Nuclear energy foundation criticized for suspending public opinion polls - Koea [18Oct11] - 0 views

  • The Korea Nuclear Energy Foundation (KNEF), whose major role is national promotion and advertisement of nuclear power, has been receiving harsh criticism for not having conducted any public opinion polls this year in contrast to the 12 polls last year. Observers say it is clear that the organization is conveying public opinion only when the public atmosphere is in favor of nuclear power, but dodging public opinion that is critical of nuclear energy. The KNEF said Tuesday, “We could not conduct public-opinion polls this year since expenditures on hosting symposiums and issuing informational brochures in response to the Fukushima accident exceeded the budget. We plan to conduct surveys next year instead.”
  • However, observers say that KNEF is avoiding public surveys for fear of publicizing the negative image for nuclear power that Fukushima accident in March 2011 has triggered. In fact, according to a public opinion poll conducted by Busan chapter of the Korea Federation for Environmental Movement (KFEM), only 7.4% of 1,000 respondents supported the government’s plan to spur the development of nuclear power while 60.9% did not.  Even when reflecting on the steps that KNEF has taken in the past, their explanations have failed to sway observers. Last year, when the finalized contract for exporting nuclear power plant to United Arab Emirates (UAE) boosted the public support for nuclear power, KNEF actively conducted 12 public opinion polls from February to December. They spent 45 million won ($39,379) on one survey throuth one-on-one interviews and 8 million won on each 11 phone surveys. It is drastically different from their old practice of conducting surveys only once a quarter. Based on the results of the numerous public opinion polls conducted last year, KNEF advertised that the majority (88%) of the citizens support nuclear power.

Japan Nuclear Agency Adds to Mistrust [30Sep11] - 0 views

  • An independent panel advising Japan's Ministry of Economy, Trade and Industry confirmed Friday that the ministry's nuclear watchdog was involved in attempts by utilities to manipulate public opinion in favor of nuclear power, a conclusion likely to reinforce public mistrust in the nuclear industry and to raise further hurdles for the restart of idled reactors. The ministry also announced later in the day that it has suspended former Nuclear and Industrial Safety Agency spokesman Hidehiko Nishiyama for one month after finding he engaged in inappropriate sexual conduct with a female staffer during working hours at the height of the nuclear crisis. The panel's conclusion is likely to renew calls for reforming governance at power companies, which have a reputation for being secretive about their nuclear-power operations and for covering up mishaps at their plants.
  • "The revelations may further undermine public confidence in nuclear policy after the disaster at the Fukushima Daiichi nuclear plant," said Takashi Oizumi, chairman of the panel and former public prosecutor, at a news conference. The panel looked into 41 government-sponsored events over five years. No attempts of manipulation were found at symposiums involving Tokyo Electric Power Co., the operator of the Fukushima plant. According to the panel report, the ministry's officials—mostly from its NISA offices—asked the operators of five nuclear-power plants to encourage employees, between 2005 and 2009, to attend government-sponsored briefings and symposiums and to express opinions in favor of nuclear energy.
  • Such gatherings are meant to provide an opportunity for the government to explain nuclear-power policy and for the public to express opinions. Local mayors and governors often used such events to gauge public opinion and make decisions on whether they would proceed in line with the government's nuclear policy. The government already announced over the summer plans to overhaul the regulation of nuclear power and to step up safety checks at nuclear plants. But there has been little sign that public confidence in nuclear-power is returning. Only 11 of the nation's 54 commercial reactors remain in operation.

The symposiums in question were on the use of uranium-plutonium mixed-oxide fuel at Kyushu Electric Power Co.'s Genkai plant in October 2005, Shikoku Electric Power Co.'s Ikata plant in June 2006, Chubu Electric Power Co.'s Hamaoka plant in August 2007, and Hokkaido Electric Power Co.'s Tomari plant in 2008. NISA also was found to have been involved in briefing sessions about the quake resistance of Tohoku Electric Power Co.'s Onagawa plant in October 2006. Mr. Nishiyama was replaced as NISA spokesman in June following media reports that he was having an extramarital affair while serving as the public face of the ministry during the Fukushima Daiichi disaster between March and June. He continued to work at the ministry.

