho, which killed three operators when one of them withdrew a control rod six times as far as he was supposed to (carrying out a high-tech murder-suicide over a love triangle, according to some accounts), and the Chernobyl accident, which was caused by an ill-conceived experiment conducted outside approved protocols.
  • So, if nuclear safety is a matter of human behavior as well as sound technical infrastructure, we should look to the social sciences in addition to engineering to improve reactor safety. After all, the machines don't run themselves. The social sciences have five lessons for us here: The blind spot. In what we might call the frog-in-boiling-water syndrome, human cognition is such that, in the absence of a disaster, individuals often filter out accumulating indications of safety problems that look like obvious red flags in retrospect -- just as frogs do not jump out of a pot of water on a stove as long as the temperature goes up slowly. Diane Vaughan's award-winning book on the Challenger disaster demonstrates a clear pattern in earlier space shuttle launches of O-ring performance degrading in proportion to declining launch temperatures -- the problem that would ultimately kill Challenger's ill-fated crew. Some shuttle engineers had become concerned about this, but the organizational complex responsible for the space shuttle could not bring this problem into full cognitive focus as long as the missions were successful. Operational success created a blinding glow that made this safety issue hard to see.

The space shuttle program provides another example of human fallibility, explored in William Langewische's account of the Columbia space shuttle accident: Large, technical organizations tend to be unfriendly to employees who harp on safety issues. Large technical organizations prioritize meeting deadlines and fulfilling production targets, and their internal reward structures tend to reflect these priorities. This is especially true if the organizations operate in a market environment where revenue streams are at stake. In such organizations, bonuses tend not to go to those who cause the organization to miss targets and deadlines or spend extra money to prevent accidents that may seem hypothetical. It is not the safety engineers, after all, who become CEOs. Those with safety concerns report that they often censor themselves unless they are deeply convinced of the urgency of their cause. Indeed, there is -- sadly -- substantial literature on the various forms of mistreatment of engineers who do come forward with such concerns.

  • The wild card. Finally, human nature being what it is, there are always the wild cards: people who kill romantic rivals via nuclear meltdown, freelance experimenters, terrorists, operators who should never have made it through personnel screening, operators who are drunk on the job, operators whose performance has declined through laziness, depression, boredom, or any host of reasons.
  • Overwhelmed by speed and complexity. As Charles Perrow argues in his influential book Normal Accidents, which was inspired by the Three Mile Island accident, human operators function well in environments of routinized normality; but, when highly complex technical systems function in unpredicted ways -- especially if the jagged interactions between subsystems unfold very rapidly -- then the human capacity for cognitive processing is quickly overwhelmed. In other words, if a reactor is veering toward an accident caused by the failure of a single system in a way that operators have been trained to handle, then they are likely to retain control. But, if the accident-in-the-making involves unforeseen combinations of failures unfolding quickly and requires improvised responses rather than routinized ones, the outcome is far less hopeful.

Regulatory apparatuses tend to degrade over time -- especially in political systems such as America's, which tend to facilitate the corporate capture of government functions. Thanks to the leverage afforded by campaign donations and the revolving door between public and private employment, industries have become extremely skillful at inserting their former employees, future employees, and other allies into the very regulatory agencies that oversee them. A brilliant piece of investigative journalism on the Securities and Exchange Commission in the latest issue of Rolling Stone shows how this can reduce a regulatory agency to an empty husk. Whether it's the Nuclear Regulatory Commission, the Securities and Exchange Commission, or the Food and Drug Administration, the story is the same: Government agencies that started off as aggressive watchdogs have become absorbed over time by those over whom they have titular oversight. Americans recently saw the dire consequences of this trend in the banking meltdown of 2008.
  • The bottom line: Nuclear safety is threatened by human as well as technical malfunctions, and the risk of disaster can only be attenuated through attention to the principles of social engineering as well as nuclear engineering. While human behavior can always overflow the bounds of our plans for its containment, there are measures that can at least lower the risk of a nuclear disaster caused by human factors: First, the nuclear industry needs to do more to both protect and reward whistle-blowers; and, second, the industry needs regulators with a genuine desire to exercise oversight -- rather than people hoping to increase their income by later going to work for the very companies that they were regulating. Unfortunately, this goes against the ethos of the contemporary United States, where the trend-lines are going in the wrong direction.

