    I was lucky to be in Berlin with some colleagues earlier this month for the 2014 Open Knowledge Festival and associated fringe events. There's really too much to distill into a short post-from Neelie Kroes, the European Commissioner for Digital Agenda, making the case for " Embracing the open opportunity," to Patrick Alley's breathtaking accounts of how Global Witness uses information, to expose crime and corruption in countries around the world.

There are some great open data initiatives around the world and two common themes are the need for a strong community of technologically literate data re-users, and the sustained effort needed within governments to change how they create, manage and publish data in the long term. 2. Spreadsheets are code and we can adopt some software engineering practices to make much better use of them. There are a number of powerful tools and approaches to data handing being pioneered by the scientific community and those working in other fields can adopt and emulate many of them. 3. Open data fundamentally needs open source software. App reuse often doesn't happen because contexts are too different. Reusable software components can reduce the development overhead for creating locally customized civic software applications and a pool of high quality civic software components is a valuable public good worth contributing to.     I see that Google are the sponsors of the 2014 Open Knowledge Festival but despite having little knowledge about Google's role and interest in the Open Knowledge , I also feel they are the culprit when it comes to data manipulative for their own profit motives.

    Great concept! This goes to show that Open Knowledge does not equate to free and giveaway. I love the blend of effectively using a crowd-funding model through libraries to ensure appropriate fees are paid to cover costs and compensate authors and publishers to enable open access under a CC license across a global library network. It would be interesting to see the follow up to this. I would think this approach would be useful for school libraries in a district or region to use this approach and effectively share the resources.

    Interesting take on what will happen to the future of libraries and how information will be published and sold. It's important to realize that nothing comes free and that we should promote a business model that benefits content-producers as well as consumers.

How to Read a Book - 7 views

    "When you're reading for information, you should ALWAYS jump ahead, skip around, and use every available strategy to discover, then to understand, and finally to remember what the writer has to say. This is how you'll get the most out of a book in the smallest amount of time." This has been a very useful article for me. After reading this the first time I found that every thing that I did when I was reading was the opposite of what I "should" be doing according to this article. I treated all the definitions, table, and sections that were highlighted as if they were advertisements and just ignored them. This was a very useful article in helping me get back on track when it came to learning how to study in an academic environment, and I was very happy to get new and better skills from it as well.

    This reading was suggested in a previous class, and it was foundational knowledge that some learners already have, but just reading and validating certain strategies while offering new strategies for thorough reading is so essential in the overload of content we are constantly sifting through.

    Wow, great article! This really complements the ideas we have been talking about this week regarding digital preservation. I've been thinking a lot about the idea of preserving and accessing closed social networks of the past this week, and didn't even think to make the connection to this weeks' readings until now. I actually introduced my roommate to the Wayback Machine this week and together we were able to find her tacky old Lord of the Rings themed archived geocities website (and it was even worse that I could have imagined! hilarity ensued.) Of course, we were able to access something like geocities because it's a website that's open and available to the public. But what about a social network that requires a username and password? I recently tried to see if I could access my old myspace profile, and was shocked to find that myspace has transformed itself into a music-sharing site with none of the old social networking features it used to have. The information that used to be contained -- and the interactivity that went along with it -- are gone! Not to mention that, if it were searchable via a tool like the Wayback Machine, one would need to remember the *exact* URL to find it (for this sad, sad, reason, I have not been able to find my tacky old geocities website from way back when). This is a great idea and I look forward to seeing how the project evolves. Thanks for sharing!

    The Advantage of online-journals is that the comments are next to the articles. In printed Versions corrections may be as far as several issues away and can easily get lost. I would think it would be great to actually correct the article to have it on an actual state. Correctors should be credited in the community same as the authors. That would reduce the production of new and new sensless articles and Reviews.

    I think having a comments section is a great way to provide feedback on the information provided. Often when I read articles the comments section allows me to understand different perspectives and interpretations of the information.

