"Dilute and Sell" - #Radioactive Tea Blended with Non-Radioactive Tea [03Oct11] - 0 views

  • A tea producer blended the tea with radioactive cesium with the tea without radioactive cesium so that he could sell off his radioactive tea. An operator of a sewer sludge plant knowingly sold radioactive sludge to a manufacturer of garden soil because there was no national government standard when he sold it. Their reason: "It's safer that way, as radioactive cesium will be diluted".Many Japanese consumers seem dismayed to find out that there are people among them who would do such a thing, but there are people like that, unfortunately.   • As for green tea, the tea producer was mixing the tea that passed the provisional safety limit but which still contained radioactive cesium with the tea made in Kyushu, far away from Fukushima I Nuke Plant. The blend was the radioactive tea 20%, the Kyushu tea 80%.Most water purification plants had voluntarily stopped shipping the radioactive sludge until the provisional safety limit was decided. However, the company who runs this particular water purification plant that continued to ship says, "The detection level was low. If the sludge was made into the garden soil it would be diluted further". The company blames the manufacturers who bought the radioactive sludge, saying "The ultimate responsibility rests with those who make [the sludge] into final products and sell them". The company is currently selling the radioactive sludge to the businesses that supply dirt for construction projects, as the national government has sent out an instruction that "the use of radioactive sludge in the garden soil had better be suspended".According to the green tea producer, there weren't enough of the tea leaves that passed the safety limit [but still contained radioactive cesium] to make it worthwhile to sell, so the company decided to mix it to make a "blend tea". The person in charge of the "blend tea" says "We made it clear in the package that it was a "blend tea", so there should be no problem. We just wanted to make the tea safer for the consumers".
  • SuspicionThese practices are not illegal, and when the contaminated products are mixed with non-contaminated products there should be less ill-effect on humans. However, if this "dilute and sell" model takes hold, it will only add to doubt and confusion for the consumers. Damage from "baseless rumors" may spread to milk and rice. It has been a standard practice to mix milk from different locations. The same goes for rice.The national consumer association federation chief proposes the detailed labeling of the place of manufacture on a prefectural level so that the consumers can choose safely.
  • However, there is no law requiring the place of manufacture for the garden soil, and there is no voluntary guideline by the industry either. The national standard for food labeling only requires the label "Made in Japan" in the case of "blended" produce like rice and tea and processed foods; there is no requirement to show the name of prefecture where the product is made. The Consumer Affairs Agency of Japan [which is supposed to regulate the industries with the welfare of consumers in mind] is not going to do anything at this point, saying "Places of manufacture for the blended goods may change, so it is not practical to require detailed labels".
  • On the other hand, the head of the Worldwide Agricultural Policy Information Center is critical. He says "The role of the national government is to stop the spread of radioactive materials. To allow goods with radioactive materials to be diluted and and sold widely would be considered as approval by the national government to spread the contamination [all over Japan]". JA agricultural co-op Fukushima is also distrustful of the government policy [or lack thereof], saying "There will be no "baseless rumors" if the produce that is found with radioactive materials is not sold".However, for now, we can only count on the voluntary effort by the industries. A new national policy would be necessary, just like when there was a problem of labeling "made in Japan" and "imported" goods.

Stick to rules on importing blended waste [08Oct11] - 0 views

  • nergySolutions is once again asking for the State of Utah’s permission to accept another vagrant bunch of radioactive waste. It plans to blend, or dilute, Class B and Class C waste with less radioactive waste until it just meets the Class A waste levels its license allows at its Clive disposal site. Think of it as kind of a radioactive smoothie.
  • This blended waste is a unique waste stream: something unforeseen and unknown to the Nuclear Regulatory Commission (NRC) when it developed its low-level waste regulations in 1981. While the commission is currently trying to develop coherent new guidance on this, its rules state that it is only OK to intentionally mix wastes “as long as the classification is not altered.” Utah does not have such a regulation.
  • At present there are no disposal sites that accept Classes B and C low level waste, but that will change in about a month when a Texas disposal site opens and starts accepting these materials, without any of the hazards incurred in actually putting these things in the blender. The public understands how corporations often use regulatory loopholes to their own benefit.