Investigation Finds 7 Cases Of NISA & Power Companies Faked Nuclear Support [05Oct11] - 0 views

  • An independent investigation of power companies and the regulatory agency NISA found a total of 7 situations where nuclear support was faked by power company employees. All of the power companies named either have MOX plutonium mix fuel running in a reactor at the area in question or were attempting to do so. There were also influence attempts related to restarts. The companies were accused of influencing public opinion back in July, the investigation agreed that this was the case. NISA colluded with the power companies to have employees pose as average people in support of the nuclear power companies plans. One power company employee went so far as to pretend to be a farmer in a meeting. The employees did not disclose their relationship with the power companies and it is thought that these staged events heavily influenced the approval of the projects.
  • People familiar with the industry said this kind of thing has been going on for 20-30 years. Another known tactic is for employees to attend the meeting in large numbers in order to deny available seats to the public. This tactic being a method to push out any dissent and control the debate. TEPCO has admitted it used employee influence tactics at meetings on the desired restart of Kashiwazaki-Kariwa after it was shut down due to damage from a 2007 earthquake.   • WASHINGTON, Oct. 3, 2011 -- /PRNewswire-USNewswire/ -- Six months after the Fukushima Daiichi accident in Japan, solid majorities of Americans still view nuclear energy favorably, still support the extension of operating licenses at existing facilities that meet federal safety standards, and still believe that construction of a new reactor is acceptable at the site of the nearest nuclear power plant that already is operating, a new national survey shows.While support for nuclear energy has declined from the historically high level seen one year ago, support on a variety of measures is holding at the majority levels found consistently in public opinion surveys conducted throughout the past decade.
  • In the new telephone survey of 1,000 U.S. adults, 62 percent of respondents said they favor the use of nuclear energy as one of the ways to provide electricity in the United States, with 35 percent opposed. Those strongly favoring nuclear energy outnumber those strongly opposed by a two-to-one ratio, 28 percent vs. 13 percent, according to the survey conducted Sept. 22-24 by Bisconti Research Inc. with GfK Roper. The survey was sponsored by the Nuclear Energy Institute and has a margin of error of plus or minus three percentage points. Numerous surveys conducted by Bisconti Research over the past decade show that public support for nuclear energy topped 60 percent each year, rising as high as 74 percent of Americans in March 2010.

  • The private notes of the head of a U.S. cultural center in Hiroshima revealed that Washington targeted the city's residents with pro-nuclear propaganda in the mid-1950s after deciding a swing in their opinions was vital to promoting the use of civil nuclear power in Japan and across the world. The organizers of a U.S.-backed exhibition that toured 11 major Japanese cities from November 1955 to September 1957 initially considered opening the first exhibition in Hiroshima.
  • According to the private papers of Abol Fazl Fotouhi, former president of the American Cultural Center in Hiroshima, the idea of choosing the city was proposed at a meeting of officials of the U.S. Information Service in December 1954.
  • The proposal was dropped because officials were worried that it would link nuclear energy too closely with nuclear bombs. Tokyo was chosen to open the tour and three other cities were visited before the exhibition opened at the Hiroshima Peace Memorial Museum, which commemorates the 1945 bombing, on May 27, 1956.

Kan’s ouster became an obsession of the nation’s powerbrokers. This article examines why, in the midst of an unprecedented cascade of disasters, natural and nuclear, the Kan problem trumped all others.
  • The fiercely partisan politics of the complex Tōhoku catastrophe has slowed action on recovery and discredited politicians of all political stripes. The public views Diet members with growing contempt because too many politicians seem to have prioritized petty party politics over reconstruction and safety of the victims.   • The Food Safety Commission under the Cabinet Office has been deliberating on the health effect of internal radiation exposure from the radioactive materials in food. On October 27, it submitted its recommendation to set the upper limit on lifetime cumulative radiation from food at 100 millisieverts.
  • On receiving the recommendation, the Ministry of Health and Labor will start setting the detailed guidelines for each food items. They are expected to be stricter than the provisional safety limits set right after the Fukushima I Nuclear Plant accident. The Radiation Commission under the Ministry of Education will review the guidelines to be set by the Ministry of Health and Labor, and the new safety limits will be formally decided.