    This article, while not necessarily explicitly, managed to hint at what I find to be a source of problematic practices/outcomes in the academy, publishing, etc. That is, it is not necessarily that traditional peer review processes are ineffective at finding errors or misconduct, but rather it is when our processes and practices become so systematized that we can mindlessly or effortlessly engage in and reproduce them without our full, critical attention that they can produce problems. While I think there are good reasons to critique the notion of peer and "expert" culture within traditional peer review processes, an additional and separate critique is the problems that arise with systematization. The article implicitly addressed this when the author commented that current post-publication environments "provide a public space that is not under the control of journal editors and conference organizers." Yet, as White indicates, there exists skepticism of the value of post-publication reviews along with a simultaneous effort to build post-publication systems that have standards that put those questioning it at ease. The National Institutes of Health establishing requirements that potential post-publication reviewers must meet demonstrated this. That is, they are trying to figure out how to systematize post-publication. For me, what this article indicates is that we ought to figure out how to keep our academic and publishing processes "fresh," so to speak. This way we don't become so comfortable with our methods and practices that they allow us to simply go through the motions without fostering innovative and critical inquiry.

    Good article, thanks for sharing it. I think what trancends in this article is that the those who have power obviously want to maintain that position and therefore it is in their interest to lobby for a "bad", "uncreative" education system, so to say to deliberatly limit thought capacity. There are certainly many interesting aspects to what is written in this article, for example the part about Gramschis thoughts is directed on a discussion of social classes, and how those might lean right or left depending on their composition. But could it also be that the, so called, lower classes (i dont like that expression) are just not there to engage and participate in political discussion that draws the outlines of such things like the education system.

    Here in Spain we have a similar evolution of higher education; private postgraduate private schools give masters that guarantee the access to top jobposts, but they are not focused on analysis, creativity and critical minds, but on pure business. What you need to be on your future job post is what you learn. Public institutions are still on air, but they are struggling with less and less public resources to survive. So I guess this is not only going on in USA.

    Italy is going even worse...i'm an Adjunct Professor for maybe 1000 euro per year ... surviving by scholarships, call center mid term contracts, collaborations where i'm asked to pay for taxes the university should pay, all levels teaching.. I like "Some of the basic principles underlying effective pedagogy, such as small class size, individual attention and the importance of mentoring, are being sacrificed in order to increase head count, limit labor costs and create a one-size-fits-all educational experience." The problem is that universities are to make profits from fees (that's why they hire me instead of employing me) and offer any kind of courses, masters to increase their income! The problem is: how can we expect to increase the quality of learning as far as decisions are taking by political, business, organizational sides instead of scientific and educational ones?

    After watching the Willinsky video, this hit home even more. I think the value of quality education is extremely important, and creating a "global village" of learning is still in its growing pains. Having a face-to-face instructor/professor/facilitator lets you ask the questions that pop to mind and being in a classroom setting allows an idea to flow and develop into other ideas. There are a lot of social media tools that are familiar to a lot of students living in a Western culture, but those social tools are not always available to developing countries; many do not have access to schools or even have a computer - as this article indicates, MOOCs are certainly a venue that opens learning opportunities for those who do not have access to learning in a formal environment, but may have access to the internet. What I particularly found interesting were the various MOOC categories - Gateway: MOOCs for prepping to get into higher learning; Research showcase: promote an institute's research areas; Professional skills: MOOCs for those who need to "upskill" or specialize…and there are others. The main reason for taking this course was to improve my knowledge of what social media is out there (MOOCs are part of it), how it is being used, and how useful is this "new" media is within the publishing realm. It is a challenge.