DOE, NNSA Announce Availability of Reserve Stockpile of Nuclear Power Reactor Fuel Mate... - 0 views

  • WASHINGTON, D.C. – As part of the Obama Administration’s commitment to strengthen global nuclear nonproliferation efforts, the U.S. Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) today announced the availability of a reserve stockpile of low-enriched uranium (LEU) for use as commercial nuclear power fuel. The stockpile was derived from down-blending surplus highly enriched uranium (HEU) from the U.S. stockpile.This new American Assured Fuel Supply (AFS) creates a vehicle for promoting the peaceful use of nuclear energy without exacerbating nuclear proliferation risks. Through this plan, the U.S. is able to encourage wider use of nuclear power production at the same time as it meets U.S. nuclear disarmament obligations.
  • The AFS sets aside LEU down-blended from surplus U.S. weapons HEU to serve as a backup fuel supply for foreign or domestic reactors in the event of a supply disruption. Along with the International Fuel Bank to be administered by the International Atomic Energy Agency (IAEA), the AFS gives nation states that are looking to nuclear power as a clean energy source an assured supply of LEU, decreasing the need to develop costly enrichment technology. Establishing this reserve will put confidence in the U.S. as a reliable supplier of nuclear fuel and should encourage other governments to see American nuclear vendors as preferable partners.“As more countries look to nuclear power as a low-carbon option for addressing growing energy demands, assuring a fuel supply without promoting proliferation sensitive technologies is a critical national security priority,” said Secretary of Energy Steven Chu. “In addition to protecting fuel supplies for commercial power producers, the Assured Fuel Supply helps demonstrate our commitment to nuclear nonproliferation by eliminating surplus weapons uranium in a way that promotes the peaceful use of nuclear energy.”

Koriyama City in Fukushima to Feed School Kids with Local Rice Harvested This Year [04N... - 0 views

  • Did anyone say in the comment section that it was a duty of adults to protect children? I guess not in Koriyama City, which is located in high-radiation "Nakadori" (middle third) of Fukushima Prefecture and where 500,000 becquerels/kg of radioactive cesium was found in the rice hay.The city will start using this year's rice harvested in the city in the school lunches, starting next Tuesday. Since the new rice harvested in Fukushima is all cleared for shipping as the sampling test has proven it is "safe", it is just a matter of time till it's fed to the most vulnerable and without voice - children. Problems Plague Cleanup at Hanford Nuclear Waste Site [19Jan12] - 0 views

  • Seven decades after scientists came here during World War II to create plutonium for the first atomic bomb, a new generation is struggling with an even more daunting task: cleaning up the radioactive mess.The U.S. government is building a treatment plant to stabilize and contain 56 million gallons of waste left from a half-century of nuclear weapons production. The radioactive sludge is so dangerous that a few hours of exposure could be fatal. A major leak could contaminate water supplies serving millions across the Northwest. The cleanup is the most complex and costly environmental restoration ever attempted.And the project is not going well.

Now, what are you going to do when the President of the US asks you for a favor? The test was slated immediately for the MOX fuel rods, of course. That is 21,000 lbs of 94.6% pure bomb grade Plutonium 239 (Pu 239) down blended and mixed with Uranium to form MOX 6% Pu 239 nuclear fuel rods.