  • According to the draft of the recommendation in July, the Food Safety Commission was aiming at setting "100 millisieverts lifetime limit" that would include the external radiation exposure from the nuclides in the air. However, based on the opinions from the general public, the Commission decided that the effect of external radiation exposure was small and focused only on internal radiation exposure from food.
  • If we suppose one's lifetime is 100 years, then 1 millisievert per year would be the maximum. The current provisional safety limit assumes the upper limit of 5 millisievert per year with radioactive cesium alone. So the new regulations will inevitably be stricter than the current provisional safety limits.
  • In addition, the Commission pointed out that children "are more susceptible to the effect of radiation", but it didn't cite any specific number for children. The Commission explained that it would be up to the Ministry of Health and Labor and other agencies to discuss" whether the effect on children should be reflected in the new safety limits.Oh boy. So many holes in the article.First, I suspect it is a rude awakening for many Japanese to know that the current provisional safety limits for radioactive materials in food presuppose very high internal radiation level already. The Yomiuri article correctly says 5 millisieverts per year from radioactive cesium alone. The provisional safety limit for radioactive iodine, though now it's almost irrelevant, is 2,000 becquerels/kg, and that presupposes 2 millisieverts per year internal radiation. From cesium and iodine alone, the provisional safety limits on food assume 7 millisievert per year internal radiation.
  • (The reason why the radioactive iodine limit is set lower than that for radioactive cesium is because radioactive iodine all goes to thyroid gland and gets accumulated in the organ.)I am surprised that Yomiuri even mentioned the 5 millisieverts per year limit from cesium exposure alone. I suspect it is the first time ever for the paper.Second, the article says the Commission decided to exclude external radiation from the "100 millisieverts" number because of the public opinion. Which "public" opinion are they talking about? Mothers and fathers with children? I doubt it. If anything, the general public (at least those who doesn't believe radiation is good for them) would want to include external radiation so that the overall radiation limit is set, rather than just for food.
  • Third, and most importantly, if the proposed lifetime limit of 100 millisieverts is only for internal radiation from FOOD, then the overall internal radiation could be much higher. Why? Because, pre-Fukushima, the natural internal radiation from food in Japan was only 0.41 millisievert per year (mostly from K-40), or 28% of total natural radiation exposure per year of 1.45 millisievert (average). Of internal radiation exposure, inhaling radon is 0.45 millisievert per year in Japan, as opposed to the world average of 1.2 millisievert per year.Now, these so-called experts in the government commission are saying the internal radiation from food can be 1 millisievert per year (assuming the life of 100 years), in addition to the natural internal radiation from food (K-40) which is 0.41 millisievert per year. Then, you will have to add internal exposure from inhaling the radioactive materials IN ADDITION TO radon which is 0.45 millisievert per year.
  • Winter in the Pacific Ocean side of east Japan is dry, particularly in Kanto. North wind kicks up dust, and radioactive materials in the dust will be kicked up. The Tokyo metropolitan government will be burning away the radioactive debris from Iwate Prefecture (Miyagi's to follow) into the wintry sky. So-called "decontamination" efforts all over east Japan will add more radioactive particles in the air for people to breathe in.
  • For your information, the comparison of natural radiation exposure levels (the world vs Japan), from the Nuclear Safety Research Association Handbook on treating acute radiation injury (original in Japanese; my translation of labels). Japan has (or had) markedly lower radon inhalation than the world average, and much lower external radiation from the ground and from cosmic ray. It makes it all up by overusing the medical X-rays and CT scans, and even the Nuclear Safety Research Association who issued the following table says Japan tends to use too many X-rays and scans and that the medical professionals should make effort not to overuse them.