An estimated 20 million tons of smashed timber, capsized boats and industrial wreckage is more than halfway across the ocean, based on sightings off Midway by a Russian ship's crew. Safe disposal of the solid waste will be monumental task, but the greater threat lies in the invisible chemical stew mixed with sea water.
  • This new triple disaster floating from northeast Japan is an unprecedented nuclear, biological and chemical (NBC) contamination event. Radioactive isotopes cesium and strontium are by now in the marine food chain, moving up the bio-ladder from plankton to invertebrates like squid and then into fish like salmon and halibut. Sea animals are also exposed to the millions of tons of biological waste from pig farms and untreated sludge from tsunami-engulfed coast of Japan, transporting pathogens including the avian influenza virus, which is known to infect fish and turtles. The chemical contamination, either liquid or leached out of plastic and painted metal, will likely have the most immediate effects of harming human health and exterminating marine animals.

  • Soon after the Fukushima disaster, a spokesman for the International Atomic Energy Agency (IAEA) at its annual meeting in Vienna said that most of the radioactive water released from the devastated Fukushima No.1 nuclear plant was expected to disperse harmlessly in the Pacific Ocean. Another expert in a BBC interview also suggested that nuclear sea-dumping is nothing to worry about because the "Pacific extension" of the Kuroshio Current would deposit the radiation into the middle of the ocean, where the heavy isotopes would sink into Davy Jones's Locker.

PCBs are hormone disrupters that wreck reproductive organs, nerves and endocrine and immune system.   - Ethylene glycol, used as a coolant for freezer units in coastal seafood packing plans and as antifreeze in cars, causes damage to kidneys and other internal organs.
  • Ringed seals, the main food source for polar bears in northern Alaska, are suffering lesions on their flippers and in their mouths. Since the Arctic seas are outside the flow from the North Pacific Current, these small mammals could be suffering from airborne nuclear fallout carried by the jet stream.   These initial reports indicate a decline in invertebrates, which are the feed stock of higher bony species. Squid, and perhaps eels, that form much of the ocean's biomass are dying off. The decline in squid population is causing malnutrition and infighting among higher species. Sea mammals, birds and larger fish are not directly dying from radiation poisoning ­ it is too early for fatal cancers to development. They are dying from malnutrition and starvation because their more vulnerable prey are succumbing to the toxic mix of radiation and chemicals.

Japanese diving teams have reported a 90 percent decline in local abalone colonies and sea urchins or uni. The Mainichi newspaper speculated the losses were due to the tsunami. Based on my youthful experience at body surfing and foraging in the region, I dispute that conjecture. These invertebrates can withstand the coast's powerful rip-tide. The only thing that dislodges them besides a crowbar is a small crab-like crustacean that catches them off-guard and quickly pries them off the rocks. Suction can't pull these hardy gastropods off the rocks.

The plant's operator, Tokyo Electric Power Company, says 6 workers were sprayed with the contaminated water and are being checked for radiation exposure. TEPCO says the workers mistakenly detached a water pipe from a joint near a desalination device on Wednesday morning. The accident caused about 7 tons of contaminated water to leak for about 50 minutes. TEPCO says the water is contained inside a 60-meter-long, 12-meter-wide barrier that surrounds the device. The water is highly radioactive, containing 34 million becquerels of beta ray-emitting material per liter. Worker errors have been occurring frequently at the Fukushima Daiichi plant, as TEPCO struggles to keep the facility under control.

Va. Power hopes to restart reactors soon [08Sep11] - 0 views

But the Nuclear Regulatory Commission staff members indicated Thursday that making sure the reactors, which were shut down by the Aug. 23 earthquake nearby, are safe to begin operating again might take longer. The staff said at the meeting with utility officials that it had plenty of questions as the agency looks into the Louisa County power station's design to resist seismic damage.

  • The amount of groundwater into the buildings fluctuates with the rainfall. At the end of September when it rained heavily because of a typhoon, the amount of ground water doubled, and about 7,700 tonnes of water seeped into the buildings in that week.
  • The groundwater would mix with the contaminated water in the basement of the buildings, and this highly contaminated water is being sent to the water treatment facility. After the density of radioactive materials in the water is lowered and salt removed, the treated water is being used for cooling the reactors.