The deed is done and cannot be reversed. MOX stands for Mixed Oxide Fuel. The very poisonous bomb grade Pu 239 is taken from Hydrogen Bombs and mixed with Uranium to form pellets for fuel rods for nuclear  reactors. The fuel rods are about five (5) meters or 16 ft long and as big around as a person’s thumb. Pu 239 is very hard for bomb makers to work with and tends to go off by itself, which makes for a really bad day. The manufacturing of Hydrogen Bombs is a very nasty business in any country. Putting extra Pu 239 in nuclear reactors to boil water for steam is insane. Areva, TVA Discuss Use of Mixed-Oxide Nuclear Fuel From Retired Weapons [21Feb11] - 1 views

  • French energy group Areva has entered tentative talks with the Tennessee Valley Authority that could pave the way for TVA’s nuclear plants to use fuel made from retired weapons. On Friday, the company announced it signed a letter of intent with TVA to initiate discussions on the use of fuel from the Department of Energy’s Mixed-Oxide Fuel Fabrication Facility. While it would not obligate TVA to use the fuel, the letter highlights the agency’s ongoing relationship with DOE in evaluating the fuel-from-weapons program
  • Scheduled to begin operating in 2016, the mixed-oxide facility at DOE’s Savannah River site in South Carolina will blend plutonium from disassembled weapons with depleted uranium oxide, according to the National Nuclear Security Administration. Using the fuel in commercial reactors would make the plutonium unfit for explosives and help meet a commitment made by the United States and Russia in 2000 to dispose of 68 metric tons of surplus plutonium. Mainstream Censors Radiation Threat [24Aug11] - 0 views

  • Explosions and fires caused additional damage to other reactors and released vast quantities of poisonous radioactive materials into the environment. Livestock, crops and drinking water within a 75-mile radius of the accident were immediately contaminated. Now, reports of lethal doses of radiation as far as 200 miles away are starting to become more commonplace
  • In the United States, a recent report by Janette Sherman, M.D. and epidemiologist Joseph Mangano indicate a 35-percent spike in infant mortality throughout the Pacific Northwest. Meanwhile, the true extent of the damage and radioactive contamination caused by the Fukushima disaster continues to be downplayed or ignored entirely by the mainstream media. Getting to the truth has been difficult.
  • In an exclusive interview with AFP, Gunderson gives a timely assessment of the ongoing crisis in Japan and aprises us of what he expects to unfold in the future. “On the bright side, the reactors are in better condition than they’ve been in the last three months,” sayd Gunderson. “Right now, TEPCO has managed to avoid creating new pools of contaminated water by treating existing water through the Areva system.”

  • “What’s happening off site is frightening,” says Gunderson. “Dangerous levels of radioactive contamination are being found in kids’ urine, mothers’ breast milk and animal meat. I’m estimating that over the course of the next 20 years, there’ll be a million cancers. If they’re not caught soon enough, many of those will be fatal.” “The first cancers will affect the thyroids,” Gunderson predicts. “They take about three years. In three to five years it’ll move on to the lungs. In the northern prefectures, I expect a 20 percent increase in lung cancers.”
  • Instead of taking steps to raise public awareness about the dangers of exposure to contaminated food products that will contribute to these cancer risks, the Japanese government is doing just the opposite. “They’re raising the radiation standards,” Gunderson reports. “Before, 600 becquerels [measure of radioactivity] were the most you could have in beef. Now they’ve raised the bar to 6,000. They’re telling people it’s safe.”
  • Gunderson continued, “They’re cooling the reactors by pouring treated water into the top and onto the floor. That has a tendency to build up lots more radioactivity in the filters that are trapping it, but it’s not building up any more water, and that’s a good thing because they’ve run out of space on site.”
  • The Japanese have also initiated a campaign to get people to return to homes as close as 20 miles from the site of the accident. They’re clearing streets and playgrounds, but everything else is still contaminated. “On the sides of the roads where the runoff is, we’re seeing 50,000- 60,000 becquerels in a pound of dirt,” adds Gunderson.
  • “My biggest concern is that the Japanese are burning rubbish,” he says. “Farmers in rural areas are burning their contaminated crops and those in urban areas are burning their trash. If two pounds of material has less than 8,000 becquerels, the government allows it to be burned.”
  • Gunderson says the government also allows blending of highly contaminated material with material that isn’t, creating an even more lethal mix that, when burned, revolatilizes the deadly, cancer-inducing cesium. The resulting plumes not only drift into neighboring communities, he said, but are also caught up in wind currents that reach the western coast of the United States and Canada.