[1410.2926] Estimating Open Access Mandate Effectiveness: I. The MELIBEA Score - 1 views

    "MELIBEA is a Spanish database that uses a composite formula with eight weighted conditions to estimate the effectiveness of Open Access mandates (registered in ROARMAP). We analyzed 68 mandated institutions for publication years 2011-2013 to determine how well the MELIBEA score and its individual conditions predict what percentage of published articles indexed by Web of Knowledge is deposited in each institution's OA repository, and when. We found a small but significant positive correlation (0.18) between MELIBEA score and deposit percentage. We also found that for three of the eight MELIBEA conditions (deposit timing, internal use, and opt-outs), one value of each was strongly associated with deposit percentage or deposit latency (immediate deposit required, deposit required for performance evaluation, unconditional opt-out allowed for the OA requirement but no opt-out for deposit requirement). When we updated the initial values and weights of the MELIBEA formula for mandate effectiveness to reflect the empirical association we had found, the score's predictive power doubled (.36). There are not yet enough OA mandates to test further mandate conditions that might contribute to mandate effectiveness, but these findings already suggest that it would be useful for future mandates to adopt these three conditions so as to maximize their effectiveness, and thereby the growth of OA. "

Stop Hating Online: "Consequences" TV Ad - 6 views

    The Canadian Government promoting how sharing private content of someone is illegal. Having the internet and our social media tools, it is so easy to share and connect with people. It is great in many ways, like education, social life, work etc. but when it comes to personal life, maybe it is not as great. People like to share because it is easy and fast, there are no physical restrictions. There are consequences but because there are too many people doing it, it is hard to target everyone. With this digital age coming so quickly, maybe rules, regulations, and education are still trying to catch up. If I have not taken this course, I would not have known that sharing a screenshot on Whatsapp with friends is actually illegal. The point is when everyone is doing it now, and we were not deeply educated on this topic beforehand, how is this going to stop? When sharing screenshots has became a trend, how is it possible to stop?

    I think this video does an excellent job of not victim-blaming, or casting any moral judgement. I think it's easy to say "don't take pictures", etc., but approaching it as a strictly legal matter may be a better route to take. Speaking of the general open access movement, I think some valuable lessons could be taken from this for raising awareness about appropriate uses of open access information. It reminds me of the Disney compilation copyright video we watched at the beginning of the course - using some very literal imagery to get a point across, and explaining what the law is, not what people are doing with it.

    I think this PSA does a really good job of communicating a 'touchy' subject in a tasteful manner. The message is simple and very relatable for adolescents. Cyberbullying is a tremendous issue among youth in Canada and I am really glad to see the government taking preventative initiatives.

Local Contexts - 3 views

    Local Contexts is a new forum for applying Traditional Knowledge licenses or labels to materials from Indigenous communities. They work a lot like Creative Commons licenses. There are often different categories of Indigenous knowledge meant only for the community, or only for women, or only for leaders, and these licenses offer a way to label materials accordingly. These labels and licenses are added onto existing copyright, which is often held by the person who made a tangible material rather than the community where the idea comes from (an anthropologist who filmed a traditional ceremony owns the copyright on the film, and the community has no copyright). These TK labels are asking people who come across materials like this to think about how they are using the materials, and to think about whose intellectual property they are. This is a very new initiative, but a really valuable tool. This is part of a different conversation that challenges how we normally talk about copyright and intellectual property.

    Thank you for sharing. I also heard that many universities are getting rid of their printed textbooks and only using e-texbook due to high prices that students have to pay for their printed textbooks. They may order in the printed textbook, but majority of schools are going digital.

    Thank you for sharing this resource. This reminds me of a news article I read before, which is "Apple Announces E-Book Store". According to that news article, Apple announced the create of iBook store in Apple's event in Jan 27 2010, hoping to reshape the e-book industry with a vast selection of electronic books in iBook. Electronic books offered in iBook store are around the same price as Amazon's Kindle platform, but with much more functions and convenience. Taking the form of iPad, and with the support of five largest publishers in the world, iBook offers the electronic version of various books and ebbeds multimedia such as photos, videos, and audio files into books, which is revolutionary. Therefore, the rapid development of technology has promoted the rapid changes and upgrading in book industry. From traditional physical books that we buy from retailers or borrow from libraries, to the online book sellers who sell both physical books and electronic books, to today, ebook stores in portable and mobile devices, how we read, when we read, where we read, and what we read have been transformed to a large extent.