The nuclear power plans that have survived Fukushima [28Sep11] - 0 views

  • SciDev.Net reporters from around the world tell us which countries are set on developing nuclear energy despite the Fukushima accident. The quest for energy independence, rising power needs and a desire for political weight all mean that few developing countries with nuclear ambitions have abandoned them in the light of the Fukushima accident. Jordan's planned nuclear plant is part of a strategy to deal with acute water and energy shortages.
  • The Jordan Atomic Energy Commission (JAEC) wants Jordan to get 60 per cent of its energy from nuclear by 2035. Currently, obtaining energy from neighbouring Arab countries costs Jordan about a fifth of its gross domestic product. The country is also one of the world's most water-poor nations. Jordan plans to desalinate sea water from the Gulf of Aqaba to the south, then pump it to population centres in Amman, Irbid, and Zarqa, using its nuclear-derived energy. After the Fukushima disaster, Jordan started re-evaluating safety procedures for its nuclear reactor, scheduled to begin construction in 2013. The country also considered more safety procedures for construction and in ongoing geological and environmental investigations.
  • The government would not reverse its decision to build nuclear reactors in Jordan because of the Fukushima disaster," says Abdel-Halim Wreikat, vice Chairman of the JAEC. "Our plant type is a third-generation pressurised water reactor, and it is safer than the Fukushima boiling water reactor." Vietnam's plan to power 10 per cent of its electricity grid with nuclear energy within 20 years is the most ambitious nuclear energy plan in South-East Asia. The country's first nuclear plant, Ninh Thuan, is to be built with support from a state-owned Russian energy company and completed by 2020. Le Huy Minh, director of the Earthquake and Tsunami Warning Centre at Vietnam's Institute of Geophysics, has warned that Vietnam's coast would be affected by tsunamis in the adjacent South China Sea.
  • Larkin says nuclear energy is the only alternative to coal for generating adequate electricity. "What other alternative do we have? Renewables are barely going to do anything," he said. He argues that nuclear is capable of supplying 85 per cent of the base load, or constantly needed, power supply, while solar energy can only produce between 17 and 25 per cent. And John Morris, an Australia-based energy consultant who has worked as a geologist in Vietnam, says the seismic risk for nuclear power plants in the country would not be "a major issue" as long as the plants were built properly. Japan's nuclear plants are "a lot more earthquake prone" than Vietnam's would be, he adds.
  • Undeterred by Fukushima, Nigeria is forging ahead with nuclear collaborations. There is no need to panic because of the Fukushima accident, says Shamsideen Elegba, chair of the Forum of Nuclear Regulatory Bodies in Africa. Nigeria has the necessary regulatory system to keep nuclear activities safe. "The Nigerian Nuclear Regulatory Authority [NNRA] has established itself as a credible organisation for regulatory oversight on all uses of ionising radiation, nuclear materials and radioactive sources," says Elegba who was, until recently, the NNRA's director general.
  • Vietnam is unlikely to experience much in the way of anti-nuclear protests, unlike neighbouring Indonesia and the Philippines, where civil society groups have had more influence, says Kevin Punzalan, an energy expert at De La Salle University in the Philippines. Warnings from the Vietnamese scientific community may force the country's ruling communist party to choose alternative locations for nuclear reactors, or to modify reactor designs, but probably will not cause extreme shifts in the one-party state's nuclear energy strategy, Punzalan tells SciDev.Net.
  • Will the Philippines' plans to rehabilitate a never-used nuclear power plant survive the Fukushima accident? The Philippines is under a 25-year moratorium on the use of nuclear energy which expires in 2022. The government says it remains open to harnessing nuclear energy as a long-term solution to growing electricity demand, and its Department of Science and Technology has been making public pronouncements in favour of pursuing nuclear energy since the Fukushima accident. Privately, however, DOST officials acknowledge that the accident has put back their job of winning the public over to nuclear by four or five years.
  • In the meantime, the government is trying to build capacity. The country lacks, for example, the technical expertise. Carmencita Bariso, assistant director of the Department of Energy's planning bureau, says that, despite the Fukushima accident, her organisation has continued with a study on the viability, safety and social acceptability of nuclear energy. Bariso says the study would include a proposal for "a way forward" for the Bataan Nuclear Power Plant, the first nuclear reactor in South East Asia at the time of its completion in 1985. The $2.3-billion Westinghouse light water reactor, about 60 miles north of the capital, Manila, was never used, though it has the potential to generate 621 megawatts of power. President Benigno Aquino III, whose mother, President Corazon Aquino, halted work on the facility in 1986 because of corruption and safety issues, has said it will never be used as a nuclear reactor but could be privatised and redeveloped as a conventional power plant.
  • But Mark Cojuangco, former lawmaker, authored a bill in 2008 seeking to start commercial nuclear operations at the Bataan reactor. His bill was not passed before Congress adjourned last year and he acknowledges that the Fukushima accident has made his struggle more difficult. "To go nuclear is still the right thing to do," he says. "But this requires a societal decision. We are going to spark public debates with a vengeance as soon as the reports from Fukushima are out." Amended bills seeking both to restart the reactor, and to close the issue by allowing either conversion or permanent closure, are pending in both the House and the Senate. Greenpeace, which campaigns against nuclear power, believes the Fukushima accident has dimmed the chances of commissioning the Bataan plant because of "increased awareness of what radioactivity can do to a place". Many parts of the country are prone to earthquakes and other natural disasters, which critics say makes it unsuitable both for the siting of nuclear power stations and the disposal of radioactive waste.