BP gets Gulf oil drilling permit amid 28,000 unmonitored abandoned wells [25Oct11] - 0 views

  • Since BP’s catastrophic Macondo Blowout in the Gulf of Mexico last year, the Obama Administration has granted nearly 300 new drilling permits [1] and shirked plans to plug 3,600 of more than 28,000 abandoned wells, which pose significant threats to the severely damaged sea. Among those granted new permits for drilling in the Gulf, on Friday Obama granted BP permission to explore for oil in the Gulf, allowing it to bid on new leases that will be sold at auction in December. Reports Dow Jones: “The upcoming lease sale, scheduled for Dec. 14 in New Orleans, involves leases in the western Gulf of Mexico. The leases cover about 21 million acres, in water depths of up to 11,000 feet. It will be the first lease auction since the Deepwater Horizon spill.” [2]
  • Massachusetts Rep. Ed Markey objected to BP’s participation in the upcoming lease sale, pointing out that: “Comprehensive safety legislation hasn’t passed Congress, and BP hasn’t paid the fines they owe for their spill, yet BP is being given back the keys to drill in the Gulf.” Environmental watchdog, Oceana, added its objection to the new permits, saying that none of the new rules implemented since April 2010 would have prevented the BP disaster. “Our analysis shows that while the new rules may increase safety to some degree, they likely would not have prevented the last major oil spill, and similarly do not adequately protect against future ones.” [3]

  • 28,079 Abandoned Wells in Gulf of Mexico In an explosive report at Sky Truth, John Amos reveals from government data that “there are currently 24,486 known permanently abandoned wells in the Gulf of Mexico, and 3,593 ‘temporarily’ abandoned wells, as of October 2011.” [6] TA wells are those temporarily sealed so that future drilling can be re-started. Both TA wells and “permanently abandoned” (PA) wells endure no inspections.
  • Not only cement, but seals, valves and gaskets can deteriorate over time. A 2000 report by C-FER Technologies to the Dept. of Interior identified several  different points where well leaks can occur, as this image (p. 26) reveals.  To date, no regulations prescribe a maximum time wells may remain inactive before being permanently abandoned. [13] “The most common failure mechanisms (corrosion, deterioration, and malfunction) cause mainly small leaks [up to 49 barrels, or 2,058 gallons]. Corrosion is historically known to cause 85% to 90% of small leaks.” Depending on various factors, C-FER concludes that “Shut-In” wells reach an environmental risk threshhold in six months, TA wells in about 10-12 years, and PA wells in 25 years.  Some of these abandoned wells are 63 years old.
  • Leaking abandoned wells pose a significant environmental and economic threat. A three-month EcoHearth investigation revealed that a minimum of 2.5 million abandoned wells in the US and 20-30 million worldwide receive no follow up inspections to ensure they are not leaking. Worse: “There is no known technology for securely sealing these tens of millions of abandoned wells. Many—likely hundreds of thousands—are already hemorrhaging oil, brine and greenhouse gases into the environment. Habitats are being fundamentally altered. Aquifers are being destroyed. Some of these abandoned wells are explosive, capable of building-leveling, toxin-spreading detonations. And thanks to primitive capping technologies, virtually all are leaking now—or will be.” [11] Sealed with cement, adds EcoHearth, “Each abandoned well is an environmental disaster waiting to happen. The triggers include accidents, earthquakes, natural erosion, re-pressurization (either spontaneous or precipitated by fracking) and, simply, time.”
  • Over a year ago, the Dept. of Interior promised to plug the “temporarily abandoned” (TA) wells, and dismantle another 650 production platforms no longer in use. [7] At an estimated decommissioning cost of $1-3 billion [8], none of this work has been started, though Feds have approved 912 permanent abandonment plans and 214 temporary abandonment plans submitted since its September 2010 rule. [9] Over 600 of those abandoned wells belong to BP, reported the Associated Press last year, adding that some of the permanently abandoned wells date back to the 1940s [10].  Amos advises that some of the “temporarily abandoned” wells date back to the 1950s. “Experts say abandoned wells can repressurize, much like a dormant volcano can awaken. And years of exposure to sea water and underground pressure can cause cementing and piping to corrode and weaken,” reports AP.
  • As far back as 1994, the Government Accountability Office warned that there was no effective strategy in place to inspect abandoned wells, nor were bonds sufficient to cover the cost of abandonment. Lease abandonment costs estimated at “$4.4 billion in current dollars … were covered by only $68 million in bonds.” [12] The GAO concluded that “leaks can occur… causing serious damage to the environment and marine life,” adding that “MMS has not encouraged the development of nonexplosive structure removal technologies that would eliminate or minimize environmental damage.”
  • The AP noted that none of the 1994 GAO recommendations have been implemented. Abandoned wells remain uninspected and pose a threat which the government continues to ignore. Agency Reorganization The Minerals Management Service (MMS) was renamed the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) last May after MMS drew heavy fire for malfeasance, including allowing exemptions to safety rules it granted to BP. An Office of Inspector General investigation revealed that MMS employees accepted gifts from the oil and gas industry, including sex, drugs and trips, and falsified inspection reports. [14] Not only was nothing was done with the 1994 GAO recommendations to protect the environment from abandoned wells, its 2003 reorganization recommendations [15] were likewise ignored.  In a June 2011 report on agency reorganization in the aftermath of the Gulf oil spill, the GAO reports that “as of December 2010,” the DOI “had not implemented many recommendations we made to address numerous weaknesses and challenges.” [16] Reorganization proceeded.  Effective October 1, 2011, the Dept. of the Interior split BOEMRE into three new federal agencies: the Office of Natural Resources Revenue to collect mineral leasing fees, the Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM) “to carry out the offshore energy management and safety and environmental oversight missions.” The DOI admits:

BP and Oxford Economics estimate the total cost for eco-cleanup and compensatory economic damages will run to the “tens of billions of dollars.” [21] On the taxpayer side, the GAO estimates the federal government’s costs will exceed the billion dollar incident cap set by the Oil Pollution Act of 1990 (as amended). As of May 2011, agency costs reached past $626 million. The Oil Spill Liability Trust Fund’s income is generated from an oil barrel tax that is set to expire in 2017, notes GAO.

BC First Nations Unite To Ban Export Of Tar Sands Oil [07Dec11] - 0 views

  • For the first time in Canadian history, First Nations, whose territory encompasses the entire coastline of British Columbia, have publicly united to oppose the transport of tar sands crude oil through their land. Over 60 nations have signed the Save the Fraser Declaration, which bans tar sands oil pipelines throughout the Fraser River watershed, an area that was never ceded to the Canadian government, and therefore not legally under the government’s control. “North or south, it makes no difference. First Nations from every corner of BC are saying absolutely no tar sands pipelines or tankers in our territories,” said Chief Jackie Thomas of Saik’uz First Nation, a member of the Yinka Dene Alliance. “We have banned oil pipelines and tankers using our laws, and we will defend our decision using all the means at our disposal.” The First Nations’ refusal to allow tar sands oil extraction or transport through their would make it legally impossible for the Canadian government to move forward with many high price oil production projects. Monday’s announcement – on the first anniversary of the Save the Fraser Declaration – comes in response to recent calls from the Harper government and oil executives to push through pipeline and tanker projects against the wishes of British Columbians and First Nations.

  • The experts said the government's goal of human effort achieving a 10 to 20 percent reduction is not ambitious enough. "A 10 percent reduction doesn't really mean anything. I mean, 40 percent of the radiation would be reduced just by natural causes, so I think the government is almost saying it is just going to wait for the radioactive materials to decrease naturally," said Shunichi Tanaka, former chairman of the Atomic Energy Society of Japan. The main radioactive materials that spewed from the Fukushima No. 1 plant are cesium-134 and -137, the second of which has a half-life of 30 years. Given the relatively short half-life of cesium-134, the total radiation will naturally be halved in four years and fall to one-third in six years, although the threat from the latter will remain for a longer time. The government is now trying to reduce contamination mainly by using high-power water hoses, known as pressure washers, on structures and removing surface soil and vegetation in limited areas.
  • But radioactive cesium can find its way into minute cracks and crevices. It is hard to remove, for example, from roofs made of certain materials, or surfaces that are rusted or whose paint is peeling, Yamauchi said. He has monitored radiation in areas in the city of Fukushima and found that the levels were still quite high after the city performed cleanup operations. To lower the contamination to pre-March 11 levels, Yamauchi said drastic, and highly costly, efforts by the government are needed, including replacing roofs and removing the surface asphalt of roads. Tanaka meanwhile pointed out that the government has not even floated a plan for decontaminating the no-go zones where the radiation exceeds 20 millisieverts per year — areas where there isn't even a timetable for when evacuees will be able to return.
  • If the government doesn't speed up the decontamination work, it will be years before the evacuees may be able to return home, he said, adding that the government can't set a target date because it isn't sure how the cleanup effort will fare. The government's stance regarding the no-go zone is largely based on recommendations by the International Commission on Radiological Protection and other scientists that call for the maximum radiation exposure of between 20 and 100 millisieverts per year under an emergency situation. The ICRP theorizes that cumulative exposure of 100 millisieverts could increase the cancer mortality risk by about 0.5 percent, meaning about 50 out of 10,000 people exposed to that level could die of cancer caused by radiation.