    It is interesting that whenever a new innovation is introduced, the current one is declared dead before its final time arrives. Books in whatever format are appealing to different audiences for various reasons. To think that the introduction of e-books was going to lead to a declaration of war on printed books is laughable. Books will be with us for as long as we are still in this world. Does format matter? only time will tell.

    Long back Lancaster wrote about paperless society but still we are heavily depending on paper only. Technology has fast evolved. First we talked about e-libraries then virtual libraries and now contemplating cloud based libraries. Many technologies have come and gone but paper is still ubiquitous.

School shootings tend to support this.

"I mean, how can someone who is not a journalist be a journalist?" I am adding this not that I am in agreement but its an example of negativity towards this area.

    I think that this article does a good job of discussing some of the "darker" aspects of citizen journalism. It distinguishes how citizen journalism often deals with trying to change public opinion, whereas traditional journalism, in theory at least, aims to be objective and truth-based. While it is a large stretch to call traditional journalism "truth-based," there are typically certain measures in place to promote accuracy, such as fact checking, review, etc. I like how this article supports the professional integrity and need for trained, educated journalist, comparing "citizen journalism" to "citizen-pharmacy and crowd-sourced obstetrics." While there is certainly value in IndyMedia and citizen journalism, the flip side is that information distributed in this manner is not by any means guaranteed to be accurate or fair.

    I am a professional journalist (Bachelor and master degree in Journalism) and I can tell you that a journalist that works for a media is not truth-based, accurated or with professional integrity. A professional journalist is an employee in a company with economical, policital and social interests supported by the content that is being published. I have the content of my articles changed from my managers in order to "match" the diary interests. And what was finally published was far from being truth (then I denied to put my name in the article, but it was still published). So citizen journalism might include emotions, prejudices and non contrasted impressions from citizens, but are still free and natural. I am totally towards citizen journalism.

    On my navigation searching for initiatives to see how Open Knowledge are making the difference on the Latin America society I found this... nowadays unfortunately on South America (and in other places as well) open knowledge initiative are not divulgated. Universities seem to be not interested about promoting these initiatives and few people know about them. I was amazed reading the text from Francisco J. García-Peñalvo (Open Knowledge. Challenges and Facts) and seeing that a lot of Universities on Europe and North America are promoting and working with open and free access to texts and online courses. It's incredible how people have the possibility of learning in a world that each day is more competitive. I really hope that this great news about Brazil helps more and more people to understand the impact and the changings on the educational process.

    Really helpful and basic filters. I especially appreciate: If you can't take 2 minutes to write, 'Hey Mike, I know we don't know each other, but I think we have some mutual interests (or connections) and I would value you in my network," then I won't take 1 second to click "accept." Many people use linkedin for their professional connections. Considering why Mike doesn't accept invitations helps one to understand how to make better use of the site and how to keep it manageable for your own uses.

    Great way to filter people on Linkedin, the thing is, at least in my case, if by any chance I will invite someone always write a letter, but normally I take a look of profile before accepting a person in my net. That is because sometime there are interesting people that do not know the Netiquettes. Cheers Julia

Grimly Letting Go of the Old Story " how to save the world - 1 views

    cartoon by David Sipress from the New Yorker I have noticed a subtle change over the last year or two in what (and how) both mainstream and alternative media are reporting (worse news, more indifferently, more dishonestly and more under-reporting).

    For a blog called "How To Save The World", this post seems to end right before the writer gets to the "how to". The points made are accurate, but there's no call to action. I'm not a big fan of conspiracy theories for the reasons discussed in this post, but things like this frustrate me because they don't foster discussion about "what can we do about it?" Making sure people understand that everything is awful and needs to be fixed is good, but that isn't the end of it -- circulating information is only step one.