The government claims it could satisfy all of Kenya's energy needs until 2040. The demand for electricity is overwhelming in Kenya. Less than half of residents in the capital, Nairobi, have grid electricity, while the rural rate is two per cent. James Rege, Chairman of the Parliamentary Committee on Energy, Communication and Information, takes a broader view than the official government line, saying that geothermal energy, from the Rift Valley project is the most promising option. It has a high production cost but remains the country's "best hope". Nuclear should be included as "backup". "We are viewing nuclear energy as an alternative source of power. The cost of fossil fuel keeps escalating and ordinary Kenyans can't afford it," Rege tells SciDev.Net.
  • Hydropower is limited by rivers running dry, he says. And switching the country's arable land to biofuel production would threaten food supplies. David Otwoma, secretary to the Energy Ministry's Nuclear Electricity Development Project, agrees that Kenya will not be able to industrialise without diversifying its energy mix to include more geothermal, nuclear and coal. Otwoma believes the expense of generating nuclear energy could one day be met through shared regional projects but, until then, Kenya has to move forward on its own. According to Rege, much as the nuclear energy alternative is promising, it is extremely important to take into consideration the Fukushima accident. "Data is available and it must be one step at a time without rushing things," he says. Otwoma says the new nuclear Kenya can develop a good nuclear safety culture from the outset, "but to do this we need to be willing to learn all the lessons and embrace them, not forget them and assume that won't happen to us".
  • But the government adopted its Integrated Resource Plan (IRP) for 2010-2030 five days after the Fukushima accident. Elliot Mulane, communications manager for the South African Nuclear Energy Corporation, (NECSA) a public company established under the 1999 Nuclear Energy Act that promotes nuclear research, said the timing of the decision indicated "the confidence that the government has in nuclear technologies". And Dipuo Peters, energy minister, reiterated the commitment in her budget announcement earlier this year (26 May), saying: "We are still convinced that nuclear power is a necessary part of our strategy that seeks to reduce our greenhouse gas emissions through a diversified portfolio, comprising some fossil-based, renewable and energy efficiency technologies". James Larkin, director of the Radiation and Health Physics Unit at the University of the Witwatersrand, believes South Africa is likely to go for the relatively cheap, South Korean generation three reactor.
  • It is not only that we say so: an international audit came here in 2006 to assess our procedure and processes and confirmed the same. Elegba is firmly of the view that blame for the Fukushima accident should be allocated to nature rather than human error. "Japan is one of the leaders not only in that industry, but in terms of regulatory oversight. They have a very rigorous system of licensing. We have to make a distinction between a natural event, or series of natural events and engineering infrastructure, regulatory infrastructure, and safety oversight."   • Nigeria is likely to recruit the Russian State Corporation for Atomic Energy, ROSATOM, to build its first proposed nuclear plant. A delegation visited Nigeria (26- 28 July) and a bilateral document is to be finalised before December. Nikolay Spassy, director general of the corporation, said during the visit: "The peaceful use of nuclear power is the bedrock of development, and achieving [Nigeria's] goal of being one of the twenty most developed countries by the year 2020 would depend heavily on developing nuclear power plants." ROSATOM points out that the International Atomic Energy Agency monitors and regulates power plant construction in previously non-nuclear countries. But Nnimmo Bassey, executive director of the Environmental Rights Action/Friends of the Earth Nigeria (ERA/FoEN), said "We cannot see the logic behind the government's support for a technology that former promoters in Europe, and other technologically advanced nations, are now applying brakes to. "What Nigeria needs now is investment in safe alternatives that will not harm the environment and the people. We cannot accept the nuclear option."
  • Thirsty for electricity, and desirous of political clout, Egypt is determined that neither Fukushima ― nor revolution ― will derail its nuclear plans. Egypt was the first country in the Middle East and North Africa to own a nuclear programme, launching a research reactor in 1961. In 2007 Egypt 'unfroze' a nuclear programme that had stalled in the aftermath of the Chernobyl disaster. After the Egyptian uprising in early 2011, and the Fukushima accident, the government postponed an international tender for the construction of its first plant.

"Then we will have to import electricity, and we can't rely on renewable energy as it is still not economic yet — Egypt in 2010 produced only two per cent of its needs through it." But there are other motives for going nuclear, says Nadia Sharara, professor of mineralogy at Assiut University. "Owning nuclear plants is a political decision in the first place, especially in our region. And any state that has acquired nuclear technology has political weight in the international community," she says. "Egypt has the potential to own this power as Egypt's Nuclear Materials Authority estimates there are 15,000 tons of untapped uranium in Egypt." And she points out it is about staying ahead with technology too. "If Egypt freezes its programme now because of the Fukushima nuclear disaster it will fall behind in many science research fields for at least the next 50 years," she warned.

An Inside Look At The Current State Of The Nuclear Industry [29Sep11] - 0 views

  • As I’ve mentioned before, I’m a fan of nuclear energy.  I was able to get an inside look at the current state of the nuclear industry from a friend at Qualitech Solutions named Chris Sewell.  Qualitech Solutions provides mission-critical software to many industries, including the energy industry.  They have customers that are involved in nuclear utilities as well as design engineering firms working on major construction projects.  Qualitech Solutions has been in business for more than a decade.
  • Sewell says, “There is a hesitancy to continue with nuclear construction projects amidst the public concern over nuclear safety.  Society as a whole has become hypersensitive with anything pertaining to nuclear plant issues and safety.  The Fukushima incident not only altered the social climate, but also affected the financial backing of various new construction projects. There is however, a general consensus that due to its low carbon imprint, nuclear energy must be part of our energy future.”

  • The French generate approximately 80% of their energy using nuclear power.  They have realized the long-term financial and environmental benefits to nuclear power and have continued supporting the industry and its growth within their country and abroad.  AREVA, the French nuclear engineering firm, continues to work with partner companies to license and construct new nuclear plants and fuel facilities, such as the uranium enrichment plant in Idaho.” But in other countries, “nuclear plants are trying to get by with fewer people,” Sewell explained.  However, the more safety mechanisms that are developed in the industry, the more financial support the nuclear energy industry will receive.  One big safety development is in regard to the nuclear reactors themselves.

  • Arnie Gundersen, who lives here in Burlington, is Chief Engineer of Fairewinds Associates is a well-known authority on the subject, someone who has figured prominently in recent accounts of Vermont Yankee circumstances.
  • I think he exaggerated his responsibilities for projects at NU, 1972-6.
  • There are several exaggerations in that brief statement. Because he has been an expert witness, Mr. Gundersen has been required to provide an accurate resume to public bodies; you can find one such document at the end of the testimony that he provided in March 2006 to oppose the Public Service of Vermont’s decision to allow Entergy to increase the power output from Vermont Yankee.