  • One specialist, Nishio Masamichi, director of the Hakkaido Cancer Center, who initially called for "calm" in the early days following the disaster, wrote recently in a top Japanese business journal that the crisis has caused Japan's "myth of nuclear safety" to fall apart.
  • Nishio, according to this independent report, says it's time to confront the very real prospect of long-term radiation exposure, and has accused TEPCO executives of hiding the truth about the real damage caused by the disaster at the expense of saving the company. He also laid some blame for the way the aftermath of the disaster was handled on the country's leadership, saying Prime Minister Naoto Kan and his Cabinet lacked urgency and direction.

As you know, iodine accumulates in thyroid gland, and that is most noticeable during the formative phase of thyroid gland, i.e. in small children.
  • However, when the first researcher in Ukraine was saying in 1991 "There are an increasing number of thyroid cancer", researchers in Japan and the US were publishing articles in Nature magazine saying "There is no causal relationship between the radiation and thyroid cancer." Why did they say that? Because there was no data prior to 1986, there was no statistical significance.

There are more gutsy researchers at Todai (Tokyo University) - the supreme school for the "establishment" - than I thought. Professor Kodama literally shouted at the politicians in the committee, "What the hell are you doing?" Japanese Researcher Says Reactor 3's Fuel Melted Twice, Dropped to Containment Vessel [... - 0 views

  • From Asahi Shinbun (3:02AM JST 8/8/2011; not the literal translation): Fumiya Tanabe, former head of the research at Japan Atomic Energy Agency, will present the result of his research on Reactor 3 at Fukushima I Nuclear Power Plant in the upcoming Atomic Energy Society of Japan's conference next month.
  • Tanabe thinks the fuel melted and dropped to the bottom of the Reactor Pressure Vessel of Reactor 3 by March 14's explosion; then the melted fuel stayed there, cooled by more than 300-tonnes/day water. However, the amount of water injected dropped to only 24 tonnes per day from March 21 to 23, and 69 tonnes per day on March 24, probably due to increased pressure within the RPV. It caused the melted fuel to heat up again, and the fuel melted through the RPV and dropped onto the Containment Vessel (pedestal; see the diagram from Asahi).
  • According to Tanabe, the amount of water from March 21 to 24 was only about 11 to 32% of what was needed to remove the decay heat, and within one day the melted fuel would attain the melting temperature again.

  • In the U.S. this is an ongoing effort. Every time something happens through the INPO reporting systems and the NRC assessments, the entire industry looks at each facility and assesses any lessons learned or changes that need to be made.However, it is clear that we need to remain vigilant against complacency while balancing cost vs. risk assessments of these potentials.

  • Generally two issues stand out. Either the possibility of common cause failure needs to be eliminated, or the facility needs to be able to manage for a longer period before regaining power. The inherent issue here is how long is long enough and the fact that batteries aren’t really a practical option for driving pump power.
  • 3)   Ultimate Heat Sink
  • The underlying issue of SBO is one of maintaining the ultimate heat sink during those early critical hours when the decay heat in the reactor is significant and can cause major fuel failure. Loss of the heat sink is the ultimate reason for the catastrophic failure of the fuel in core. Whether a solution separate from the SBO issues is required isn’t clear, but the issue is one to consider.
  • 4)   Spent Fuel Pools
  • The issues with the spent fuel pools are still evolving. Claims made internationally regarding the status of the pools in the early days of the event have been clearly proven false. However, at a minimum these pools represented a significant diversion of resources for TEPCO that could have been better spent elsewhere.
  • 5)    Hydrogen
  • aside: I’ve been told that many believe that hydrogen explosion to be like a hydrogen bomb. That is not the case. The explosion we’re talking about here is that of hydrogen and oxygen recombining rather violently to make water. It is the same mechanism that caused the explosion of the Challenger Shuttle in the 1980’s :end aside.
