Gates Foundation to require immediate free access for journal articles - 2 views

    Breaking new ground for the open-access movement, the Bill & Melinda Gates Foundation, a major funder of global health research, plans to require that the researchers it funds publish only in immediate open-access journals. The policy doesn't kick in until January 2017; until then, grantees can publish in subscription-based journals as long as their paper is freely available within 12 months.

    I did a quick search in the Web of Science database to see home many papers have received funding from the Gates Foundation. Since 2000, more than six thousand research papers have received funding from the Bill & Malinda Gates Foundation; more that one thousand per year since 2011. Most of these papers are in the infectious diseases, immunology, and public health area. In the big scheme of scientific publications, this is just a small number. But with their well-known name, this is a good sign.

    One must start form somewhere, and this is a good start for changing the attitude towards open access.

    This serves as a significant catalyst to change the mentality of both the researcher and the funder. The Gates Foundation is a leading organization in resolving world health issues. This action demonstrates their drive and desire toward their cause; and will hopefully it will start a trend amongst authors and other research funding NGOS.

    As mentioned in class discussions, this is the only reasonable response. Bill and Melinda have put their time forth into creating charities, and attempting to control content which was given from charitable grants is lunacy. It is comforting to see the Gates foundation scrapping the 6-12 month window of restriction. WIth this said that said, this draws interesting parallels with journals that receive government grants due to the fact that the privately sold resource is already being funded by the tax payers.

    Should Open Knowledge be associated with old and irrelevant knowledge. Going through MIT Open Course, all I could see is knowledge as old as 10 years. Well some information may still be relevant but most of the information has evolved and there is new materials.For me, this makes Open Knowledge a joke if all , that can be offered is outdated knowledge

This would make it possible for users to simply walk up to a bus stop and receive the time until the next arriving bus, without any additional software needed.     While attending another work-related webinar, I heard about this web site and thought about this class. On the surface, this site looks like a portal to many, many other image and video repositories about the history and geography of the United States. Many are contributed by local public libraries, museums, archives, and historical societies. What caught my attention and connect to this course is that all the metadata of the repositories are open access, so that developers can take advantages of the metadata and create additional apps. In this sense, this site becomes a platform. The contents from the various repositories have different degrees of rights and restrictions for reuse, some are under CC, some are protected by copyright, but the metadata is all open!

    El asunto es que ha sido más lento de lo esperado el cambio de las herramientas para medir el impacto de artículos académicos, no digamos de los libros. Y en México el sistema de difusión y producción editorial de la ciencia está desestructurado de tal manera que se convierte en un incentivo para tratar de publicar en revistas extranjeras, que tienen índice de impacto y esquemas de difusión, pero que utilizan el modelo tradicional de evaluación. La institución gubernamental promotora de la ciencia en este país (Conacyt) está intentando fomentar la inclusión de evistas en índices y bases de datos, pero esto genera un fortalecimiento de los grandes grupos editores, que echan mano del peer review clásico, y el círculo continúa. Parece que uno puediera aplicarle al peer review la frase que que le achacamos a la democracia: el peor sistema de gobierno diseñado por la gente, con excepción de todos los demás.

    La cuestión es que no hay quien ofrezca una opción sólida que pueda remplazar al Factor de Impacto. La comunidad científica lo ha adoptado cómo "LA" manera en que se puede medir el desempeño de los investigadores en el mundo. Y ese supuesto es hegemónico en el mundo. Tan es así que Scielo, a pesar de ser un repositorio en acceso abierto que sigue la filosofía de dar a conocer la producción científica latinoamericana, se decanto por generar indicadores bibliométricos de la mano de Thomson-Reuters y entrar al Web of Science. Esto no es asunto menor, es un indicador definitivo de que el dominio del FI no decaerá. Esto repercute directamente con la política científica nacional de cada país. En México CONACYT evalúa a los miembros del SNI mediante sus publicaciones en SCOPUS -pidiendo como evidencia las citaciones en este sistema de información. En Colombia, PUBLINDEX colocá revistas en A1 por el hecho de ser JCR-WoS u SJR-SCOPUS. Esto es innegable y seguirá pasando. Es por ello que iniciativas regionales de Acceso Abierto en América Latina (ya sean repositorios, leyes, etc:) ofrecen una posibilidad diferente que debe ser explotada por los investigadores de la región para mejorar la visibilidad de su producción. Del mismo modo, es ahí donde espacios como este MOOC deben ser valorados por su capacidad para diseminar la cultura del conocimiento abierto.

Even it you are someone that does not have the capacity to use these resources, I believe that it is good to know where to find this source so that you can share it with others, or perhaps one day you will have the ability to use this resource more fully.