  • A careful reading of that resume reveals only one mention of any kind of license to operate a reactor. In the section of his resume headed Rensselaer Polytechnic Institute (RPI) 1971 to 1972, there is the following statement: “Critical Facility Reactor Operator, Instructor. Licensed AEC reactor operator instructing students and utility reactor operators in start-up through full power operation of a reactor.” Here is a quote about that critical facility from a contact who attended RPI at the same time as Gundersen did.
  • It operated at no pressure, room temperature, licensed to 100W, highly enriched U, open tank of water.
  • A second exaggeration comes in the statement that Gundersen has “almost four decades experience in the nuclear power industry.” His resume shows that he graduated from school in 1972 and that he stopped working for Nuclear Energy Services in 1990. From that point on, his full time employment was as a math and science teacher at a series of private schools. His resume lists several items under the heading of Nuclear Consulting 1990 – Present, but it would be interesting to hear the opinion of nuclear professionals about how those activities count as experience in the nuclear industry.
  • An Atomic Insights reader who is personally familiar with the work that Gundersen did at Northeast Utilities during the period from 1972-1976 read the posted resume and shared the following comment with me using the polite and understated language that is common among engineering professionals.
  • Mr. Gundersen, who has almost four decades experience in the nuclear power industry, earned his Bachelors and Masters in Nuclear Engineering from RPI. He was a licensed reactor operator and put in twenty years in the industry. He’s led teams of engineers dealing with nuclear reactors at 70 nuclear plants around the nation. He was appointed by now Governor Peter Schumlin to the Vermont Yankee Oversight Panel in 2008 and it’s his expertise that qualifies him as an expert witness on various aspects of Vermont Yankee, including plant safety, its decommissioning fund, and the suitability of the plant being extended past 2012.
  • I spoke to that contact at length a few days ago, he told me that Gundersen was assigned to the licensing group and did not have any real design engineering responsibilities while at NU.
  • In 2008, he applied to become a member of the Diablo Canyon Safety Committee. On that application, he made the following statement about his experience:

  • I went back and checked the resume linked to above. According to that resume, Mr. Gundersen earned his BS in Nuclear Engineering from RPI in 1971, so he was still an undergraduate student in 1970. That leads me to the conclusion that either there was a judge somewhere who has rather low standards for expertise for his witnesses, or that Mr. Gundersen needs someone to give him a calendar for Christmas.When noticing that, I also reread the first job listed on his resume. Here is how that job was described:
  • “Public Service Electric and Gas (PSE&G) – 1970Assistant Engineer:Performed Shielding design of radwaste and auxiliary buildings for Newbold Island Units 1 & 2, including development of computer codes.”
  • The date listed for that job was before his graduation date. My guess is that it was a summer internship since Newbold Island, NJ is 218 miles from Troy, NY, the home of RPI. That would be a long commute if the job was done during the school year

Developed countries are slowing or shuttering their nuclear-power programs, while states to their south, in the world’s hotspots (think the Middle East and Far East), are pushing to build reactors of their own. Normally, this would lead to even more of a focus on nuclear safety and nonproliferation. Yet, given how nuclear-reactor sales have imploded in the world’s advanced economies, both these points have been trumped by nuclear supplier states’ desires to corner what reactor markets remain.
  • This spring, Germany permanently shut down eight of its reactors and pledged to shutter the rest by 2022. Shortly thereafter, the Italians voted overwhelmingly to keep their country nonnuclear. Switzerland and Spain followed suit, banning the construction of any new reactors. Then Japan’s prime minister killed his country’s plans to expand its reactor fleet, pledging to reduce Japan’s reliance on nuclear power dramatically. Taiwan’s president did the same. There, radiation dangers and reactor safety have yet to enter public debate. Regulatory mechanisms are strictly controlled by the authorities, citing national security reasons. And individuals or nongovernmental organisations are forbidden from monitoring radiation levels near any nuclear facility. Poor and powerless village communities in India and Pakistan, that have suffered health effects from uranium and thorium mining, have been forced to withdraw their court cases.

A 2009 Massachusetts Institute of Technology study, which strongly recommended enhancing the role of nuclear power to offset climate change [2], found that nuclear electricity costs more per kilowatt-hour (kWh): 8.4 cents versus 6.2/6.5 cents for coal/gas. It suggested that as fossil fuel depletes, the nuclear-fossil price ratio will turn around. But it hasn't yet. The World Bank has labelled nuclear plants "large white elephants". [3] Its Environmental Assessment Source Book says: "Nuclear plants are thus uneconomic because at present and projected costs they are unlikely to be the least-cost alternative.
  • There is also evidence that the cost figures usually cited by suppliers are substantially underestimated and often fail to take adequately into account waste disposal, decommissioning, and other environmental costs." [4] According to the US Nuclear Regulatory Commission, the cost of permanently shutting down a reactor ranges from US$300 million to US$400 million. [5] This is a hefty fraction of the reactor's original cost (20–30 per cent). While countries like France or South Korea do find nuclear energy profitable, they may be exceptions to a general rule. Countries that lack engineering capacity to make their own reactors will pay more to import and operate the technology.
  • Poor track record, military ambitions The track record of nuclear power in developing countries scarcely inspires confidence. Take the case of Pakistan, which still experiences long, daily electricity blackouts. Forty years ago, the Pakistan Atomic Energy Commission had promised that the country's entire electricity demand would be met from nuclear reactors. Although the commission helped produce 100 nuclear bombs, and employs over 30,000 people, it has come nowhere close to meeting the electricity target. Two reactors combine to produce about 0.7 GW, which meets around 2 per cent of Pakistan's electricity consumption.
  • India's record is also less than stellar. In 1962, it announced that installed nuclear capacity would be 18–20 GW by 1987; but it could reach only 1.48 GW by that year. Today, only 2.7 per cent of India's electricity comes from nuclear fuels. In 1994, an accident during the construction of two reactors at the Kaiga Generating Station pushed up their cost to four times the initial estimate. Cost overruns and delays are frequent, not just in India. And some developing countries' interest in nuclear technology for energy could mask another purpose. India and Pakistan built their weapon-making capacity around their civilian nuclear infrastructure. They were not the first, and will not be the last.
  • Warning bells ring loud and clear when big oil-producing countries start looking to build nuclear plants. Iran, with the second largest petroleum reserves in the world, now stands at the threshold of making a bomb using low enriched uranium fuel prepared for its reactors. Saudi Arabia, a rival which will seek its bomb if Iran makes one, has plans to spend over US$300 billion to build 16 nuclear reactors over the next 20 years. Climate change gives urgency to finding non-fossil fuel energy alternatives. But making a convincing case for nuclear power is getting harder. Neither cheap nor safe, it faces an uphill battle. Unless there is a radical technical breakthrough — such as a workable reactor fuelled by nuclear fusion rather than nuclear fission — its prospects for growth look bleak. New gov't panel begins talks to review Japan's energy policy [05Oct11] - 0 views

  • A new government energy panel, with nearly half of member experts critical of nuclear power generation, began discussing Monday revising Japan's national energy policy in the wake of the Fukushima nuclear crisis. The panel's deliberations are important as they will "probe a road Japan will take over the next 100 or 200 years," Economy, Trade and Industry Minister Yukio Edano told the first meeting of the group.
  • The panel, newly created under the energy advisory committee of the industry ministry, is tasked with reviewing Japan's basic energy plan that calls for greater reliance on nuclear energy, revised just last year. It envisages nuclear power accounting for 53 percent of all electricity generated in Japan by 2030 from about 30 percent before the March 11 disaster. With around 10 of the 25 panel members opposing nuclear power generation, opinions both for and against nuclear energy were presented during the panel meeting. It differed from similar meetings in the past. A previous panel contained few opponents of nuclear energy, with the ministry playing an important role in promoting nuclear power generation. The panel, headed by Nippon Steel Corp. Chairman Akio Mimura, plans to compile a new energy plan by around next summer.
  • Edano asked panel members to promote discussions to sufficiently explore how the nation's energy policy should be, without being constrained by the current energy situation, saying, "Since the (Fukushima) accident, citizens' opinions and their trust on nuclear power have changed substantially." Since the start of the nuclear crisis at the Fukushima Daiichi power plant triggered by the March 11 earthquake and tsunami, the government has shifted its stance to reducing the nation's reliance on nuclear power. The panel experts differ on how quickly to reduce Japan's reliance on nuclear power, as well as ways to introduce renewable energy.

  • Global growth in the civilian nuclear energy sector represents an annual trade market estimated at $500 billion to $740 billion over the next 10 years.  As new nations consider nuclear energy technology to produce low-carbon electricity, the United States should take a leadership role that will enhance the safety and nuclear nonproliferation regimes globally, while creating tens of thousands of new American jobs. The United States is the world leader in safe and efficient operation of nuclear power plants, with an average capacity factor of 90 percent or higher in each of the past 10 years.  When ranked by 36-month unit capability factor, the United States has the top three best performing nuclear reactors in the world, seven of the top 10, and 16 of the top 20.  Nuclear energy facilities produce electricity in 31 states and have attained a four-fold improvement in safety during the past 20 years.  This underpinning in safety and reliability is one reason why America generates more electricity from nuclear energy than the next two largest nuclear programs combined.
  • Bilateral agreements on nuclear energy cooperation are vital to advancing global nonproliferation and safety goals as well as America’s interests in global nuclear energy trade.  A 123 agreement, named after section 123 of the Atomic Energy Act, establishes an accord for cooperation as a prerequisite for nuclear energy trade between the United States and other nations.  The agreement contains valuable nonproliferation controls and commitments.  One of the most significant elements of U.S. agreements is approval granted by our government as to how other countries process uranium fuel after it is used in a commercial reactor.  Under U.S. agreements, these nations cannot reprocess the fuel—chemically separating the uranium and plutonium—without U.S. notification and consent to do so.  This is a significant safeguard against the potential misuse of low-enriched uranium from the commercial sector.
  • Several public policy considerations must be weighed in evaluating the impact of 123 agreements, including those related to national security, economic development, energy production, and environmental protection. In the competitive global marketplace for commercial nuclear technology, inconsistent bilateral agreements will have unintended consequences for U.S. suppliers.  Imposing overly restrictive commercial restrictions or conditions in U.S. 123 agreements that are not matched by other nations’ bilateral agreements may significantly bias the country against selecting U.S.-based suppliers, even if the agreements don’t have malicious intentions.

  • The imposition of requirements that seem unnecessary and unfair can affect commercial decision-making by the affected country.  Such conditions put U.S. commercial contracts and jobs at risk. Moreover, if the country does not use U.S.-based technology, fuels or services, the value of conditions in the 123 agreement (i.e., consent rights) would be lost. Some U.S. leaders are proposing a prohibition on uranium enrichment and reprocessing as part of all bilateral nuclear energy agreements for cooperation.  Ensuring enrichment technology and reprocessing technology are used only for peaceful purposes is a paramount goal for government and industry. But U.S. 123 agreements are neither the best, nor in most cases, the appropriate mechanism to achieve that goal. 
  • Multilateral agreements are more appropriate mechanisms for policy regarding the global challenge of nuclear proliferation.  Promising mechanisms include the decision by the International Atomic Energy Agency to establish a uranium fuel bank, potential nuclear fuel lease/takeback contracts, and other multilateral, institutional nonproliferation arrangements.  In addition, the Nuclear Suppliers Group (an international body of 46 nuclear technology supplier nations that sets standards for commercial nuclear trade) recently adopted new clear and strict criteria for the transfer of nuclear energy technology.  These institutional controls do not require the receiving country to cede sovereign rights, which the U.S. government and other countries with civilian nuclear energy programs would never give up. 
  • Fast-growing electricity needs in developing countries and concern about air quality and climate change are stimulating significant global demand for nuclear energy.  Sixty-six plants are being built worldwide and another 154 are in the licensing and advanced planning stage. U.S. suppliers are vying for business around the world – including China, Poland and India.  Continued U.S. leadership in global nuclear safety and nonproliferation matters go hand-in-hand with a strong presence in the global marketplace.  Both are critical to our national and global security.  We must continue to participate in worldwide trade and nonproliferation policy discussions, or cede leadership in these areas to other governments and industrial competitors.  Unless we choose engagement, America will lose tens of thousands of jobs and other benefits such trade has for our economy while forfeiting the nonproliferation benefits that 123 agreements are intended to achieve.

Stick to rules on importing blended waste [08Oct11] - 0 views

  • nergySolutions is once again asking for the State of Utah’s permission to accept another vagrant bunch of radioactive waste. It plans to blend, or dilute, Class B and Class C waste with less radioactive waste until it just meets the Class A waste levels its license allows at its Clive disposal site. Think of it as kind of a radioactive smoothie.
  • This blended waste is a unique waste stream: something unforeseen and unknown to the Nuclear Regulatory Commission (NRC) when it developed its low-level waste regulations in 1981. While the commission is currently trying to develop coherent new guidance on this, its rules state that it is only OK to intentionally mix wastes “as long as the classification is not altered.” Utah does not have such a regulation.
  • At present there are no disposal sites that accept Classes B and C low level waste, but that will change in about a month when a Texas disposal site opens and starts accepting these materials, without any of the hazards incurred in actually putting these things in the blender. The public understands how corporations often use regulatory loopholes to their own benefit.

  • EnergySolutions is also partnering with a company (Studsvik) that in presentations to our board last year vigorously lobbied against blending, saying that there were “not sufficient safeguards,” in place, and that this “does not solve the problem.” And, what will be the actual increase of the total radioactive dose at the site, since the blended material will be manipulated to be at the very highest level of Class A waste?

In 1996 the National Academy of Sciences (NAS) was requested by the U.S. Environmental Protection Agency to initiate a scoping study preparatory to a new review of the health risks from exposure to low levels of ionizing radiations. The main purpose of the new review would be to update the Biological Effects of Ionizing Radiation V (BEIR V) report (NRC 1990), using new information from epidemiologic and experimental research that has accumulated during the 14 years since the 1990 review. Analysis of those data would help to determine how regulatory bodies should best characterize risks at the doses and dose rates experienced by radiation workers and members of the general public
